IMPHAL, Sep 28: A sitting of the Manipur Cabinet was held today at the Chief Minister’s Secretariat here and decided to fill up the present vacant post of Advocate General and appoint another two sports persons of the state to the posts of Deputy Superintendent of Police and Sub-Inspector respectively. At the meeting, chaired by Chief Minister Okram Ibobi, which continued for about two hours, decided to appoint senior advocate Th Ibohal to fill up the present vacant post of Advocate General and to appoint London Olympian weightlifter Ng Sonia to the post of DSP while weightlifter Monica Chanu to the post of SI, official sources said.
Notably, Ng Sonia is currently holding the post of SI in Uttar Pradesh police while Monica Chanu is serving in CRPF.

IMPHAL, Sept 28: A powerful roadside Improvised Explosive Device (IED) apparently planted by People’s Liberation Army (PLA) exploded at Kwatha Khunou Lamkhai under Moreh Police Station, Chandel district on Friday killed three persons including two Assam Rifles jawans of 24 Assam Rifles – B Coy, Kwatha post and one civilian. Two more women civilians and four AR jawans were also injured in the attack.
Kwatha Khunou Lamkhai is located about 1 km from the village of Kwatha.It is located about 18 km northeast of Moreh Police Station and around 90 km from here.
The civilian killed in the blast is identified as one Ningthoujam Sananjao aged 55, son of late N Wahongshang, a resident of Kwatha Khunou Lamkhai, while the two jawans are identified as Jagendra Kaushik, a native of Alwar Bhawadi village, Uttarkhand and Kewal Singh of Sanaddi village in Shahpur district of Rajasthan.
The injured have been identified as Angom Kaboklei aged 45, wife of A Ito and Angom Ritu aged 35, wife of A Tomaljao, both residents of Kwatha village.
The duo was shifted to Moreh Hospital for treatment. Ritu was discharged from the hospital after receiving first aid as she suffered minor injuries on her left thigh but Kaboklei has been brought to Imphal for further treatment as the splinters hit in her head and the chest.
A team of Moreh Police Station led by Sub-Divisional Police Officer Balaram, Officer-in-Charge O Doren and Officer-in-Charge of Moreh Commando Police, upon receiving the information about the attack, rushed to the site. In addition, Chandel Superintendant of Police Priyokumar and Brigadier Upendra Dwevedi, CO 26 AR also came at the spot.
Meanwhile, a release of Inspector General of Assam Rifles-South Sector-( IGAR-South) said in yet another incident of IED blast at kwatha Khunou, the CorCom (Coordination Committee of various militant groups operating in Manipur) has been instrumental in disturbing the fragile peace in Manipur by targeting local Meiteis of Kwatha and AR personnel.
In the blast on Friday at 1:15 pm near the village of Kwatha, one Manipuri man was killed and two women severely injured, the release added and said the injured were evacuated by the AR to the hospital in Imphal.
It added due to the IED blast, two jawans of AR namely riflemen Jagendra Kaushik from Uttarakhand and Kewal Singh of Rajasthan succumbed to injuries and four other jawans were also injured.
The Assam Rifles condemn the barbaric action carried out by CorCom whose cadres instead of directly facing the might of Security forces prefers to target civilians and AR personnel in a cowardice manner, it further said, adding it shows the frustration among the insurgent groups who are frustrated because of large number of their cadres deserting their camps and surrendering to the security forces.
The recent surrender ceremony at Headquarters IGAR (S) and peace initiative by various groups with security forces bears testimony to the fact that many underground groups have shown their faith in the security forces and the state Government and trust them to resolve all issues peacefully, the release added.
It added Assam Rifles will not be deterred by such violent and nefarious action of the underground activists and will continue to encourage misguided youths to join the mainstream. It also said the AR appeals to all underground groups and their cadres willingly to come forward for peace talks.

Regarding the importance of freshers meet he said the meet during student life is a turning point and it should not be treated as a simple regular feature and added that the meet gives a chance to express the talents of the students given by God and a close contact among the inmates.

MNS:- On August 6, 2012, the Union Finance Minister Shri P.Chidambaram had made a statement on the economic situation and on the policy measures that were under consideration of the Government. Referring to the fiscal situation, the Finance Minister had said:
“We intend to unveil, shortly, a path of fiscal consolidation. I would like to make it clear that the burden of fiscal correction must be shared, fairly and equitably, by different classes of stakeholders. The poor must be protected and others must bear their fair share of the burden. Obviously, adjustments must be made both on the revenue side and on the expenditure side. We have asked Dr. Vijay Kelkar, Dr. Indira Rajaraman and Dr. Sanjiv Misra to assist the Government in formulating the path of fiscal consolidation and we expect that the work will be completed in a few weeks.”
The aforesaid Kelkar Committee submitted its report on September 3, 2012.
The Committee has reached certain conclusions and has made a number of recommendations.
The main conclusion of the report is that “We cannot over-emphasize the need and the urgency of fiscal consolidation.”
The report is under consideration of the Government and the Government has not yet taken a view on the report or on any of the recommendations.
The Secretary, Department of Economic Affairs, Shri Arvind Mayaram said that some recommendations appear contrary to the declared objective of the Government of ‘sustained and inclusive growth’. He said that the Government is of the view that in a developing country where a significant proportion of the population is poor, a certain level of subsidies is necessary and unavoidable, and measures must be taken to protect the poor and vulnerable sections of the society. It is in this view that the Government has reiterated its intention to implement the promise of food security for all, he added. The Secretary Shri Mayaram further said while taking a final view on the various recommendations of the report, the Government will bear in mind that the goal is to achieve high growth, inclusive development, and economic and social justice for all.
The Secretary, Department of Economic Affairs, Shri Arvind Mayaram said that the Government welcomes an informed debate on the report submitted by the Kelkar Committee. Hence, this report is being uploaded on the website of the Ministry of Finance at www.finmin.nic.in, he informed. Shri Mayaram said that the Government invites all sections of the people to send their comments to the email address: feedbackonkelkar-mof@nic.in.

MNS:- The incidence of vascular diseases is increasing at an alarming rate in India. Over 90 million Indians are at risk for various types of vascular diseases including stroke, peripheral arterial disease (PAD), carotid artery disease and aortic aneurysms. This was stated by Union Minister of Health & Family Welfare Shri Ghulam Nabi Azad at Jaipur today.
Addressing the 19th Annual Conference of Vascular Society of India as Chief Guest, Shri Azad said his Ministry has already launched a national programme to prevent and control Cancer, Diabetes, Cardiovascular Diseases and Stroke in 100 backward districts of the country. Over 10 million persons of 30 years and above have been screened so far for diabetes and hypertension. Out of this, 7.27% are suspected for diabetes and 6.44% for hypertension. In addition to this, a cardiac care unit is being set up in 100 districts of the country where funds for infrastructure, equipment, human resources and drugs will be provided by Health Ministry.
According to the World Health Organization, of the 58 million deaths globally, approximately 35 million were due to chronic non-communicable diseases. In India, NCDs like CVDs, diabetes, chronic obstructive lung disease, cancer and injuries have already become the dominant cause of disease burden contributing about 2/3rd of the total disease burden. The number of deaths attributed to chronic diseases was 3.78 million in 1990, i.e. 40.4% of all deaths and is projected to reach an expected 7.63 million in 2020, i.e. 66.7% of all deaths. About 38 million persons were affected with Cardio-vascular diseases in 2005 and the number may go up to 64 million by 2015. High blood pressure is as common as 10-15% in the adult population, more so in metros and large cities.
During UN General Assembly Special Session on NCDs, held in September 2011 in New York, all countries of the world made a commitment in the Political Declaration to combat key NCDs including cardiovascular diseases which shows that the whole world has united in the struggle against the rising incidence of such diseases.
Shri Azad said that India has only about 59 doctors for every 100,000 people, which is much less than the ratio prevailing in developed countries. Despite that our doctors are taking care of a huge population and disease burden despite their very limited numbers in our country. Vascular surgery as a speciality has grown leaps and bounds in the last decade in India which has helped many needy patients. However, despite that many lives and limbs are still lost due to the non-availability of timely assistance and expertise.
He hoped that VSI would conduct workshops in other cities too to train MS general surgery students so that the benefits of this field are available to as many surgeons as possible.
Shri Azad also released the Souvenir brought out on the occasion.

MNS:- The United States and India have signed a Memorandum of Understanding on Antitrust Cooperation that aims to facilitate greater cooperation between the U.S. and Indian competition authorities. The Chairperson Federal Trade Commission (FTC) Jon Leibowitz and the United States Department of Justice Acting Assistant Attorney General, Joseph Wayland from the US side and Competition Commission of India Chairman Ashok Chawla and the Ambassador of India for the Ministry of Corporate Affairs (Government of India) signed this Memorandum of Understanding. The MOU was signed in Washington DC on 27th September, 2012. The signing took place in the presence of senior officers from the US Department of State, the US Federal Trade Commission, US Department of Justice and the Embassy of India.
The U.S. and Indian competition authorities desire to enhance the effective enforcement of their competition laws by creating a framework that provides for enforcement cooperation. The two countries have recognized that it is also in their common interest to work together in technical cooperation activities related to competition law enforcement and policy.
The U.S. and Indian competition authorities intend to cooperate to enhance the effective enforcement of their competition laws, to share and to keep each other informed of significant competition policy and enforcement developments. They also plan to evaluate the effectiveness of the cooperation under this Memorandum on a regular basis to ensure that their expectations and needs are being met.
This cooperation aims to enhance an environment in which the sound and effective enforcement of competition law and policy supports the efficient operation of markets and economic welfare of the citizens. The cooperation between the two countries shall also establish good communications between the U.S. and Indian competition authorities on competition law and policy towards improving and strengthening the relationship between the two countries.

MNS:- Thrust to Improve Targeting & Reduce wastage & leakages and increase transparency
In a move to cut down wastage, duplication and leakages and enhance efficiency, the Prime Minister has given a major push to transfer individual benefits from the Government directly into the bank accounts of beneficiaries. This is to be done in a fast-track, accelerated mode to be achieved in a time bound manner. The idea is to move to a completely electronic Cash Transfer System for the entire population.
In order to accelerate the process, which currently is being tried in pilots on a small scale and whose results are very encouraging, the Prime Minister has set up the architecture for moving to electronic Cash Transfers leveraging Aadhaar.
1. Architecture for Cash Transfers
In order to speed up activity and ensure that the shift to electronic Cash Transfers can be rolled out rapidly, the Prime Minister has set up the Architecture for Cash Transfers which will be the coordination mechanism. This architecture will consist of:
i. National Ministerial Committee – under the Prime Minister with membership of all concerned ministers (Finance, IT, Social Justice, HRD, Minorities, Labour, Health, Food, P&NG, Fertilizers, Planning Commission, UIDAI,). This committee at the highest level would ensure coordination and decision-making at the highest level and impart the necessary urgency to the program.
ii. National Executive Committee – with the Secretaries of all concerned Ministries as members. This committee would meet frequently to coordinate action, ensure adherence to time lines and sort out hitches in the program as it is rolled out.
iii. Implementation Mission and Committees – to work on and finalise all operational and implementation details relating to the design and operation of the transfer system. There is a lot work needed to have a smooth roll-out and has to be done in a Mission mode with multiple agencies acting in a coordinated manner. The Mission will have the following sub-committees:
a. Cash Transfer Mission – Technology Committee -to focus on the technology, architecture and IT issues.
b. Cash Transfer Mission – Financial Inclusion Committee – to focus on ensuring Universal Access to Banking and achieving complete Financial Inclusion.
c. Cash Transfer Mission – Electronic Benefit Transfer (EBT) Committees – to work out the details relating to EBT such as data bases, transfer rules, controls, audits, etc. There would be one for each Ministry which is engaging in benefit transfers.
The milestones and timeliness for each of these Committees will be clearly laid down. The National Executive Committee will monitor progress and ensure timely roll-out. This scheme will have a momentous impact on the government`s various social programmes and help million of beneficiaries.
2. Background to Aadhaar:
With the rapid rollout of Aadhaar, now covering 20 crore people and rapidly growing to 60 crores, and with the National Population Register covering the other half, it is possible to move to a system of transferring cash benefits directly to the poor.
A Cash Transfer System can be used for transferring cash benefits such as NREGA Wages, Scholarships, Pensions, Income support of other types and Health Benefits. Electronic Transfer of Benefits (ETB) is a simple change as the transfers are already taking place and the only modification that would be involved is a movement from a paper based, cash driven system to an electronic direct transfer system.
Cash Transfer System would improve targeting, reduce corruption, eliminate waste, control expenditure and facilitate reforms.
3. Pilots
The results of pilots are encouraging. Electronic Benefit Transfer (EBT) has already begun in many cases. The Government and RBI have issued Guidelines to Banks for implementation of EBT. Pilots are under implementation, including in AP, Chhattisgarh, Punjab, Rajasthan, TN, WB, Karnataka, Puducherry and Sikkim.

MNS:- The Union Culture and HUPA Minister Kumari Selja has said that there is an increasing need to create enhanced sensitivity and capacity building at local, national and global levels for World Heritage and Sustainable Development. Inaugurating a consultative workshop on UNESCO Category-II Centre for World Heritage here today she said, the target audiences should include governments, non-governmental agencies, civil society members and other parastatals for maintaining heritage properties. She said, professional training and capacity building, awareness-raising among local populations and stakeholders are among the very important and immediate steps to be taken. It is equally important to impart World Heritage education targeted towards the youth and local populations and this is a key area where we need to work together.
The Minister said, in recent years, most Asian countries have accelerated the introduction of new laws on heritage protection which seeks to critically and comprehensively address the many aspects of heritage conservation. She said, in this context, India has recently taken an important step by reinforcing the Ancient Monuments and Archaeological Sites & Remains Act (AMASRA, 2010), for protection of the National Monuments and World Heritage Properties under the ASI. A new National Monuments Authority has been created with the aim of defining a new paradigm for urban planning. A heritage sensitive perspective is being built in as a mandatory factor in development of spaces around heritage monuments.
Kumari Selja said, India being a member on the World Heritage Committee, has an increasing responsibility towards implementation of the World Heritage Convention. She said, India aims to take a lead and facilitate training and capacity building activities in the region. She said that the establishment of this Category-II Centre in India will facilitate development of competencies in training, research and partnerships.
The Minister said, the World Heritage aspects for India are now guided by a specially created Advisory Committee on World Heritage matters under the Ministry of Culture. This Committee, comprising of experts drawn from the fields of natural heritage, conservation, urban planning, risk analysis, tourism promotion etc., has already initiated the task of revision of India’s Tentative List through an extensive process of consultation.
The two-day consultative workshop has been organised jointly by the Archaeological Survey of India, Ministry of Culture, India and the Wildlife Institute of India, Ministry of Environment and Forest, India. Besides senior officials of the Ministry of Culture and Ministry of Environment and Forest, ASI, Wildlife Institute of India, Members of the Indian Advisory Committee on World Heritage, the workshop has participation of UNESCO officials from World Heritage Centre, Paris, members of Advisory Bodies of UNESCO such as ICOMOS, ICCROM and IUCN, government officials from countries of Bhutan, Maldives, Nepal, Sri Lanka, Bangladesh along with eminent Indian experts on World Heritage.
During the two days workshop, the participants will dwell upon the key issues and concerns regarding Conservation and Management of World Heritage Sites in Asia region. Some of the key issues identified as priority for this region that will be discussed in the workshop are: implementation of management plans forworldheritage sites, Disaster risk reduction and risk preparedness, Better regional cooperation, Community involvement, Regional gap analysis and thematic studies on Tentative Lists for World Heritage.
Several case studies of World Heritage Sites from India and participating countries will be presented and discussed. The advisory bodies and World Heritage Centre officials will dialogue with the participants on ways to resolve the key concerns in management of such sites through specific training modules that can be evolved for Category 2 Centre, an Institute with UNESCO recognition. The Category 2 Centre (C2C) proposed by India has been envisioned to be a centre of excellence for the conservation of natural and cultural heritage in Asia Pacific Region. It will perform a catalytic role in India and the countries in the Asia.
