Imphal, April 17 NNN : Of the five persons, four persons have been arrested by the Ukhrul police from Imphal
in connection with the ‘beheading’ of Mahatma Gandhi statue in Ukhrul town.
Ukhrul district superintendent of police K Kabib told Newmai News Network that the four persons including a VDF personnel were arrested late last night. They have been identified as Ngayaimi Mana (20) s/o Suisa Masanao of Lunghar village, S Ngamapam (22). a VDF personnel, s/o Ramshing of Tuileng
village, Ringmiyo Mawon (19), s/o Shilaso Mawon of Chingai village and Shimi Haorei (24), s/o late Kamrei of Khamason village.
The VDF personnel has been immediately dismissed from his service, according to K Kabib.
The police officer said these arrested four youths have confessed of dismantling the statue of Mahatma Gandhi. These youths were believed to have committed the act due to the influence of alcohol.
They were produced before the Chief Judicial Magistrate today in Ukhrul.
Under the supervision of the SP of Ukhrul district, three special police teams from the district led by SDPO of Ukhrul, OC Ukhrul and SDPO of Phungyar co-ordinated to arrest the four persons.
The fifth one will be nabbed soon, said the police officer. The statue of Mahatma Gandhi erected at Gandhi Chowk, opposite to Ukhrul Town Hall, about 50 metres away from Police Reserve line, near the office of the suprintendent of police, Ukhrul district, was found vandalized in the wee hours of Sunday, with the head of the statue of the ‘Father of the Nation’ missing.
The news of the vandalization of the statue of Mahatma Gandhi had spread very fast in Ukhrul, and it has been condemned by Hunphun Executive Council as a ‘shameless act’ committed against the universal symbol of non-violence by miscreants.
Two stone plates of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) located in different localities of Phungreitang West, Ukhrul district were also found destroyed by miscreants around the same time.
Police had reportedly expressed suspicion that the two incidents are connected and might have been committed with a pre-plan to target everything related to Mahatma Gandhi.

New Delhi, Apr 17: The Central Bureau of Investigation has arrested six accused persons for allegedly killing Bondru Pardhi and his wife Dodel Bai resident of Chouthia Distt. Betul (M.P).
A case was registered U/s 147, 149 and 302 IPC against unknown persons on 21.08.2009 by CBI on the orders of Hon’ble High Court M.P., Jabalpur dated 07.08.2009 passed on the writ petition No. 15189/07. CBI took up the investigation of the case which was earlier registered at Police Station Multai Distt. Betul (MP) against unknown villagers after body of Sh. Bondru Pardhi was found.
After the discovery of dead body of Shri Bondru Pardhi, a dead body of a female was also found in well on 14.9.2007 near the place of occurrence. It was later identified as dead body of Smt. Dodel Bai W/o Bondru Pardhi. The Police Station Multai, Distt. Betul had registered a Death Inquest to enquire into cause of death of Dodel Bai. However, no FIR was registered relating to her death. This fact was brought to the knowledge of the High Court of MP, Jabalpur who had ordered CBI to take over the investigation of death of both Bondru and his wife Smt. Dodel Bai. Hence investigation was conducted to cover the aspects of death of both Bondru and his wife Smt. Dedel Bai.
The investigation revealed that one of the accused persons had allegedly mobilized the villagers of Tahikeda, together at Gram Panchayat Bhawan on 11.9.2007 for removal of encroachment by Pardhis.
On reaching scene of crime, the said accused led the other six persons, all are residents of Taikheda, on an information that some Pardhis were hiding in the fields. This mob killed Sh. Bondru and his wife Smt. Dodel Bai.
During investigation, the said accused was arrested on 13.1.2012 and a chargesheet was also filed against him.
The remaining six persons were arrested from village Taikheda, Tehsil Multai, Dist. Betul and were produced before the Special Magistrate for CBI Cases, Jabalpur on 16.04.2012. The Special Magistrate for CBI Cases, Jabalpur remanded them to police custody for seven days.

Imphal, Apr 17: The Movement for Tribal People’s Rights Manipur (MTPRM) had demanded rectification of reservation norms in recruitment process and not to declare the DPC result until and unless rectification is done regarding reserving of only 7.5 percent instead of 34 percent for Scheduled Tribes for recruitment of
various posts under Regional Institute of Medical Sciences (RIMS) . A memorandum was submitted to the Chief Minister of Manipur who is the Vice – President of RIMS also similar copy submitted to Director, RIMS on the 3rd of this month. But without rectifying the anomaly the RIMS authority had declared the DPC results. The RIMS authority declaring the DPC results without following the reservation norms issued by the Central Govt is a total violation which is amounts to ignoring the existent of Scheduled Tribes population in Manipur and also disrespect of the rule formulated by the Central Govt, President. S Ramhaoleng today said in a press statement.
There is a clear reservation norms issued vide O.M No.36012/22/1993-Estt.(SCT) Dt.29/121 1993 by the Department of Personnel & Training, Govt of India for different States where Scheduled Tribes population are existent by mentioning different reservation percentage based on Scheduled Tribes population in their respective states and that 27 percent for Scheduled Tribes is reserved for Manipur in respect of direct recruitment to group C and D posts. With the increased of Scheduled Tribes population
in Manipur and in other States the Central Govt vide O.M No.36017/1 /2004-Estt (Res), dated 5th July, 2005 issued by Department of Personnel & Training had revised the reservation norms for Scheduled Tribes based on 2001 census which now stands at 34 percent reserved in Manipur for recruitment to group C and D posts. Inspite of this facts and rule of the Central Govt, the Govt of Manipur violated the reservation norms determined by Central govt for Scheduled Tribes in Manipur.
The RIMS authority reserving only 7.5 percent for Scheduled Tribes in the recently held DPC for recruitment of 71 nos of Staff Nurse and 11 nos. Of LDC instead of 34 percent in pursuance to the reservation norms determined by the Central Govt for Manipur is taken by the MTPRM as a plan of the Manipur Govt to keep the Scheduled Tribes economically backward and to render the Scheduled Tribes minority in govt employment representation. The MTPRM has appealed the State Govt in various occasions on various issues in the past but nothing effective mechanism have been worked out by the Manipur Govt as such having no option the MTPRM has submitted a Memorandum to Union Minister, Health and Family Welfare highlighting such dealings committed towards the tribal people of
Manipur. The MTPRM will further expose the ill treatment meted out to the tribal people by the State Govt and to get justice.

The PRO of IGAR (North), Kohima said, “Only card holders authorized specifically by the Cease Fire Monitoring Board (CFMB) are permitted to keep weapons for their protection. The captured weapons were being used to enforce extortion by the group. The article published by NSCN (IM) on April 10 for the operation carried out on April 8 is certainly an afterthought and a propaganda campaign launched by vested interests against the successful operations carried out by Assam Rifles in ensuring implementation of the Cease Fire Ground Rules.
The Assam Rifles stands by its commitment as ‘ Friends of the Hill People’ to ensure weapon and extortion free society and a peaceful environment in Nagaland.”
A serious allegation was made against joint operation conducted by 6 Assam Rifles and 164 Inf Bn TA (NAGA) at Tizit on April 8 and published in a newspaper on April 10, according to the PRO of IGAR (North).
It then stated that the operations were launched on receipt of specific intelligence about the concealment of huge quantity of warlike stores in the house of Mr Manpoh Konyak, Tatar, NSCN (IM).
“Despite denial by the occupants of the house of any warlike stores, careful search of the house in presence of two police personnel (accompanying the troops) resulted in recovery of one point 22 pistol (country made) with magazine, one pt 32 Pistol (Made in USA) with magazine, one pt 303 Rifle, one 12 bore single barrel rifle, one G-3 Rifle (UNSV), three pt 303 magazines, 117 assorted rounds of ammunitions, 3 feet of safety fuse, three pairs of combat uniforms, one grenade, 22 detonators and 15 gelatine sticks,” claimed the Assam Rifles.

The general secy. of the union, Dipanjit Ningthoujam said, the foreigners entered Manipur day by day. Therefore, Manipuris will be perished as Tripuris.
The population has been increased since 1980. There is an apprehension that the indigenous people who have been inhabited for 2000 ears is on the verge of extinction.
RK Ranendrajit who took part in the function also said, we have been facing lot of suffering for 50 years. No demand has been given to Irom Chanu Sharmila who is fasting till death for the removal of AFSPA 1958. In connection with the function, a blood donation camp was also held at RIMS Hospital.

Imphal. April 17 NNN : After a lull of few years, another case of suspected recruitment of child soldiers by outlawed armed organizations operating in Manipur has surfaced again.
Three boys who had gone to watch a football match in a neighbouring village in the outskirt of Imphal on April 7 has disappeared without a trace till today, are suspected to be recruited by a militant outfit into its fold.
Police suspected that these missing boys have been recruited by militants to their outfits.
Meanwhile, the family members of the three boys have filed a missing report on April 10 at Lamsang police station, Imphal West district.
The three boys are identified as Ch. Ajoynao @ Shanti Kumar (15), s/o Ch. Manglemjao of Sairem Khul Polangsoi, S. Naothoibi (15), s/o S. Samungou, of Sairem Khul Polangsoi, and Sapam Suran (15), s/o S. Naoba of Sairem Khul Kangdabi, all under Lamsang police station, Imphal West district.
In connection to the disappearance of the three boys, a sit-in protest was staged today at Sairem Khul Primary School by Sairem Khul Polangsoi Women’s Welfare Association demanding the safe release of the three boys who are all too young to be recruited, said one of the woman taking part in the sit-in protest.
The three boys also reportedly come from very poor families and they are reported to be school drop-outs, said another woman participating in the protest.
The protestors appealed to the kidnappers/recruiters that the three young boys be allowed to return to their respective families as they are still minors, and they also appealed to the police not to interrogate the boys even if they are found so as to not traumatized them further.
The Polangsoi Women’s Welfare Association will submit a memorandum to the chief minister of Manipur at the earliest, and the police will be given a week from the date of submission of the memorandum to rescue the three boys, added a family member of the missing boys.
The three boys are suspected to be recruited by an underground outfit into its fold, said police source.
In the meantime, two teenager identified as L. Pangal Kanba (16), s/o Susil Kumar of Hourang Keirel and Y. Ningthem (18), s/o Megha of Sairem khul Mamang Leikai, both from the same village as the three boys who went missing on April 7, are also reported to be missing since April 11.

IMPHAL, April 17: About 45 reputed colleges of the country some with international standings are all set to interact with students of the state and assist them in choosing the right course for the right career.

Come April 19, the colleges will all be seen in their respective stalls at the Northeast – Edufest-the Imphal International Education Fair all set to provide assistance to the students of the state.

The education fair is set for April 19 and 20. In a statement, the organizers have promised more opportunities than last year event.

“The exhibition has been timed after the examinations so that students can make a choice of course and college. Edufest in its 10 year career is seen by students as the only genuine forum to get quality information from top quality institutions from India and abroad. It will be no different this time too” added the statement.

Students of the state will be able to interact with representatives of the leading institutions and discuss their study options and plan accordingly, the statement said.

IMPHAL, April 17: LIZARD defeated AMMA by a 4-3 scoreline in today`™s match of the U-18 State level Hockey tournament at Khuman Lampak. The match was however marred by players of LIZARD protesting a referee decision just before the end of the match.

The LIZARD players protested an AMMA goal in the 55th minute of play.

However after a brief disturbance, the players decided to resume play and emerged winners.

Meanwhile in the U18 girls Hockey tournament PHAM whizz pass Ideal club with a 3-0 win.

A Highway Protection Force and four more IRB battalions in the already overpopulated state force. The signs of a bunker mentality which refuses to die down among the state leadership. There are already 14 battalions of Manipur Rifles and IRB besides the regular police personnel. Thousands of police personnel were recruited increasing the posted strength at 24,975. In the year 2011 alone, 409 personnel were recruited and another 1897 is in the pipeline. Add to that, the motley crew of Village Defence Force (VDF) the number of cadres which had crossed the 10,000 mark. And the Chief Minister Okram Ibobi Singh is asking for more armed battalions. If the Home Ministry agrees to the new proposal, the ratio would be such that there will be a policeman for every 50 persons, counting the VDFs. A monolithic police organization is very dangerous for the society and the disciplining process itself would become very difficult, not to talk of a people friendly force. The state Director General of Police (DGP) himself would become too powerful, and there may come a time when the police force holds the political leadership to ransom. There are enough instances of police mutiny in the state, when the so-called commandos threatened to cease operations against the insurgents in a show of solidarity to colleagues involved in staged killings. From this, a coup mentality might eventually emerge among the police fraternity which is extremely dangerous for a society caught in a conflict situation. We have seen enough of arrogant police officers in action. There had been a paradigm shift in the mode of operation of the police commandos in the state as compared to the very purpose for which it was set up. The so-called police commandos are more concerned with the achievement of their personal agendas rather than the main objective of maintaining public order and security of the state thereby straying from their primary objectives. The desperate scramble for easy money had climaxed in the later period of the last decade to such an extent that security forces were more than openly resorting to holding people for ransom and extortion activities beside the more favored practice of silencing the victims by way of elimination. Even the political class had become easy prey of the ‘commandos’ who hold evidence of unsavory links with the underground, like taped conversations between the politicians and members of the underground. There are rumors of middle-ranking police officers blackmailing politicians with evidence procured through the use of taping devices which had become plenty.

The Chief Minister had cited the protection of the 1500 MW Tipaimukh Hydro-Power Project to be executed by a joint venture company constituted by the NHPC, Sutlej Jal Vikas Nigam Ltd and the Government of Manipur and the 66 MW Loktak Downstream Hydro Electricity Project being taken up as a joint venture between NHPC Ltd and Government of Manipur, while seeking approval of 4 more IRB battalions. And he also asked for a highway protection force for the specific reason of ensuring security of convoys carrying essential commodities along the two National Highway in Manipur. Yes, National Highway Patrolling scheme has been a long-standing demand of the state government, considering the frequent bandhs and blockades by groups and communities active along the highways. But, asking for additional battalions of IRB is too much. The already existing battalions could be utilized for the said purposes. The Home ministry had sent a CRPF battalion for dedicated security to the Railways in the construction of Jiribam-Imphal Railway line. Why is that the same formula could not be adopted in the case of other projects or the highway. It has to stop somewhere and the Home ministry should desist from encouraging the establishment of more battalions. Enough is enough. Let us discuss about down-sizing the force instead of increasing its numbers.
