Imphal, Apr 7: Justice Altamas Kabir of the Supreme Court of India today inaugurated the functioning of the newly constructed High Court Complex of Imphal bench of Gauhati High Court in the presence of Manipur Chief Minister Shri O. Ibobi Singh, Justice AK Patnaik of the Supreme Court of India, Mrs Justice Gyan Sudha Misra of the Supreme Court of India and justice Jasti Chelameswar of the supreme Court of India.
Speaking at the occasion, Chief Minister O. Ibobi Singh said that Manipur has been deprived of its separate set up of High Court and the demand for its establishment at the earliest is justified and deserves the attention of Union Government. He also assured state government’s full cooperation towards the cause of setting up of a separate High Court in Manipur and urged the Judges for their support.
The Chief Minister said that creation of new High Court Complex would pave the way for early setting up of separate High Court of Manipur which would enable the people of Manipur to have easy access to justice. Huge pendency of cases and non-availability of adequate number of judges has caused untold suffering to the people of Manipur, he added.
The Chief Minister also said that the impressive new High Court Building is one of the major milestones Manipur State has achieved since the attainment of statehood and described the day as a landmark day in the institutional history of “Justice Delivery” in Manipur.
The Chief Minister also assured that he would look into the proposal for creation of 132 additional posts for the Imphal Bench of Gauhati High Court and grant necessary concurrence at the earliest.
Speaker of Manipur Legislative Assembly Th. Lokeshore Singh, MLAs, Chief Justices of Gauhati High Court, Andhra High Court and Kerala High Court, Judges of Gauhati High Court and Members of Bar Fraternity were also present on the occasion.
It may be noted that the new High Court Complex was inaugurated by Prime Minister of India Dr. Manmohan Singh on 3rd December, 2011. Construction work of the complex started in 2007 and its project cost is about Rs.130 crores. The State Government provided the land and also contributed 10 percent of the project cost.
A one day workshop on role of legal services authorities in assess to justice and juvenile justice was held at the auditorium of MFDC, Palace Compound today.
Justice Kabir who is also the executive chairman of national legal service authority said, it is necessary to provide legal aid service to every citizen of India. He was of the view that awareness programmes should be held so that people can collect legal views. Out of the total population of India, 40% belongs to children. Out of it 30% children lack parents guide. Therefore for such children India govt. take up welfare programmes, he said and added that to achieve such facilities, the role of legal services is important.
