New Delhi, Apr 21: The Central Bureau of Investigation today filed a third charge-sheet in the Court of ACMM, CBI Cases, Jodhpur against four accused persons including one absconding U/s 120-B r/w 364, 302, 201 IPC and Section 3(2)(v) SC/ST(POA) Act.
Out of the four, three are presently in judicial custody while one remains absconding. The competent Court has issued a non-bailable warrant of arrest against her followed by proceedings U/s 82 & 83 Cr.PC and her immoveable properties have been attached. She has been declared a proclaimed offender U/s 82(4) Cr.PC by the Court on 16.4.2012. An FIR was also lodged against her U/s 174-A at PS Basni, Jodhpur for failing to comply with the orders of the Court U/s 82 Cr.PC. A reward of Rs. 5 Lakh has also been declared for anyone who helps in the arrest of Indra Bishnoi.
CBI registered this case on 11.10.11 relating to the alleged abduction of Smt.Bhanwari Devi, r/o Village Berunda, District Jodhpur(Rajasthan) on the request of Rajasthan Government and further Notification from Govt. of India. The case was earlier registered by Rajasthan Police vide FIR No.383/2011 dated 05.09.11 U/s 365/120-B of PS.Bilara, Distt. Jodhpur Rural, Rajasthan. It was alleged that certain persons conspired to abduct Smt.Bhanwari Devi in order to eliminate her. Smt.Bhanwari Devi, a local Nurse & folk Singer, allegedly left for Bilada on 01.09.2011 at about 1:00 PM by Rajasthan Roadways Bus for collecting the payment of her car, which was reportedly sold to a person of Village Tilbasni, District Jodhpur(Rajasthan).
The initial investigation revealed that a criminal conspiracy amongst three accused persons, the object of which was to abduct Smt.Bhanwari Devi with an intention to murder her. Accordingly, a charge-sheet was filed on 2.12.2011 against them U/s 120-B r/w 364 IPC, substantive offence U/s 364 IPC and Section 3(2)(v) SC/ST (POA) Act. The investigation was kept open in order to unearth the entire conspiracy and to reveal the identity of all the known / unknown accused.
Further Investigation revealed that Smt.Bhanwari Devi was abducted on 01.9.2011 and was killed. It was alleged that her body was later on disposed off and thrown into a canal as per charge-sheet.
The second charge-sheet was filed on 29.02.2012 in the Court of ACMM (CBI) Jodhpur against 13 accused persons who were in judicial custody in Central Jail Jodhpur. Three accused persons were charged U/s 120-B r/w 302, 364 & 201 IPC and Section 3(2)(V) of SC/ST (POA) Act & substantive offences thereof. Five accused including the then Minister of Water Resources of Rajasthan & another MLA of Rajasthan were charged U/s 120-B r/w 302, 364 & 201 IPC and Section 3(2)(V) of SC/ST (POA) Act. Four accused were charged U/s 120-B r/w 302, 364 & 201 IPC and Section 3(2)(V) of SC/ST (POA) Act & substantive offences thereof. One accused(Husband of Smt.Bhanwari Devi) was charged U/s 120-B r/w 365, 364 & 201 IPC.
Further investigation U/s 173 (8) Cr.PC was continuing against four absconding accused including a sister of the accused MLA.
Investigation further disclosed the complicity of these four accused in the aforesaid criminal conspiracy along with the other 13 accused.
After thorough investigation in a professional & transparent manner to unravel the truth in this case, CBI filed the said charge-sheets.
Further investigation has been kept open U/s 173(8) Cr.PC.
The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.

IMPHAL, April 21: Lok Sabha Member of Parliament from Inner Manipur DR THOKCHOM  MEINYA has supported the Union Budget (general) 2012-13 on April 16.

In his participation during the consideration of the Union Budget, the MP from the state had maintained that the country of this size and population needs enormous size and added that the UPA II is just doing fine.

Addressing the parliament during the consideration of the Union Budget, the MP declared that the budget is on the whole a good budget, despite the various difficulties on hand, the Finance Minister could come out with flying colours in this year’s budget exercise.

After a brief discussion of the Union Budget, the MP further stated in the House that Manipur had a very serious problem last year because of nearly four month long economic blockade on the two National Highways- the only life lines of the state of Manipur.

“Of course there is still a huge law and order situation and the insurgency problem. All these work together to decelerate all development activities in the state which are otherwise the crying need of the state” he continued.

“One very important point, there is a huge potential of tourism industry in the state. There are the possibilities of people being able to travel by bus on the Imphal – Mandale – Yangon -Bangkok Route. Recently some young Manipur enthusiasts organized a car rally from Imphal to Yangon. If such travels on these routes are made regular feature there is much to be gained economically and otherwise”.

“There is report that Myanmar had opened 700 shops at Namphalong for cross broader trade with India but no such facilities existed in India. Trade through Manipur’s border town of Moreh, legalized in 1995, is yet to pick up because of frequent blockades of the National Highways and security along the route”, he added.

“Manipur administration is doing everything possible to see that the railway line on the Jiribam – Tupul – Imphal route is completed at the earliest. In my state, one hears of many projects being launched but very seldom about their completion”, continued before the House.

He further urged upon the Union Government to intervene and help the government of Manipur in whatever way possible for the overall development of the state of Manipur.

Further highlighting major issues of the state, the MP stated in the house that “There are some important pending issues for my state, Manipur”.

The issues include, “Providing Constitutional Safeguard to the territorial integrity of Manipur, Political solution to the vexed insurgency problem in the state, Repeal of Armed Forces (Special) Power Act, 1958, Establishment of National Highway (NH) Protection Forces for the NHs in Manipur to overcome economic blockades etc, To make tourism Industry a thrust area for the overall development of the State”.

“In order to fulfill them, the Union Government should come forward to increase the Plan size of the state and also to strengthen the existing non-plan outlay for the state” he added.

“The state is facing a huge financial deficit after the implementation of the 6th Pay Commission recommendations”, he stated.

IMPHAL, April 21: Complaints are still pouring in regarding the recruitment of various posts under Sarva Siksha Abhiyan (SSA).

I t may be mentioned here that, the Gauhati High Court has already stayed the recruitment results of Lower Primary and Upper Primary teachers under SSA.

The main complaint regarding the result of IE Caregiver, Special Teacher and Section Officer is that there is difference in the marks obtained by candidates in the pre-selection and final selection.

While the desirable qualification of IE Caregiver was diploma in the field, only 22 diploma holders were included in the select list of 111 candidates.

In the case of Special Teacher, the complaint is that some candidates whose marks were not entered in the pre-selection are included in the final select list.

Commenting on the complaints Principal Secretary (School Education) Dr Sureshbabu said, the pre-selection list and marks in it are based on the certificates and mark-sheets submitted and the marks in the final select list after claims and objections, and also after submission of certificates not given earlier.

So there is no question of mark tampering as suggested by the complaints, he added.

IMPHAL, April 21: A newly wedded woman was this early morning found dead floating on a local pond at Konthoujam Awang leikai under Patsoi at around 3am.

The women identified as Konthoujam ongbi Premila 33 wife of K Dineshwor of Konthoujam Awang leikai was wedded just two months back.

The husband informed media persons at the RIMS morgue that, Premila had been on medication since some time after she had complained of sleeping disorder just about 20 days after their marriage.

He further said that, she had gone out of their house to attend to nature’s call last night at around 11pm, however she failed to return to bed for a long time.

Afraid something might had happened to her, he woke up his family and started looking for her, he said and added later at around 3pm they found her body floating in a residential pond just two house away from their house.

Meanwhile, family members of the deceased Premila have rejected the husband’s story and said they suspect foul play in the death of Premila.

IMPHAL, April 21: A hoax bomb situation unfolded a high drama at the New Secretariat building at Babupara this noon after employees found a suspicious looking packet wrapped in old newspapers and placed inside a black polythene in a waste basket on the second floor of the building.

Police officials including bomb disposal squad rushed in to pick up the explosive material, however the explosive turned out to be nine empty bottles of D-Cof cough syrups wrapped in newspapers.

The room offices personal staffs of the Director Settlement and land records. The suspicious looking packet was reported by an employee of the department.

The bomb hoax also led to the suspension of all activities at the office complex for sometime, with CRPF personnel stationed at the office complex sealing off the entire complex.

Security personnel later conducted a room to room search of the entire office building using sniffer dogs. Normal proceedings continued only after the security personnel declared the office clean.

The official complex being in the midst of a high security area housing the Chief Minister’s bungalow, Imphal Police, Old Secretariat among others, several high police officials including the Addl DGP V Zathang, addl SP, SP in-charge IW also arrived at the spot to take stock of the situation.

IMPHAL, April 21: Locals and meira paibis of Patsoi today staged a sit in protest at Patsoi Pt II community hall appealing the safe release of Sapam Chaoba, 32 son of Shyam of Patsoi Pt III, who has remain traceless since he was taken away by his own maternal aunt last October with the promise of a job at Jiribam.

On the other side, Chaoba’s maternal aunt Rashitombi has been remanded to 15 days police custody today by the court.

Rashitombi was arrested following a FIR lodged by Chaoba’s family of April 16.

Speaking to media person on the sidelines of the sit-in-protest, Manitomba, Chaoba’s elder brother said, Rashitombi of Haorangsabal their maternal aunt had come along with another unidentified woman on October 13, 2011 with a job offer for Chaoba.

She offered Chaoba a job at Jiribam with a daily wage of Rs 300 as a mason and took him alongwith her on the same day, Manitomba said.

After Chaoba left alongwith his aunt, whenever his family tried to contact him, Rashitombi had denied them his contact saying Chaoba is busy in his work and that the family should not disturb him.

However, when it continued for too long, Chaoba’s father and Manitomba went to Jiribam enquiring about him, but on reaching there, Rashitombi informed them that Chaoba has changed his place of work and is now staying at Moreh.

Suspecting foul play with Rashitombi’s reply, the father-son duo further went to Moreh there also they failed to find Chaoba, Manitonmba told media persons.

On January 28, 2012, Chaoba’s father accompanied by Manitombi went to Rashitombi’s residence, but was however chased away from there by Rashitombi and her supporters using abusive and threatening words.

They waited for some time, however unable to do anything, they lodge a formal complaint with the Patsoi PS on April 16, following which the police picked up both Rashitombi and her unidentified companion who has been established as one Memchoubi from Thangmeiband, he informed.

Following their arrest, two unknown individuals came to their house and threaten the family with dire consequence if they fail to cancel their complaint against Rashitombi and her companion with the police. The two further told the Chaoba’s family that he is now in their custody and that he has already been recruited as a cadre of their militant outfit. The two also gave the family a mobile no, he added.

Meanwhile, during the sit in protest, the locals demanded that the two women to be held under police custody until Chaoba is release.

Later on the angered protesters stormed the Chierap court gate during the hearing of the two women.

Memchoubi has been provided with a PR bond of Rs 20000, while Rashitombi has been remanded for another 15 days police remand.

DIMAPUR, April 21(Newmai News Network):Taking serious note of the ongoing fracas between the security forces and the NSCN-IM, the Naga People`s Movement for Human Rights (NPMHR) urged the Naga unuderground groups to exercise restraint in the face of actions by India`s security agencies.

The NPMHR then stated that there appears to be a clash of interest between India`™s political leadership and her military establishment, as far as resolving the Naga political issue is concerned. It stated that over the years, India`™s political leaders, cutting across party affiliations, especially during the last fifteen years, have generally demonstrated the will to resolve the issue through a process of dialogue.

“However, the approach of India`™s military, especially the Assam Rifles, a paramilitary setup to deal with internal strife during the British about 177 years ago, leaves one to question the overall motives of India. India`™s military continues to function with immunity, protected by such laws like the Armed Forces Special Powers Act, and infringe on even the basic rights of civilians,” the Naga rights body alleged.

It then said there are reports of increased surveillance, including house raids, frisking and arrests all over Naga areas by Assam Rifles. This force that operates under the command of India`™s Home Ministry and Army, are supposed to be `aiding` civil authority and not take upon itself the job of `policing`. Even high ranking Nagaland government officials are being subjected to frisking in places such as Kiphire, even as there is increased movement of troops in Naga areas including Mokokchung, Zunheboto, Ukhrul, Chandel, Tamenglong, Dimapur and elsewhere.

The Naga Peoples Movement for Human Rights (NPMHR) calls upon Indian representatives to press forward for a resolution of the Naga issue. NPMHR believes the gains made in dialogue processes with different Naga national groups are leading to increasing the level of trust among Nagas and Indians.

The one important step towards strengthening this is to rein in `The Friends of the Hill People` and halt its provocative tendencies against Naga national groups.

“NPMHR considers the ongoing campaign against the National Socialist Council of Nagalim as a serious breach of trust between entities that agreed to a ceasefire and agreed to sit across the negotiating table,” the Naga rights body added.

NPMHR also urges the Naga `national groups` to exercise restraint in the face of actions by India`™s security agencies that are apparently tuned to provoke. NPMHR calls for continued vigil over designs that are aimed at denying the Nagas to reconcile, integrate and live together as one nation.

It stated that over the years, India`™s political leaders, cutting across party affiliations, especially during the last fifteen years, have generally demonstrated the will to resolve the issue through a process of dialogue.

“However, the approach of India`™s military, especially the Assam Rifles, a paramilitary setup to deal with internal strife during the British about 177 years ago, leaves one to question the overall motives of India. India`™s military continues to function with immunity, protected by such laws like the Armed Forces Special Powers Act, and infringe on even the basic rights of civilians,” the Naga rights body alleged.

It then said there are reports of increased surveillance, including house raids, frisking and arrests all over Naga areas by Assam Rifles. This force that operates under the command of India`™s Home Ministry and Army, are supposed to be `aiding` civil authority and not take upon itself the job of `policing`. Even high ranking Nagaland government officials are being subjected to frisking in places such as Kiphire, even as there is increased movement of troops in Naga areas including Mokokchung, Zunheboto, Ukhrul, Chandel, Tamenglong, Dimapur and elsewhere.

The Naga Peoples Movement for Human Rights (NPMHR) calls upon Indian representatives to press forward for a resolution of the Naga issue. NPMHR believes the gains made in dialogue processes with different Naga national groups are leading to increasing the level of trust among Nagas and Indians.

The one important step towards strengthening this is to rein in `The Friends of the Hill People` and halt its provocative tendencies against Naga national groups.

“NPMHR considers the ongoing campaign against the National Socialist Council of Nagalim as a serious breach of trust between entities that agreed to a ceasefire and agreed to sit across the negotiating table,” the Naga rights body added.

NPMHR also urges the Naga `national groups` to exercise restraint in the face of actions by India`™s security agencies that are apparently tuned to provoke. NPMHR calls for continued vigil over designs that are aimed at denying the Nagas to reconcile, integrate and live together as one nation.

IMPHAL, April 21: Tightening the noose on tinted glass users, Imphal West district police will now conduct vigorous checks on all the vehicles which are fitted with such glass to control crimes.

Most of the crimes of kidnapping of children are committed by using tinted glass vehicles and that such glass obviously hampered detection of crimes, SP, Imphal West said in a statement on Saturday.

Using of tinted glass vehicles violates Section 109 of Motor Vehicle Act, 1988 and Rule 100(2) of the Central Motor Vehicle Rules, 1989, the statement said, adding that tinted glass users are punishable under Section 191 of Motor Vehicle Act, 1988.

Imphal West district police will conduct vigorous checks on all the vehicles which are fitted with tinted glass and punish the vehicle owners according to law, it further added.

It also said the public/ officers are requested to cooperate in the special drive being carried out by the district police.

According to a source, the drivers of the two sand-laden trucks bearing registration nos MZ 04-4909 and MZ 05-4966 have been identified as Gunindro and Naoba. The two were release this morning around 6:30pm at Noney after they paid a sum of Rs 50,000.
