Imphal, Sep 26: In its continuing endeavors to promote peace in harmony in Manipur, IGAR(South) once again created history in motivating 114 hardcore but disaffected UGs is laying down arms unconditionally in joining the mainstream. At a simple yet landmark Homecoming ceremony, a record number of UGs surrendered in front of Shri O Ibobi Singh, Chief Minister at Mantipukhri on 26 Sep 12. The ceremony was attended by Shri Gaikhangam,Home Minister, Shri D S Poonia, Chief Secretary, Shri Joy Kumar Singh, DGP, Dr J Suresh Babu, Principal Secretary(Home) and Maj Gen U K Gurung, YSM IGAR(S) also family members of the surrendering youth.
The UGs belonged to all the major groups including UNLF-18, PLA-11, KCP-09, KYKL-17, PREPAK-18, KNLF-12, UNPC-04, UPRF -01, KNLA-02, UPPK-6, and PULF-16. A large horde of weapons including AK 47s, Lathod Guns, Carbine and pistols were surrendered by the UGs.
Speaking during the occasion, the Chief Minister lauded the bold step taken by the UGs shunning violence and joining the path of peace and prosperity. He explained that peace and freedom from crime and terrorism are catalysts for progress and development. The Chief Minister also applauded the critical role of Assam Rifles in encouraging misguided youth to join the mainstream thereby promoting peace in the area.
Speaking on the occasion Chief Minister Ibobi said officers and jawans of Assam Rifles and the state police force deserve commendation for this achievement and added Major General UK Gurung, IGAR South and his troops have done a commendable job.
He added due credit must also go to state DGP and his police force who are dealling with a prolonged insugency and law and order problem with fair degree of success.
It has been a conscious policy of his Government to engage maximum number of underground groups in peace talks, Ibobi stressed and added the extend of this engagement has expanded over the years, saying the Government firmly believes that solution to any problem will come only through dialogue and peaceful means and that violence can never solve a problem.
The prolonged armed movement in Manipur has not achieved anything concrete for the people and instead it has only bred disorder and chaos in the society, the Chief Minister insisted.
He noted that today rapid economic development across the globe is creating unprececedented opportunities for people, however Manipur has lagged behind in this race due to some of its very fundamental weaknesses pointing out that one of the these weaknesses is ‘prolonged situation of conflict.’
He added his Government is trying to bring about some path breaking changes in Manipur that one of its priority sectors is ‘power’ and it has initiated a process of total change in the sector by initiating public-private partnership. Initial offers have already been floated to invite capable and specialised private energy entities in Manipur, he further informed.
“We have already identified a number of potential and feasible locations of hydro project. The aim is to invite non-government expertise and capital to harness the hydel potential of our state. We have also started a comprehensive transmission and distribution reforms.”
He said, “Today’s surrender ceremony reflects the mindset of our youth. Their decision is wise. On the other hand we must fulfill our obligation. They must be embraced and welcomed into the mainstream. I assure all them that we will make best efforts for their rehabilitation.”
The family members of the youth, some of them getting carried away by emotions, also profusely thanked the Assam Rifles for guiding the youth towards the right path and leading normal lives henceforth. They also hoped that the rehabilitation of these who surrendered will be done by the administration in an early timeframe.

He was speaking as the chief guest during the T.G Higher Secondary School Fresher cum Literary cum Cultural Meet which was held at the institute’s premise.
The function was also attended by A.K. Mirabai, Social Welfare Minister; MLA O. Landoni and Pramo Devi, Principal of T.G. Higher Secondary School as the president and guests of honour respectively.
M. Okendro stated that the state government is planning to include more Higher Secondary School in all the 60 constituency of the state and stressed that the process of expanding Right to Free Education upto Secondary level is also on the offing.
“ The Education Department is planning to bring more system to enhance the quality education which the state needs. We are also considering for setting up of Women Colleges in all the districts of the state “, added M. Okendro.
O. Landoni, the Congress MLA who is also the lady wife of the chief minister while hailing the T.G. Higher Secondary School noted that it is among the best and reputed institutes of the state. She added that women have to be well educated in order to bring development and peace in the state.

Imphal, Sept 26 NNN : The Rongmei Naga Baptist Association (RNBA) has called upon the state Government of Manipur to look into a range of problems such as road communication, electricity and water facing in the district of Tamenglong prior to the Youth Conference to be held at the district headquarters next January.
RNBA, Youth Wing secretary Gunn Gangmei and its pastor Rev. L Timothy talked in detail about the 6th Youth Conference as well as the current problems being faced by the people of Tamenglong during a press meet at the Manipur Press Club here on Wednesday.
The 3-day long Youth Conference being organised by the church body will be held on January 17-20 next year at Tamenglong headquarters and it would be participated by 183 church bodies from the states of Manipur and Assam, apart from many people from Delhi, Bangalore and the Northeast. The conference is held every five years.
They said the present condition of National Highway-37 is very bad besides Tamenglong district has suffered from lack of proper electricity and potable water. Whenever strong wind sweeps, power poles are often snapped and caused power outage, leaving the people in darkness, they added. Appealing the Government to address the problems before the ensuing conference, they also urged former to make it a grand success.

Speaking on the occasion, Professor H.N.K. Sarma said that people have witnessed the rapid advancement of Information Technology which has been serving mankind in many purposes. He also said that there is a lack of sense of humanity and human perceptions on globalisation in the present society.
“ We should take full advantage of Information Technology as it can provide immense help in many fields. Imphal, Sept 26 NNN: There have been fierce gun battles between the NSCN-IM on one side and the combined team of Zeliangring United Front (ZUF) and NSCN-K on the other at Wairangba village near Tamenglong district headquarters yesterday and today.
Regarding the casualties, contradictory reports have been pouring-in in the media houses tonight.
Wairangba Khunou or Matung is located about 12 kilometres in the eastern side of Tamenglong district headquarters.
On the casualty reports, the NSCN-K claimed that six NSCN-IM cadres were killed while the rival group dismissed the reports.
A well placed source from the NSCN-K informed Newmai News Network tonight that six cadres of the NSCN-IM have been killed in the clashes and recovered the six weapons of the deceased. On the other hand, Lungchaibi who is the deputy kilonser (minister) of the NSCN-IM in-charge of Zeliangrong Region told Newmai News Network that no one was even injured from his outfit. “Due to the bomb explosion hurled by the ZUF/NSCN-K cadres, a goat was found killed in our camp.” Lungchaibi also expressed unhappiness that the All India Radio news where it was broad cast that six NSCN-IM cadres were killed in the clashes. “It is unfortunate that false news have been broad cast and published without being authenticated,” rued the NSCN-IM leader.
Talking to NNN, ZUF chairman Kamson said it was still not clear the number of casualties. “However, we have driven out the NSCN-IM cadres from the Wairangba Khunou area,” claimed Kamson.
According to NSCN-IM leader Ringthim, the combined team of ZUF/NSCN-K came from three directions and attacked their camps at around 5:30 pm yesterday. “They came in large number with well planned to attack our boys whose strength was just 20 to 30,” said Ringthim.
According to deputy kilonser Lungchaibi, the position of the NSCN-IM was not good at the time of the attacks. “So we have moved up hill and our boys are conducting a worship service at the moment,” disclosed Lungchaibi.
Meanwhile, reports reaching here on Wednesday said a fierce gun battle took place between the NSCN-IM and ZUF at Duiluan Matung, also known as Wairangba in the hill district of Tamenglong which lasted several hours. The intermittent fighting started around 5 pm yesterday and continued till noon today during which six NSCN-IM cadres were killed and injured one pastor, the reports said.
The reports further said heavily armed ZUF cadres had been loitering in the area for the last few days. Four mess quarters of the NSCN-IM located in the area. The ZUF have reportedly overrun two out of the four mess quarters.
The gun battles began yesterday at around 5 pm and continued till 10 pm. It started again at around 3 am today and continued for the whole day.

Imphal, Sept 26 NNN: The first round of talks between the state Government and Joint Committee of Hill Districts Student Organisation, Manipur (JCHDSO) on opening of Teacher’s Eligibility Test (TET) form distribution centres and TET exam centres in five hill districts of Manipur failed to make any breakthrough on Wednesday.
As per sources closed to JCHDSO, the first round of talks over TET issue was held at the office chamber of the state Education Minister here but the two sides failed to make any advance on making available the TET forms and at the same time setting up of TET exam centres in the hill districts.
At the meeting, the state Government side was represented by Education Minister M Okendro, Agriculture Minister Md Nasir and other MLAs while presidents of Zeliangrong Students’ Union, Manipur (ZASUM), Naga Students’ Union, Chandel (NSUC), Senapati District Students’ Association (SDSA) and Tangkhul Katamnao Saklong (TKS) represented the JCHDSO.
Education Minister Okendro told the tribal student committee that there is a technical problem to hold TET exam in the hill district headquarters in the current year, it will be feasible from next year onwards, the sources said.
However, the representatives of the committee rejected the proposal of the minister telling him they cannot compromise the demand. They urged Okendro to defer the scheduled TET exam for some time so as to make all the necessary arrangements during that period to make it all possible to hold the exam in the hill district headquarters.
As the committee failed to budge, Okendro later told them to discuss the matter in another meeting along with leaders of the valley student bodies, resulting in a fresh stalemate over the issue.
JCHDSO also submitted a representation which mentioned a charter of demands adopted by it to the minister.

Imphal, Sept 26 NNN: In yet another seizure of contraband drugs, the Anti-Smuggling Unit Custom, Imphal division has seized a drug consignment from a Tata truck at Kangpokpi near B.D.O Office under Senapati district at around 12.30 afternoon today.
The seized contraband drugs are 22 boxes of Actidium (Pseudo Ephedrine) each box containing 12 number of packets worth Rs.1,69,375 in local market ; 14 kg of Pangolin Scak worth Rs.8,40,000 in local market and 37 bundles of Amlesum Plus Tablet worth Rs.17,995 in the local market.
Addressing the media about the seizure, Superintendent of Police of Custom, L. Shimte stated that the drugs were found in a Tata truck bearing registration number MN-O1-7244 coming from Dimapur towards Imphal.
The driver of the truck has been identified as Amir Khan (25) s/o Helalauddin from Lilong Chairen Makhong under Lilong Police Station of Thoubal district while the handyman is identified as Md. Amjad Khan (25) s/o Md. Hellauddin of Thoubal Moijing Litan Makhong under Thoubal Police Station of Thoubal district.
A case has been registered under C.N.0. 01/CL/ EXP/ IMP/ CUS/ 12-13, informed the sources.

But once you have chosen the path that you think befits your style of thinking and action there is nothing wrong with your choice as long it makes a blissful life. You can uphold the philosophies and ideas that strengthen your belief in your chosen path. All of sudden you want to eschew the path you had chosen to switch side to go along together with those, who belong to other side of your world and you start acting and speaking to please them though it may cause discomfiture to the onlooker yet nothing is wrong with that also. Because human desire is limitless. By being together with men and women belonging to different walks of life one can get clear views of what life really means. From talking to them one understands what makes one happy and blissful. You also can change the idea that you had evolved strenuously if it is for pleasing a section of the people. Nothing wrong with that also. But the path of life that you have chosen after seeing different ways of life must remain ingrained in your heart and mind till the end of your life. Political desertion and changing of colours has something to do with one’s inability to stick to a basic principle of life. Always remember you win the hearts and minds of the targeted group by doing the work, which the targeted group want to carry out. For instance, if you want to get a favour from the Government all you have to do is to take up the programmes for the poor and needy people. If you do that the Government eyes will be on your activities. Similarly when you clean a nullah, which is lifeless, you win the hearts and minds of others in your locality. If you utter the words that are not sweet to the ears of the men in power and you indulge in the actions hated by the same class of people you should not think of going with begging bowl to get benefit from the Government. In doing that your life style of being double standard is exposed. The job reserved for you and others have to be purely bifurcated. You cannot claim to be the representative of the two classes of people having diametric views. If you do that you will be called a sycophant. But you are not a hypocrite. Try to understand where you stand. Until that happens think several times before you open your mouth.
