Cabinet resolves to urge centre to extend ILP, FREINDS calls curfew

Imphal, July 12: The state cabinet today discussed the issue of introduction of inner Line Permit System in the State and it was decided, “The State Cabinet resolved to urge the Government of India to extend provisions of The Bengal Eastern Frontier Regulations, 1873 to the State of Manipur.”
Chief Minister O Ibobi Singh said it is not within the jurisdiction of the state government to introduce ILP. It is an act promulgated before India attained Independence and it is applicable to Mizoram, Nagaland and Arunachal Pradesh he said. There is nothing wrong in introducing the act in Manipur he added. The Home Ministry had earlier informed that the act can not be extended to Manipur. If required the state Assembly can also take a decision on the matter he added.
The matter was also discussed by the CLP.
Meanwhile Federation of Regional Indigenous Societies (FREINDS) has called a 24 hour public curfew from tonight. If no decision is taken by tomorrow entry of outsiders will be restricted. advisor Kakchingtabam Birahari Sharma who started a fast to death on July 6 was chained and forced fed yesterday at hospital. L Ibomcha raising the matter in the Assembly today said a person can not be chained and the chains should be immediately removed.
The United Committee Manipur (UCM) hold a sit-in-protest demanding implementation of inner line permit system at Keishampat Lairembi Community Hall today.
Yumnam Nabachandra, president of UCM said, the inner line permit system should be implemented immediately in Manipur. The UCM warned the assembly should take a decision for the implementation of inner line permit system during the ongoing state assembly session.
The UCM will support every agitation being launched by committee on inner line permit system. Regarding the influx of outsiders UCM had earlier published a book entitled Whose of migrating in Manipur. Later the representatives of UCM proceeded towards CM bunglow to submit a memorandum however they were detained at Keishampat Bridge. Later, a memorandum was submitted to CM.
The president of BJP, Manipur Pradesh Sh. ShantiKumar Sharma said, the ongoing Manipur state assembly session may pass for the implementation of inner line permit system.
He was meeting the press at its office today.
Without the consent of centre, the assembly session may pass it. The BJP fully support the agitation of public. If the session fails to take up any action in this connection, it will be impossible to control public agitation.
The VP of the party, Salam Ibohal who took part in the press conference said, the minister of CAF and PDS is still remaining a silent spectator although the black marketers are selling petrol and diesel at an exorbitant rate due to the closed of the oil pumps.
Students who were trying to storm the Manipur Legislative Assembly were intercepted by police. Later police rounded up some students including president of AMSU, Suresh, VP, DESAM, Angamba, Anil Khuman, deputy secy. Of KSA, Ajit, Punshiba, president of SWAK Sanjit, ex finance secy, AMSU. The large students assembled at Thangmeiband area and while proceeding towards assembly they were detained near THAU ground.
The students of TG Higher Secondary School also tried to proced towards assembly however they were detained near western gate of Kangla.
Police locked the keys of CC Higher Secondary School and Johnstone Higher Secondary School as the students were trying to take out rallies.
The students of Ibotnsana Higher Secondary School also took out a rally however they were intercepted by police at RIMS Gate.
As the news of arresting leaders of students union spread like into fire students thronged Lamphel PS, Imphal PS and City PS for count arrest. Meanwhile police took up various measures on the road, ways leading to Manipur Legislative Assembly to avoid any unwanted incident.
Members of Kangleipak Indigenous Martial Art Cooperative Society (KIMACS) who were attempting to launch a demonstration were forced to turn back from Sanjenthong Bridge by the police. Sit-in protests were also staged in other places such as Bashikhong, Kongpal, Kongpal Sajor Leikai, Kongpal Ninghthoukhong Leikai, Netaji Meetei Club, Kongpal Chungkham Leikai, Paona Bazaar, JN Dance Akademi campus, Uchekon and Lilong Bazaar.

Jagadish Shettar sworn in

Jagadish Shettar was sworn in as Karnataka’s Chief Minister on Thursday.
Governor H.R. Bhardwaj administered the oath of office to him in presence of a large number of BJP leaders and supporters.
K.S. Eshwarappa and R. Ashoka were sworn in as deputy chief ministers.
Shettar, who has the backing of former Karnataka chief minister B.S. Yeddyurappa, became the third BJP chief minister in the state in four years since the party came to power there in 2008.
The outgoing chief minister D.V. Sadananda Gowda was also present on the occasion and was seen seated next to Shettar, who was formally elected as the leader of Karnataka BJP legislature party earlier on Tuesday.
The selection of Shettar as Karnataka’s next chief minister can be viewed as a major victory for state BJP strongman Yeddyurappa, who has not been allowed to reclaim the chief minister’s chair, as he continues to battle illegal mining charges leveled against him by the Karnataka Lokayukta.
Gowda resigned as state chief minister yesterday after a less than comfortable tenure of eleven months, making way for Shettar.

Hundreds attend Dara Singh’s funeral

Mumbai, July 12 (ANI): The mortal remains of legendary wrestler, actor and former lawmaker Dara Singh was consigned to flames at the Vile Parle cemetery here today in the presence of his relatives, friends and other well wishers.
Dara Singh, best known for his role as Hanuman in the television series ‘Ramayan’, passed away early this morning. He was 83.
Paying homage to Singh, Bollywood music director, Anu Malik said he shared strong relations with Singh and his family and added the film fraternity would always remember him.
“Dara Singh had led a long and illustrious journey. I am falling short of words while showering praise on him. I shared a very good relation with him and his son,” said Malik.
Veteran Bollywood actor Manoj Kumar acknowledged Singh for his dedication and sincerity towards work.

SSA funds misused : CAG

Imphal, July 12: The CAG report on SSA said the Government of India had formulated the National Education Policy in the year 1986 and Right to Education Act in 2009 which inter alia mandated Universal Elementary Education (UEE) of good quality for children in the age group of 6-14 years through provision of schools within one kilometre distance of each habitation with appropriate infrastructure. Sarva Shiksha Abhiyan (SSA) was implemented in Manipur in March 2004 to ensure that all children in the age group 6 to 14 years have access to education. This was boosted with Mid Day Meal (MDM) scheme implemented in February 2009 in all primary and upper primary schools (Government and Aided schools). MDM also served to improve nutritional status of the children. The performance audit of the programme/schemes brought out the following significant audit findings:
SSA was being implemented without proper planning and without carrying out household survey and pre-project activities.
There were short release of fund (Rs 139.63 crore), delay in release of fund and diversion of fund in implementation of SSA.
Teachers were posted in school with zero enrolment and there were schools with no posting of teachers.Despite a trend of low attendance, foodgrains consumption for WO per cent attendance was reported under MDM.
Civil works taken up both under SSA and MDM suffered from many deficiencies/irregularities due to which there were infrastructure gaps.Contract management was weak both under SSA and MDM and there were loopholes in the contract clauses too.

Mizoram opposes higher education bill

Aizawl, July 12 NNN: In protest against the proposed ‘The Higher Education and Research Bill, 2011’ and other proposed legislations of the central government, the two-day (Wednesday and Thursday) “cessation of work” called by the Bar Council of India (BCI) has been endorsed by Mizoram Bar Association.
Observing the protest, the Mizoram Bar Association set ablaze a copy of The Higher Education and Research Bill, 2011 in front of the Court here in the state capital yesterday.
The lawyers of Mizoram, along with their counterparts in other parts of the country, since yesterday crippled the judicial works of the state. Mizoram Bar Association yesterday held general body meeting, after which they had burnt the bill.
Meanwhile, the lawyers in Delhi gathered at Jantar Mantar in protest against the central government proposed legislation.
If “The Higher Education and Research Bill, 2011” and the other proposed legislations are passed in the parliament, “the legislations will harm the autonomy of the BCI and its members”; “Foreign colleges, foreign solicitor firms and lawyers from other countries would be allowed to work in India”; “The Ministry of Human Resource Development shall constitute a small body to regulate the Bar Council of India, which will enable the ruling political leaders to influence the judiciary”, members of the Bar Council of India across the country claimed.

Govt ready to face drought : Nasir

Imphal, July 12: Social welfare minister, Ak Mirabai informed the House that the state government is ahead from other states in looking after the needs of the physically challenged persons. She said physically challenged persons are given monthly assistance and as per 2001 census there are 28,376 physically challenged persons in the state.
The assistance given to them will be increased she assured. Raising the matter during call attention, Dr I Ibohalbi said the government should extend more facilities as they can not come on their own and run here and there to get some benefits.She also informed the House that the state government is taking up welfare schemes for the disabled and said a state commissioner (disability) will be appointed after making some changes in the rules of the state PWD. The proposal will also be put before the state Cabinet reiterating that there is no question of depriving the rights of the handicapped.
Seven demands for grants were also taken up and passed. Chief Minister, O Ibobi moved demands for grants for an amount of Rs 8.38 cr for Information, Rs 16.85 cr for Cooperation, Rs 107 cr for Forest, Rs 132 cr for Industries, Rs 286 cr for Public health, Rs 8.27 cr for Science and Technology and Rs 10.52 cr for Relief.
Dr I Ibohalbi said the government has failed to revamp cooperation movement in the state and sufficient potable water is not given to consumers. Solar energy should be popularised he further observed.
P Brojen said revenue collection and afforestation schemes are poor. Kh Joykisan said forest should be protected.
L Ibomcha and Th Shyamkumar said land disputes related to forest areas should be resolved. P Dikho nformed that small scale industries should be promoted and grant in aid schemes should be given to entrepreneurs. He demanded a proper industry policy.
During question hour Ginsuanhau said there is drought like situation in the state and the Agriculture department should take up appropriate actions. Md Nasir, Agriculture Minister said the department has recommended to grow short duration paddy varieties to face the delay in monsoon and if drought occurs an interim crop contingency plan will be prepared.
Th Debendra, Minister Forest said the state government has declared 1,467 sq km as reserve forest and 70,878 million cum woods and 116.17 tonnes bamboo are growing in the reserve forest and during the last three years a sum of Rs 651 lakh came as revenue.

NSCN denies involvement in abduction of contractor

Dimapur, July 12 NNN: The NSCN-IM has straight away dismissed the allegation that the outfit had abducted contractor Irungbam Irabanta on May 27.
The Naga outfit said the report of NSCN-IM’s involvement in the abduction of contractor Irungbam Irabanta on May 27 has come as a bolt from the blue and such baseless allegation must has been motivated with ulterior motive. The NSCN-IM said that given the nature of one Trinamool Congress member Shyamkumar who raised the issue in Manipur Assembly in a very hurried manner without waiting for the police investigation to unveil the truth reflects a strong anti-NSCN-IM campaign.
“What is more surprising is mention of Francis, the then CAO (Central Administration Officer) based in Ukhrul and another Leishi, Leacy as the main culprits. It may be mention that Francis was on leave during the time when the reported abduction took place and he was in Guwahati in connection with his wife’s medical treatment. He was there for more than a week and he knows nothing about such person. Moreover, Francis has never met Irabanta in person nor talk to him on the phone in any matter. His name for any purpose has never showed up in the office of CAO/Wung Tangkhul Region. As such pointing accusing finger against Francis and his Leacy without any concrete evidence can never be accepted,” the NSCN-IM stated.
The outfit then said it also constrains to say that such unwarranted accusation against Francis and Leishi is not only to malign the image of WTR/GPRN but also to create tension on communal line at the behest of the external hands.The family members in question and the general public is therefore urged to have proper inquiry to dig out the fact before pointing fingers at anyone.“Let the truth come out as the chief minister said before the Assembly that the case is under investigation by a special police team,” .

CBI registers case relating to infection of hiv to 27 thalassemic children

New Delhi, July 12 : The Central Bureau of Investigation has registered a case U/s 304, 308, 114, 328 of IPC against the Civil Surgeon and other officials of Pathology Department of General Hospital, Junagadh and officials of an NGO based at Junagadh which was allegedly running the blood bank within the official premises of General Hospital, Junagadh without license.
On the orders of the Gujarat High Court, CBI took up the investigation of this case earlier registered with local police regarding infection of HIV to 27 thalassemic children during regular blood transfusion at General Hospital, Junagadh, Gujarat. Two of the children had earlier died.
It was alleged by the parents of the HIV affected children that due to gross negligence and in violation of regulatory requirement of blood transfusion and/or its components including blood products, infected blood of HIV Positive was being supplied to the child/ patients by the doctors & staff of the hospital and the blood bank, without there being proper care & caution.
Meanwhile the Special Judge for CBI cases, Chennai has convicted Shri P. Boomikumaran, the then Branch Manager, Canara Bank, Kuruvapulam Branch, Vedharanyam Taluk, Nagapattinam District U/s 7, 13(1) (d) of PC Act 1988 for demanding and accepting a bribe of Rs.5,000/- from the complainant. He was sentenced to undergo two years rigorous imprisonment with a total fine of Rs. 15,000/-.
A case was registered by CBI on 20.01.2010 on the basis of a complaint. It was alleged that accused had demanded a bribe of Rs.5,000/- from the complainant for sanction of Kisan Credit Card (KCC) loan of Rs.50,000/-. CBI laid a trap and the accused was caught red handed while demanding and accepting a bribe of Rs. 5,000/- from the complainant. On completion of trial, the court found the accused guilty and convicted him.
In another case, the Special Judge for CBI cases, Ranchi has convicted Shri Muneswar Singh, the then Estate Manager, Piparwar area, Central Coalfields Limited (CCL), Chatra U/s 7 & Sec 13(2) r/w 13(1) (d) of PC Act 1988 in a bribery case and sentenced him to undergo three years rigorous imprisonment with a total fine of Rs. 15,000/-.
After registering a case, CBI had arrested Muneswar Singh, Estate Manager, CCL, Piparwar, Chatra (Jharkhand) for demanding and accepting a bribe of Rs. 3,000/- from the complainant for releasing the compensation amount of his land. In this case, 13 witnesses were examined. The Trial Court found the accused guilty and convicted him.

World’s Tallest Chenab Rail Bridge

The world’s tallest rail bridge over Chenab River in Jammu & Kashmir’s Reasi district being constructed by Konkan Railway Corporation Limited (KRCL), a Central Public Sector Enterprise under the Ministry of Railways, is likely to be ready by 2016. This bridge will be on the Udhampur – Srinagar – Baramulla Rail Link (USBRL) project which is a national project to provide rail connectivity to the beautiful valley of Kashmir.
Konkan Railway has taken up the construction of part of USBRL project from Katra to Dharam in December 2002. Chenab Bridge, perhaps the most challenging project, is to be built at the height of 359 metres (height of Qutab Minar is 72 metres and of Eiffel Tower is 324 metres). Chenab Bridge is having the central span of 457 metres. When constructed this bridge will quality for world record for being the tallest rail bridge from the river bed. Currently the world’s tallest rail bridge is located over France’s Tam River with its tallest pillar rising 340 metres, with the actual height where the train runs on the bridge being 300 metres. The design of bridge also takes care of blast load, which is internationally an unique feature. The painting scheme for this bridge is designed for 35 years of service life so that during service life of 120 years, only 3 times repainting will have to be done.
For construction of Arch portion of the bridge over the river, a novel method of construction using the cable car is designed and under construction. This cable car runs on 54mm cables laid across the river valley and connected through 127 metre high pylons (towers) on either side of river. The consumption of structural steel for this project is very huge. The construction of Chenab Bridge will comprises of earthwork in excavation for construction of foundations, over 46,000cum of concreting, 3600 tonnes of reinforcement steel and 25,000 tonnes of structural steel (an equivalent to volume of a 54 story building on a football ground size plot).
Fabrication of the steel structures involves very high degree of precision and quality wielding using latest wielding technologies.
Construction of Railway Bridge over river Chenab bridging steep banks on Bakkal (Katra) and Kauri (Srinagar) ends respectively, without causing any hindrance to the water flow is a challenge. Approach roads measuring a total length of about 5 kilometres are being constructed in very difficult terrain to reach to main span foundations.
To ensure stability of the foundation cut profiles, the slopes have been suitably designed and will be protected by means of rock bolting and shotcreting. From Katra side, the railway line comes out of 5.9 kilometre long tunnel and after moving over other bridges comes to a station called Salai-A and after moving over Chenab bridge comes to a halt station called Salai-B. These two stations are meant to serve the local population of either side of the river.
The bridge is designed for 266 kmph of wind velocity and wind tunnel simulation test for the same was conducted in Denmark. However, trains will not be permitted to travel over the bridge when wind velocity exceeds 90 kmph. Suitable instrumentation like anemometers for measuring wind velocity, accelerometers for measuring ground acceleration in the event of an earthquake, temperature monitor etc., will be installed at critical locations to generate alarm to the adjacent stations in case of danger. Various geotechnical investigations are carried out for this bridge like soil boring done along the alignment of the bridge, plate load test and shear load test conducted inside drift (a tunnel like cavity made for investigation) at foundation level of Arch.
The section from Katra to Dharam being constructed by Konkan Railway is 70 kilometres in length. It comprises of 59,457 kilometres (85%) of route in tunnels, 6.6 kilometres (9%) of route on bridges and balance 6% of route in cutting and embankments. To make access to these sites, Konkan Railway has to make 166 kilometres of project roads including road tunnels and many temporary Bailey bridges.
The work was pended in July 2008 for review of alignment and after review works were restarted in September 2009. At present, Final Location Survey for 28 km is in progress taking into account changed ruling gradient of 1 in 80. The target for completion of project is December 2017.
To expeditiously execute the project Konkan Railway has set up Project Head Office at Jammu. Its project camps are located at Reasi, Kauri, Dugga and Sangaldhan. KRCL has mobilized a team of about 240 staff and engineers for taking this project ahead. The construction machinery, plant, equipments, materials, technicians, skilled and un-skilled manpower is arranged by KRCL’s construction contractors.
For design support, various National and International agencies have been engaged. The construction of 166 km of approach/feeder roads through this inaccessible terrain is a challenging job to take up the railway construction works.
Konkan Railway has the experience of construction of 740 km of Railway route length between Roha to Thokur (near Mangalore). This route has 91 tunnels aggregating to 85 km, with Karbude tunnel of 6.5 km which is the longest transport tunnel in the country. Over Konkan Railway route 179 major bridges aggregating to 19.8 km of bridge length have been constructed. The longest bridge is across Sharavati river which is more than 2 km long. (PIB Features.)

It is unfortunate that llife has been made meaningless by such lifestyle. We have to make them understand that lifestyle behaviour in adolescents may adversely affect blood pressure and cardiovascular risk in adulthood . The substantial differences in blood pressure found in a study between those with a healthier or less favourable lifestyle “are likely to significantly affect their risk of both ischemic heart disease and stroke in adulthood”, the investigators warn.
The researchers added that adolescence is a time of life when behaviours “tend to become entrenched”, and that “significant public health benefits may be achieved from implementation of a range of gender-appropriate lifestyle modifications within this age group of adolescents”. At that time study subjects were asked about alcohol consumption, smoking, physical activity, prescription medications (including the use of oral contraceptives), and dietary patterns, and the association between each of these factors and systolic and diastolic blood pressure was calculated.Boys had an overall systolic blood pressure 9 mmHg higher than girls not taking the Pill.Among the boys, systolic blood pressure was significantly associated with BMI, urinary sodium (as a marker of salt intake) and alcohol consumption. And even when adjusted for BMI, the link with alcohol and salt remained.The study also found that habitual physical activity was associated with lower diastolic blood pressure.Using adult blood pressure definition criteria, approximately 24 percent of the adolescents were pre-hypertensive or hypertensive; remarkably, 34 percent of the overweight and 38 percent of the obese adolescents were in these high blood pressure categories. Furthermore, use of the Pill was significantly associated with raised blood pressure in the girls; for example, the systolic blood pressure of girls taking the Pill (30 percent of the group) was 3.3 mmHg higher than non-Pill users, and grew higher with increasing BMI. This finding, said the authors, extended previous findings on the Pill in adolescence.Blood pressure in the girls was not affected by alcohol consumption. Hence we have to make the new generations the harmful effects of using drugs.
