Imphal, June 26 : The international day against drug abuse and illicit trafficking was held in different parts of the state.
The main function was held at Balbhaban Bidyalaya, Khuman Lampak, AMADA also organized the day at Manipur Press Club. Dr. L. Surchandra, director, family welfare services, M. Padmini Leima, president, AMADA graced the function as chief guest and president respectively.
The day was also held at the auditorium of New Public Higher Secondary School, Khangabok. Kh. Kumari, member Zilla Parishad Thoubal graced the occasion as chief guest. Prior to the function a rally was taken out in Thoubal. The NYK, Thoubal organized the function.
The CMO, Thoubal, Kh. RAdhesyam, Smt. Kh. Manitombi, Pradhan, Khangabok II and principal of the school, Kh. Rajmohon also attended as president and guest of honours respectively.
The dignitaries gave away prized to those students who stood positions in the essay and slogan competition which was held yesterday.
Public leaders, NGOs jointly and students took part in the function.
Narcotic Control Bureau, Police, Customs, Medical & Educational Institutions and NGOs joined hands with Assam Rifles on the occasion of “International Day against Drug abuse and Illicit Trafficking “ to raise the awareness on the key issue of drug abuse in the state of Manipur. HQ 26 Sector Assam Rifles under the aegis of IGAR(S) made a noble venture by organising a seminar with the theme “Think Health – Not Drugs”. The aim of organsing the seminar was to impress upon the youth the extremely detrimental effect that prolonged usage of substance has on the physical and mental well-being. The function was presided over by Major General U K Gurung, YSM, IGAR(S) who in his keynote address highlighted that Assam Rifles in collaboration with fellow anti-drug warriors’ remains committed to the well being of the people of the Manipur and through this effort hope to see a better drug free society. The seminar was attended by SP Vandana from Crime Branch, Prof Ch Priyoranjan and Prof Rajan from MU, medical institutes, educationalists and renowned NGOs working in the field of drug de-addiction and rehabilitation.
Eminent speakers brought to light the role of various agencies in combating the menace and curtailing its spread in younger generation and were unanimous about the complexities of drug addiction, engulfing our young generations. Gangadhar from Community in Network Empowerment (CONE), who earlier was drug dependent said he fought the menace in search for a brighter and drug free future. The most engrossing and interesting session was the panel discussion where the youth came out freely to interact with intelligentsia such as Mr Amar, Dr AK Brojen, Mr Bikramjeet.
Manipur one of the largest supplier and consumer of illicit opium products rank third in India based on the percentage of drug users and with 28 present of the population under the influence of drug has one of the highest cases of injecting drug users (IDU) in India. The trend of drug abuse is on the rise with IDU accounting for 80.7% HIV cases in the state of Manipur in 2007. Detrimental to physical and mental health of the society, drugs are the highest single cause of domestic violence and mortality rate amongst youth in the age bracket of 25 to 35 years as per a survey conducted in 2010.

Dimapur, June 26 NNN : A Naga delegation led by the Naga Hoho has met Union home minister P Chidambaram in New Delhi this evening. In the morning the Naga leaders also met central leaders including Intelligence Bureau officials and interlocutor of NSCN-IM-Government of India peace talk R.S Pandey, according to a well placed source in Delhi.
The Naga delegation is likely to meet Prime Minister Dr Manmohan Singh on Wednesday, the source New Delhi informed Newmai News Network over phone this evening.
The Naga leaders have been pressing the government of India to bring the Indo-Naga settlement within this year itself.
Leaders of the United Naga Council (UNC) are also part of the Naga Hoho delegation currently camping in New Delhi.
Meanwhile, patience among the Nagas are loosing fast following the prolonging of the Naga peace talk.
In the various seminars organised by Naga Solidarity Group (NSG) Naga intellectuals have been bringing out the issue as to how long the peace talk should be allowed to go on.
In one such discourse in Ukhrul, a well known Naga thinker Abraham Lotha had opined ‘the Naga political issue is not the monopoly of the undergrounds. They have been given enough time and chances’
It is worthwhile to note that the Naga apex body, the Naga Hoho had asserted last month that by the end of this year things should be materialised regarding the talks. Fifteen years of dialogue is a long, long period, said the Naga civil body earlier.
It is hopeful that some sort of interim arrangement may arrive from the talks between the NSCN-IM and New Delhi by the end of this year.
It can also be mentioned that Seven Sisters Post had reported last year that a “Supra State Body” for the Nagas may be the outcome of the talks between the NSCN-IM and New Delhi.
Seven Sisters Post newspaper had reported last year that the final settlement envisages a “special federal relationship” between India and Nagaland and creation of a”Supra-state Body” for the Nagas of Manipur, Assam and Arunachal Pradesh to “preserve, protect and promote their cultural, social and customary practices.
The offer to create a pan-Naga ‘Supra State Body’, instead of the “Greater Nagalim” demanded by the NSCN, has been touted by Indian negotiators as the “second best option for the Naga people”, the report had said.
Till date, the NSCN-IM has not given any official comment on the report.

New Delhi: UPA’s Presidential nominee Pranab Mukherjee on Tuesday demitted his office as the Finance Minister.

Ahead of resigning as a Finance Minister, an emotional Mukerjee told reporters at his North Bloc office that he is leaving his job as Finance Minister to “embark on a new journey”.
“I feel honoured and humbled on my nomination as a presidential candidate of the UPA-II, supported by SP, BSP , JDU Shiv Sena, CPI-M , Forward Bloc and some other parties” Mukherjee said in his last message as Finance Minister to the media.
“Yet, standing on the brink of such an honour, I will also feel a pinch of sentiments at the thought of leaving behind my life as a political activist, spanning over four decades,” he told reporters.
Mukherjee said, while not every decision of his might have been right, but he has taken those decisions “keeping in view the interest of the people”.
Mukherjee’s resignation came amidst a gloomy economic crisis and a policy paralysis the country is passing through.
India’s annual industrial growth fell to 0.1 percent in April even as the rupee slumped to an all time law of Rs 57.92 against the dollar.
The government, yesterday, announced a series of measures to revive the economy but it was too little to cheer the market.
And as Pranab resigns as the Finance Minister, the question looms large is that who will replace him in the government and the ministry?
There are indications that the key ministry would be handled by Prime Minister Manmohan Singh himself.
Reports say the Prime Minister may run the Finance Ministry with the assistance of the two Ministers of State (MoS) Namo Narain Meena and SS Palanimanickam. A team of experts will also help the Prime Minister, reports add.
Highly placed sources in government indicate that UPA chairperson Sonia Gandhi is not keen on giving the finance portfolio to an “outsider”.
Kaushik Basu, the Prime Minister’s own economic adviser, wants Manmohan Singh to take charge of the Finance Ministry after Mukherjee demits office.
“Prime Minister is a very trained economist… He was there in the 1991 reforms … (although) it is a political decision… Who comes and goes… But one thing is for sure that he is extremely capable,” Basu had told a TV channel.
Singh, however, is keeping his cards on Pranab’s successor close to his chest, so far.
“I have been churning it in my mind. Quite honestly I have a number of issues which I have to resolve. It will not be proper for me to announce while I am outside the country. When the decision is taken, you will get to know about it,” he had told journalist.
Singh had earlier kept the charge of Finance Ministry for a short span during the UPA-I when P Chidambaram was moved to Home in the wake of Mumbai terror strikes in November 2008.

Drug abuse, also called substance abuse or chemical abuse, is a disorder that is characterized by a destructive pattern of using a substance that leads to significant problems or distress. Teens are increasingly engaging in prescription drug abuse, particularly narcotics (which are prescribed to relieve severe pain), and stimulant medications, which treat conditions like attention deficit disorder and narcolepsy.

Initially, drug users were look down upon as those lacking in moral values that accounted for this strange consumption (of the drug) and it was more often held that a person was not “man enough” to get away from addiction. It was first recognized to be a disease like any other, by Alcoholics Anonymous, who did pioneering work in this field as an organization, delving deep into the reasons why a person fell into and subsequently in short time lost control of himself on such usage.
Dr.Jellinek’s path-breaking studies helped change the very orientation one hitherto had about these alcohol/drug users (abusers). Further with the advancement of neuro-physiological science, more importantly after 1956, one came to the conclusion that drug abuse is a chronic disease, could trouble a person for his entire life and was ultimately, curable by proper treatment. The disease of addiction was thus much better understood than in the past. What was needed therefore, more than the sympathy towards such affected persons, a due recognition and systematic treatment appropriate for such cases. These could be akin to treating patients with other health problems like sugar-control or hyper-tension, to name a few.
Types of Drugs
Drugs drastically put to wrong use are brown sugar (its inferior version is heroin) cannabis (ganja, bangh and other such categories) and even alcohol which qualifies to fall under the drug category, for the reason that it is merely a chemical in liquid form that is used to give a “high”.
Even thinners usable with paints and other such common material could be called drugs. There could also be a case of drug abuse, where a medically prescribed item is consumed frequently, in increased quantity and violates the prescribed amount. Persons recognize that this produces a sensation that “puts them up” and they therefore start using these constantly, not when it is actually needed as a medicine.
WHO Reports
The yearly report released by bodies like WHO normally indicates an increase/decrease in pattern of drug in use, wherein sometimes what could be more prevalent would be smoking heroin; at other times it could be injecting cannabis.
All these are to be seen more as fluctuations in drug abuse, than anything else. There are many criteria to determine whether a person is addicted or not. These could range from physical warning signs, emotional signs to an abrupt or gradual change in the family dynamics that lead to marked changes in social behaviour.
The person exhibits red and glazed eyes with poor eating and sleeping habits and may also show general lack of interest and become a victim of sudden mood changes. He may develop a strange secretiveness that keeps him away from the family.
On the social side he would try to become a truant with an altogether negative attitude. But as a thumb rule it would be better if one stuck to repeated usages as a symptom, where the user is fully aware of the consequences and but is prevented by a strange inability to restrict or stop the consumption of the drug in terms of quantity, frequency and be inclined towards an insurmountable urge towards drug usage.
Vulnerability
Instead of looking at the causes for drug addiction per se’, it is better to understand it as a vulnerability to addiction. That would a better term. Genetic make-up plays a vital part in forming this habit, the family and friends around a person may serve as a deterrent or cause further usage of the drug(s) thereby increasing the positive expectancy that is to be derived out of it.
If there is tacit approval by those around him, then it is held as a normal habit. It is no more drug abuse ; it is only rightful “use”.
It is “taken” in its stride. Psycho-social factors, lack of coping skills, the mechanism of a backup of friends during immense emotional pain – any or all these may be the causes for the above-mentioned vulnerability.
Withdrawal Symptoms
Withdrawal symptoms create an uncomfortable feeling and will depend more on the drug which is consumed. The body and mind become restless, become more and more irritable, all parts of the body could be affected and there is pronounced sleep disturbance. It is similar to a pair of physical balances where one scale is at its extreme and what is strictly happening is a process of re-adjustment.
If the patient goes back wanting to consume only a small quantity then the brain recalls the experiences it has had in the past and forces him to consume more and more till it provides complete satisfaction. This is a state that has to be completely avoided. It would be a reminder here that substitution of one drug by another is neither the solution nor the cure.
Treatment
Drug abuse, then is the disease of the body, the mind and the soul.
Though treatment may begin medically but that alone is not enough and the patient would need an enormous amount of psychological help. If, a person gets cornered and conquered by an intake for three valium tablets, for instance, he should be taught and educated how to pass his time without these three.
It requires long-term treatment, a change in lifestyle and the involvement of the family becomes cardinal in these kinds of treatments. Care should be taken to see that the patients dignity is preserved and he should always be respected.
Prevention
Prevention is a community process and not a one-time affair or a single day affair, of taking vows and the like. Instilling mere knowledge that drugs are bad alone may not also work.
Developing of coping skills, learning to say a firm “no” to drugs even when repeatedly persuaded, a good support system, echoing the message against drug addiction repeatedly at different points of time, involving all sectors of the society are some of the preventive measures to be taken, all in a truly holistic manner, if results are to be seen.
Government Initiatives
The Union Ministry of Social Justice & Empowerment, as the focal point for drug demand reduction programmes in the country, has been implementing the Scheme for Prohibition and Drug Abuse Prevention since the year 1985-86. As implementation of programmes for de-addiction and rehabilitation of drug addicts require sustained and committed/involved effort with a great degree of flexibility and innovation, a State-community (voluntary) partnership appears to be particularly strong mechanism for service delivery. Accordingly, under the Scheme, while major portion of the cost of services is borne by the Government, the voluntary organisations provide actual services through the Counselling and Awareness Centres; Deaddiction cum Rehabilitation Centres, Deaddiction Camps, and Awareness Programmes. The Ministry is assisting 361 voluntary organisations for maintaining 376 De-addiction-cum-Rehabilitation Centres and 68 Counselling and Awareness Centres all over the country. The basic objective in creating facilities for treatment, at Centres run through voluntary organisations, is to ensure that the support of the family and the community is mobilized to the maximum.
To facilitate the medical treatment of hard-core addicts who require intensive long-term medical attention, 100 De-addiction Centres are being run in Government hospitals/Primary Health Centres, etc. The initiatives from the Government include maintaining of Quality Assurance and Minimum Standards ensured by developing a Manual of Minimum Standards of Services, Professional Manpower Development where National Centre for Drug Abuse Prevention (NCDAP) as an apex institution has the necessary mandate for training, research and development in the drug sector and Focused Interventions for Vulnerable Targets where The Workplace Prevention Programme (WPP), a collaborative effort of the Government, ILO, NGOs and corporate sector has come up as a result. This collaboration has led to the formation of an effective group of various stakeholders, known as ARMADA, the Association of Resource Managers against Alcohol and Drug Abuse. (

UN High Commissioner for Refugees (UNHCR) plans to extend aid to victims displaced to relief camps, while World Food Program (WFP) is to supply food to the victims, UNICEF to construct a new school building and supply refreshment and medical care, UNOCHA to also provide medical needs and water supply, Malteser International to assist in preventive measures against infectious disease and ACF to supply purified drinking water.In the post-violence period, a total of 37 refugee camps were opened in the unrest-struck state housing a total of 31,884 victims, according to official statistics. Meanwhile, nearly 1,000 displaced people have been sent back to respective villages in Maungtaw last week as part of the repatriation move by the local government after claiming restoration of peace and stability to the area.The local authorities are providing the returnees security, the authorities said.Meanwhile, relief aid and donation are pouring in to the unrest- hit state. Donation in cash and kind from the community has amounted to over 168 million Kyats ( nearly 200,000 U.S. dollars) so far.The situation in the riot-hit Rakhine state is now generally calm after the declaration of a state of emergency in the state along with imposition of curfew in six townships in the state including Maungtaw and Sittway, the capital of the state, since June 10.The two measures are in force until further noticed.According to a latest government disclosure, a total of 62 people were killed in the riot from May 28 to June 21. A series of bloody incidents, which took place in May-June, triggered deadly unrest and violence in the Rakhine state starting with Maungtaw township on June 8.In the riot, 2,230 residential houses were destroyed in fire, according to earlier report. Political instability is the root cause and the military junta in Myanmar has done little to improve the conditions of the people. Dictatorship only leads to chaos. Political leadership should take the helms of affairs and solve the problem so that we can see a developed neighbour which will be beneficial to all.
