IMPHAL, December 6: Discovering the movement of UG cadres in the general area of Umathel-Lowangching road, troops of 27 Assam Rifles of 9 Sector under HQ IGAR (South) launched operation in the area and apprehended one UNLF cadre on December 5, stated a PRO release stated.

It has further identified the apprehendee as No.1503 (Batch No.24) Meghachandra alias Loitomba, 29, s/o Modal, r/o Kakching Khn and was handed over to Waikhong  Police station.

It has further stated that in yet another incident, troops of 31 Assam Rifles of 26 Sector under HQ IGAR (South) alongwith lady police representatives launched operation in the general area of Khudengthabi and apprehended one  lady recruitment agent of UG outfits and a minor boy from a Maruti van bearing regn No. MN 05A 0511 moving towards Moreh on December 5.

It has also identified the apprehendees as Indira Devi, 35, w/o Kumar Singh, r/o Moirang Hunba, Lamphel (recruitment agent) and Rishi Kanta Singh, r/o Yangosana Singh, r/o Wangoo Sabam, Kumbi, Bishnupur.

One mobile phone and Rs.1500/ in cash was recovered from the apprehendees who alongwith the recoveries were handed over to Imphal west police station, the release added.

Meanwhile, a statement issued by the Senior Superintendent of Police Imphal east district stated that a team of the district police commandos has arrested one KCP (City Meitei) faction cadre from Kongpal area on December 4, around 10 am.

The cadre has been identified as Leitanthem Samananda Singh alias Chingnunghut alias Naoba alias Birjit alias Sevekumar, 34, s/o L. Samungou Singh of Kongpal Chanam Leikai, the release added.

It said the team recovered one 9mm pistol loaded with three live rounds in the magazine from him.

It further stated that on spot verification, he disclosed to have joined the outfit in the year 2009 through one Brojen of Tentha area and presently working under the command of s/s finance secretary, Raja Meitei.

He was involved in extortion of money from general public and transportation of arms and ammunitions and also recruited young boys totheir organization, further added the release.

The statement further stated that on Decembr 5 another team of the district police commandos arrested one KCP (Nando group) from near Ibemcha High School from Khabam Lamkhai area around 5:15 am.

The cadre has been identified as one Mutum Somendro Singh alias Goat, 32, s/o (L) M. Ibocha of Khabam Lamkai Mayai Leikai.

On verification he disclosed that he had been arrested several times earlier by security forces and after released from ail he met one Moirangthem Dewan Singh, 25, s/o M. Jarma Singh of Achanbigei Mayai Leikai at present staying at Sekmai bazaar as i nstructed by Nando, it said.

It asserted that he disclosed to have involved in distribution of several rounds of ammunitions to many persons to raise party fund. Moreover, it further added that Moirangthem Dewan Singh was also arrested from Sekmai at about 6:30 pm at the instance of M Somendro Singh, who also claimed to have involved in extortion of money from several persons and transported arms and ammunitions from place to place.

On the other hand, the Imphal West district police commandos arrested one active member of KCP (MC) on December 5 around 4:20 pm from Bijoy Gobinda near.

The cadre has been identified as Konthoujam Dhanajit Singh, 27, s/o K. Indrajit Singh of Sagolband Sayang Kurou Makhong.        

On spot verification he disclosed that he is working under the command of P Mangang of KCP (MC). He had served demand letters at Imphal areas and also extorted huge amount of money for party fund. Moreover he had served demand letters to ANGEL coaching centre (ACC), Uripok and HRD boarding Phayeng, it said.

One mobile handset was recovered and seized from his possession by the police.

LAMKA, November 6: The Joint Action Committee demanding Saikot sub-division while putting another rider to the representation it has submitted to the Chief Minister O. Ibobi Singh has tendered another memorandum yesterday in which it stated that inspite of upgrading Tuibuong and Sangngaikot into the status of sub divisional level from TD blocks the Saikot TD block has been left out by the state government.

This is so despite the fact that the new sub-divisions were created according to a Governor directive of December 2003 which had also included the creation of the Saikot TD Block, the memorundum said

It said Saikot TD Block by all accounts is the most deserving bock worthy of elevation to SDO circles yet it has been left out which has shocked the people of the region and stunned while terming this as a step motherly treatment.

It said that since many years the people of the area have been waiting for the upgradation of the blocks into SDO level as in other blocks.

It said under the Saikot TD block there are 19,526 population with 3, 222 household with 39 villages in a strategic location with government institution and offices like those of the PHC, ITI, nurse training centre and fairy develop state highways, post offices and many other infrastructures however it is yet to be upgraded to a sub division level.

Meanwhile according to a source there are six assembly constituencies under Ccpur at present out of which the only one left out from being upgraded to a sub division is Saikot and for the matter it have not been upgraded.

IMPHAL, Dec 6: NISA has entered the semi-final of 55th CC Meet Football Tournament after defeating Mizoram Youth XI by 4-3 in tie-breaker in the 2nd quarter final match played today at Mapal Kangjeibung, Imphal.

Both teams were locked in goalless draw till the end of normal time. Later, NISA defeated Mizoram by 4-3 in the tie-breaker.

The goals for NISA were scored by L Nabachandra, G Golmei, Michael Joute and Th Borish while L Ramfangzauva, Lalnghinglova and Lalrammuanpuia scored for Mizoram Youth.

There is a tendency in Manipur for things to always return to square one. The avenue for a way out of this depressing stagnancy eludes the imagination of one and all, including our leaders, intellectuals and the numerous NGOs in the field of social works. The shared obsession seems to be to analyse, dissect, scrutinize and then either rubbish or glorify the past compulsively and then blame each other or else some external agency or the other for all the misery and misfortune that is everybody’s fate. Maybe there is some truth in this vision but it certainly cannot be the whole truth. To think this is so would be to reduce the social organism that we all are part of, to a simplistic mechanics of stimulus and responses only. And this we know cannot be, for the being and the soul of any society is far more complex, and we would contend, infinitely so. The difficulty in sizing up a society or its mores completely lies in this complexity and not to any attributable flaws of the past, as the current intellectual tradition in social analysis in the state seems to suggest. If social issues were so clear cut, and there were no ambiguities about remedial measures, most social problems ought to have disappeared by now everywhere in the world. The greatest thinkers have discovered, or others discovered after they are long gone, that this has never been the case and cannot ever be so as well.

The linearity of our social analyses has had some very serious consequences. For instance we seem to be a society which sees salvation in the past, at the cost of even ignoring the future. From the point of view of this limited linear vision, this is totally understandable. At least in its structure as a chronological sequence of events, there is a definitiveness about the past and this makes it comparatively simple to grasp, or at least it does not make it seem out of grasping distance. We would not say the same thing about the substance that gave form to this structure, but even here the same definitiveness associated with past events thins out the desperation to get the diagnosis right. The unfortunate thing is, this approach in our effort to come to grip with the past, is often extended to our quest for an understanding of the future. This, we would contend is flawed, for one thing there is nothing linear or definite about the future. In fact, the biggest flaw in historical materialism of the Marxist variety is precisely this linear and deterministic view of history and the future. This modernist outlook it seems is infectious, and hence our problem solving efforts have seldom acknowledged that the future is about discovering previously unknown and unexplored equations. The foundations of our mainstream as well as the numerous prevalent alternate politics today have never been built on any such broad platform, negating in the process the well known, one line definition of politics as “art of the possible”. Unlike the past which is a dead process and circumscribed in time and memory, the field for the future is wide open. We cannot erase the Chahi Taret Khuntakpa chapter in our history, but creative vision of the future can prevent similar historical catastrophes.

While we cannot possibly forget our past, or ignore what we have inherited from it, we do feel there is an urgent need for our society to tone down some of its claustrophobic obsession with the past and develop a vision of the future that is not everything about undoing the past or based on any utopian ideal, but in the light of it as precisely “an art of the possible”. Only when this understanding becomes the standard, realistic terms for resolutions to most of our conflict situations, both internal and external, can begin to dawn. If the question is about past wrongs and their impacts on the present and the future, surely as creative, autonomous beings that all human individuals are, we can overcome these impacts. In structural terms, democracy guarantees this possibility. In spiritual terms too, the prison of “coloniality” of even formerly colonized worlds, cannot contain this same creativity that gives the individual the capability of sizing up his predicament and affect the changes necessary to overcome that state of mind. It is depressing that our public discourses seldom have approached the future without the past as the sole measuring tape. Let our future go beyond the status of being just a response to our past.
