Imphal, July 26 NNN: The Zeliangrong Baudi, Manipur (ZBM) has expressed its gratification to what it calls a “historic decision” taken by the 60 MLAs of Nagaland state assembly comprising both the ruling and Opposition in one single accord to resign en masse to create a convenient way to bring an “Alternative Arrangement” to the over six decade-old Naga political issue.
The 60 MLAs of Nagaland state assembly, including both the ruling Naga People’s front (NPF) and Opposition Congress in a significant move has taken a unanimous decision to step down from their position to create a conducive environment for an Alternative Arrangement to the vexed Naga Political issue.
Furthering their move, the 60 MLAs have also constituted a Joint Legislature Forum (JLF) to put forward the peace process and urged the government of India to expedite the solution, ZBM said Thursday.
It said the ZBM, while upholding this historic decision of JLF, urges the government of India to speed up its steps to bring the solution on Naga political issue for which the Naga people as well as the Zeliangrong people have been waiting for a long time.
ZBM also expects various outcomes from the ongoing peace process between the government of India and the Naga, the statement said, adding that the Zeliangrong civil body also hopes the peace process will usher in a meaningful and logical settlement which is praiseworthy to both the parties once and for all.

Imphal, July 26 NNN: Movement for Tribal People’s Rights Manipur (MTPRM) has on Thursday urged the state Home
Minister to intervene in the matter pertaining to non-implementation of the Manipur Reservation of Vacancies in Post and Services (for Scheduled Castes and Scheduled Tribes) Act, 1976 in the Manipur Police Housing Corporation Ltd.
In a representation to Home Minister Gaikhangam, MTPRM said that there are only 11 regular employees belonging to ST category instead of 34 out of 109 employees in MPHC Ltd.
Till November 19, 2011, in 21 regular posts of Junior Engineers in MPHC Ltd, not a single post was reserved for STs, but now two posts have been reserved for STs with a backlog of five more posts.
The MPHC Ltd is a government of Manipur undertaking corporation and is controlled by itself and it comes within the meaning of the state under Section 2 (g) of the Manipur Reservation of Vacancies in Post and Services (for SCs & STs) Act, 1976, hence all appointments to post and services in the corporation are to be made by applying the Act, including the relevant rules, MTPRM maintained.
The present percentage of reservation in the state or STs in post and services is 31.
In view of the settled position of law of reservation, the Gauhati High Court (Imphal Bench) by an order had held that the provisions of the Manipur Reservation of Vacancies in Post and Services (for SCs & STs) Act, 1976 will be followed in filling up the post of Junior Engineers (civil) and Assistant Engineers in MPHC Ltd, MTPRM mentioned in the representation .

Imphal, July 26 NNN : Zeliangrong Students’ Union Manipur (ZSUM) has submitted a memorandum to Prime Minister Manmohan Singh demanding him for setting up of a 5000 ton capacity godown for Food Corporation of India (FCI) at Tamenglong headquarters.
The memorandum recently submitted to the Prime Minister said that the people of Tamenglong district are suffering due to sky-rocketed prices of essential commodities like rice, wheat, pulse, edible oil, K Oils etc at the common markets. The businessmen are charging high prices for these staple food items hence the majority of people living under poverty line could not afford to buy them.
Saying that the transport scenario in terms of connectivity in Tamenglong is also in shamble, ZSUM informed the Prime Minister that the local agriculture products are sold at high prices by the time they reach the nearest markets.
Acknowledging the fact that the socio-economic status of the district is based on per capita income and availability of essential commodities to the consumers at an affordable price, the student body said both these are in a pathetic situation. It also stressed that a healthy society depends only on good income, good food and education.
The memorandum also said the district markets depend on supplies of items from the feeding market, Imphal and because of frequent bandhs the business class makes quick money.
There are buffer stocks of rice in the government godowns but the question is whether this rice is reaching to the people, it said, alleging that the rice instead reaches the shopkeepers’ godowns through the nexus involving the concerned department workers.

Guwahati, July 26: The death toll in the ethnic clashes at Assam has reached 44 . Prime Minister Manmohan Singh is expected to arrive here on Saturday . Shoot-at-sight order is still in force at Kokrajhar district, night curfew was on in Chirang and Dhubri districts. It is estimated that over two lakh people have been affected by the violence.
The Hmar Students’ Association (HSA) expressed deep concern on the escalation of ethnic violence between the Bodo tribals and Muslim community in Lower Assam since last week. People nurture too many expectations from the Government. They want the Government to take steps to ensure regular power supply, better road communication and improvement of drinking water supply. These are basic amenities, which cannot be denied to the people. Too many precious years had gone by without doing anything for enhancing state’s power generation. The state Government of the past landed in sixes and sevens without knowing what to do. Because the plan envisaged by it lacked vision. Power sector was kept neglected. Now the importance of Power Department had enhanced after it rested with the Chief Minister. The present system of Power Department being taken care of by the Chief Minister must continue as a tradition until Manipur becomes self sufficient in power sector. The department’s gigantic task of installing prepaid meter system at Imphal will be of immense help in checking meter and power theft. Besides checking power theft the system has taught the consumers to be economical in using electricity .There is a saying those, who think more do more. All of sudden too many thinking men have come out from amongst the employees of the Power Department. They will do more. Moreover Chief Minister O. Ibobi when he retained Power portfolio had a mission though undisclosed to ensure regular power for at least 16 hours in a day. With this aim in view various efforts were made. The plus point of Shri Ibobi is that he can think big. Prepaid meter system that has been introduced in the bazaar areas will be expanded further to cover the entire state capital. This is a good achievement. The state capital will receive power supply round the clock. Electricity is available. Like the consumable item it is sold. If we have fund it can be bought. Introduction of prepaid meter system will fill the state coffer, which can be used in buying power from different states. As the power supply has become regular at the bazaar areas even the owner of small shop at Paona Bazar has shown readiness to pay Rs 2000 per month. As long as there is regular power supply everyone will show the similar gesture. The Power Deptt can now multiply the number of shops and household power consumers in Imphal by Rs 1000. The figure will be staggeringly high. Power Department will become income earning department. From here to the next step it will be a smooth journey. Useless factories that consume electricity, like thirsty man drinking water, without adding any production will be shifted away to the outskirts of the state capital. Once power supply system has been streamlined the state Government can focus on other development aspect. The general masses have shown confidence in the ability of the Government. They have shown trust in the Government’s endeavour to bring a change. The trust that had been shown should not be butchered. Go ahead bring more development programmes to the state to make people living in the state worthy of being called a Manipuri.
