Imphal, July 6 : The Manipur Assembly today took strong exceptions to the statement of Punjab Congress MLA Ajit Inder Singh Mofar that stray dogs be sent to north eastern states and China in the Punjab Assembly.
Th Lokeshore, Speaker said considering the displeasure expressed by the members of the House both ruling and Opposition he said he would intimate the matter in writing to Punjab Speaker.
Gaikhangam, Home Minister said the statement of the MLA in the Punjab Assembly was undignified, unparliamentary, derogatory. It is unfortunate that such irresponsible remark was made in the Assembly. People of the entire north eastern region are unhappy over the issue and racist statement should not be given by responsible person the Home Minister said.
I Hemochandra, Minister said it was an insinuation. Dr I Ibohalbi raising the matter during call attention said if responsible people issue statements which hurt sentiments of people it will lead to disintegration of the people. He demanded that the Punjab Assembly should form a House committee to look into the matter. He enquired what actions were taken up against the MLA by the central or Punjab government.
The Manipur Assembly today passes demands for grants for six departments. Six bills were also introduced.
Chief Minister, O Ibobi singh presented demands for grants for Medical amounting to Rs 359 cr, for labour and employment amounting to Rs 15.95 cr, for tribal affairs amounting to Rs 400 cr, animal husbandry amounting to Rs 76 cr, for Panchayat amounting to Rs 54 cr and Irrigation and flood control amounting to Rs 681 cr.
Opposition MLAs, L Ibomcha, Dr I Ibohalbi and Th Shyamkumar moved cut motion saying that there is improper medical facilities in rural and hill areas, improper implementation of labour laws, failure to control repeated flood. They however withdrew the cut motion after assurances by the concerned ministers to look into the grievances and the demands were passed unanimously.
Chief Minister, O Ibobi Singh also introduced four bills, Manipur Value Added Tax, Manipur Protection of Interests of Depositors, Manipur Professions, Trades and Manipur Municipalities Bill.
Mr Ibobi also presented CAG report for the financial year 2010-11. During question hour L Nandakumar said there should be a proper land law for hill areas conducive to the traditional and cultural heritage of the people living in the area.

Imphal, July 6 : The demand for implementation of Inner Line Permit (ILP) system in the state is gaining momentum with the advisor of Federation of Regional Indigenous Societies (FREINDS) launching a fast unto- death agitation at the Community Hall, Kwakeithel Bazaar in Imphal from Friday.
KB Sharma, advisor of FREINDS and theatre artiste is observing the hunger strike on the demand of implementation of ILP in Manipur under the aegis of the newly formed Joint Committee on ILP System.
The fast unto -death protest has been taken up to enable the future generation to protect the identity of the people of Manipur and to maintain the rule of law, Sharma told journalists at the site where he is undergoing the strike.
He said he does not want the future generation of the state to face the same situation that we have seen in the state of Tripura whose identity is now completely lost due to mass influx of migrants.
It is very important to save the indigenous people in the present critical situation in the state, he remarked.
Sharma said he will continue the protest until and unless the government implements ILP system in the state and that his stance is firm indeed.
Police disrupted the protest by dismantling the banner of the hunger strike but Sharma flanked by members of the Joint Committee on ILP System later continued it.
It is worthy of mentioning that spearheaded by Federation for Regional Indigenous Society (FREINDS) there have been sit-in-protest in most parts of the state capital Imphal these days demanding for the implementation of ILP system in Manipur.
On Tuesday, president of MPP S Umananda Singh the party has been endorsing anyone pushing to implement the ILP in Manipur for several years. Umananda stated that the population of immigrants are so large in Manipur that the economic benefits have not been received by the locals.
According to the 2001 census report, there were more than 7,00,000 migrants in Manipur, which is much more than the tribal population of the state, and so it is high time for the government to recognize the danger of the possibility of a higher rise in the population of migrants with the train reaching the capital of the state, cautioned hunger striker KB Sharma.
He urged the government to make sure that the ILP system is passed as an Act in the coming monsoon session of the state assembly and implemented at the earliest, so as to save the indigenous people of the state from being minorities in their own land.
United Committee Manipur (UCM) had said there are 7, 05, 588 outsiders in Manipur according to the 2001 census while the Meitei population is 7, 51, 422 and the total population of the tribals is 6, 70, 782. The Meitei Muslims (Pangals) have the population of 1, 57, 204.

Imphal, July 6 NNN : Local residents of Langthabal Mantrikhong Mayai Leikai in Imphal West district on Friday expressed anger over alleged indiscriminate firing by an Assam Rifles jawan in the locality area.
A Sharat, Pradhan of Langthgabal Mantrikhong Naorem Leikai Gram Panchayat told the media at the Manipur Press Club that Khombongmayum Momocha of Langthabal Mantrikhong who is a jawan of 23 AR had allegedly threatened the local residents by firing live bullets in many occasions.
On July 4 around 9:30 pm, Momocha all of a sudden fired three to four live bullets from his gun when the bullets fell on the roofs of some houses and another bullet hit on the side wing cover of a stationary Honda Activa scooter. The AR jawan committed it without any provocation.
Enraged by the act of Momocha, local residents in the area informed the matter to the Pradhan. A complaint was also lodged with the Singjamei Police Station which picked up the perpetrator’s father named Drurba on the same day as the police were unable to arrest Momocha and his weapon.
However, Drurba was released the next day and the local residents were once again infuriated as the police failed to take up any stringent action against Drurba, the Pradhan added.
Later on, the local residents convened a public meeting yesterday in which they resolved to urge upon the concerned authority to take up appropriate action against Momocha and his father. They also decided to put pressure on Singjamei Police Station to file an FIR against Momocha and Drurba.
The public meeting decided that father and son will be sent away from the locality if the duo repeats such threatening incident in future.
