Imphal, July 13: The State Assembly today passed the Parliamentary Secretary Bill 2012 amid protests from Opposition bench. Dr I Ibohalbi said the size of ministry was reduced to check expenses and if the Bill is passed Parliamentary Secretaries equivalent to Minister of State status can be appointed by the Chief Minister. The bill does not stipulate the number of Secretaries to be appointed he observed.
Dr Ibohalbi said the bill seems to stem from the need of placating MLAs who were not given ministerial berths.
Chief Minister, O Ibobi Singh said it is a normal practise in other states and the bill was introduced to have an efficient administration. As the Trinamul MLAs opposed they staged a walk out and the bill was passed.
Manipur Appropriation No 3 Bill, Manipur Panchayati Raj Seventh Amendment Bill 2012 were also passed. During question hour Home Minister Gaikhangam informed that four persons including two personnel of Indian Reserve Battalion (IRB) involved in the rape of a woman and charge sheet will be submitted soon.
Chief Minister O Ibobi tabled a paper on the Medium Term Fiscal Policy Statement, Fiscal Policy Strategy Statement, Macro Economic Framework Statement and Disclosures (July 2012) in the House.
Chief Minister further informed that there is no tourism policy for the state. He informed that the numbers of foreign tourists were around 400 during the last few years and last year it was above 600. The government of India has restricted entry of foreigners to Manipur which was relaxed for one year last year.
Home Minister Gaikhangam informed the state Assembly today that there is strong possibility of the blockade of national highway no 2 in Nagaland to be called off as all the demands of the protestors were fulfilled.
He said since July 6 the highway has been blocked to protest hijacking of a vehicle by a person from Manipur. The man was arrested and the vehicle recovered. The man and the vehicle will be handed over to Nagaland Police he further said.
Raising the matter, L Ibomcha said Manipur bound vehicles are stranded in Nagaland and there is shortage of petroleum products due to the stir in Nagaland.
Health Minister Phungjathang Tonsing in response to a calling attention motion moved by Opposition MLA Th Shyamkumar, said as per the order issued by Board of Secondary Education, Manipur in 2003, some applicants holding NIOS certificates were rejected and exluded from the recruitment process for filling up some vacancies in the state Social Welfare Department.
Tonsing also informed the House that NIOS certificates were recognized by the state education board before the year 2003 but NIOS students who had not attended regular classes and failed to maintain quality cannot be accepted now.

Agartala, July 13 (ANI): The Congress party, on Friday, observed a twelve-hour statewide strike in Tripura over irregularities in the results of the Tripura Joint Entrance Examination Board (TJEEB).
Several answer sheets were reportedly tampered and apparently marks were deducted for correct answers. The answer sheets have been seized by the court.
The Congress has alleged the ruling Communist Party of India-Marxist (CPI-M) of adopting a vindictive attitude against the students.
Sandip Roy Barman, president of the state Congress unit, said that the strike would peacefully protest over the matter.
“Pradesh youth congress and National Students Union of India (NSUI) have called for 12 hours Tripura bandh, because of the huge irregularities that took place in the Joint Entrance Examination. We have instructed out workers that the bandh will be absolutely peaceful,” Barman said.He added that they are demanding a judicial probe into the matter and would be approaching the court in this regard.

India’s 700 km range ballistic missile, ‘AGNI I’ was successfully launched today from the wheeler island off the coast of Odisha. It was a textbook launch meeting all mission objectives and the missile reached the target point in the Bay of Bengal following the prescribed trajectory. The missile was launched from Road Mobile Launcher System and was tracked by Radar and Telemetry stations located along the coastline. Two Naval Ships located near the target point tracked the missile in the terminal phase of the Flight.
Indigenously developed by DRDO the missile is already in the arsenal of Indian Armed Forces and was launched by the Strategic Forces Command as part of training exercise to ensure preparedness.
The Launch was witnessed by Dr. Vijay Kumar Saraswat, SA to RM, Secretary Department of Defence Research &Development& DG DRDO, Shri AvinashChander, Scientist & CC R&D (Missiles & Strategic Systems) and Programme Director AGNI, Dr. J Chattopadhyaya, Project Director and Shri MVKV Prasad, Director ITR and senior officials from DRDO and the armed forces.
Dr Saraswat congratulated all the Scientists and employees of DRDO and the Armed forces for the successful launch.

The decision was unanimously taken by the House after minutely discussing a private member resolution moved by Opposition MLAs Dr I Ibohalbi, Th Shyamkumar and Th Bishwajit.
CM Ibobi said the state Cabinet has also resolved for implementation of this regulation. L Ibomcha, RK Imo and Samuel Raishom also took part in the discussion. Chief Minister O Ibobi Singh convened a meeting of the Cabinet and the Congress Legislature Party last evening at his office to discuss the matter . Police lathicharged students of CC Higher Secondary School when the students tried to take out a rally towards state assembly for the implementation of inner line permit system in Manipur.The students in retaliatory action stoned at the police team of Porompat, Imphal east.Students under co-ordination committee of six students orgn. Also tried to storm assembly from Adimjati Hight School, Chingmeirong however police dispersed them by lathicharge.
Hundreds of school students, who were trying to take out a rally in the Imphal streets on the demand for implementation of Inner Line permit (ILP) system in the state, rained stones at police personnel blocking their way in front of CC Higher Secondary School.
However, there was no casualty in the violent scuffle engaged between the students and police but some protesting students were canned by the police to control them. Students of CC Higher Secondary School were about to take out a rally just after midday when a large number of Manipur police in around eight Gypsies appeared in front of the school gate and tried to prevent them from organizing the protest rally, leading to a violent standoff.The police had to lathi charge them as they resisted their pursuasion. Enraged by the police action, they threw stones at the police who protected themselves by lying down on the ground behind the school fence. The police later controlled them after going inside the school campus.Manipur police also prevented a large number of student leaders and volunteers of six student bodies from proceeding towards the state assembly on the demand for introduction of ILP in the state.

New Delhi, July 13: The Central Bureau of Investigation has filed a Supplementary chargesheet U/s 147, 149 IPC r/w 109, 302, 354 IPC against nine accused persons in the Court of Special Magistrate, CBI Cases, Jabalpur in a case relating to death of Shri Bondru and his wife Dodel Bai.
A case was registered by CBI on 21/08/2009 on the orders of Hon’ble High Court of Madhya Pradesh against Unknown persons U/s 147, 149 r/w 302 of IPC on the allegations that deceased Bondru @ Bondria S/o Vinayak Pardhi, resident of Chouthia, Distt.Betul(MP) was allegedly dragged and beaten by the villagers which caused his death. CBI took over the investigation of FIR No. 643/2008 under similar sections earlier registered by local police against the unknown villagers. In this case, circumstances of death of Smt. Dodel Bai wife of Shri Bondru was also found interconnected as part of same transaction i.e. death of Shri Bondru.
CBI had earlier filed a chargesheet on 11/04/2012 in the Court of Special Magistrate, CBI Cases, Jabalpur under section 147, 149 IPC r/w 302 against one accused person. The investigation was kept open U/s 173(8) Cr.P.C.
During further investigation, role of certain accused were found and a Supplementary chargesheet has been filed against 9 accused persons including the one accused person against whom chargesheet had already been filed.
The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.

Further investigation in this case was kept open U/s 173(8) Cr.P.C.
During further investigation, role of 9 persons was found and a Supplementary Charge Sheet has been filed.

The forest area in Manipur is around by 173 square kilometer. We have to understand that 728 square kilometer of forest area in the country decreased from the year 2003 to 2005 . The model draws on historical deforestation rates and animal populations in 50 by 50 kilometers squares of land.According to The Guardian, scientists have found that in parts of the eastern and southern Amazon, 30 years of concerted deforestation have shrunk viable living and breeding territories, which are enough to condemn 38 species to regional extinction in coming years, including 10 mammal, 20 bird and eight amphibian species.The systematic clearance of trees from the Amazon forces wildlife into ever-smaller patches of ground, the report said.

Shillong, July 13 (NNN): The people of Shillong on Friday remembered the great Nepali literary figure Bhanubhakta Acharya on his 198th birth anniversary, here in the city.
Born in 1814 Bhanubhakta Acharya, contributed immensely to enrich the Nepali literature and culture Bhanubhakta lived all his life with a motive to improve Nepali literature. He was a poetic genius of his time.
As a mark to observe his birth anniversary, the All Bhanu Jayanti Celebration Committee observed Bhanu Jayanti in Gorkha Pathsala school campus.
Several cultural programmes including poems composed by the ‘Kavi’ were organized and recited to pay tribute to the maestro.
“Bhanubhakta has contributed a lot to nepali culture. His best writing was translation of ‘Ramayana’ into Nepali language which achieved the most popularity among his writings,” a teacher of the school said.
The Lumparing Nepali LP School also organized a small function to greet the unforgotten master.
Speaking at the function, headmaster of the school, Indra Chettri lauded the efforts made by the Kavi to enrich and promote Nepali literature.
“Every year we celebrate this day with great ardor and zeal but today’s generation have to learn more about the great laureate writings,” Chettri said.
“He was a true genius and the lone person who translated the epic book ‘Ramayana’ from Sanskrit to Nepali,” he said.
A teacher of the school, Shiwani Gurung said, “We should be proud of his contribution. He is the person who elevated Nepali as a language.” She also added that, such programmes should not be organized for a formality but we should feel the importance of it.
