NNN: Cadres of NSCN groups led by S.S Khaplang in one side and the Khole/Kitovi on the other exchanged fire at Kiphire area in Nagaland this morning. However, reports of casualty were not ascertained.
However, both the rival outfits have contradictory versions to say in connection with today’s clash. A well placed source from the NSCN-Kkole/Kitovi informed Newmai News Network that early this morning, cadres of the outfit were on their way to as village and suddenly they bumped into the rival cadres in the outskirt of Kiphire. There was exchanged of gun fire but no serious injuries were occurred on both the sides, added the source.
On the other hand, the NSCN group led by S.S Khaplang alleged that the rival cadres fired at them without being provked in a populated place of Kiphire town at around 3:30 am today.
The NSCN-K vehemently condemns the incident and said, “The senseless firing upon its cadres by the GPRN group cadres at a civilian populated area at Kiphire town this morning has caused panic upon the innocent public whose plea for maintaining peace among the various political groups were once again fallen on deaf ears of the GPRN group.”
The NSCN-K further said the rival group cadres under the command of one ‘sergeant major’ Likhaba who recently defected from the former group came and fired upon the NSCN-K cadres at Supply Colony at Kiphire town at about 3:30 am this morning. “Fortunately, none of the NSCN cadres were injured due to the grace of almighty God. It is once again reminded to those cowards that the NSCN is capable of facing any eventuality at any given time.

IMPHAL, Sep 24 MNS/NNN: The Joint Coordinating Committee of Engineering Departments (JCCED) today threatened to take up serious agitation if the state Government of Manipur fails to pay salaries for the 1,950 work- charged employees of five Government departments by September 27.
Voicing serious concern over the non-payment of salries of 1,950 work-charged employeess of PWD, PHED, IFCD, Power and MID, the JCCED secretary B Gunamani Sharma told a press conference at the Manipur Press Club that the committee will launch agitation from september 28 onwards if the state Government fails to address the matter to ensure payment of 18 months due salaries of the employees.
He said the state Finance Department had issued an office order regarding implementation of Revised of Pay (ROP) 2010 on May 5, 2010 for all the work-charged employees under Rule No. 2 of the Manipur Civil Services (Revised Pay) of 2010.
As per the order, all the work-charged employees of PWD and IFCD were paid salaries for seven months and 10 months respectively, Gunamani said while adding that since then salaries for the employees have not been paid till today.
The Finance Department seeking supporting documents of all the work-charged employees had stopped payment of salaries to the employees by an order issued on October 13, 2011, he recounted.
He, however, said all the documents had been submiited to the Finance Department timely but the department has remained mute on the matter till today, he accused. The state Chief Minister has not yet given a positive response so far on the matter since the committee submitted a memorandum on September 15 last, he regretted.

IMPHAL, Sep 24 MNS/NNN: A team of Imphal East police commandos escaped unhurt when suspected militants of the banned People’s Liberation Army (PLA) attacked them by triggering a powerful bomb early Monday at Andro Kamu Maring village, Pheidahi Turel, a revulet under Imphal East Police Station, a day ahead of the raising day of the RPF/PLA.
The roadside bomb planted by suspected PLA militants exploded around 9:30 am as a security convoy from Imphal East distric police posted at Andro Outpost reached Kamu Maring village in Andro. But, the attack could not inflict casualty on the side of the security force. The convoy included two Maruti Gypsy jeeps and one car.
However, one of the Maruti Gypsy jeeps coming in the rear was damaged in the blast. The security team fired several rounds in quick reaction to the attack. But the assailants were found nowhere.
Also yesterday, an IED was exploded near Tiddim Ground along the Tiddim road just a few kilometres from Kwakeithel Police Outpost. Security forces recovered another IED at Sangaiprou Chowk the same day moments after the explosion.
Meanwhile, Imphal East district police have said three active members of the proscribed Revolutionary People’s Front (RPF) have been nabbed during a joint operation carried out by police, Army and Assam Rifles on Monday.
Kamei Angam Romanus, Superintendant of Police, Imphal East district police while briefing the media at his office, said Sharungbam Thoiba Meitei, 57, son of late S Leishang Meitei, a resident of Andro Torongthel Mayai Leikai, Mutum Shanta, 40, son of M Tomba, hailing from Yairipok Mayai Leikai and Yumkhaibam Chaothoi, son of late Y Panjom from Andro Maringthel, all members of RPF were apprehended during a search operation that carried out at 5 am in the general area covering Andro Torongthel, Maringthel and Yambem village in Imphal East.
The combined team of Imphal East and Imphal West district police commandos, Army (Military intelligence) and 28 AR also recovered four flags of RPF/PLA and one mobile handset during the operation, the SP said.
Self-styled assistant division secretary of division-II of the outfit, namely Hijam Babu, 33, son of late H Sudol of Andro Kharam Leikai and another self-styled division secretary of the same division, namely Jayenta, a resident of Andro Uchon instructed the arrested cadres to make numbers of flag, festoon, stars, etc. for the celebration of the outfit’s raising day which falls on September 25, the SP further quoted the trio as saying.
They also collected information about the movement of security forces and transpoted arms, ammunition and explosives as per the advice of self-styled cororal Yumklhaibam Sharat, 33. son of Y Sajou of Andro Machangpat of RPF, he added.
Meanwhile Taohangsu Heiremcha, Chief Department Of Publicity Revolutionary People’s Front said the state forces are not treated as enemies.
It said today around 9:50 am at Yambem Lambi Pheidabi dam two Gypsy and a car came of Imphal East and a PLA special Warfare Group attacked them. As the PLA cadres were waiting for troops the police personnel came and if the IEDs were activated the police personnel could have been badly wounded.
People should stop fighting their own kinsmen for getting Rs 10000/20000 it was added.

IMPHAL, Sept 24 MNS/NNN: Normal activities in the hill districts of Tamenglong, Chandel, Ukhrul and parts of Senapati were disrupted today due to the 48-hour bandh imposed by the five influential tribal students’ organisations since midnight of September 23 under the aegis of the Joint Committee of Hill District Students’ Organisation (JCHDSO) in protest against the alleged apathetic attitude of the state government towards setting up of Teacher’s Eligibility Test (TET) form distribution centres as well as exam centres in all the hill district headquarters.
The students’ bodies that have formed the Joint Committee of Hill District Students’ Organisation (JCHDSO) are Zeliangrong Students’ Union, Manipur (ZSUM), Senapati District Students’ Association (SDSA), Churachandpur District Students’ Union (CDSU), Naga Students’ Union of Chandel (NSUC) and Tangkhul Katamnao Saklong (TKS).
However, due to the opposition of the bandh by Kuki Students’ Organisation, General Headquarters (KSO-GHQs), the first day of the two-day bandh was not effective in Churachandpur districts and Sadar Hills ( in Senapati district).
Shops were seen opened in Kangpokpi bazar of Sadar Hills when a team of media toured today. From Motbung till Kangpokpi and beyond, the bandh impact was not felt.
However, ealier in the morning, confusion reigns as the stand of the Kuki Students Organisation was learnt by the public through the newspapers only this morning.
In Churachandpur too, the effect of the bandh was not felt though the Churachandpur District Students’ Union (CDSU) was part of the JCHDSO.
Meanwhile, save for Churachandpur and Sadar Hills, inter-state and inter-district public and goods transports did not operate today. Business establishments downed their shutters. The percentage of government office staff was quite low today in the hill districts, except for Churachandpur.
The Kuki Students’ Organisation had said yesterday that the 48-hour bandh would not be allowed to be enforced in the Kuki dominated areas as it was done without the knowledge of the Kuki students’ body. The KSO’s contention was that since the state Education minister had given assurance to make the TET forms available in the hill districts at the earliest and examination centres from next year onwards, calling bandh is uncalled for move.

Imphal, Sep 24: Discovering the movement of PLA cadres in Andro Torengthal to target Security forces in the Valley by IED, the troops of 28 Assam Rifles of 9 Sector under HQ IGAR(S) along with Imphal East commandos launched joint operation in the area on 24 Sep 12 and apprehended one UG cadre. On interrogation, he disclosed about one of his cadre hiding in Andro Marigthel and he was responsible for passing of intelligence about movement of security forces to SS Lt Sharat of PLA. The same team rushed to the village and apprehended the hiding UG. The apprehendees were identified as Thoiba @ Saranbam Singh, 57 yrs, r/o Andro Torengthel s/o Reishan Singh an active member of PLA, who confessed to be involved in Kumbi IED Blast on 09 Sep 12 and Chaothoi @ Yumkhibam Singh age 37 yrs, s/o Panjom Singh r/o Andro Maningthal, the Intelligence officer of PLA who has actively masterminding the PLA IED operation on NH-37, especially Tera Bazar area. Later, the troops apprehended one more PLA cadre who identified as Mr Shanta @ Mutum Singh , 40 yrs, s/o Tomba Singh r/o yambem was apprehended from Nongoipokpi, he was responsible for publicity of PLA on their raising day. Four flags of PLA were also recovered from apprehendee.
In yet another incident, troops of 15 Assam Rifles, of 9 Sector under HQ IGAR(South) along with Thoubal Commandos launched operations at Tangjeng on 23 Sept 12 and apprehended one UG cadre. On seeing the troops the suspect started running but the troops chased and apprehended him. The apprehendee was identified as Altaf Khan @ Abo age 23 yrs , s/o Rafiuddin , r/o of Lilong Turel Ahanbin Dam, an active member of KCP (Noyon). He even disclosed that the Grenade attack which took place of 05 June 2012 at NRL Pump at Thoubal Haoka was carried out by him. One 9 mm Pistol,five Live rounds ,one Chinese Hand Grenade and two demand letters were recovered from the apprehendee who alongwith the recoveries was handed over to Thoubal police station.

IMPHAL, Sept 24: The 43rd Foundation Day of the National Service Scheme (NSS) organised jointly by the State NSS Cell, Government of Manipur, the NSS Cell of Manipur University and the NSS Unit of G.P. Women’s College observed here today at the G.P. Women’s College.
The function was graced by Professor H.N.K. Sarma, Vice-Chancellor, Manipur University and Professor H. Radhakanta, Senior Teacher of G.P. Women’s College as the chief guest and president respectively while M. Chandrakumar, State Liaison Officer-State NSS Cell, Government of Manipur and Dr. A. Rajmani, Former Programme Co-ordinator, NSS Cell, Manipur University were the guests of honour.
Speaking on the occasion, Professor H.N.K Sarma asserted that the state has more than 15950 NSS volunteers out of which 160 units with each unit constituting 100-200 volunteers were from the various higher secondary schools and colleges while two units are from the Manipur University.
He further stated that there are 66 colleges which have NSS units out of which 14 colleges are from the hills and 52 colleges from the valley. Sarma said the volunteers have a great opportunity to develop their own morality such as group discussion and various exchange programmes.
Professor H.N.K. Sarma also distributed certificates to 22 volunteers of Manipur University NSS Cell who had joined in the special camp conducted during 14-20 March, 2012 by NSS Unit-II.
Recalling the network of NSS Unit, Dr. A. Rajmani Singh observed that there are more than 300 universities in the country which have NSS units in which 33 universities provide various courses and extra curriculum related activities. There are 32 lakh NSS volunteers in India, he added.
Further, he also noted that NSS has three levels in the state-in the higher secondary level, college level and in the university level.

Imphal, Sep 24: The President of Revolutionary People’s Front (RP F), Irengbam Chaoren issued a statement on the eve of the 34 th foundation day of its military wing the People’s Liberation Army (P L A). He said, “ following Manipur’s merger in a crucial chapter of history suddenly with Indian Union our forefathers’ war of independence has been transformed into an internal conflict within India, gradually obliterating day by day the more than 2000 year old history of an independent kingdom.
At this juncture sections of the people, who have forgotten their own identity and made dependency their sole source of survival, are trying to keep Manipur a part of Indian Union forever by advocating that Manipur could not join the global race if Manipur falls out of India. On the other hand they have been trying to find a source of living by begging from India and when they could not get any they try to get something by putting the blame on rulers by saying that Manipur is underdeveloped because it is not getting its due share and ultimately they try to project that with the doles Manipur will have meaningful freedom under Indian Union and with these begging bowls Manipur can be a welfare state.
On the other hand, the freedom struggle, which is marching ahead with the firm belief that peace and normalcy could be restored in this society, which is plagued with many troubles and filled with chaos, through negotiated settlement with India is being put aside by projecting it as an internal conflict. In the midst of all these some selfish people are siding with the enemy for personal and family gains and making it their sole duty to fight the revolutionaries. As a result of the spread of dependency culture by these narrow minded and self serving people our masses have become panic stricken and cowards and our society a meek one. Taking advantage of the situation India is playing Manipur in whatever manner it wants as a result of which Manipur has become a land of complete disorder and it would be very difficult to pull together.
In the meantime, After annexing Manipur without the consent of the people India’s treacherous policy of expansionism has not only turned Manipur its market and economic playground but also using it as its fort. New Delhi, which has not created any worthwhile infrastructure in Manipur during its 65 years of independence and has successfully nurtured the culture of dependency is now trying to convert Manipur into a playground of merciless Global Capitalism. Our masses should realize India’s game plan to project that construction of some roads with funds from global investors is the real development of Manipur, where 60 year long militarization suppressed our indigenous people and kept them far away from all the modern day meaningful development benefits.
On one side as a result of Look East Policy and endless competition of capitalism India is trying to win military and other logistic supports from South Eastern Asian countries so as to crush the freedom struggles of Manipur and West Eastern South East Asia, now named India’s North Eastern Region. In addition to this in the name of neo-liberal policy and a new competitive way India has not only overtly and covertly violating human rights by enforcing inhuman laws but also trying to snatch away the indigenous economic system, environment and natural resources.
The agreement signed on July 19, 2010 by India with Jubilent Oil and Gas Private Ltd (JOGPL), headquartered at Netherlands and based at Noida for extraction of oil from Manipur without the knowledge of the people is continuation of India’s coercive rule. The attempt to extract oil from Churachandpur, Jiribam and Tamenglong is a big plot ofIndian government and Global Capitalism to loot natural resources of the people. The extra power given by Indian Constitution under Seventh Schedule to Union government to use freely natural resources found in any part of India is as good as “Drain of Wealth” under colonial rule. India government is challenging the rights of the indigenous people guaranteed by the UN Declaration on the Rights of Indigenous Peoples, 2007 by giving false report in the Environmental Impact Assessment (EIA) that one sixth of the total geographical area of Manipur does not have any important flora and fauna.
Spineless representatives of Manipur, who have addicted to the culture of dependency could not prevent extraction of oil and preserve valuable wealth of Manipur like oil, which should be used by generations after generations. Our priceless environment and natural wealth could be protected only when the hill and plain take a collective decision by shedding narrow and sectarian outlooks. The strong opposition put up by communities in the hills of Manipur against the attempt to extract oil clandestinely is a right step. We all should join the movement.
The ill-treatment meted to the people of the WESEA in other parts of country in the aftermath of Assam violence has made clearer the relationship of WESEA and India is that of an oppressed colony and colonial masters. On top of this harassment, rape and ill-treatment of women of this region and ignoring of complaints of neglect and ill-treatment of the people are not a new story. This is an extension of political framework of Indian state based on racism. All these things have clearly exposed an Indian political culture, which could not see the region beyond the geo-political and strategic point of view.
The present case will not be the end of racism. Because of this reason it is impossible for the people of this region have a peaceful living in other cities of the country. India is trying to cover up its racism by spreading false propaganda that the exodus of people of the region from other cities recently was caused by rumours and instigation by Pakistan. Moreover, India’s attempt to lend a communal colour to the clash by projecting it as a fight between the indigenous people and Muslims is a part of the game plan against the freedom struggles of the region.
Land lords dominated India’s political class, who have mastered the British imperialism founded the nation-making process on militarism, racism and divide and rule policy and the system is still in practice. As India’s scheme of things did not include the region Sardar Vallabhbhai Patel told Pandit Jawaharlal Nehru on November 7, 1950 that “ People of this region could not be trusted because of their Mongoloid like features”. The same treatment is evident in targeting people from the region in other cities and this has strengthened the case for the need of restoring our freedom. We all should remember the directive by Pandit Jawaharlal Nehru to Indian soldiers to flee the region by leaving its people alone during the 1962 Sino-India war.
It is high time for all the revolutionary groups of the region to come together and launch a fresh warfare against the colonial rule. It is because of this reason that various revolutionary groups were successful in forming a united front for a more effective and stronger warfare. In such a crucial time the move by some communal forces to have trust on Indian state was nothing but falling into the traps laid by Colonial Empires. Therefore, now is the time for revolutionary groups entering into the ongoing peace talk to come back and join the struggle for a united fight.
Because, no negotiated agreement made under the framework of Indian Constitution could settle the sovereignty issues of the region. Now scheming India is relentlessly luring revolutionaries by distributing lucrative posts in their political space. In this backdrop all should be very cautious about the recent offer made by MLAs of a state to resign and hand over the reign of governance to one group having peace-talks. The Mizo Accord of 1986 duped revolutionaries by making them members of their political class. However, all the states borne out of peace-accords are now surviving on an economic system founded on grant-in-aid with the status of an economically dependant state.
On one hand, the present movement for “Alternative Arrangement” should not be given support because this could not end the so called oppressions and suppressions being perpetrated against the Nagas. It is not only the Nagas who are reeling under the repressive colonial rule, all the communities residing here are also suffering the same. The only means to end the sufferings is to stand together. If the present puppet rule in Manipur is communal people can collectively dethrone it.
RPF never believes in any communal policy or sectarian activities. Our party has no faith in the policy of fighting communalism with a communalism means. The communal policies of Manipur government should not be fought with Alternative Arrangement. It is equally communal. This will only pull apart the people and widen differences between communities. We all should understand that our enemy is Indian government and its puppet government in Manipur. India and Manipur government are not the enemy of only the Nagas, but also of all the communities.
At the conclusion, I would like to remind all that the need for freedom could be looked beyond the canvass of historical circumstances. The unstoppable journey of the freedom struggle has its faith in finding roots of our history because this can only usher in a society where there exist non-communal, classless people, communal harmony and wellbeing of all the people. The ongoing freedom struggle in Manipur is not for a future founded on the history of well off and powerful people. The masses should realize colonized and oppressed people have the need for living as a free men. It is the responsibility of the revolutionaries to fulfill the aspirations of the masses.

Imphal, Sep 24: A Surrender Drama will be organised soon the RPF / PLA today said. AR units are taking information about those former cadres who retired and those released from jail. They have been asked to attend a surrender drama and those who do not take part in it have been warned that they can either be killed or arrested whenever the AR personnel desire it was alleged in a statement issued by T. Leisemba, Secy. Publicity.
Some are given Rs 30000 each to carry out such activities. It reminded of deaths of Takhellambam Gobin , Oinam Halloba . It is known to all that such surrender acts means digging their own graves it was warned .

IMPHAL, Sept 24 MNS/NNN: A team of Imphal East commandos has arrested a KYKL cadre identified as Shagolshem Bikon @ Star (34) s/o S. Ibohanbi Singh of Loushangkhong Makha Leikai in Imphal East district from Loushangkhong Makha Leikai on September 23 at around 4.30 early morning.
On verification, the cadre stated that he had joined the party in the year 2007 through one Premjit of Seijang and was trained at Tanal (Burma) under army number 1069 holding the rank of S/S L/Corporal and is presently working under S/S Corporal Mahesh of KYKL organisation , said the press release of Superintendent of Police, Imphal East district.
In a separate incident, a combined team of Thoubal commandos and 15 Assam Rifles have arrested a cadre of KCP (Noyon) after conducting a search operation at Tanjeng area on September 23 at around 9.45 morning.
The apprehendee has been identified as Altaf Khan @ Abo (23) s/o Rafiuddin of Lilong Turel Ahanbi Dam.
Police recovered one 9mm pistol, five rounds of 9mm ammunition, one demand letter of KCP (Noyon) signed by one S/S Finance Secretary, Tomthil Meetei, one Aircel and Reliance Sim Card from the cadre.
On questioning, the cadre revealed that he was an active member of KCP (Noyon) and was involved in the blast at NRL Pump, Thoubal Haokha at around 7.45 pm on June 5 last, said the press release of the Superintencent of Police, Thoubal district.
