Curfew relaxed in Kokrajhar, Chidambaram to visit today

Kokrajhar (Assam), July 29 (ANI): Curfew was relaxed in Assam’s riot-hit Kokrajhar District on Sunday, a day before Union Home Minister P. Chidambaram is to visit the riot-hit areas of Assam.
Ethnic violence in Assam has forced tens of thousands to flee their razed homes and shut down road and rail transport.
People came out on the roads to stock their daily needs as the restrictions by army officials were also eased.
The indefinite curfew clamped in the Kokrajhar district was relaxed for the day while night curfew between 6 p.m. and 6 a.m. will continue in the other affected districts, official sources said.
The official death toll remained at 53 and there was no report of any fresh incident of violence.
Kokrajhar, Chirang and Dhubri districts are the worst hit among five affected districts, the two others being Bongaigaon and Baksa in the tribals-minority immigrants clashes.
More than three lakh people have been affected in the violence that went on for eight days and most of them are sheltered in relief camps.
With law and order situation improving, the district administrations are taking measures to persuade victims to return to their homes.
Prime Minister Manmohan Singh yesterday visited Kokrajhar and announced a Rs.300 crore rehabilitation package and declared that a probe will be held to ascertain the cause of the clashes. throughout the city.
Elated over the curfew relaxation, Lal Bahadur, a resident of Kokrajhar, said there is a sigh of relief with curfew being relaxed.
“The situation is much better than before; most of the shops, which were earlier forcedly closed, are now being reopened. Things are heading towards normalcy,” said Bahadur.
Beaming shopkeepers and street vendors were seen reopening their shops much to relief of the locals, who could venture out due to curfew restrictions.
“Earlier, the situation here was very bad and now the situation is better here and many shops have been reopened,” said Chander, another resident.
Ethnic clashes erupted between Bodo tribals and Muslim settlers on the night of July 20, when unidentified men killed four youths in the district.
In retaliation, armed Bodos attacked Muslims, suspecting them of being behind the killings.
Security personnel were issued ‘shoot at sight’ orders as they struggled to enforce curfew to contain clashes between Bodo tribals and Muslim settlers in the remote northeastern state bordering Bangladesh.
The death toll from clashes between Bodo tribes’ people and Muslim settlers rose to 44, Assam’s chief minister, Tarun Gogoi, said after police reported that they had recovered more bodies overnight. Police also opened fire on groups armed with sticks and spears for violating curfew.
Also, violence victims surrounded a legislator from Dhubri, Jahanuddin Ahmed and manhandled him, which forced him to flee the spot.
The sufferers claimed that the legislator and other such political figures were not concerned about providing relief to the victims.
Fearing for their lives, tens of thousands of Muslims and Bodos have fled their homes in remote hamlets along the border with Bhutan, and sought shelter in camps in larger towns.
Roving armed bands have set ablaze hundreds of tin-roofed homes, many made of hay and clay, in the nearly weeklong orgy of violence.
The federal government delayed in dispatching security forces to the violence-hit districts in India’s northeastern state of Assam where ethnic clashes claimed at least 45 lives and rendered nearly 3,00,000 people homeless. Bodos have felt marginalised in their homeland by waves of immigration since the 1950s, accusing the central government of allowing the flow of immigrants to win votes from the settlers.
In recent years, Hindu and Christian tribes have vented strong anti-immigrant and anti-Muslim sentiment against settlers from mostly Muslim Bangladesh, which neighbours Assam.
The New Delhi-based Institute for Defence Studies and Analyses (IDSA), a government-funded think tank in one of its reports had noted that the government’s failure to develop a coherent policy to deal with the ethnically volatile region meant Assam would remain vulnerable to ethnic clashes and communal tensions in the near future.

Tokay Gecko rescued and released at Keibul Lamjao National Park

Imphal July 29 UNA: A rare reptile species called Tokay Gecko, rescued by Manipur police from a gang of poachers in Thoubal district on last July 25 was released at the Keibul Lamjao National Park in Bishnupur district Sunday.
On July 25 last, a team of Thoubal district police have intercepted the Tokay Gecko (locally known as Numit Yungbi) carrying concealing in a bag by five persons travelling in a maruti van. According to the disclosure made by the arrested five persons, H Deben (40), Ng Shitaljit (34), L Noren (24), S Basanta (42) and B Sunil Sharma (38), police have come to know that the rare reptile species was collected by them on smuggling to Malaysia.
From their disclosure, police further come to know that they were told to collect the rare reptile species from Yairipok village in Thoubal district by one Sunil Singh from Imphal for onward smuggle to Malaysia through Myanmar.
And according to the police, a smuggler of this rare reptile can easily make up to Rs 20 lakh for a Tokay Gekco weighing above 250 grams and measuring above 14 inches including the tail. With the value for the reptile’s soaring, poachers who targeted other animals have switched focus to Tokays and have been searching for them in the hills and its adjoining areas of the state.
The Tokay Gecko which was in the custody of the Thoubal police since the arrest of the five smuggler was released today at the Keibul Lamjao National Park, the home of state animal Sangai deer, following an order of the Thoubal Chief Judicial Magistrate after conducting a hearing to a petition filed by Thoubal unit of People for Animal (PFA).
In the petition, the PFA prayed the court to allow the Tokay Gecko release at a suitable place which the rare reptile species can survive.
According to wildlife analysts, though it was rare, Tokay Gecko is available in Jiribam and its adjoining areas and in the forest of hill districts of the state.
The release of the Tokay Gecko was amidst a manhunt operation being launched by the state police to nab the top ring leaders of a gang of poachers involved in smuggling Tokay Gecko from Manipur to Malaysia.
These reptiles have medicinal value as believe by in Malaysia and some other Asian countries where there is a high demand of these species. However, Dr Kh Samugou Singh, a wildlife analyst said there was no scientific proof that these species has medicinal value.

Moderate earthquake shakes Manipur, Myanmar

Imphal, July 29: A moderate earthquake has shaken central Myanmar near the Indian border. The tremor was felt at Manipur and the neighbouring states around 7.51 am. The U.S. Geological Survey says the quake had a magnitude of 5.7 and struck at a depth of 68.4 kilometres (42.5 miles). Myanmar’s meteorological and seismic agency put the magnitude at 5.8.
An official from the Myanmar agency says no casualties or damage have been reported. The quake occurred Sunday at 8:51 a.m. local time.
The official says the quake’s epicenter was about 215 kilometres (135 miles) northwest of Mandalay, Myanmar’s second largest city. He says it was felt in Hakha, the capital of northwestern Chin state. He spoke anonymously because he wasn’t authorized to release information.
The area affected is not densely populated. It falls within an earthquake belt where tremors are fairly common but usually not destructive.

The participants of the public consultation organized at Jiribam on 29th July 2012 to discuss the issues and challenges of Public Hearings on Petroleum Exploration in Manipur scheduled at Jiribam, Parbung and Nungba respectively on 30 July 2012, 7th and 17th August 2012 resolves to:
It expressed concern that the Manipur Pollution Control Board and the Jubiliant Oil and Gas Private Limited has called for public hearings at Jiribam, Parbung and Nungba only after all processes for exploration and drilling of petroleum in Manipur, including surveys and signing of contracts and agreements with the Government of India, Government of Manipur and the oil company has already been completed.
It expressed that public hearings is a limited and flawed process which will only consider the environmental issues and not the issues of land, socio-cultural, rights, and other survival issues of present and coming generations. We highly object the incomplete, misleading portrayal and undermining of the rich natural, cultural and other heritage of Manipur by the draft Environment Impact Assessment prepared by SENES for Jubiliant Oil and Gas Private Limited.Express our concern that there is no process to take the free, prior and informed consent of all indigenous peoples on Oil Exploration in Manipur. Details of Key documents such as Detailed
Project Report, the Production Sharing Contract and Petroleum Exploration Licensing agreements remains concealed from the people. .
Further resolves that the:
Government of India and the Jubiliant Oil and Gas Private Limted should stop all petroleum exploration and drilling in Manipur. And in this regard also to stop all petroleum exploratory survey works of Alpha Geo company and others in Manipur
To oppose Public Hearings on Oil Exploration in Manipur at Jiribam, Parbung and Nungba as public hearings has failed to recognize community’s rights and aspirations as evident by the public hearings processes of proposed Tipaimukh dam and is outcome – The Government of India should suspend all Contracts Awarded to Jubiliant Oil and Gas Private Limited by Ministry of Petroleum and Natural Gas on 19th July 2010 for the two oil blocks in Manipur unless and unless all issues are resolved as per the wishes and aspirations of all the indigenous peoples.

Cultural evening for peace

Imphal, July 29: The Red Shield Division organized a Cultural Evening aptly christened “Music for Peace, Harmony And Brotherhood” at Leimakhong on 28 and 29 Jul 12. The colourful and vibrant evening consisted of songs and traditional cultural dances of the diverse ethnic tribes and communities showcasing the rich cultural heritage traditions and history of Manipur. The programme was put together by villagers from the neighbouring areas of Leimakhong Military Garrison as well as children of red Shield Army Pre Primary School, Disha Boys Hostel and soldiers and families of Manipur Terriers. Guru Rewben Mashangva also presented his traditional Hao music blended in the melodious Naga Blues. The programme also included Basanta Ras and Dhol Cholom performed by artists from the Song and Drama Division Manipur, Nepali dances by Dwarika and Premnagar Villages, Kuki dance by Khunku kuki Village, Vaiphei dance by Mission Veng Village, Naga dances by Khunku Naga village, choir performances by Chingmang, Mission Veng and songs by students of Red Shield Army Pre Primary School and Disha Boys.
An exhilarating display by the massed Pipes and Drums of the Army and a Symphony of Brass and Jazz Bands were the highlights of the evening. The Army Brass Band and Pipes and drums added the martial flavor to the evening.
The function was witnessed by Mr Gaikhangam, Home Minister, Chief Secretary, Director General of Police, (all ranks and their families of Leimakhong station), Assam Rifles Officers from Mantripukhri and other civil and police dignitaries of the Government of Manipur.
The event was aimed at spreading the message of peace, harmony and brotherhood by showcasing the common culture and history shared by the various communities. The spectators were left enthralled by the mesemerising performances of the artistes and the unique fusion of various cultures made the evening a memorable occasion.

Major penalties recommended by State Vigilance commission

Imphal, July 29: The State Vigilance commission recommended eight major penalties during 2011.
Commission vide Letter No. 97/V/SP-V/2007/135 dated 19th Feb.2011 recommend to take up steps for removal of the service of t hree persons namely (1) Md. Kiyamuddin S, Md. Basembuddin of Tarahei Konjil (2) Md. Anwar Khan S/O Late Md. Muruddin of Tui Ahanbi and (3) Md. Ali Ahmad Shah S/O Md. Abdul Matalif of Hiyangthang, who have servi as Vety. Attendants in the office of the District Veterinary Officer, Thoubal District on the streng of fake regularization/appointment Order No. VY/33/HA/87 dated 19/7/89.
2. The Commission vide Letter No. 18/SP-V/2010/3 77 dated 18thMay,2011 recommends for (a) taking disciplinary action against the officials responsible for non-traceability/loss < files/documents in (i) Sectt: RD & PR Department and (ii) Directorate of RD & PR, Manipi and (b) taking necessary steps/action to do away with the system/practice of allowing the sam officer to hold the post of Director (RD & PR) to serve as ex-officio Jt. Secretary (RD & PR Govt. of Manipur.
3. The Commission vide Letter No. 14/V/SP-V/2011/670 dated 24th August, 201 recommended for awarding Major Penalty against Shri Ningombam Tomba Singh, Unde Secretary (GAD), Govt. of Manipur for his failure to give specific of the items in the suppl; order to M/S Monalisa, Paona Bazar and for listing unapproved items and against Shr Takhelchangbam Thoiba Sharma, LDA, GAD for his failure to physically check the deliverec items before making relevant entries in the stock register.
4. The Commission vide Letter No. 15/V/SP-V/2010/174 dated 8th March, 2011 recommended to initiate necessary steps for discharging Home Guard No 291 Md. Tolen, Coy Comdr. Bn-III, Imphal East from Home Guard service for using fake matriculate certificate during the tenure of his service in Home Guard.
5. The Commission vide Letter No. 18/SP-V/201-0/378 dated 18th May, 2011 addressed to the Commissioner (DP), Govt. of Manipur recommended for taking necessary disciplinary action against Shri Y. Neta Singh, MCS (Retd.), Director (RD & PR), Manipur as he had issued (1) order for appointment to various categories of posts and promotions of various post without the approval of the Government (ii) orders for appointment to various posts and promotion of various post in the RD & PR Deptt. in excess to the sanctioned post/vacancy (iii) cancelled their appointment orders and terminated their services within 2/3/4 days in issuance of the appointment but allowed to continue in service till 2006 without initiating any action and (iv) manipulated official records/files and failed to properly maintain the records.
6. The Commission vide Letter No. 21/SP-V/2010/585 dated 11th July, 2011 addressed to the Principal Secretary (RD & PR), Govt. of Manipur recommended to initiate necessary disciplinary action against Shri Th. Biswajit Singh, Progress Assistant in the office of the Block Development Officer, Imphal East-II CD Block, Keirao Bitra for excess income of Rs. 2,65,810.76 than his known source of income.
7. The Commission vide Letter No. 3/SP-V/2011/260 dated 19th April, 2011 recommended for suitable departmental action against S/Shri H. Ibomcha Singh, Commissioner (CAP & PD) and M. Yaiskul Meitei, Addl. Secretary/Director (CAP & PD), Govt. of Manipur for violation of Financial Rules in according Expenditure sanction to an amount of Rs. 20,65,1977- only for purchase of 3 (three) nos. of Mahindra Boleros from the authorized dealer M/S Nilo Motors, Uripok for office use in the Directorate of CAP & PD, Manipur by diverting the amount available in the Margin Money mean for transportation of good grain from PDC to PDSC. ( Issued "Warning" to Shri M. Yaiskul Meitei, MCS vide Order No. 4/17/91-MCS/DP dated 30-7-2011 of Under Secy. (DP), Govt. of Manipur).
8. The Commission vide Letter No. 14/SP-V/2010/5 96 dated 2nd August 2011 addressedto the Commissioner (DP), Govt. of Manipur recommended to take appropriate action against Smt. Ph. Maheshwari Devi, MPS-II under the CCS (Conduct) Rule 1964 for having entered into second marriage while the Matrimonial Declaration Suit No. 1 of 2009 filed by her is still pending.

Tormenting civilian a way of life

Home Minister Gaikhangam’s assurance to investigate the incident involving commandos in snatching money from a hawker though it has assuaged the wounded feeling of the victim yet it still has a long way to go before pinning down the real culprit. It happens in Manipur the perpetrators of the crime cannot be punished for one reason or the other. Such incidents involving police personnel are achromatic in dragging down the image of the Government. Image that had been built over the years had been dragged down by such incidents unleashed by uniform men. The whole nation was awake by the molestation of a girl by some youths for nearly half an hour in Guwahati when she came out from a bar. Assam the hot bed of the crime was dubbed as the place unsafe for women. Since then too many heads had rolled down in Assam and the massive man hunt of the perpetrators of the crime that followed became the talk of the nation. There is similarity between the molestation of the girl by thugs with the torture meted out to the hawker by the police personnel. Both are hapless victims. The difference is the sex and the persons involved. While the Assam incident was committed by thugs Manipur incident by men in uniform. Luckily Assam incident was recorded on camera. If Manipur incident was recorded it too would have gained importance like that of the killing of Sanjit at Khwairamband bazaar. The issue connected with hawker is not going to die down peacefully. A section of the people has threatened to resort to democratic form of agitation to get justice. Despite showing his identity card he was punished without any reason. If the police suspected of his involvement in any crime he could have been taken to a police station and lodged in a lock up. Newspaper report says, he escaped from the clutch of the police personnel as he shouted in pitch voice that attracted local men. Such incident committed by police personnel without any rhyme and reason could have been avoided if the police personnel were taught on regular basis about establishing better relationship with the common masses. Gaikhngam had announced boldly that he would make police department people friendly organisation. He also said he would hold discussion with the police officials at SP level regularly, all for establishing better ties with the common people. But nothing has changed. Police continues to be as they were made to be. The situation now calls for complete overhaul of the department. That will open the eyes and minds of all concerned. How security men behave in the civilised world. That must be a lesson. The security men need to be told time and again that they should work showing respect to all. Similar stand taken by the Assam Government to nab the molesters can be taken by the state Government to nab the tormentors of the hawker. The first step that needs to be done is to return the amount and the two wheelers that had been taken away from the hawker by the personnel.
