Maximum number of troops of the unit, personnel from all walks of life including NCC Cadets, students, businessmen and Meira Paibis also donated blood. Medical team of 42 Assam Rifles organized a medical camp at Bongyang village on 08 Jul 12.More than 200 patients were diagnosed and provided medicines.Similarly,24 Assam Rifles conducted a lecture on AIDS awareness at Tegnoupal village on 08 Jul 12.A total of 175 villagers attended the event.

Imphal, July 9 : The Manipur government today placed before the House four bills for consideration and passing. The bills were Manipur Value Added Tax, Manipur Protection of Interests of Depositors, Manipur Professions, Trades, Calling and Employments Taxation and Manipur Municipalities (Sixth Amendment).
The House also passed six demands for grants. The demands were Rs 216 cr for community development, Rs 508 cr for Power, Rs 66 cr for Youth Affairs and Sports, Rs 112 cr for minor irrigation, Rs 47 cr for MOBC and SC and Rs 12 cr for Economics and Statistics department.
Opposition MLAs, P Brojen, L Ibomcha and Dr I Ibohalbi moved policy cut for failure to improve power conditions, streamline power distribution system in the state. Kh Joykishan and L Ibomcha moved economy cut for failure to increase incentives to sportspersons.
During question hour Chief Minister, O Ibobi Singh informed that the government took up Manipur Government Employment List (MGEL) programme to find out details of every employee and computerised it . He further informed that the government upgraded ten Nagar Panchayats to status of Municipalities and another eight Panchayats will be upgraded in a phased manner.
M Oken, Minister Consumer Affairs and food said the total quantity of wheat allocated every month is 1106 MT and a labour contractor G Bimolkumar Sharma is responsible for transporting the goods.
Kh Joykishan complained that the concerned Deputy Commissioners were not giving away the allotted quota for the constituencies and even when reminded again and again the DC failed to give any reply. He further said the public were also asked to pay the transportation charge when the government has appointed a labour contractor. He appealed to the government to take actions against officials who refuse to give information about public distribution system.
RK Imo said the quota allotted is different from the allocation order. M Oken said the department is supposed to give whatever is written in the allocation order. He placed before the House the monthly allocations for July so that everyone will know how much they are supposed to get.
He further said he will look into the issue of labour contractor and review the functioning. He further assured the House that he will also publish all the details of allocations in the newspapers.
Dr I Ibohalbi raising a call attention said the Home department should try to make Police corruption free. He raised the issue of police official siphoning off fund meant for a deceased police officer. Gaikhangam , Home Minister said the matter will be investigated and if anybody if found guilty actions will be taken up.

There are two political calculations that political analysts can put at over the Naga Peoples Front (NPF) MLAs decision to vote for the Congressman.
Nagaland assembly election is due early next year and the Neiphiu Rio team is intensely focusing at that event in every thing it does.
Anything the NPF does, it has to outdo the rival Opposition party (Congress) in the state. Even in the election like the President of India, experiencing a defeat will mean a herculean damage to the party for the next assembly election as the rival Congress will score a point (election campaigns in Nagaland have started in a mild way).
Another calculation can be that (though a bit remote but anything is possible in politics), the Neiphiu Rio team may merge with the Congress party before the next assembly election so that the NPF will have smoother campaigns in the fund-starved Nagaland. This is because, public have the notion that since the government at the Centre is led by the Congress, the government led by the same party in the state can only bring funds at will.
On Saturday, during his whirlwind tour in some areas of the Northeast, Pranab Mukherjee managed to garner solid supports from the Neiphiu Rio government. Legislators from the NPF had met the UPA Presidential candidate in Dimapur assuring Mukherjee of their support.
Although Neiphiu Rio has been maintaining a good rapport with PA Sangma, he has definitely chosen his political career first than anything else. How has PA Sangma reacted?

Imphal, July 9 : A Performance Audit on Power Distribution Activities of Electricity Department of Government of Manipur was conducted for the period 2006-07 to 2010-11 to ascertain whether the Department achieved the aims and objectives of the National Electricity Plan (NEP) and to examine how far the distribution reforms have been achieved.
The CAG report placed in the Assembly said the Department did not prepare long term plan and fix any target for addition of substations, high tension lines, low tension lines and transformers and therefore, performance of the Department with reference to the targets could not be assessed in audit. The Department added 1013 substations, 895.57 CKM of high tension lines, 973.83 CKM of low tension lines and 83.64 MVA of transformers.
Under Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY), the Department targeted 462 villages for electrification during 2007-11. Against this target, the achievement till March 2011 was 289 villages (63 per cent) The execution of the programme was delayed resulting in non-achievement of target of 100 per cent electrification of villages before 31 March 2010 as envisaged in NEP.
Despite shortage of power in the Stat the Department sold power outside tl State, leading to increase in powt deficit from 104.91 MU in 2006-071 308.56 MU in 2010-11. Th Department purchased tri-vecto, meters, Kiosks, and static meters ii excess of immediate requirement leading to blocking up of funds to the tune of Rs 10.85 crore. There were energy losses ranging from 46.6 to 59.84 per cent during 2006-11 due to unmetered supplies, defective meters, and theft of electricity by unauthorised consumers.
The Department exhibited poor financial management by not maintaining pro-forma accounts, profit and loss accounts, balance sheet etc. There were cases of non-surrender of anticipated savings in time and incurring of expenditure in excess of budget provisions.
The assessed sales ranged from 34 to, 57 per cent of the total sales during 2006-11.
Performance audit revealed the efforts made by the Department to provide access to electricity for all households were inadequate. The performance audit contains four recommendations aimed at improving the operational efficiency of the Department.
Supply of electricity at reasonable rate to rural India is essential for its overall development. Equally important is availability of reliable and quality power at competitive rates to Indian industry to make it globally competitive and to enable it to exploit the tremendous potential of employment generation.
The Electricity Department, Manipur (Department) being an integrated utility is responsible for distribution and trading functions of electricity in the State. Principal Secretary (Power) is the overall in charge of the Department. Chief Engineer (Power) is the Head of the Department.
During 2006-07, 227.44 MUs of energy was sold by the Department which increased to 381.58 MUs (an increase of 61.11 per cent) during 2006-11. As on 31 March 2011, the State had distribution network of 7685 CKM, 46 substations and 3732 transformers of various categories. The number of consumers was 1,93,661 and the turnover of the Department was Rs 109.67 crore in 2010-11, which was equal to 1.26 per cent of State Gross Domestic Product (2009-10: Rs 8687 crore). It employed 3,190 employees as on 31 March 2011.

Imphal, July 9 : The Audit Reports of the Comptroller and Auditor General of India (CAG) have been prepared for submission to the Governor under Article 151 of the Constitution of India. Two Audit Reports in respect of the Government of Manipur have been prepared for the year ended 31 March 2011. These two Reports contain altogether eight chapters as follows:
Report of the Comptroller and Auditor General of India on State Finances (Report No. 1) – This Report is structured in three chapters, i.e. comments on the State Finance Accounts, Appropriation Accounts and Financial Reporting based on the information furnished by the various Departments/ Institutions.
Report of the Comptroller and Auditor General of India (Report No. 2) -This Report has five chapters containing results of performance reviews and transaction audit.The portion relating to expenditure and revenue from the Consolidated Fund of the State stands referred to the Public Accounts Committee and the portion relating to Public Sector Undertaking stands referred to the Committee on Public Undertakings. These Committees examine these Reports and issue recommendations for remedial action by the Government.
The Reports have been placed on the table of the State Legislature on 6th of July 2012 and are being uploaded in the Comptroller and Auditor General of India website: www.cag.gov.in. Copy of Audit Reports can also be obtained from the office of the Accountant General (Audit), Manipur, Imphal.
Report of the Comptroller & Auditor General of India on State Finances (Report no.l) Finances of the State Government Revenue receipts During 2006-11, around 89 to 91 per cent of the revenue receipts of the State came from the Government of India (Gol). There has been a significant increase ofRs 1557 crore in the revenue receipts in 2010-11 as compared to previous year; mainly due to increase in the State’s share of Union taxes and duties and also due to greater devolution of Grants-in-aid from the Gol. The significant
increase in Grants-in-aid (Rs 1072 crore) experienced in the current year had a favourable impact on the revenue receipts of the state and was the main factor for the increase in the revenue receipts. The share of Union Taxes / Duties also increased by Rs 393 crore in 2010-11 from previous year; augmenting the increase of revenue receipts during the current year. Increase of own tax and non-tax collection (Rs 91 crore) also contributed in the overall of revenue receipts of the State.
Expenditure status
During 2006-11, expenditure on capital accounts had increased significantly by 121 per cent from Rs 867 crore to Rs 1918 crore; exhibiting a much more steady growth than revenue expenditure which grew by 69 per cent during the same period. Plan expenditure as percentage of total expenditure increased from 40 per cent in 2006-07 to 50 per cent in 2010-
11. This increase was at the expense of non-plan expenditure which exhibited a corresponding decline in trend during 2006-11.
A similar trend was also noticed in terms of expenditure by activities, and was orienting more towards developmental activities of Social Services and Economic Services. However, Non-Plan Revenue Expenditure (NPRE) continued to exceed the limits set in Medium Term Fiscal Policy Statement (MTFPS)/budget/ Thirteenth Finance Commission (ThFC). Salaries expenditure alone accounted 31 per cent of revenue receipts of the State during the year 2010-11 and the non-plan salary expenditure was more than the projection made by the ThFC.
Fiscal position, fiscal liabilities and sustainability of debt During 2010-11, due to increase in the devolution of Grants-in-aid from the Central Government and share of taxes and duties, the revenue surplus increased by Rs 493 crore. As a result of the significant
increase in revenue surplus, the State Government was able to restrain both fiscal deficit and primary deficit, despite increase in total expenditure. At 6.18 per cent of Gross State Domestic Product (GSDP), the fiscal deficit is still way off the mark of the ThFC target to limit the ratio at 3.5 per cent of GSDP by 2012-13 and at 3 per cent thereafter.
Fiscal liabilities have been increasing during the last five years, and have increased at a faster rate during the last two years (2009-11) as compared to the previous years. The fiscal liabilities during the current year exceeded by Rs 1472 crore than the assessed figure ofRs 4652 crore in the MTFPS. The incremental total expenditure was also lower than the incremental non-debt receipt, and thus did not aggravate the fiscal deficit and primary deficit position of the State in 2010-11 as it did in the previous year.
Financial Management and Budgetary Control During 2010-11, an expenditure of Rs 6,124.90 crore was incurred against a total budget provision of Rs 6,804.04 crore, resulting in an overall saving ofRs 679.14 crore. The overall saving was the net result of
saving ofRs 741.56 crore offset by excess ofRs 62.42 crore. The excess of expenditure requires regularization under Article 205 of the Constitution of India.
An expenditure ofRs 113.95 crore was incurred in 22 cases without any provision in the original estimates/supplementary demand/re-appropriation. Supplementary provision aggregating Rs 75.58 crore in 14 cases was unnecessary as the expenditure did not come up to the level of original provision while in five cases, supplementary provision ofRs 88.82 crore proved insufficient by more than Rs 10 lakh in each case. Substantial surrenders (amount exceeding Rs 50 lakh in each case) were made in respect of 18 sub-heads, out of which in one scheme/programme (Deen Dayal Hatkargha Protsahan Yojana), the whole provision amounting to Rs 3.96 crore was surrendered while in six cases an amount of Rs 222.34 crore was surrendered despite having no provision of funds in the respective heads of accounts. Out of Rs 2,019.49 crore paid through Abstract Contingent (AC) bills during 2003-11, Detailed Countersigned
Contingent (DCC) bills for Rs 653.29 crore are outstanding as on October 2011. ( to con)

Guwahati, July 9 : The Ministry of Environment and Forests reviewed flood situation in Kaziranga Tiger Reserve of Assam.
The Kaziranga Tiger Reserve has an area of 1033 sq.km., which includes the Kaziranga National Park (859 sq.km.), Bura Chapori Wildlife Sanctuary (44 sq.km.) and Laokhowa Wildlife Sanctuary (70 sq.km.). The reserve is located in Nagaon, Golaghat and Sonitpur District of Assam and is bounded by the Brahmaputra, and to the South of the Karbi Anglong Wildlife Sanctuary. The National Highway 37 separates the reserve from the said Sanctuary.
Being located in the Brahmaputra Flood Plains, the reserve is prone to annual floods. However, the normal flood inundation is inherent and important aspect of the Kaziranga ecosystem to maintain the large number of water bodies (around 175) and the floral/faunal biodiversity of the area.
As per the report, most of the Rhino deaths were from the older age group, besides calves. However, three of them have been poached. The hog deer mortality, in particular has been reported very high (512). The report has highlighted the need for relieving the corridor areas from human pressure and avoiding change in land use pattern.
The park management has deployed patrolling staff for the protection of wild animals along the highways by creating barriers alongwith 24×7 surveillance. The staff of Karbi Anglong Sanctuary was also co-opted to strengthen protection in the area. Besides to safeguard wild animals from drowning in floods, artificial mounds / bunds have also been created at various places. Wild animals are also rescued through boats. Under the ongoing Centrally Sponsored Scheme of Project Tiger, funding support is provided to the State for such protection initiatives. During the last financial year, an amount of Rs. 4.27 crores of central assistance was released to Kaziranga under Project Tiger, this inter alia, includes creation of a large number of patrolling camps within the reserve, besides other protection measures. An alternate alignment has been agreed upon for diverting / widening the NH-37. However, since the said highway is in use, the NHAI would be approached for providing flyovers at vantage points for the traffic.
This would prevent road hits, while providing safe passage for wild animals from beneath.
Earlier, the State has been requested to declare the adjoining Karbi Anglong Wildlife Sanctuary as
a Tiger Reserve to enable adequate protection with Project Tiger assistance. This would be reiterated for expediting the same. The Member Secretary, NTCA would be visiting the reserve alongwith his team for spot appraisal / review, to strengthen the efforts by assisting the State. During normal floods, which are recurring feature, there is less mortality of wild animals. However, flash floods do occur due to breaches in the upper areas of Brahmaputra, which result in increased deaths of wild animals. During 1998, a similar flood situation occurred in Kaziranga resulting a large number of wild animal deaths in the area.
