Imphal, June 15 : Handlooms Promotion council, Manipur president, S Chingtam said in a memorandum to the Minister Commerce and Industries said “It is a high time for Govt.’s part to pull out handloom industry from its impass state. We have clearly experienced since many decades that in absence of the separate Directorate of Handloom, none of the welfare schemes/projects given by the Central Govt. could be implemented properly and successfully in time.
That, as per all India Third National Census of Handloom weavers 2009-10, Manipur stood 4th position in the country. There are more than 1,600 registered primary weavers Co-op. Societies functioning in the state. To administer such a vast network of handloom industry and also to implement various sheme as launched by the Govt. of India and State Government, creation of a separate Directorate for Handloom is the need of the hour.
Directorate of Commerce and Industries of Manipur is looking after all kinds of commerce and industries in the state (from cottage & small scale industries to medium and large industries). In this connection mention may be made that the neighbouring states have got separate Directorate of Handloom and Textiles with the power for organisation, registration, audit etc. of the weavers co-op, societies so as to eliminate dual control of the weavers co-op, societies by the Registrar of co-op, societies and Directorate of Handloom and Textiles in each state.
Creation of separate Directorate of Handloom shall not increase the present budgetary provision for pay and allowances at the present staff strength of the Handloom section shall be able to run the Directorate without creation of additional post. The last government partially separated the functions of Handloom & Textiles from the General Manager of DIG’s at the district level by an ordered on 29th Nov. 2011. Now, only the remaining part is the creation of the post of Director (Handloom & Textiles).
