Imphal, July 5 : The Manipur Assembly today passed demands for grants for seven departments. Speaker Th Lokeshore announced that demand for transport amounting to Rs 5.69 cr, for Public Works amounting to Rs 568 cr, for Agriculture amounting to Rs 199 cr, for Justice amounting to 19 cr, for horticulture amounting to Rs 47 cr and 145 cr for Social Welfare department.
Dr l Ibomcha and Dr I Ibohalbi moved policy cut for failure to introduce public transport system, non payment of salaries to retrenched employees of Manipur State Road Transport Corporation, failure to maintain roads, failure to provide proper irrigation, failure to appoint AG.
Dr L Ibohalbi said river treatment should be introduced so that we can get proper water, Th Joykishan said the self help groups under social welfare department were not given funds at an equal rate and most Anganwadi centres do not have any children. It should be made mandatory for students to get certificate from Anganwadi centres to get admission to make Anganwadi work properly he suggested.
There is shortage of fish in the state and as there is huge demand for fish the government should introduce mechanism to increase fish population he said.
Replying to the queries Md Nasir, Minister Agriculture said green revolution has not fully materialised in the state and there is adequate stock of fertiliser . Ak Mirabai, Minister Social Welfare said assistance to people living below poverty line has been given Rs 200 per month and altogether there are 9,456 Anganwadi centres in the state.
Th Debendra, Minister Law said the Advocate General for the state will be appointed soon. He further said the areas of all the nine districts are well defined and if there is any dispute in the boundary it will be resolved amicably.
Th Shyam informed the House that there was some confusion as some villages are counted in two different districts and proper demarcation was required.
Home Minister Gaikhangam informed the Manipur Assembly today that the state government will find out details of the death of three Manipuris at Dimapur, Nagaland in March, 2010. He said the army is also conducting an enquiry on the matter and the state police is not sitting silent on the issue.
Raising the issue, Dr I Ibohabi said three persons from Manipuri were killed at Dimapur in an alleged ‘fake encounter’ in March 2010 by army. He said army official of 3 Corps, Rangapahar , Dimapur wrote a letter to the Eastern Army Command at Kolkata informing that three persons were shot dead behind the Officers’ mess at Rangapahar by the personnel of 3 Corps Intelligence and Surveillance Unit.
It was further informed that all were picked up by the unit after an operation in Dimapur. Later army personnel dumped the bodies at Assam . Former Army Chief Gen VK Singh had revealed that he had asked the Eastern Command to probe it but no probe was done.
The three were identified as Phijam Naobi of Thangmeiband, R K Ronel (35) of Sagolband Sayang Pukhri Mapal, and Th Prem of Langol Laimanai.
Ibohalbi said under the Armed Forces Special Powers Act no action can be taken up against the army personnel and the matter involves three states, Manipur, Assam and Nagaland and hence the NIA or the CBI should be asked to probe into the matter it was demanded. He said killing people and later branding them as terrorists should be stopped. Fake encounter should be curtailed he demanded.
During question hour Dr Kh Ratan, Minister Transport informed the House replying to a question raised by L Nandakumar that there are about 3500 mega diesel auto rickshaws in the city areas. He assured that the department will ensure that the vehicles strictly adhere to pollution regulations to check noise and air pollutions.
PHED Minister I Hemochandra also told the House that there are 13 water supply schemes in Andro constituency of which 11 are currently supplying water to the public. Hemochandra said this in reply to a question raised by Andro constituency MLA Th Shyamkumar.
In another question raised by MLA M Kunjo, the PHED Minister said the Hiyanglam Water Supply Scheme at Sekmaijin is presently functioning.
Education Minister M Okendro in a reply to the question by M Prithiviraj told the House that the government has approved to downgrade, abolish and amalgamate all the High Schools, Primary Schools and Lower Primary Schools in Moirang constituency.
