The violence perpetrated on the northeast students including girls by the locals and their landlord in nation’s capital and also the Police’s subsequent refusal to admit their FIRs against the culprits is only the repetition of the past. On many occasions, most of the crimes, which could have been averted, took place due to the inattentiveness of the Police personnel in Delhi.

This year in the month of January, a northeast girl again was raped in Delhi by a man who offered her a lift from near her office. Soon after the incident, a complaint was lodged with the Dwarka Sector 23 Police next day morning, but the police did not act. So when the police did not act swiftly and timely, the arrest of any culprits was almost impossible.

We have highlighted number of horrifying incidents the northeast students underwent in the past not only in nation’s capital but also other major cities of the country. It is a pity that in most of the cases, the law enforcement agencies behaved in a similar fashion, leading to encouraging those perpetrators.

A girl from the northeast was abducted and gang-raped by 4 car born miscreants in Delhi some eight years back. There were wide spread condemnation and protests against the crime in the capital and even the Parliament was rocked not because she belongs to the northeast but the very behavioural attitudes shown by the capital cops. Had the cops taken prompt action as soon as the two friends of the victim informed them, she could have been rescued before the miscreants made any further advance to rape her.

The miscreants after about two hours of gang-raping the girl had the audacity to come back to the spot from where she was initially abducted and dumped her there. By this time even, the Police was not seen around and this very attitude of theirs had inflamed the north-easterners. The Northeast MPs had stormed the Parliament and questioned the motives of the cops who made a mockery of the laws of the land.

After three months of this incident, another gory incident of stabbing two girls from the northeast took place at the infamous India Gate, Mumbai. One girl died on the spot while other was seriously wounded.

Soon after the sensational incidents, the Mumbai Police personnel who caught the killer tried to justify that the latter was unsound as he attacked several people including his own father and brother earlier in the day.

One wonders as to how the explanation could be taken as logically correct. If the killer had really attacked many people including his father earlier in the day, there must have been enough alarm and they could have nabbed him before committing another crime. But there was no such sign till the killer attacked the unfortunate two girls from the Northeast at the world’s famed “India Gate’ at about 05:45 P.M.

Therefore, the Mumbai episode remains mysterious till date. One wondered whether the Mumbai Police in fear of reprisal from the north-eastern people tried to paint the whole scenario as done by an unsound man so as the matter could rest there abruptly. Regrettably, nobody questioned so far why the alleged deranged man was allowed to go on killing spree throughout the day with impunity.

Sadly, nobody dared alarm about the terrified acts of the killer nor did they try to help the victims lying in a pool of blood on the ground except one person who picked the girls up and managed to reach them to the hospitals.

The Delhi Police’s refusal to admit FIRs filed by northeast students was not new. But there is a new development that the Police in Delhi started threatening those Northeast students who brought criminal cases to their notice.

There were instances where even the Delhi police joined bashing up northeast students. Sometime in the middle of September last year, an ASI and his two associates of the Delhi Police had to be suspended for allegedly abusing and assaulting of northeast boys. Initially, the Police higher ups were trying to hide the identities of their subordinate officers who were involved in abusing the northeast students but they had to act when the northeast MP Sanjay Takam intervened. Most interesting development that used to happen sometimes was even the police personnel who were involved in assaulting northeast students could even manage to fabricate stories in collusion with doctors of the country’s famed AIIMS that these boys were under the influence of alcohol.

Another sad part that used to happen in Delhi was whenever any rape, molestation and assault occurred on the northeast students; people in the locality were seen hardly coming in their rescue. In some instances, they allowed the accused fleeing from the scene. So sadly there is no sense of security in the minds of these helpless northeast students.

Thousands of students from the northeast are swarming Delhi alone annually for pursuing higher and other studies. The number is likely to increase in the next few years because of the unending political conflicts in the region. On one hand, the Northeast youth are frustrated due to the prevailing situation; on the other, their security elsewhere in the country including Delhi is not secure.

We are happy that the Centre had already laid foundation stone for a 500-bedded hostel for the Northeast girls studying in Delhi. We need more such hostels for the northeast students studying in the national’s capital.

At the same time, we along with our 34 MPs from the region still need to play an effective role in the capital to create a sense of oneness and security. Out of these 34 MPs, some of them are Ministers in the UPA Ministry. One of them is holding in-charge of the Department of North East Region (DoNER). We should also tell those personnel who refused to entertain FIR or threatened Northeast students that what they did is not only against the law of the land but it will also bring a serious gap between the people of the region and the mainland people. To certain extent, we can expect solution to this uncultured behaviour of some cops in Delhi, when our 34 MPs with a single voice rise against the racial discrimination on the floor of Parliament.

The issue of illegal immigrants in Nagaland is not new. This has been there since long time back. The influx of illegal immigrants had been time and again discussed in many fora and this writer himself had attended in many such fora. In all these fora, participants expressed their major fear that this influx of illegal immigrants would destroy their demography one day. And today, the reality is the survival of the very local people is under serious threat and these so-called illegal immigrants started indulging in all sort of heinous crimes. They had scant respect for the married couple even.

Sadly, this dangerous trend started spreading wantonly without much hindrance either from the locals or local administrations. And innocent citizens have been watching helplessly to all these unwanted developments over the years. The civil societies and local administrations were caught napping. Then hurriedly, whenever any heinous crime was committed by these so-called illegal immigrants, we would wake up and rush to the issue without much strategy only to find that most of these people possessed Inner Line Permits (ILPs). Unfortunately, after some time, the heat would fast subside till such time a new heinous crime was committed by these illegal immigrants.

The checking of ILP defaulters in the state may not be that difficult because most of these non-locals staying in Nagaland doing business activities had ILPs issued by the local administrations. We have mainland Indians like Biharis, UPians, Keralites, Marathis, Tamilians, etc. They would definitely have ILPs, and perhaps a very negligible number of them would not have ILPs. But they are not the issue as they didn’t indulge in crimes and their ILP case can be solved.

But the complication came up when we started checking ILP defaulters among the Muslim communities. Many of them were genuine Indian Muslims, while many were illegal immigrants from Bangladesh. Interestingly, most of them again have possessed ILPs issued by the local administrations. But those of ILP defaulters or so-called illegal immigrants would not be found in towns and cities. They would smartly come to towns and cities to commit crimes and return  to outskirts of towns and cities or even interior nearby villages to avoid any police arrest. It is also wondering whether police had really checked about the ILP status of any of such non-locals when they made any arrest of these non-local criminals.

The problem here becomes more compounded as these so-called illegal immigrants possessed domicile certificates issued by the Assam’s local administrations. And when these people of doubtful integrity have produced all the documents required, the local administrations here in Nagaland have absolutely no way to object to their ILP applications. Besides they could easily impersonate as Indian Muslims as they could fluently speak Bangla and Hindis.

Yet, the grey area, which has literally become a threat to the state, is the administration without properly scrutinizing the documents of these people of doubtful integrity simply issued ILPs to them. Worse, they indulged in issuance of Temporary Permits (TP) wantonly to many of such people of doubtful integrity. This writer had come across on many occasions that the Muslims after entering Dimapur from across the border would meet some officials in ADC office, Dimapur (Before ADC was not upgraded to DC status) and under the pretext of meeting with some of their relatives at Kohima or elsewhere would request EACs and SDOs for TP. In almost all the cases, these officials simply issued TPs under their letter heads without checking their identities. So once the officials under their letter heads allowed these non-locals of doubtful integrity to reach Kohima or elsewhere, it became a license for them to do as they liked. And there was no question of detecting these people again, because there was no mechanism to detect them.

Another shocking trend is there are lots of ILP racketeers going on in the State. This has largely added to the already fragile situation in the state.

It will be certainly wrong to say that all the criminal activities are committed by the Muslims but it is largely true that majority of the crimes are committed by the Muslims.

While discussing about the illegal immigrants, we also should not forget that there are thousands of other non-locals of other origins—like Bhutias and Tibetans. These people have largely succeeded in business ventures in the state. At least in Dimapur and Kohima, they have done exceedingly well in business sectors. The good thing of these people is they don’t indulge in crimes.

When we talk of genuine mainland Indian settlers in Nagaland like Biharis, UPians, Keralites, Tamilians—they were also hardly heard of committing any crimes. We don’t hear that a Bihari coolie committed rapes in Nagaland. A coolie will live as a coolie and die as a coolie. That’s it.

One will be surprised to know that even some of the Muslims landed in Andaman and Nicobar Island had in their possession domicile certificates issued by Assam administrations. So also Muslims going to Dubai and elsewhere as job seekers had similar domicile certificates issued by the Assam local administrations. But the fact is if one goes to the Office of the Regional Passport Officer (RPO) at Beltola, Guwahati, during office hours, one will see the majority of the passport applicants are all Muslims who are claiming to have all domicile certificates issued by Assam’s local administrations.

It is sad to say that majority of the so-called illegal Bangladeshis staying in Nagaland have domicile certificates issued by the Assam’s local administrations. As such, it is largely impossible for the administration in Nagaland to say that these people are illegal immigrants. So the administration has no option but to issue ILPs to these so-called illegal immigrants if they applied for.

Most of the illegal immigrants in Nagaland are not mostly from mainland India. 95% of them in Nagaland are coming from Assam claiming to be the banafide citizens of that State (Assam). If the size of the population of these illegal immigrants in Nagaland is from Assam and not from mainland India, then the matter is questionable. How can Assam have such a huge population of illegal immigrants spilling over into other parts of the region unless they had infiltrated from across the international border?

The long stretch of Assam forest bordering Nagaland and Arunachal Pradesh has over the years disappeared and been systematically occupied by the illegal immigrants. The trouble is most of these illegal settlers are well equipped with valid land holding documents issued by the Assam administrations. Sources say most of the State’s reserved forest in the border areas have vanished and its occupied by the illegal immigrants and not by the real Assamese people. The Nagaland Government often alleges that these illegal immigrants have even occupied the Disputed Area Belt (DAB) that led to frequent border skirmishes.

Various intelligence agencies had been warning of serious consequences if immediate attention was not paid. Unfortunately, these illegal migrants have been given legal protection with resident certificates, pattas, etc. for narrow political mileage. As a result, the real Assamese people have been reduced to minority in most of the border districts and they are now voiceless.

In spite of these developments, there could be still thousands of illegal immigrants in Nagaland who might not have any documents. And to screen these people would not be that problem but they would not come out as and when any drives of detecting illegal immigrants took place. One drawback is such drive is momentary and it only happens when heinous crimes are committed by these so-called illegal immigrants. And logically speaking that those whose intention was to settle in Nagaland or elsewhere for long term plan would hardly indulge in any crime.

Another serious drawback is once these so-called illegal immigrants are detected, where to deport them in the absence of any pact for deportation with any country. Plus this is not the state subject either. So we could only push them if detected at the most to Assam border.

It may be mentioned that the powerful All Assam students Union (AASU) had launched a bloody campaign to push Bangladeshis back to their land. Indigenous people feared they could be reduced to minority in their own land massacred thousands of Bangladeshis, including women and children, across the state (Assam).

The Government and the students’ union signed a pact in 1985. Interestingly the Clauses on the deportation of foreigners have still not been implemented.

There is no shadow of doubt that the unabated influx of illegal Bangladeshis in Assam has not only affected the demography of the state but also the entire region, becoming a serious threat to the survival of the region’s people and country’s internal security as well.

We should also know that region’s economic underdevelopment coupled with Center’s prolonged negligence and the continuous insurgency and the chasm that existed between the people of the region and the mainland people are some of the reasons giving room to the illegal immigrants and outside elements to exploit to their maximum advantages.

There is certainly genuine mainland Muslims in the region like Tamils, Keralites, Bengalis, Punjabis, Marwaris, etc. But the mainland Muslims will have least interest to come and settle in the region and their influx is out of question.

Even if the local NGOs or for that matter student bodies tried to check these non-local people, the mission was tough because most of them would have been well-equipped with lot of documents including ILPs. And once they were found with these documents, they were not only allowed to stay in the state but also shown as Indian citizens legally. So knowingly, we are reduced to helpless creatures. Yet, to identify the illegal Bangladeshis will not be very difficult once the citizens are properly educated about their natures. Assam has larger role to play in solving illegal immigrant issue and the actions taken there will have maximum impact on other parts of the region. If Assam fails, there is no point for other States in the region to think of. Because most of these supposed to be illegal immigrants who are going to other States of the region are well equipped with domicile certificates issued by Assam administrations.

And in Nagaland, when the NGOs were trying their best to check the menace, the administration would start challenging them that it was not their job to check illegal immigrants in the state. We hardly heard that administrations launched any drive to check illegal immigrants or ILP defaulters. But of late very unusual development occurred that pre-paid mobile numbers in Nagaland would be banned saying that 90% of the crimes were committed by pre-paid mobile issuers. I certainly believe that these illegal immigrants who have been committing all these crimes must be pre-paid mobile users and if the 90% pre-paid mobile users were indulging in committing crimes in Nagaland, then certainly, the population of these illegal immigrants in the State must have reached a dangerous point.

A meeting was held today between the officials of the two states, Nagaland and Manipur, at Jessami Laii bridge at the border of the two states to find out ways and means to control the volatile situation at the border after the unfortunate incident of April 18. The sub-divisional officer, Ukhrul, who is also presently taking charge of the deputy commissioner, the superintendent of police, Ukhrul, the commandant of 6th Manipur Rifles, and the SDPO, Ukhrul represented the government of Manipur at the meeting, and the deputy commissioner, Phek district, represented the government of Nagaland.
The meeting of the officials of the two states concluded by arriving at three resolutions to control the tense situation and prevent further escalation of trouble at the border of the two states. The first step is to impose Cr.P.C. 144 in the boundary of Jessami in Manipur and Meluri in Nagaland by concerned authorities in both states, declaring that no one can carry any sort of weapon or arms at the boundary areas of the two villages.
The second step is to disallow any volunteer of both the villages to check or verify movement of any vehicle.
And the third step is to organize a meeting of civil organizations on May 3 to bring a compromise between the villagers of the two villages according to Naga customary law, stated the source. Relationship between the villagers of Jessami and Meluri was put under a huge strain for the last few days after an unfortunate incident where villagers of Meluri in Nagaland had intruded to Jessami in Manipur on April 18, assaulting and abducting six villagers of Jessami.
The abducted villagers of Jessami were released later after the chief secretary of Manipur contacted his counterpart in Nagaland, and one of the abducted villagers of Jessami had been hospitalized due to injury received after beatings by Meluri villagers.

Khumukcham Jaikishan Singh. MLA graced the function as Chief Guest and K. Ibohal Singh, Chairman IAFOM presided over the function. Takhelmayum Tomba Singh was the Guest of honour of the function. In the meeting. Mrs. Jenny Gangte. W/o. Late Ko Gyi and their two sons Paulzom and Henry were also present.
Giving his speech, Chief Guest MLA Jaikishan Singh suggested that the area of operation of the organisation should cover the ASEAN countries instead of the neighboring state of the North East. He expressed his desire to extend his co-operation and support to the venture of the organisation. He expressed desire for the progress of the IAFOM. A floral tribute to Late Mr. Ko Gyi and two minute silence is observed as a part of the function.
A condolence Meeting of late Mr. Ko Gyi @ U Aung Kyaw Oo of Zomi Villa, Imphal, eldest son of Mr. U. Chit Swe and Mrs. Daw HIa Kyim, 28th Street, between 85th and 86th Street, Mandalay, Burma (Myanmar), Founder Executive Committee Member of Indo Asean Friendship Organisation Manipur was held on Saturday, the 21st April, 2012 at the residence of the Chairman on his sudden and untimely demise on 11 April, 2012, Wednesday at 2.10 p.m. after a short illness.
The-meeting was chaired by K. Ibohal Singh, Chairman, IAFOM with Executive Committee Members and all the Founder Members of the Organisation.
IAFOM recognised on record the contributions, Dedications and Sacrifices of Mr. Ko Gyi for the promotion of good friendly relationship among the neighbouring countries and a radical democratic change in his motherland. He was a Student Democratic Revolutionist and a Socio-political Human Rights Activist, fought for the Labour Rights for the’Burmese people. He took shelter in Manipur to escape from the clutches of Military Junta after the coup of 1988. He was the Regional Secretary of the Federation of Trade Union of Burma (FTUB) till his last breath.
The flag of the Organisation was flown at half mast to salute him and a two minute silence was observed by standing paying homage to the deceased. The Organisation shared the deep sorrows and griefs of the bereaved family and prayed to the Lord for the departed soul to rest him in peace in His Heavenly Abode forever. Mr. Ko Gyi is survived by his wife Mrs. Jenny Gangte and two sons, Pauizom and Henry in Manipur.

The-meeting was chaired by K. Ibohal Singh, Chairman, IAFOM with Executive Committee Members and all the Founder Members of the Organisation.
IAFOM recognised on record the contributions, Dedications and Sacrifices of Mr. Ko Gyi for the promotion of good friendly relationship among the neighbouring countries and a radical democratic change in his motherland. He was a Student Democratic Revolutionist and a Socio-political Human Rights Activist, fought for the Labour Rights for the’Burmese people. He took shelter in Manipur to escape from the clutches of Military Junta after the coup of 1988. He was the Regional Secretary of the Federation of Trade Union of Burma (FTUB) till his last breath.
The flag of the Organisation was flown at half mast to salute him and a two minute silence was observed by standing paying homage to the deceased. The Organisation shared the deep sorrows and griefs of the bereaved family and prayed to the Lord for the departed soul to rest him in peace in His Heavenly Abode forever. Mr. Ko Gyi is survived by his wife Mrs. Jenny Gangte and two sons, Pauizom and Henry in Manipur.

Dimapur, April 21 NNN :Taking serious note of the ongoing fracas between the security forces and the NSCN-IM, the Naga People’s Movement for Human Rights (NPMHR) urged the Naga underground groups to exercise restraint in the face of actions by India’s security agencies.
The NPMHR then stated that there appears to be a clash of interest between India’s political leadership and her military establishment, as far as resolving the Naga political issue is concerned. It stated that over the years, India’s political leaders, cutting across party affiliations, especially during the last fifteen years, have generally demonstrated the will to resolve the issue through a process of dialogue.
“However, the approach of India’s military, especially the Assam Rifles, a paramilitary setup to deal with internal strife during the British about 177 years ago, leaves one to question the overall motives of India. India’s military continues to function with immunity, protected by such laws like the Armed Forces Special Powers Act, and infringe on even the basic rights of civilians,” the Naga rights body alleged.
It then said there are reports of increased surveillance, including house raids, frisking and arrests all over Naga areas by Assam Rifles. This force that operates under the command of India’s Home Ministry and Army, are supposed to be “aiding” civil authority and not take upon itself the job of “policing”. Even high ranking Nagaland government officials are being subjected to frisking in places such as Kiphire, even as there is increased movement of troops in Naga areas including Mokokchung, Zunheboto, Ukhrul, Chandel, Tamenglong, Dimapur and elsewhere.
The Naga Peoples Movement for Human Rights (NPMHR) calls upon Indian representatives to press forward for a resolution of the Naga issue. NPMHR believes the gains made in dialogue processes with different Naga national groups are leading to increasing the level of trust among Nagas and Indians. The one important step towards strengthening this is to rein in “The Friends of the Hill People” and halt its provocative tendencies against Naga national groups.
“NPMHR considers the ongoing campaign against the National Socialist Council of Nagalim as a serious breach of trust between entities that agreed to a ceasefire and agreed to sit across the negotiating table,” the Naga rights body added.
NPMHR also urges the Naga ‘national groups’ to exercise restraint in the face of actions by India’s security agencies that are apparently tuned to provoke. NPMHR calls for continued vigil over designs that are aimed at denying the Nagas to reconcile, integrate and live together as one nation.

When being asked by Napoleon why he had made no mention of God in his book about the universe – Mécanique céleste [celestial mechanics], French mathematician and astronomer, Marquis de Laplace  (1749- 1827), replied: “ I have no need for that hypothesis.”

As people all over the world, religious or non-religious sang:  ding dong diggidy ding dong to celebrate the New Year’s Day. I wrote this article for the year 2012 to bring good news from Nature.

The good news is that science will prevail and there is no need to lose your God(s) to whom you want to snuggle for comforts when you are in a state of suffering and want as a result of physical circumstances or extreme poverty.

Now scientists are almost able to explain the emergence of the first cell from the earth’s “primordial soup” from which all life originated without the need for God.

When I was little, I believed in non-personal Hindu gods from the stories told by my parents, which gave me delight in the colourful vision of heaven, and from the sensual pleasures reflected in the air of religious celebrations.

As I grew up, I saw divinity implicit in the creation all around me, perceived as integral elements in the dynamic of God’s synthesis. God was the fantastical paragon untouched by human morality. The closeness between God and me climaxed during religious functions, and whenever I anticipated a heavenly recompense for my unstinting prayers in my childhood innocence.

All that began to change as I studied physics and biology in school and college. When I became a doctor, I realised that a philosophical rhapsody in all aspects of creation was no substitute for the frail and disease-infested Third World. The question of the truth of the existence of God is one thing, but the question of his usefulness is another.

In Richard Dawkins’ book – The God Hypothesis, he identifies two concepts of God(s): (1) an abstract, impersonal God (such as found in Hinduism) and (2) a personal God (found in monotheistic religions – Christianity, Islam and Hebrew) who is the creator of the universe, interested in human beings and should be worshipped day and night.

The existence of the latter type of God is what Dawkins calls the “God Hypothesis”. He maintains that the existence of such a God, if real, would have effects in the physical universe and like any other hypothesis, can be tested and falsified.

Dawkins argues against the main philosophical argument in favour of God’s existence ie the argument from design for longer consideration. Dawkins concludes that evolution by natural selection can explain apparent design in nature.

He writes that one of the greatest challenges to the human intellect has been to explain ‘how the complex, improbable design in the universe arises’, and suggests that there are two competing explanations:

1.       A hypothesis involving a designer God, that is, a complex being to account for the complexity that we see.

2.       A hypothesis with supporting theories that explains how from simple origins and principles, something more complex can emerge.

To me, God hypothesis is a haze. It is like looking through your eye glasses while standing in heavy rain. For me the haze began to clear up many years ago as a response to a newfound embrace of modern scientific ideas.

The fossilised remains of animals and early humans are eye openers to how they survived and how they perished. We have firm evidence of how the evolutionary process had been continuing for millions of years. We have now enough scientific evidence to convince us that the earth, the nature and the universe had not been static and could not have been static.

Scientists have the combination of available fossils and genetic evidence to show that the split between humans and chimpanzees occurred in less than 4 million years ago, and the gorilla line of split from our ancestral line just before the human-chimp split.

The fossil evidence shows that the split occurred in the African Great Rift Valley region. The region became drier and forests dwindled. About 2 million years ago, during the Ice Age, the first member of humans – Homo erectus with a brain capacity of about 900 cubic centimetres started to spread, evolving into a brain capacity of 1,100 cubic centimetres, and finally to modern human (Homo sapiens) brain of 1,369 cubic centimetres.

The problem of quantifying all of the steps of human evolution and what turned monkeys into humans have so far been unable but we are nearing the upper rung of the ladder, with the beginning of this New Year. It must have been something with the massive changes the earth had undergone over the eons.

In terms of finding intelligent life (Homo sapiens), regardless of God or Nature, Earth is the most suitable planet because of its habitable temperature and existence of water. Varieties of life exploded in the Cambrian period.

The Cambrian period is the beginning of the Palaeozoic era that lasted until 225 million years ago; followed by Mesozoic era (225 -65 million years ago and the Cainozoic era (65 million years ago up to date). Everything before the Cambrian explosion, 3.5 billion years of geological time is called the Precambrian, with no dramatic changes but the oceans swarmed with single-celled life.

The Precambrian fossil record indicates that life appeared soon after the Earth was formed. This would imply that life appeared within several hundred million years when conditions became favourable. Generally accepted scientific estimates of the age of the Earth place its formation (along with the rest of the Solar system) at about 4.55 billion years old.

According to scientists, unicellular life was found 3.8 years ago, from the fossil remains of actual cells that have been recovered from rocks dated at around 3.6 billion years old. These cells are known as prokaryotes, which existed for at least 2.2 billion years.

Between 5 and 4.5 billion years ago, the sun and other planets formed from matter in our solar system because of gravity. It has been estimated by many scientists that about 3.9 billion years ago, the earth cooled down and had an atmosphere that contained the right mixture of hydrogen, oxygen, nitrogen and carbon to allow for the formation of life.

They also believe that energy derived from heat, lightening and radioactive elements caused the synthesis of complex proteins and nucleic acids into strands of replicating genetic code. They were the building blocks of life.

These molecules then organised and evolved to form the first simple forms of life.  Around 3.8 billion years ago, conditions became ripe for the fossilisation of the earth’s early cellular life forms. These fossilised cells resemble present day cyanobacteria. Such cells are known as prokaryotes. These simple cells contain few specialised cellular structures and their DNA (nucleus) is not surrounded by a membranous envelope.

About 2.1 billion years ago they evolved into more complex cells of animals and plants known as eukaryotes that have a membrane-bound nucleus and many specialised structures located within their cell boundary.

By 680 million years ago, eukaryotic cells began to organise themselves into multicellular organisms. Starting around 570 million years ago, an enormous diversion of multicellular life made its appearance on earth, different species arriving at different times. The last Hominid line began its evolution 20-15 million years ago.

Most of the information scientists have about the evolution of animal life in the Cambrian period comes from the study of fossils in the Burgess Shale – a geological rock formation in the Canadian Rockies. But scientists do not completely agree on how to interpret the evidence in evolutionary terms. It needs time.

For a long time scientists believed that about 3.85 billion years ago something happened on earth. Somehow or other, tiny clumps of chemicals clumped together and started behaving as if they were alive. That was the beginning of the emergence of the first simple celled organism.

Those cells made more cells just like themselves. Thus began the beginning of life on earth. The human presence on this earth was relatively recent, about 13,000 years ago at the end of the last Ice Age.

Scientists have now gone further in proving that life indeed did start from chemicals. It is now widely agreed that life arose spontaneously by natural processes on this earth 3.85 billion years ago. It is a theory but not a speculative one. The clues not surprisingly, came from life itself, the earth, outer space and laboratory experiments.

Professor Conway Morris, an English Palaeontologist, who agrees with Darwin, says: “Although it seems at first sight difficult to fit many of the bizarre-looking fossils from the Burgess Shale into known groups, such as phyla, on closure inspection, rather than representing extinct phyla, the weird and wonderful fossils from the early Cambrian actually provide insight into how the present phyla evolved.

He believes in the continuity and interrelatedness of life on earth, including the origin of human beings.

Given my own struggle to believe in the existence of God, I have come to agree with Albert Camus (1913-60), a French philosopher, that God had indeed been used in the past to stunt creativity as a blanket answer to all the problems of humanity.

In the continuing battle between faith and logic I changed from my childhood encounter with a punitive God and broadened the angle on which I view my life. I lost the God that I found as a birthright from my parents and the community.

New Delhi, Apr 21: Prime Minister, Dr. Manmohan Singh on the occasion of the Civil Services Day addressed a function and said , “ the significance of today’s event lies equally in sending out a message that we are all determined to make our civil services more competent, more professional, and alive to the requirements of the twenty first century and capable of facilitating rapid social and economic progress in our country.”
He added , the decisions that the civil servants take must be fair and objective in nature, based on sound evidence and deep analysis and designed to serve the best interests of our country. Their judgment and advice should not be affected by the nature and color of the political leadership. If this does not happen, the impartiality and fairness of the decision making processes in public administration would get compromised and the quality of our output would be sub-optimal. I think, therefore, this is a vigil that the civil servants must maintain constantly. I also believe that there is a growing perception in the public that over the years the attributes of objectivity in work has been diluted. I leave it to the civil servants to ponder to what extent this perception is true and what they can collectively do to remove it from the public mind.
“Even as our government moves forward in these efforts, which I don`t want to list in detail today, it should be our endeavor that there is no witch hunting in the name of fighting corruption” he said. It is our government`s commitment to put in place a system and create an environment in which our civil servants are encouraged to be decisive, and no one is harassed for bonafide mistakes of errors of judgment.
We cannot have a bureaucracy which is hundred percent risk averse. In fact we should encourage boldness in decision making, provided that the decisions are well considered and as per the law of the land. A civil servant who does not take decisions might always be safe, but at the end of the day he or she would have contributed nothing to our society and to our country.
“The first theme “Security for the Marginalized: Vision for a Caring India” particularly relevant to all of us in the context of our commitment and efforts towards inclusion towards the integration of Scheduled Castes, Scheduled Tribes and religious minorities in the national mainstream.
As we enter the Twelfth Plan period we should redouble our efforts for building a society and country in which the fruits of development are shared by each and every citizen. Our growth would not have much meaning if we fail in building a truly inclusive society and country. Indeed, without inclusion, social and economic, the very sustainability of our growth processes comes under question. The other two themes relate to making our civil services corruption free and more transparent and accountable, and also to enable them to improve service delivery to our citizens. These issues are of abiding relevance to all of us.”

We have come too far to retrace our footsteps.
Everyone realizes that the current impasse has been enforced upon us and that despite grave provocations we shall continue to conduct our operations in a manner so as to live upto our motto of – “the friends of the hill people”. As in the past, our current and future actions shall cause no hindrances or disruption to the lives of the common law abiding citizens of the state. Life in Nagaland shall and must continue as normal.
Once again, every law abiding citizen of Nagaland must be reassured of our undying commitment to the peace process and the desire to see Nagaland grow from strength to strength.
