Imphal, March 20 NNN: Vice – chairman of Sadar Hills Autonomous District Council (ADC) Hankholal Hanshing has been kidnapped by some miscreants late last night from a place in Imphal.
According to the police, Hankholal Hanshing was abducted from New Lambulane in Imphal East district at around 10 pm along with another ADC member Thangkam Misao and one Seikholun Khongsai. Thangkam Misao is the president of Sadar Hills Block Congress party.
The police said the incident could be related to the recent ‘no-confidence motion’ against Sadar Hills ADC chairman SH Seipu. A week ago, ADC members led by Hankholal Hanshing had moved against ADC chairman SH Seipu.
Meanwhile, four personnel of Manipur Rifles who have been deployed at the house of Sadar Hills ADC chairman SH Seipu were picked up by the police in connection with the kidnapping incident, the police source added.
In another incident, suspected Kuki militants ransacked the house of Nehkholun Chongloi who is a member of ADC last night, according to police source. It said the armed persons asked for Chongloi but when they failed to find him, they ransacked his house at Thenjang village under Sapermeina police station, Sadar Hills.

The CM also tabled four bills to discuss in the house. The bills included joint electricity regulatory commission regulation 2010, joint electricity regulatory commission for Manipur and Mizoram regulation 2009, joint electricity regulatory commission for Manipur and Mizoram regulation 2010. The CM also presented the first report of business advisory committee 2012.
The member of the Manipur state assembly condoled the death of Ngangbam Kumarjit who was elected from Thangmeiband A/C in the fifth state assembly.
Taking part in the condolence, the chief minister O. Ibobi said, Kumarjit involved in the issues of the state while he was a student, he took part in the public agitation and for that he was lodged in the jail.
A two minute silence was observed as a mark of respect to the departed soul.

In a joint operation carried out by troops of 5/9 Gorkha Rifles and 1/11 Gorkha Rifles of the Division in Tangjen Makha Lekhai Ward No 10, they apprehended one OGW of KCP (MC) namely Laishran Kartik, s/o L Luthon Meitei and r/o Tangjen Makha Leikai,district Bishenpur. He was handed over to Moirang Police Station. In another operation carried out by 5 Assam Rifles in general Area Karaong resulted in apprehension of one NSCN (IM) cadre on 20 Mar 2012. He is identified as SS Lt Aayo Tangkhul, s/o Shangpong and r/o Kachai village, Ukhrul. He was handed over to Police Station Imphal West.
Troops of 43 Assam Rifles of the Division apprehended two KNF (P) cadre from gerenal area Kanglatungbi. They are identified as Paolet alias Galngam, s/o Haokholam and r/o Saparmaina, district Senapati and Seilen Vaiphei, s/o Paojalhun, r/o Saparmaina, district Senapati. One 7.65 mm Pistol was recovered from their possession. They were handed over to Police Station Sekmai. Troops of 22 Assam Rifles of the Division apprehended a UNLF cadre in general area Dholakhal. He is identified as SS Cpt Khwairakpam Amit @ Kulajit, s/o Late Kh Koireng and r/o Dholakhal. He was handed over to Police Station Bada Bekra.
In yet another joint operation carried out by troops of 38 Assam Rifles and 46 Assam Rifles of the Division, they apprehended two KNA cadres suspected to be drug peddler from Tuibong Bazar, Churachadpur district. The cadres are identified as SS Pvt Thnaoba @ John and SS Pvt Thangminlun, both r/o Tuibong Bazar. One AK 47 Rifle and Cash Rs 6,41, 200/- were recovered from their possession. The apprehendees were handed to Imphal West Police Station.

IMPHAL, Mar 20: Singjamei Polo Club bacame the proud owner of the 22nd Governor’s Cup Invitation Polo Tournament edging out Manipur Police Sports Club(B) by 5-4 goals in a nail biting final at Imphal Pologround today.

The Policemen led the early charge as Abung Khuman swing home the opening goal and later teammates T.Pradeepkumar Singh scored another goal just before the whistle in the first chukker.

The unassuming Singjamei Polo Club fired up theirs cylinders in the second chukker with M.Doren Singh connecting two well aimed hits to level 2-2 goals to drew parity and later teammates S.Sadananda Singh adds one more goals to dictate term in the game. With its pride at stake, the Manipur Police rider S.Abungcha Singh storm off with his team third goal to level score with 3-3 goals:

The policemen reorganised themselves in the third chukker and find theirs mark as S.Abunghca Singh came up with the lone goal to post 4-3 goals lead.

However the four and final chukker had a different story as Singjamei Polo Club, snubbed by the policemen in earlier polo tournaments, renewed theirs spirit and made more menancing gallop and were rewarded with S.Sadananda Singh striking home the equaliser and later came up with the title winning goal from Ojit Singh to romp home with the champion title.

Singjamei Polo Club collected Rs 15,000 along with the champion trophy while Manipur Police Sports Club had to be satisfied with Rs 10,000 with the runners up trophy.

Manipur Governor Gurbachan Jagat along with his better half Kiran Jagat and Singjamei Legislature I.Hemochandra Singh attended the final match and later distributed the prizes to the teams. Five veteran polo players also also honoured by the Governor with moneytary assistance.

Governor Gurbachan Jagat while prasing the players in his speech said, Polo-Sagolkangjei which is a played worldwide nowadays, originates from Manipur and the state must be legitimately proud of this. It is one of the assets which identifies Manipur and its people to the people living in India and abroad.

The Governor emphassied on the preservation and development of the ponies as it linked with the development of Manipur. The Governor also lauded the efforts of the Army on theirs part for the promotion and development of polo in the state as the best 8 teams out of the 12 teams from the 3rd 57 Mountain Division Polo Tournament 2012, had been picked up for the Governor Cup Polo Tournament.

The government didn’t say it or couldn’t say that law and order has improved in the state. It only said, all security forces have acknowledged improvement in the law and order situation in the hills following signing of agreement with Kuki militant outfits in 2009. The question is why. Does it mean that the government is not really satisfied with the law and order situation in the hills even though the security forces say it has improved or it hasn’t improved at all? When we talk about law and order in the hill areas we should be thinking in terms of the entire hill region, and certainly not in terms of either Kuki or Naga dominated regions. There is an attitudinal problem in the way the state operates be it in the case of law and order or in other areas of governance. Such attitudes will end up in enhancing the divide between the different communities living in the state. The hill-valley divide in the state spurred by the British colonialists and continued by the Indian state has reached to such a state that it has begun to assume the face of an impossible task. The various governments which have ruled the state has also done almost nothing to bridge the gap, which many a times have threatened the territorial integrity of the state and people to people relations. From NSCN-IM’s ceaseless efforts to break up the state to the entry of Nagaland based party in the state legislature, the state has shown little imagination in dealing with the problem except for flexing its security muscle and sentimental rhetoric. The Mao standoff during NSCN-IM General Secretary Thuingaleng Muivah’s visit was one such action. Even though the state was successful in stopping Muivah, it could not do so in the case of Nagaland CM Neiphiu Rio. Yes, successful conduct of Autonomous District Councils in the hills was no mean feat. But, the state government could not take the ADCs to the district headquarters for meaningful governance at the district level. Why is it so? The state cannot function properly in the hill areas or for that matter the law is non-existent in the hills. Look at all the district level government offices functioning from the state capital. How long can this type of functioning or distant governance continue? Something has to be done or a system has to be put in place for the offices to function in its proper place. After clearing off Chandel District of insurgents, the security forces made tall claims of creating a secure environment for government officials to function properly from district or sub-divisional offices. Does the condition still exist? Now, the government is saying that all security forces have acknowledged improvement in the law and order situation in the hills following signing of agreement with Kuki militant outfits in 2009. It also said, the Suspension of Operations (SoO) Agreement with Kuki UG groups under KNO and UPF was also renewed for one year at New Delhi on 16-08-2011 and approximately 1500 cadres have shifted to eleven designated camps.  The government further claimed that, meetings of the Joint
Monitoring Group are held frequently to ensure that the SoO Groups abide by the Agreed Ground Rules.  Do they really abide by the Ground Rules; say in the case of recent elections? Ask anybody, and they will reply otherwise. Numerous cases of violation of the agreed Ground Rules were reported, and the Joint Monitoring Group is doing nothing except for some threats of action which do not follow. Here again, the attitudinal problem rises its head. The state has immobilized the Kuki groups to some extent. But what is it doing with regard to the Nagas. They always seem to forget that besides the NSCNs and Naga bodies there is an independent entity called the common people. In the recent assembly elections, the common people in the Naga areas have spoken clearly, whatever be the aspirations of certain groups. Isn’t the time ripe for reaching out to the common people in the Naga areas and to address the varied problems of basic amenities?
