Imphal, Jan 19: The Congress party here today released the election manifesto at its head office. Chief Minister, O Ibobi, Congress President, Gaikhangam, Congress MPs, Ministers, MLAs, central representatives including Eduardo Faliero, Gen Secy, Jagdish Tytler were present in the function.
The Congress party will urge centre to provide constitutional safeguards for territorial integrity of Manipur, Lok Ayukta will be effectively enforced it was assured.
Improvement of law and order will continue to be main priority, AFSPA have already been withdrawn from seven Assembly segments and further removal of AFSPA from the remaining part of the state will be considered as and when the situation of the law and order is improved it was announced.
Balanced development , particularly road connectivity from Sub-Divisional Headquarters to District Headquaters and State Capital including NH-37, NH-39 and NH-150 is Congress’s priority and will be executed within a time frame.
The Tongjei Maril (Old Cachar Road) will be improved, effort made for regular supply of power to the people of the state and to electrify all households of the State under Rajiv Gandhi Gramin Vidyuti Karan Yojana (RGGVY). All villages will be provided drinking water within a time frame.
It was assured that irrigation will be provided to all agricultural lands to pave the way for another Green Revolution which will also aim at creating more employment opportunity in both agriculture and horticulture sectors.
Water shed and Horticulture development will be vigorously taken up in the hills.
Development of Games and Sports facilities will continue to receive special attention. A State Youth Policy will be framed and a new Sports Policy will also be formulated.
More employment opportunities for the educated unemployed will be created by making tourism a full fledged industry besides expanding the existing schemes for providing employment.
Public health will continue to receive the priority of the government. Fight against HIV/AIDS and rehabilitation programmes for HIV victims will be intensified.
Congress has already translated into action the promise for setting up of Minority Commission, OBC Commission etc. and various schemes for development of the Minority and OBCs have been implemented. More will be taken up.Reforms in education will be made to suit the changes of time and circumtances. Welfare projects for women and children like the SSA, Mid-day Meal and ICDS will be implemented more vigorously.
Suspension of Operation (SOO) has been signed and peace talks started with some insurgent groups. Efforts will be made to cover remaining groups. More concerted efforts will be made to bring about negotiated settlement with the underground organizations. It was also assured that new schemes for development of veterinary, animal husbandry and dairy will be taken up.
Functioning of Cooperatives will be streamlined. Credit and loan facilities provided by the cooperative banks will be increased.
It was finally assured that Congress will ensure that Manipur gets its due benefits of the Look East Policy and Vision 2020. Mr. Ibobi said the Congress candidates were unable to work freely due to threat by militants. On being asked about the achievements of the Congress party during the last ten years, Mr Ibobi said road connectivity is one of the best in the region. He however admitted that power is supplied for only three hours a day. He said water level at Loktak lake has decreased hence the production level has decreased.

The bomb experts retrieved the bomb around 11 a.m.
Prior to the incident, a hand grenade was blasted at the gate of M. Herojit, Bamon Kampu Maning Leikai this early morning around 3.25 a.m. No one was injured in the blast. Herojit is a Congress worker.
Another hand grenade was also found near the gate of Congress worker Ng. Roshan (40) Sagolmang Awang Leikai.
Another bomb was exploded at the office of Block Congress Committee, Wangjing Tentha last night around 7.30 p.m. No casualties were reported in the blast.
Some unknown persons also fired at the residence of L. Tilotama of Jaganath Achouba Leirak, Chanam Pukhri Mapal last night.
Meanwhile a bomb like object was found hanging at the gate of Ninthoukongjam Baldeba (60) Wahengbam Leikai Lairembi Maning this morning around 9.30 a.m.
There is an election polling station at the house of Baldeba.
In yet another incident a bomb was tying near a bridge Constructed over Nambul River near Kha Imphal High School under Singjamei PS this morning around nine a.m.

LAMKA, January 19: The lone independent candidate in 58-Churachandpur assembly constituency Chintuahlian Guite has promised to reduce unemployment problems in the state by paying greater stress on private enterprises and various types of small industries like plants for manufacturing of medicines raw material of which are locally available.

He was speaking at a program to release his election manifesto at Saulim Resturant today.

An MBA post graduate from UK, Chintuahlian mooted the promotion of internet marketing in partnership with big multinational companies as well as adequate emphasis on making the local people more self reliant.

Heavy fluctuation in prices and artificially created scarcity of commodities, even during economic blockades should be controlled, he said. He also laid bare his plans to improve water and power supply in the district.

IMPHAL, January 19: A bomb blast occurred at 7.20 pm on Jan 18th at Wangjing Tentha Block Congress office, Wangjing Bazaar. No casualties were reported. Another bomb blast took place inside the residential complex of M. Herojit of Bamon Kampu, a Congress worker, today around 3.30 am. In another incident, a bomb was lobbed at the residence of Nangbam Roshan at Taret Khun, Khundrakpam at 6.30 am today. However, the bomb did not go off. Roshan is said to be a worker of Deputy Speaker Thokchom Lokeshor. An IED was recovered near the residence of Speaker Irengbam Hemochandra, at Maibam Leirak Machin Singjmei Chingna Makha at 11.30 am today. Singjamei police officials and Manipur police bomb squad later collected the bomb safely.

IMPHAL, January 19: The Maoist Communist Party warns that individuals who are in cahoots with the Congress and the CPI despite the boycott imposed by the outfit have been identified and if they do not cease their election activities will be awarded fitting punishment before or after the conclusion of the elections.

A release by Nonglen Meitei, publicity and propaganda secretary of the outfit further states that certain positive changes have been observed in the conduct of the present election as compared to yesteryears.But, the distribution of bribe money to woo voters have increased manifold.

There are certain ministers who have been trying to make a mockery out of the dictates imposed for the welfare of the public and the workers aiding them have been identified. The Maoist pointed five workers of the Chief Minister, six workers of minister P Parijat,five workers of N Biren and five workers of minister K ranjit. The release also added that one journalist from Heingang has been added not as a journalist but as a congress worker.

IMPHAL January 19: The Social Democratic Party of India today submitted a memorandum to the Governor, Gurcharan Jagat Singh, seeking his assistance in ordering a governmental enquiry into the killing of Md. Ishaque Ali amd Mustakim of Lilong Mairenkhul near Uran Chiru MASSI complex yesterday maintaining that they were innocent citizens. IMPHAL, January 19: The two persons who were killed in a shoot out with Imphal East Commandoes yesterday at Urum Chiru, MAASI road are innocent, said their families today. The two persons identified as Md. Ishaque Ali (25) s/o Mv. Rajaq the other Md. Mushtaqkim (25 yrs) s/o Md Abul Hasan, both residents of Lilong Tairen Makhong Mairenkhun are civilians claimed family members. A Joint Action Committtee against the killing of the two persons has been formed, which has demanded for a judicial inquiry. Their bodies have not been accepted for final rites. Addressing a press conference at the Manipur Press Club, JAC Convenor, MD Abdul Qayum said Ishaq had picked up Mushtaqin in the afternoon to fetch petrol from Kakwa. Shortly after, they were said to have been picked up by a team of Imphal East CDO. “We deem the incident as a case of fake encounter. We demand a judicial inquiry into the incident” said Qayum. A memorandum of demands has also been submitted to the CM today.
