New Delhi, Jan 20: The Central Bureau of Investigation Mumbai has filed a chargesheet against an Additional Commissioner of Income Tax (an IRS Officer of 1992 Batch); her husband (a Chemical Engineer & a businessman of Mumbai) and an Asst. Commissioner of Income Tax in a bribery case of Rs.Two crores.
This Case was registered by the CBI in April, 2010 on the allegation of demand of bribe of Rs.2 crore by an Addl. Commissioner of Income Tax at Thane (Maharashtra). It was alleged that Income Tax Department, Thane had conducted survey of a private firm engaged in construction business. The survey team was headed by the then Asst. Commissioner of Income Tax, Thane. While the survey was in progress, the then Addl. Commissioner visited the Office of the private firm and one of the partners of said firm was threatened that the survey action will be converted into a search operation unless a bribe amount of Rs.2 crore was not paid to her. She also instructed the Assistant Commissioner to prepare fake documents so that a particular amount was arrived at as undisclosed income. Accordingly, fake documents were prepared by the Assistant Commissioner on the spot. Later on the amount was reduced to Rs. 1.5 crore. The CBI arrested the Additional Commissioner and her husband while accepting the said bribe amount Rs 1.5 crore from the complainant.
Further investigation led to tracing of two more lockers of Addl. Commissioner of Income Tax and her husband, apart from one locker whose keys were found during searches. The operation of the two lockers at IDBI Bank, Mumbai led to recovery of Rs.84 lakh in cash and jewellery worth lakhs of rupees besides documents of three properties. A total cash amount of Rs. 1.30 crore, apart from the bribe of Rs. 1.5 crore was recovered from the possession of Additional Commissioner. Later, the then Assistant Commissioner of Income Tax Circle-3, Thane (Mumbai) was also arrested on 19.04.2010. Investigation further revealed that the then Asstt. Commissioner of Income Tax received Rs.10 lakhs as bribe amount on 29th March, 2010 which was part of Rs. Two Crores bribe demanded by Additional Commissioner of Income Tax Circle-3, Thane (Mumbai). Searches were also conducted at her residential premises in Mumbai which yielded cash of Rs.6 lakhs, 3 plots at Panvel, 3 plots at Nagpur and one house at Andheri (Mumbai).
After thorough investigation, Mumbai, branch of CBI has filed a chargesheet against the three accused persons in the Designated Court. The public is reminded that the above findings of the CBI are not the final proof of the guilt of the accused. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.

In this case, chargesheet was filed against a total of 73 accused persons for fraudulent withdrawal of Rs.14,40,95, 401/- from Jamshedpur Treasury during the Financial Year 1991-95 on the basis of forged budget allotment/sub-allotment letters and false bills. The false bills were either raised without effecting any supply or after making partial supply of poultry feed and vet medicines to Animal Husbandry Department.
Out of 73 chargesheeted persons, five accused persons died during trial; four accused persons were made approvers; one accused Pramod Kumar Jaiswal (Supplier) was convicted earlier after he pleaded guilty and one accused person, namely Sateyendra Kumar has been absconding. One accused R.G.Sharma was discharged during trial. Thus, on the day of judgement, a total of 61 accused persons were facing trial. All the 61 accused persons have been convicted on 16.01.2012.
Earlier, 20 accused persons were sentenced on 16.01.2012 to undergo Rigorous Imprisonment of one to three years with a fine varying from Rs.30,000/- to Rs.3,00,000/- in this case. In this case, chargesheet was filed against a total of 73 accused persons for fraudulent withdrawal of Rs.14,40,95, 401/- from Jamshedpur Treasury during the Financial Year 1991-95 on the basis of forged budget allotment/sub-allotment letters and false bills. The false bills were either raised without effecting any supply or after making partial supply of poultry feed and vet medicines to Animal Husbandry Department.
Out of 73 chargesheeted persons, five accused persons died during trial; four accused persons were made approvers; one accused Pramod Kumar Jaiswal (Supplier) was convicted earlier after he pleaded guilty and one accused person, namely Sateyendra Kumar has been absconding. One accused R.G.Sharma was discharged during trial. Thus, on the day of judgement, a total of 61 accused persons were facing trial. All the 61 accused persons have been convicted on 16.01.2012.
Earlier, 20 accused persons were sentenced on 16.01.2012 to undergo Rigorous Imprisonment of one to three years with a fine varying from Rs.30,000/- to Rs.3,00,000/- in this case. Imphal, Jan 19: Imphal, Manipur, India/Lexington, Kentucky, USA; January 20, 2012: The Secretariat of Gurbachan Jagat, the Governor of Manipur, and the International Museum of the Horse at Kentucky Horse Park in Lexington, have announced that a unique gift of traditional Manipuri Polo (Sagol Kangjei) gear has been donated by the Governor to the Museum on behalf of the people of Manipur. The donation was arranged by Dr. R.K.Nimai Singh, Secretary to the Governor and L.Somi Roy, film and media arts Curator, of New York.
The gifts were designed and constructed by Meisnam Khelen of Khurai Thongam Leikai. They include the traditional Manipuri wooden saddle, braided bridle, braided leather whip, a full set of traditional polo player’s attire, two traditional polo mallets and a ball. Mr. Roy made an additional gift of traditional Manipuri darts (arambai) with peacock feathers, also made by Mr. Khelen.
The Governor felt though Manipur is the origin of modern Polo, most of the people do not know this fact and he expressed that this small gift will at least provide a window to the glorious polo tradition of Manipur to the outside world. He expressed his gratitude to the Museum for accepting the gifts for display.
“We are extremely grateful to the Governor and the people of Manipur not only for the significant donation of ethnographic materials related to Manipuri Pony and Polo in Manipur, but also for allowing us to do our small part to raise awareness of these historically significant animals and the current threat of their extinction” said Bill Cooke, Director of the International Museum of the Horse.
The gifts will be displayed in the Museum’s permanent exhibition called the “The Horse in Sport”. An exploration of the contemporary uses of horse in recreational activities, the exhibition features sections devoted to rodeo, polo, thoroughbred racing, standardbred racing and more. The exhibit was renovated in the summer of 2010 and now features major section devoted to eight disciplines of the World Equestrian Games, which the Kentucky Horse Park hosted in 2010. Manipuri sagol kangjei will be featured alongside English polo, tracing the origins and history of modern polo. Expected to open to the public in the Spring of 2012, the exhibition panel will display Manipuri sagol kangjei and English polo in traditional attire as well as video and photographic displays.
In addition, the Museum will add the Manipuri Pony, or the Meitei Sagol, to its online exhibition “Horse Breeds of the World” and will highlight the breed’s special characteristics, its importance in the region and culture of Manipur and its present endangered condition.

Shillong, Jan 19: NNN : Asian Centre for Human Rights (ACHR) while making its submission urged the Government of India (GoI) today to pledge for the abolition of the death penalty before the UN Human Rights Council when it comes for examination under the Universal Periodic Review in May 2012. ACHR stated that inviting comments from the civil society organisations through email or fax is highly inadequate and the government of India (GOI ) must organise a national consultation with the civil society organisations, the National Human Rights institutions and parliamentarians before it submits the National Report to the UN Human Rights Council.
“In 2010 alone, death penalty was given to 137 convicts which exposes the hollowness of government of India’s claim for application of the “rarest of the rare” as the justification for retention of the death penalty. The assurance given by the Government of India to the Government of Portugal for not imposing death penalty to gangster Abu Salem under the ‘Rule of Speciality’ underlines that death penalty is no longer acceptable as punishment by any civilized society,” stated Suhas Chakma, Director of Asian Centre for Human Rights.
In its submission, ACHR stated that human rights situations in India have deteriorated since 2008 when India’s human rights record was examined by the UN Human Rights Council under its Universal Periodic Review in April 2008. A total of 4,034 custodial deaths and 1,836 cases of torture in police custody during 2008-09 to 2010-11 were recorded by the National Human Rights Commission while a total of 740 civilians were killed in disproportionate use of fire-arms by the police from 2008 to 2010 according to the National Crime Records Bureau. A total of 309 cases of extrajudicial killings were recorded by the NHRC during 2007 to 2009.
“These figures do not reflect the actual number as both the National Human rights Commission and National Crime Records Bureau exclude human rights violations committed by the armed forces and the army. The Assam Police in its website claimed that they have killed 129 persons in encounters during January – July 2010.” – further stated Mr Chakma.
On denial of personal liberty, ACHR stated that 2,232 persons were detained under preventive detention laws in 2009 including 835 in Tamil Nadu, 356 in Gujarat, 294 in Uttar Pradesh, 182 in J&K and 143 in Manipur.
These figures are miniscule of the actual detention under the preventive detention laws. The Uttar Pradesh Government recently claimed that 1,797 notorious criminals were detained under the National Security Act in the state.
ACHR said India’s National Report provides only generic information about the legal framework and not the human rights situations and challenges. It fails to state that Jammu and Kashmir does not even a single home for juvenile girls who are detained in the police lock ups and prisons in clear violations of national and international human rights standards.
The UN Human Rights Council in its session in April 2008 made 18 recommendations to the Government of India (GoI). The only recommendation that has been implemented is extending standing invitation to the UN Special Rapporteurs in September 2011 which binds India to allow the Rapporteurs to visit India. While the GoI has recently extended invitations to a number of Special Rapporteurs to visit India prior to the UPR examination in May 2012, it excluded the UN Special Rapporteur on Torture whose request to visit India has been pending since 1993.
ACHR alleged that the government of India has failed to ratify the UN Convention Against Torture – a commitment made in 2008. Though the Parliamentary Select Committee of the Rajya Sabha adopted the Prevention of Torture Bill on 6 December 2010, the government failed to introduce the Bill in the last winter session of Parliament.
India further failed to adopt the National Action Plan for Human Rights despite starting the process in 10 July 1998, it added.
Questioning the lack of seriousness of the Government of India, ACHR stated, “The entire exercise of the Government of India submitting its report under the UPR and seeking comments from the CSOs appears to be a case of forced marriage”.

Imphal, Jan 19 NNN : In the political history of Manipur, the people of the State by and large are never found to be party-minded but rather devote on candidates of their own choice and many of the candidates are also seen changing parties to adapt with the political affairs of the particular time or situation, but the electorate, including their supporters are never mind with such paradigm, according to some analysts.
The people of Manipur more or less are not ready to exercise their voting rights on the basis of political parties but instead they focused only on candidates, social activist Dr Dhanbir Laishram said during an interview .
Many of the legislatures of the State are seen changing their parties and joining others for the coming polls to the 10th Manipur Assembly as a popular fashion but their supporters remain cult of candidacy so long as their candidates stand for elections and moreover, the people have never shown regret over the change of parties and that indicates the electorate is not bothering what political party means to them, Dr Dhanabir Laishram observed.
Senior advocate and member of Senior Citizens for Society, Khaidem Mani echoed the views of Dr Dhanabir Laishram and said that the voters of the State are more interested on candidates and usually forget the political party (s) and their manifestoes, particularly during elections.
Regardless of the fact that a particular candidate of their choice may join the Opposition after election, the public are in the habit of choosing candidates if they think they are right persons out of ignorance, Khaidem Mani added.
Senior journalist and Editor of Sanaleibak, a vernacular daily, A. Mobi in his opinion on the mentality of the electorate of Manipur said that while exercising their voting rights they cast votes on their own personal interest only and forget political parties and their manifestoes.
A Mobi who is also the president of All Manipur Working Journalists Union (AMWJU) also said the people are fed up of political parties’ election campaigns which are full of promises that are completely forgotten after the formation of a new government.
Mobi in his analysis said that poll percentage of local bodies was quite high in compared to either general elections or Lok Sabha elections in the State. For instance, in 2007 general elections, the poll percentage was recorded at 84, and the 2009 Lok Sabha elections held in Manipur was also recorded 60 percent only, whereas the recent Autonomous District Council (ADC) and Imphal Municipal elections were participated by maximum number of voters. Such low turn out was a vivid example that signified the people are not interested in Parliament elections?
On the contrary, Rev. Prim Vaipei, president All Manipur Christian Organization was of the opinion that the public would go attached with political parties because there was no place for personality-cult.

Addressing the gathering, she said that there was no change in the state. She had come to Imphal ten years back. There is no change . The people of the state desire change. In fact, Manipur is backward as compared with other states of the Country like Gujarat, Jharkhand where there are BJP government.s The present govt. neglects the state for the last many years.There will be a change if there is a govt. led by BJP. Every body is speaking that there will be a BJP govt. at the centre at 2014. She appealed the gathering to support the BJP Candidate at the ensuing tenth assembly election. Dr. N. Nando spoke at the gathering. She also spoke at Public rallies held today at Keirao Langdum, Thoubal Ningombam and Dharmasala, Thangal Bazar.
Hema Malini who is also national BJP vice president while addressing the rallies in various venues today accused the Congress-led Secular Progressive Front (SPF) government of Manipur as well as the UPA at the Centre of not providing the ‘basic needs’ of the people of the State like electricity, water and road.
She said10 years ago, she came here for a performance and that she did not see much change in the State even after a decade, adding that in BJP- ruled States like Gujarat, Karnataka and Madhya Pradesh, a lot of changes have been brought about by their governments.
Taking a dig on the Congress led Government, Hema Malini said the menace of unemployment, poverty and lack of a good education system in the State is still persisting because the Government has failed to take up adequate measures to tackle them.
The State of Manipur has its own vast natural beauties that can be made into a ‘big tourism spot’ which in turn can bring huge income to the State, the MP suggested and questioned why the Manipur Government is not taking up such plan.
The Assembly Constituencies where she addressed were Wangkhei, Keirao, Thoubal, Uripok and Thangmeiband.
Hema Malini left the State, which will go on poll on January 28, around 3 pm.
