Some news is soothing to hear. Our boys and girls dominated the admission test conducted by NEIGRIMS for selection for MBBS students grabbing 11 out of the 18 seats reserved for outsiders. Though the number of the successful students revealed a sharp decline from previous year the figure is really sparkling considering the share taken by our students in the test. Last year the boys and girls from Manipur grabbed 15 out of 18 students. That speaks for itself. Every year in the month of July hundreds of students from Manipur make beeline journey to different parts of the country to try their fortune in academic pursuit. No wonder they are merrily absorbed by the academic institutes spread across the nation. In the NDA examination also our boys could easily collect too many seats. All these are reflection of changing scenario of the education system in Manipur. It is heartening to learn that the RIMS has been given permission to open BDS. This will go a long way in absorbing the ever increasing number of bright students, who want to go for medical line. But the RIMS authority’s decision to keep some seats reserved for the employees of the RIMS sounds funny. The stomach upturns when the news of such kind is heard. Before someone begins to vomit the decision should be changed. If the RIMS authority refuses to do so the highest authority should intervene. Certain seats are reserved in some cases for active service and sports persons. Because they are different. The sacrifice made by them is paramount. RIMS employees cannot be put at the same level with those belonging to the above group. This is not a good trend, which needs to be annihilated. If the similar method is applied by all these Government departments how would common people get the benefit given by the Government? A Government does not exist to serve the interest of Government servants only. Earlier Manipur Medical Minister had three medical seats reserved in his name in the selection of MBBS students. But the system was abrogated by Late Tompok Singh when he was Medical Minister. He knew that the system ended up being used by worthless students, who entered the profession using the clout of influential persons. He was hailed for the historic decision taken then. Whoever responsible for taking funny decision by the RIMS authority to reserve BDS seats for RIMS employees owes an explanation to the people of the state as to why the seats should be reserved? Laws cannot be framed to benefit oneself. The changes that have been brought by time should be heaped in the right manner acceptable to all. We give the credit for the sea change brought in the education system from primary level up to intermediate level to the private school owners. As they compete to churn out the best students from their respective schools the benefit is heaped by the students in particular and the society as a whole. Interesting scene is noticed in Manipur. Students without being told have gone to their study room. Nothing should be done to frustrate them. In the recent past they were seen loitering aimlessly as if they are surrounded by the future that is grim. Better days ahead.

About ten lakh migratory birds recently left for their summer sojourn across continents after having lived winter months in the wetlands of Jammu and Kashmir to escape harsh cold weather back home. These wetlands fall along the Central Asian flyway of winter migratory birds and are thus an important ecosystem supporting equally important biodiversity.
Wetlands are essential for maintaining bio-diversity, water harvesting and water availability. As elsewhere the wetlands play an important role in the economic activities of the people in Jammu and Kashmir. Take the case of the state’s largest wetland, Wular Lake, which constitutes an important ecosystem in the valley and supports a lot of bio diversity. Besides being a huge reservoir of water and a rich repository of macrophytic vegetation and winter asylum to migratory birds, the lake provides livelihood to thousands of locals by contributing sixty per cent of the total fish catch in the valley as well as other products harvested from its waters.
The State is having 29 wetlands, 16 in Kashmir, eight in Jammu and five in Ladakh. Around 106 species of birds nestle in these wetlands including 25 species of land birds who visit them occasionally. The importance of these wetlands increases as they provide sanctuary to migratory birds some of them belonging to the endangered species.
According to a survey of J&K wetlands, two near extinct species, White-eyed Pochard was found in seven wetlands in the state and Ibis in two wetlands in Jammu. The survey added that two endangered species Blacknecked Crane and Sarus Crane were spotted in wetlands in Ladakh and the Gharana wetland in Jammu region respectively.
Many of these wetlands are shrinking, a consequence of human greed and the pressures caused by rapid population growth. “We used to have 600 small and big wetlands around Kashmir valley. Now there are only 10 to 15 wetlands left and they too are on the verge of extinction”, said a senior functionary in the Centre for Environmental Law.
In the vast arid Jammu region, the scenario is no better with Nanga Wetland Reserve (1.21 sq km) in Ramgarh sector and Sangral Wetland Reserve (0.68 sq km) in Abdulliyan sector having totally vanished while many others have been severely reduced in size.
Sarpanch of Nanga village said that no migratory birds visit the area now. He added, “Huge wetland existed here about 25 years ago. It was a vast pond which has completely dried out. Elders told us flocks of migratory birds used to arrive in winters but with the passage of time inhabitants started using the land for cultivation and birds started ignoring wetland due to increased human activity.”
The conflict between man and nature is responsible for the dismal scenario. Reports suggest that local people over the years have been opposed to the coming of birds alleging that they damaged crops.
These water bodies could not be saved even after being declared as reserved wetlands way back in 1981. At the Gharana wetland, which is of late emerging as an eco-tourist attraction, the villagers used to scare away the birds.
But since 2003, situation has improved. The Wild Life Department has also been persuading locals not to resist the arrival of birds. The Department has been trying its best to get the maximum cooperation from the villagers by trying to provide compensation to the farmers, who suffer loss of crops,” said a Wildlife Warden, Jammu. The end result of all such measures has been to save the wetlands which have been facing decline.
Unchecked deforestation causing soil erosion and silting, human encroachments in and around the water bodies and apathetic attitude and unimaginative policies of the concerned authorities have led to the degradation and shrinking of area of wetlands, feel experts. They point out to Bemina residential colony, which, they say, used to be a wonderful wetland on the outskirts of Srinagar till the end of the 19thcentury. They add that this apathy continues and cite the case of Rakh Arath, a wetland, which is being filled for rehabilitating people living inside the Dal Lake.
“Not only people at individual level, but also the government at regulatory level interfered with wetlands. They changed the land use pattern not only within the wetlands, but also in the catchments….There was also reclamation process going on at individual and government level. All that resulted in the shrinking of wetlands and changed the environment of wetlands. When the environment changed, the habitat changed. That also impacted the birds which had a particular type of habitat in the wetlands”, said Prof. A. R. Yousuf of Central Wetlands Regulatory Authority.
The state’s two premier wetlands, Wular lake and Mirgund have been reduced to one-third of their original size to 58.71 sq kms and 1.5 sq kms respectively. “Wular, an internationally recognized wetland, was one of our best wetlands but in 1950s, 1960s and 1970s government authorities constructed dams around this water body and also reclaimed a large chunk of lake and started willow plantations. People also started cultivation of paddy in the erstwhile wetland area,” said Prof Yousuf.
The jewel in Kashmir’s splendid beauty, Dal Lake too has suffered from devastating impact of human greed and negligence. It has also drastically shrunk from 75 sq kms area to a mere 12 sq kms while another important wetland Haigam has been reduced to almost half of its size of 7.25 sq kms, with other wetlands also facing the same fate.
The impending extinction threats have forced the Central and State governments to initiate action. The State government has launched some major initiatives complimented by the Centre to conserve the water bodies in view of their ecological and economic importance. “To sustain state’s tourism and safeguard economic resources the conservation of water bodies, forest wealth and bio-diversity of state is the need of the hour”, says the Chief Minister Omar Abdullah.
Realizing the unique hydrological and socio-economic values of the Wullar Lake, Union Ministry of Environment and Forests included it in its Wetlands Programme as a Wetland of National Importance in 1986. Subsequently, the lake was designated as a Wetland of International Importance under the Ramsar Convention in 1990. Besides the Wullar and Hokersar, three other wetlands in Jammu and Kashmir, namely, Tsomoriri in Ladakh and Mansar and Surinsar lakes in Jammu division have been listed under the Ramsar Convention in order to protect and conserve them. The Union Environment Ministry has also listed them as protected by prohibiting constructions, setting up of industries in the vicinity and dumping of any waste or discharge of untreated effluents from industries or human settlements into them. It also set up the 12 member Central Wetlands Regulatory Authority over a year ago to implement and review an elaborate set of rules in this regard besides identifying wetlands across the country for conservation.
The State government has too been making efforts to save the water bodies which Chief Minister Omar Abdullah termed as ‘icons of our heritage, for which the entire people of the state feel concerned.’ A number of reports and action plans have appeared in recent years to come to terms with the problem of these lakes.
Responding to the urgency of the situation, the State Government set up several authorities namely the Lakes and Waterways Development Authority (LAWDA), the Wullar Manasbal Development Authority (WMDA) etc. to clean and conserve the lakes. As the LAWDA has been mainly engaged in regenerating Dal Lake and WMDA in conserving the Manasbal lake, the State Government has decided to constitute Wular Development Authority for according focused attention to resurrect the Wular lake.
All these efforts would bear fruit provided there is peoples’ active cooperation. That is a crucial factor as has been seen in the conservation of Manasbal lake. Awareness has to be created on mass scale and authorities have to be sensitive to the problems of people displaced in the process. There has to be a peoples movement harmonized by the NGOs and media to complement the official effort. It may be a long and difficult way but will have to be treaded upon to save these ‘icons of heritage’ for ensuring healthy environment and safeguarding economic interests of local population. Imphal, July 25: Taking forward the campaign of disseminating information to the general public, a five-day photo exhibition on the theme Development Initiatives in North East began today at Mayang
Imphal Municiaplity Hall in Imphal West District. The photo exhibition which would continue till July 29 was inaugurated by Th Rajmohan Meitei, Chairperson, Mayang Imphal Municipal Council (MIMC) .
Speaking as Chief Guest on the occasion, Rajmohan lauds DAVP Imphal for taking the initiative in putting up a vast collection of photos at Mayang Imphal. The Chief Guest while appreciating the theme of the photos calls for implementation of various centrally-sponsored schemes with honesty and transparency. Rajmohan maintains that, all communities must work together forgetting caste or tribe to get the fruits of development.
As soon as the programme was opened for the public, a large number of students visited the exhibition hall to have a glance of 120-photos that were displayed for the occasion. I feel proud of the beauties of North East, said Kh Beronica, a seventh grader of St Stephen’s School, Mayang Imphal. For L Jenita Devi, also a student, the photo exhibition was a source of knowledge and wisdom. This exhibition gives me knowledge about the seven sisters’ states, she maintained.
Highlight the objectives of the programme, Dr Gin Gangte, IIS, Field Exhibition Officer, DAVP, Imphal said that the programme is organized with the aimed of disseminating information about the various development initiatives undertaken by the Government of India.
He said that the Government of India is doing lots for the people by way of taking up various developmental schemes. The FEO invites one and all to visit the exhibition hall to have a better understanding of the North East.
The inauguration of the five-day long photo exhibition organized by the Directorate of Advertising & Visual Publicity (DAVP), Ministry of Information & Broadcasting, Goverment of India, Imphal was attended amongst others by Smt Leina Bibi, Vice – Chairperson, MIMC as Functional President and Smt N Anita Devi, Executive Officer, MIMC as Guest of Honour. Besides, councillors of MIMC, namely, W. Tomba, Th Pratab, Smt A Memthoi were also seen on the dais.

Imphal, July 25 NNN: The Zeliangrong based militant outfit Zeliangrong United Front (ZUF) has said that as long as the contractors engaged in road construction and repairing works are not sincere in their efforts accidents will continue to occur.
Citing the recent Tata Sumo accident at Khongsang in Imphal-Tamenglong road that had claimed 4 lives, the ZUF said such cases are happening as the contractors withdrawing money without executing works entrusted to them.
A Remroi, publicity secretary of the Zeliangrong underground outfit cited one Ashinpou Gonmei of Gongram (Pungram) village, an NSCN-IM cadre cum “contractor” has let down the general public on several occasions. According to ZUF leader A. Remroi, the ‘contractor-NSCN-IM cadre’ in question has been constantly guarded by 6 to 7 cadres of the NSCN-IM while carrying out corrupt activities.
The ZUF alleged that Ashinpou Gonmei holds a rank of ‘Rajepeyu” in the NSCN-IM set up but engages himself on contract works.
The ZUF though did not pin-point any particular instance but asked Ashinpou Gonmei to show himself up before the outfit.

Imphal, July 25: Kitchen-cum-store (KCS) is an integral part of Mid day meal (MDM scheme). As per norms, Gol was to provide assistance up to a maximum of 60,000 per unit. In December 2009, Gol revised the norms and prescribe 20 square meter plinth area for construction of KCS in schools having up to 100 children with provision for additional area for additional children CAG report said. Test-check of records at the Directorate revealed that in 2006-07, Gol approved construction of KCS for 1174 schools and released Rs 7.04 crore in 2008-09. The work was awarded (March 2010) to National Mission on Bamboo Applications (NMBA) with target date of completion as March 2011. The entire amount was paid to NMBA lump sum in May 2010. As of June 2011, only 50 KCS valued at Rs. 30 lakh had been constructed leaving a balance of 1124 KCS valued at Rs. 6.74 crore incomplete even three months after the target date. Thus, NMBA was given undue benefit to the extent of Rs. 29.02 lakh, being the bank interest that could have been earned by the Department.
Schools visited by the audit team were found to fend for themselves for a place to cook MDM. Out of 66 schools visited 22 schools were without Kitchen Sheds and meal was cooked at Cook’s residences or in classrooms of the Schools. In the case of Bishnupur Kha Santipur (A) L.P, a classroom was utilised as a Kitchen Shed. Thus, denying KCS to such large number of schools had adverse impact on efficient implementation of the scheme. The Department (January 2012) stated that the full advance was paid as per MoU signed between Gol and GoM. Construction of KCSs was delayed as pre-fabricated bamboo walls had to be transported from Thiruvananthapuram through trouble prone National Highways (NH). However, since the NMBA was paid full amount upfront, delay of almost one year beyond target date was not justified. Moreover, the MoU gave an undue advantage to NMBA as it was devoid of any penalty clause for delay and states that cost overrun, if any, was to be borne by the department.
Test-check of DISE records revealed that as of September 2010, there were only 2,957 Government and aided schools in the State. Since KCS for 1,174 schools were already sanctioned during 2006-07 as stated above, the number of schools yet to be covered as of September 2010 was only 1,783 (2,957-1,174).
However, test-check of records at the Directorate revealed that based on GoM’s proposal (January 2011) as per revised norms ibid, Gol approved Rs. 40.82 crore for construction of 1,879 units of KCS and released (March 2011) Rs. 35.79 crore. Thus, GoM had proposed 96 KCS (1,879-1,783) valued at Rs. 2.09 crore92 is excess of actual requirement. The Department (January 2012) stated that number of schools has reduced because of amalgamation and abolition exercise taken up by GoM and the same was adjusted after duly reporting to Gol wherever necessary. This contention was not acceptable because the exercise of amalgamation and abolition of schools was already completed in June 2010 much before the fresh proposals were sent in January 2011. Hence, the Department was fully aware of the exact number of schools that were functioning.
, Gol was to provide assistance in a phased manner for provisioning and replacement of kitchen devices (KDs) at an average cost of Rs. 5,000 per school. On the basis of the actual requirements of the school expenditure can be incurred on (a) Cooking devices (Stove, Chulha etc.}, (b) Containers for storage of food grains and other ingredients and (c) Utensils for cooking and serving. Test-check of records at the Directorate revealed that Gol approved Rs. 72.85 lakh during 2006-07 for providing KDs to 1457 Primary and Upper Primary schools. The contract was awarded (February 2009) to M/S Arun Multi Agency, Imphal (agency) for supply of Water Container-(01 number); 34 Ltrs Water Filter (Brand Aqua Pure)-(01 number) and Stainless Steel Meal Plate-(10 numbers) to each school. The agency was paid Rs. 54.60 lakh95 up to May 2010. However, APRs for Rs. 52.85 lakh were furnished for only 1057 schools. Thus, material worth Rs. 1.75 lakh remained naccounted as on date of audit, though more than one year has passed since payment was made. Further, the water filters seen in the schools visited were not of the specified brand. As such, the agency was given undue benefit at the cost of the scheme.
The Department (January 2012) stated that payment was made based on APRs and photograph submitted by the agency. This, however, does not explain the whereabouts of the unaccounted KDs.
SSA in the state was being implemented without grassroot base line data; and as such the implementing framework of the programme was inherently weak. The programme also suffered due to short release and delay in release of funds, diversion of funds and irregularities in maintenance of bank accounts. At school level, there were wide aberrations in Pupil Teacher Ratio, as teachers were deployed in some schools with no enrolment and no teachers deployed in some schools with students. Delays in distribution of books and irregularities in supply in material meant that students would be at a disadvantage. Despite a trend of low attendance, foodgrains consumption for cent per cent attendance was reported in MDM scheme. There were irregularities in e-transferring of funds and the scheme was being implemented without proper kitchen-cum-stores in unhygienic conditions.
CAG recommended that household survey and its regular updating, being the prime requirement for proper planning, needs to be taken up with utmost seriousness.
Flow of funds and foodgrains under MDM should be managed as per schedule prescribed so that the benefits reach the targeted group as intended by the scheme in a regular time-bound manner and with all transparency.

Imphal, July 25 : Kuki National Organisation (KNO), a Kuki militant group having suspension of operation agreement with the government reasserted its demand for a separate Kuki land for enjoying Kukis rights.
The home secretary of the KNO, Anton Kuki reiterated Kukis’ demand for a seperate Kuki state while addressing the martyrs’ day function of the Kuki National Army (KNA), organized yesterday at the designated camp named Hermon Camp of KNA located at Chehlep village in Chandel district, about 80 kms from Imphal. KNA is the military wing of the KNO, which is one of more than 20 Kuki militant groups having a suspension of operation agreement with the government.
The martyrs’ day function was organized to pay respect to 167 cadres of the group died in between 1990 and 2012.
Senior leaders of other groups having suspension of operation and relatives of KNA cadres killed attended the programme. Gun salutes were given to the departed cadres of the group.
Relatives from other districts came in bus and other vehicles to attend the programme.
The president of Kuki Inpi, Myanmar Khailun Haokip also attended the programme. A Kuki female singer from Tamu of Myanmar, Ng. Lhainei performed during the programme.
Assam Rifle, police personnel and India Reserve Battalion personnel were deployed along the route to the camp in view of the programme.
However, those coming to attend the programme were allowed to proceed. Armed with sophisticated weapons cadres of the KNA guarded the spacious camp to ensure that nothing happened on a day of mourning.
A separate state for the Kukis is a dream of Kukis in Manipur.
Anton Kuki did not elaborate on the Kuki land, but said if Kukis do not have a separate land for proper administration Kukis cannot enjoy and exercised their rights.
The seeds of Kuki land have been sown and they will germinate. One day we will reap the fruits, Anton Kuki said.
Kuki National Front, another militant group having suspension of operation and now in a designated camp in Senapati district also has a similar demand for a Kuki state, comprising more than half of Manipur total geographical area.
The KNO was founded in the year 1988 and the KNA’s commander-in-chief Thangkholun Haokip went to Kachin to get guerrilla warfare training from Kachin Independent Army of Myanmar. Thangkholun was assassinated by rivals on July 24, 1992.
The martyrs’ day is observed every year on the day Thangkholun was killed.
The KNA is demanding separate Kuki states both in India and Myanmar.
Before signing the suspension of operation agreement KNA cadres carried out attacks on security forces both in Myanmar and Manipur.

Imphal, July 25: Perturbed by the state government of Manipur’s indifferent attitude towards their plight, All Loktak Lake Area Fishermen’s Union (ALLAFU), Manipur is saying the state government is denying steps to rehabilitate the displaced Loktak fishermen whose huts had been dismantled.
Rehabilitation and re-settlement plan for the victimised fishermen of Loktak Lake has still remained a farce leaving them without any work and a place to live, O Rajen, secretary, ALLAFU told a press conference here at the Manipur Press Club on Wednesday.
He said the fishermen who once earned their livelihood from Loktak Lake are now suffering because the authority had destroyed all their fishing gear and equipments during the eviction drive.
The government is not paying attention on their demand to constitute a welfare act for the evicted fishermen by repealing the Manipur Loktak Lake Protection Act, 2006, Rajen lamented.
He also said Lotak residents are greatly disturbed and agonized whenever the personnel of Indian Army patrol in the lake using motorboats to combat insurgents and that such operation also impedes their means of livelihood.
The efforts of the state government to develop the surrounding areas of the lake will worsen its already bad condition, the ALLAFU secretary maintained while adding that the Loktak Project’s Ithai Barrage needs reviewing and if necessary it should be de-commissioned to save the lake.
Rajen alleged that the Ithai Barrage is the principal cause of degradation of Loktak Lake.
He also demanded that the Manipur Loktak Lake Protection Act, 2006 should be made improvement in order to make it par with Ramsar Convention, and that all the victimized fishermen whose huts had been set ablaze and destroyed in November 2011 be rehabilitated.
