IMPHAL, Sept 24: The 43rd Foundation Day of the National Service Scheme (NSS) organised jointly by the State NSS Cell, Government of Manipur, the NSS Cell of Manipur University and the NSS Unit of G.P. Women’s College observed here today at the G.P. Women’s College.
The function was graced by Professor H.N.K. Sarma, Vice-Chancellor, Manipur University and Professor H. Radhakanta, Senior Teacher of G.P. Women’s College as the chief guest and president respectively while M. Chandrakumar, State Liaison Officer-State NSS Cell, Government of Manipur and Dr. A. Rajmani, Former Programme Co-ordinator, NSS Cell, Manipur University were the guests of honour.
Speaking on the occasion, Professor H.N.K Sarma asserted that the state has more than 15950 NSS volunteers out of which 160 units with each unit constituting 100-200 volunteers were from the various higher secondary schools and colleges while two units are from the Manipur University.
He further stated that there are 66 colleges which have NSS units out of which 14 colleges are from the hills and 52 colleges from the valley. Sarma said the volunteers have a great opportunity to develop their own morality such as group discussion and various exchange programmes.
Professor H.N.K. Sarma also distributed certificates to 22 volunteers of Manipur University NSS Cell who had joined in the special camp conducted during 14-20 March, 2012 by NSS Unit-II.
Recalling the network of NSS Unit, Dr. A. Rajmani Singh observed that there are more than 300 universities in the country which have NSS units in which 33 universities provide various courses and extra curriculum related activities. There are 32 lakh NSS volunteers in India, he added.
Further, he also noted that NSS has three levels in the state-in the higher secondary level, college level and in the university level.

He said, “ following Manipur’s merger in a crucial chapter of history suddenly with Indian Union our forefathers’ war of independence has been transformed into an internal conflict within India, gradually obliterating day by day the more than 2000 year old history of an independent kingdom.
At this juncture sections of the people, who have forgotten their own identity and made dependency their sole source of survival, are trying to keep Manipur a part of Indian Union forever by advocating that Manipur could not join the global race if Manipur falls out of India. On the other hand they have been trying to find a source of living by begging from India and when they could not get any they try to get something by putting the blame on rulers by saying that Manipur is underdeveloped because it is not getting its due share and ultimately they try to project that with the doles Manipur will have meaningful freedom under Indian Union and with these begging bowls Manipur can be a welfare state.
On the other hand, the freedom struggle, which is marching ahead with the firm belief that peace and normalcy could be restored in this society, which is plagued with many troubles and filled with chaos, through negotiated settlement with India is being put aside by projecting it as an internal conflict. In the midst of all these some selfish people are siding with the enemy for personal and family gains and making it their sole duty to fight the revolutionaries. As a result of the spread of dependency culture by these narrow minded and self serving people our masses have become panic stricken and cowards and our society a meek one. Taking advantage of the situation India is playing Manipur in whatever manner it wants as a result of which Manipur has become a land of complete disorder and it would be very difficult to pull together.
In the meantime, After annexing Manipur without the consent of the people India’s treacherous policy of expansionism has not only turned Manipur its market and economic playground but also using it as its fort. New Delhi, which has not created any worthwhile infrastructure in Manipur during its 65 years of independence and has successfully nurtured the culture of dependency is now trying to convert Manipur into a playground of merciless Global Capitalism. Our masses should realize India’s game plan to project that construction of some roads with funds from global investors is the real development of Manipur, where 60 year long militarization suppressed our indigenous people and kept them far away from all the modern day meaningful development benefits.
On one side as a result of Look East Policy and endless competition of capitalism India is trying to win military and other logistic supports from South Eastern Asian countries so as to crush the freedom struggles of Manipur and West Eastern South East Asia, now named India’s North Eastern Region. In addition to this in the name of neo-liberal policy and a new competitive way India has not only overtly and covertly violating human rights by enforcing inhuman laws but also trying to snatch away the indigenous economic system, environment and natural resources.
The agreement signed on July 19, 2010 by India with Jubilent Oil and Gas Private Ltd (JOGPL), headquartered at Netherlands and based at Noida for extraction of oil from Manipur without the knowledge of the people is continuation of India’s coercive rule. The attempt to extract oil from Churachandpur, Jiribam and Tamenglong is a big plot ofIndian government and Global Capitalism to loot natural resources of the people. The extra power given by Indian Constitution under Seventh Schedule to Union government to use freely natural resources found in any part of India is as good as “Drain of Wealth” under colonial rule. India government is challenging the rights of the indigenous people guaranteed by the UN Declaration on the Rights of Indigenous Peoples, 2007 by giving false report in the Environmental Impact Assessment (EIA) that one sixth of the total geographical area of Manipur does not have any important flora and fauna.
Spineless representatives of Manipur, who have addicted to the culture of dependency could not prevent extraction of oil and preserve valuable wealth of Manipur like oil, which should be used by generations after generations. Our priceless environment and natural wealth could be protected only when the hill and plain take a collective decision by shedding narrow and sectarian outlooks. The strong opposition put up by communities in the hills of Manipur against the attempt to extract oil clandestinely is a right step. We all should join the movement.
The ill-treatment meted to the people of the WESEA in other parts of country in the aftermath of Assam violence has made clearer the relationship of WESEA and India is that of an oppressed colony and colonial masters. On top of this harassment, rape and ill-treatment of women of this region and ignoring of complaints of neglect and ill-treatment of the people are not a new story. This is an extension of political framework of Indian state based on racism. All these things have clearly exposed an Indian political culture, which could not see the region beyond the geo-political and strategic point of view.
The present case will not be the end of racism. Because of this reason it is impossible for the people of this region have a peaceful living in other cities of the country. India is trying to cover up its racism by spreading false propaganda that the exodus of people of the region from other cities recently was caused by rumours and instigation by Pakistan. Moreover, India’s attempt to lend a communal colour to the clash by projecting it as a fight between the indigenous people and Muslims is a part of the game plan against the freedom struggles of the region.
Land lords dominated India’s political class, who have mastered the British imperialism founded the nation-making process on militarism, racism and divide and rule policy and the system is still in practice. As India’s scheme of things did not include the region Sardar Vallabhbhai Patel told Pandit Jawaharlal Nehru on November 7, 1950 that “ People of this region could not be trusted because of their Mongoloid like features”. The same treatment is evident in targeting people from the region in other cities and this has strengthened the case for the need of restoring our freedom. We all should remember the directive by Pandit Jawaharlal Nehru to Indian soldiers to flee the region by leaving its people alone during the 1962 Sino-India war.
It is high time for all the revolutionary groups of the region to come together and launch a fresh warfare against the colonial rule. It is because of this reason that various revolutionary groups were successful in forming a united front for a more effective and stronger warfare. In such a crucial time the move by some communal forces to have trust on Indian state was nothing but falling into the traps laid by Colonial Empires. Therefore, now is the time for revolutionary groups entering into the ongoing peace talk to come back and join the struggle for a united fight.
Because, no negotiated agreement made under the framework of Indian Constitution could settle the sovereignty issues of the region. Now scheming India is relentlessly luring revolutionaries by distributing lucrative posts in their political space. In this backdrop all should be very cautious about the recent offer made by MLAs of a state to resign and hand over the reign of governance to one group having peace-talks. The Mizo Accord of 1986 duped revolutionaries by making them members of their political class. However, all the states borne out of peace-accords are now surviving on an economic system founded on grant-in-aid with the status of an economically dependant state.
On one hand, the present movement for “Alternative Arrangement” should not be given support because this could not end the so called oppressions and suppressions being perpetrated against the Nagas. It is not only the Nagas who are reeling under the repressive colonial rule, all the communities residing here are also suffering the same. The only means to end the sufferings is to stand together. If the present puppet rule in Manipur is communal people can collectively dethrone it.
RPF never believes in any communal policy or sectarian activities. Our party has no faith in the policy of fighting communalism with a communalism means. The communal policies of Manipur government should not be fought with Alternative Arrangement. It is equally communal. This will only pull apart the people and widen differences between communities. We all should understand that our enemy is Indian government and its puppet government in Manipur. India and Manipur government are not the enemy of only the Nagas, but also of all the communities.
At the conclusion, I would like to remind all that the need for freedom could be looked beyond the canvass of historical circumstances. The unstoppable journey of the freedom struggle has its faith in finding roots of our history because this can only usher in a society where there exist non-communal, classless people, communal harmony and wellbeing of all the people. The ongoing freedom struggle in Manipur is not for a future founded on the history of well off and powerful people. The masses should realize colonized and oppressed people have the need for living as a free men. It is the responsibility of the revolutionaries to fulfill the aspirations of the masses.

Imphal, Sep 24: A Surrender Drama will be organised soon the RPF / PLA today said. AR units are taking information about those former cadres who retired and those released from jail. They have been asked to attend a surrender drama and those who do not take part in it have been warned that they can either be killed or arrested whenever the AR personnel desire it was alleged in a statement issued by T. Leisemba, Secy. Publicity.
Some are given Rs 30000 each to carry out such activities. It reminded of deaths of Takhellambam Gobin , Oinam Halloba . It is known to all that such surrender acts means digging their own graves it was warned .

IMPHAL, Sept 24 MNS/NNN: A team of Imphal East commandos has arrested a KYKL cadre identified as Shagolshem Bikon @ Star (34) s/o S. Ibohanbi Singh of Loushangkhong Makha Leikai in Imphal East district from Loushangkhong Makha Leikai on September 23 at around 4.30 early morning.
On verification, the cadre stated that he had joined the party in the year 2007 through one Premjit of Seijang and was trained at Tanal (Burma) under army number 1069 holding the rank of S/S L/Corporal and is presently working under S/S Corporal Mahesh of KYKL organisation , said the press release of Superintendent of Police, Imphal East district.
In a separate incident, a combined team of Thoubal commandos and 15 Assam Rifles have arrested a cadre of KCP (Noyon) after conducting a search operation at Tanjeng area on September 23 at around 9.45 morning.
The apprehendee has been identified as Altaf Khan @ Abo (23) s/o Rafiuddin of Lilong Turel Ahanbi Dam.
Police recovered one 9mm pistol, five rounds of 9mm ammunition, one demand letter of KCP (Noyon) signed by one S/S Finance Secretary, Tomthil Meetei, one Aircel and Reliance Sim Card from the cadre.
On questioning, the cadre revealed that he was an active member of KCP (Noyon) and was involved in the blast at NRL Pump, Thoubal Haokha at around 7.45 pm on June 5 last, said the press release of the Superintencent of Police, Thoubal district.

A Case was registered U/s 7 & 13 (2) r/w 13(1)(d) of PC Act, 1988 against Branch Manager, Bank of India, Nemawar Branch, Dist-Dewas (MP) on a complaint. It was alleged that the accused had demanded a bribe of Rs. 70,000/- for sanctioning three KCC loans and out of which Rs.44,000/- has already obtained from the complainant. The Branch Manager further demanded remaining bribe amount of Rs.26,000/- as a motive for the KCC loan earlier sanctioned to the complainant, his father and uncle. The bribe amount of Rs.26,000/- was reduced by Branch Manager to Rs.10,000/- as the complainant expressed his inability to arrange Rs.26,000/-.

These drug smugglers are really foolish that they cannot know the contraband items brought into the state will be seized upon entering Manipur. There are informers, who are well paid by security agencies for supplying information regarding the movement of contraband items. Even the suppliers could have turned approver the moment truck departs their shop. By feeding information of the contraband items buried among the bags of cement or in the gas cylinder these informers or suppliers had got benefit in the same manner a stone killing two birds. One from the buyer and another for feeding information. Huge amount of money is wasted in doing illegal business. Whatever income that one makes from doing illegal business will flow down the drain. Because the habit will not desist you from doing the illegal business again and again and the hefty income associated with the business will embolden you to go for it again but the moment you are caught everything will be ruined and the society will ostracise you. Instances are not lacking too many Manipuri drug smugglers are languishing in the jails of different parts of the country. These smugglers moved together with ganja or heroin no. 4, so they were caught and put behind bar. Heroin and ganja are cheap here but costly outside the state. When Manipur hosted National Games in the past those from Maharastra engaged for kitchen running for preparation of vegetables and peeling off onion and garlic returned with huge bundles of ganja. They said a kg of ganja worth Rs 200 in Manipur can fetch Rs 2000 in their state. They smoked ganja fearlessly in the bus which was carrying them back to Guwahati. When reminded consumption of ganja at public place and carrying of the same item in public transport vehicle is banned, they indicated surprise. They then concealed their items. But it was National Games and there were no frisking operation anywhere all along the entire stretch of the national highway from Imphal to Guwahati. Even Nagaland set free all the buses with the banner national games. Similarly there is heavy demand for drugs in Manipur as it is odourless and youngsters take it as a fashion. It cannot be detected by parents and elders. The detection comes only when the users speak incoherently and cheeks are sunken. That will be too late. Therefore appeal is made to the smugglers not to indulge in such type of business of selling contraband drugs on the soil of Manipur. Drugs threaten to wipe out a generation. If you are enemy of the land, that is a different thing. But these smugglers are sons of the soil. Drug smuggling has been taken up in Manipur as a lucrative business. Amazingly it happens in Manipur the kingpin always escapes scot free without getting punishment. Therefore all out efforts should be made to establish the link between the owner and the seized banned items. The shop or the manufacturing companies might be having the address of the person, who ordered for delivery of the items. If they do not cooperate with the investigation agency legal action can be taken against the supplier for these drugs are used for a different purpose. It is no longer used as pharmaceutical items. Hence the call for intensification of the drive against drug smugglers.

The Ministry of Human Resource Development along with All India Council for Technical Education (AICTE) and Confederation of Indian Industry (CII) has organized a two-day conference.
The conference is to stimulate discussion between Industry Players and Ministries on setting up of Theme based innovation institutes which would do research and development in its area of specialization, enter into a twining and collaborative programme with other universities/institutes/research organizations.
These institutes should be different from regular degree providing institutes and should admit trained people across discipline to do research and innovation leading to the award of Ph.D degree in specific sectors.
These institutes will be fully autonomous, independent and will focus entirely on research and innovation. Respective Ministries will only play the role of facilitators and the industry partner shall set up the institutes and run them.
In the two day conference there will be 8 sessions with the participating ministries and associated industries from Communications & Information Technology, Information and Broadcasting, Heavy Industry and Public Enterprises, Textiles, Petroleum & Natural Gas, New Renewable Energy, Housing & Urban Poverty Alleviation, Road Transport & Highways, Urban Development, Water Resources, Mines, Coal, Environment & Forests, Tourism, Finance, Health & Family Welfare, Chemicals & Fertilizers, Agriculture and Food Processing Industries.

MNS:- The two-day ‘National Conference on Agriculture For Rabi Campaign 2012’ begun here today with the call to maximise rabi production by making the best use of available soil moisture. The Centre has advised States to go for early sowing of rabi crops, especially in rainfed areas; this will help in using the moisture available in the soil due to wide-spread rains in August and September.
Inaugurating the Conference, Agriculture and Food Processing Industries Minister, Shri Sharad Pawar expressed the hope that with concerted efforts, it would be possible to compensate for the production loss suffered in kharif due to erratic rainfall. “The foodgrain target for 2012-13 is 249.52 million tonnes. There is no reason why we can’t achieve it,” he said.
The Agriculture Minister said that this rabi will set the tone for the 12th Plan. It will be possible to achieve the target of 4 % growth in agriculture production during the 12th Plan, he said. Elaborating further, the Ministers said that various schemes under the Agriculture Ministry will be merged for their effective implementation. The experience gained in the recent years in implementing major schemes such as RKVY, NFSM and the National Horticulture Mission will be used to make these schemes more productive, he said.
The Minister also called upon officers from different States and agricultural scientists to identify success stories in different aspects of agriculture. These can then be spread so that farmers benefit by replicating these.
The Conference will come out with a detailed strategy for the coming rabi season. The Indian Council for Agriculture Research (ICAR) has come out with crop and area-specific recommendations for wheat and other winter crops. These include use of high-yielding varieties, disease control and improved agronomic practices. These will also be discussed during the Conference. Special attention will be paid to maximising production of oilseeds and pulses. Besides general discussion, a separate session will be held with 8 States specifically on these crops. The States are: Madhya Pradesh, West Bengal, Mizoram, Uttarakhand, Jharkhand, Himachal Pradesh, Meghalaya and Delhi.
Two other areas have been identified for focussed discussion: proper use of pesticides, and taking knowledge and technology to the farmer’s field. The Conference is being attended by senior officers of state agriculture departments, experts and representatives of the concerned ministries, and scientists from ICAR, other research institutes and crop directorates.
MOSs, Shri Harish Rawat and Dr. Charan Das Mahant also addressed the Conference.

Hamid Ansari has said that the Aligarh fraternity – students, teachers and well wishers – need to prepare for the future, to march in step with fellow citizens, to contribute in adequate measure to public good and to benefit from it fairly. Addressing at the inauguration function of the “Professor K.A. Nizami Centre for Quranic Studies, Aligarh Muslim University, Aligarh” today, he has said that the emphasis needs to be on what comes by right, rather than through concessions and largesse.
`Following is the text of Vice President’s inaugural address :
An Aligarhian needs no excuse to return to the AMU campus to revive memories, recollect moments of joy, introspect on all may have transpired then or since. To someone as old as I am, a less pleasant aspect is the thought of those who are no longer with us.
My visit today, nevertheless, is occasion specific. It is to formally inaugurate the Centre for Qur’an Studies, established in memory of the late Professor Khaliq Ahmad Nizami sahib. I do hope that in the years to come the Centre would contribute significantly to Qur’an studies and become a locus for institutional links with similar centres elsewhere in the world.
The occasion also brings to mind two aspects of the Aligarh Muslim University that need to be recalled. It is, in the first place, a university or a place of higher learning in the fullest meaning of the term. It has, secondly, a specific association with the study of the civilisation of Islam.
Neither is possible without acquisition of knowledge. It also demands quality in the world of today wherein standards are perforce global.
This, then, is the challenge. The Aligarh fraternity – students, teachers and well wishers – need to prepare for the future, to march in step with fellow citizens, to contribute in adequate measure to public good and to benefit from it fairly. The emphasis needs to be on what comes by right, rather than through concessions and largesse.
Our gratitude to Sir Syed is often a ritualistic exercise. Some, but not many, remember the three distinct yet interconnected aspects of his work. He established an institution of modern education, he initiated a scientific society to help educate his compatriots into the achievements of modern sciences, and he called for a deepening of the understanding of faith in the context of our times.
Each required hard work, an open mind and the attainment of excellence. Aligarh contributed to it in good measure but could have done more.
When we introspect, we need to be candid. Did we slacken in our quest for quality? Have we kept pace with the changing requirements, nationally and internationally?
Some years back when I had the honour of heading this great institution, a casual conversation took place with a group of students who had come out of the University mosque after the Friday prayers. There are three things, I said, done by anyone coming for prayers: wuzu, waqt ki pabandi, and saf main khare hona – in other words, cleanliness, punctuality and discipline. I enquired why these practices were not observed in daily life outside the mosque.
The answers, I am sorry to say, were evasive. All of us need to think about this dichotomy and its implications for the work we undertake in this institution. Do we measure up to the required standards in terms of inputs and outputs? How can we improve our performance?
Our task today is to give a practical shape to the ideals and aspirations expressed in the Tarana sung by us here and in all corners of the world.

MNS:- The Conference on “Sign Bilingualism is a Human Right” organized by the National Association of the Deaf (NAD) as a part of International Week of the Deaf as announced by the World Federation of the Deaf was organized here today. Appreciating the initiative of National Association of the Deaf the Minister for Social Justice & Empowerment, Shri Mukul Wasnik said, “conferences like this are very important to bring in innovative ideas to support the inclusion of persons with hearing impairment in the society so that they enjoy equal rights in all aspects of life. I am sure that this conference will certainly provide us an opportunity to understand the Sign Bilingualism in a right perspective and provide solutions to challenges which are being faced by the persons with hearing impairment.
In India, as per 2001 census, the population with hearing impairment was over 12 Lakhs and as per 58th round of NSSO the hearing impaired population was over 30 Lakhs. The number is likely to go up as per Census 2011. A significant number of deaf persons essentially depend on Sign Language for communication. Even though it is in use for over hundred years, the efforts to understand and study the Sign Language have been limited.
Deaf people principally depend on sign language for understanding the concepts; this is same for the students too. But, the quality of education given to our deaf children has been poor because of the limited number of teachers available in sign language. And also our society has yet to understand the cultural and linguistic needs of the deaf community. It has been seen that deaf children learn best in sign language. A sign bilingual child is the one who uses two or more languages in their daily life, at least one of which is a sign language. Sign bilingualism is based on the idea that, deaf children can potentially easily acquire sign language and may have difficulty in accessing spoken language, they should be given the opportunity to develop sign language. This gives them a foundation of having a full command of one language. This foundation helps learn another language better. While working towards the same goals as spoken language based approaches, sign bilingualism recognizes the need for a different classroom practice, using different means to achieve the same ends. A sign bilingual approach encourages the involvement of deaf as well as hearing people, and recognition of the culture of Deaf people. Bilingual education has shown good results with increased literacy level and supports learning and communication environment of a deaf child.
For the deaf people, barriers to access lie more in lack of accessible information, whether this information comes through direct interaction with other people, who do not use sign language or from other sources like the mass media, documents and so forth. The Sign bilingual education makes the accessibility for deaf people a reality. Without accessibility, deaf people will be isolated. Thus, the full enjoyment of rights for deaf people is possible only with the recognition and development of sign language. It is the natural language for them and they learn sign language easily.
Armed with sign language, they feel empowered and are used for communication, learning and eventually getting a wage employment. By this we will be able to achieve the fundamental human right of everyone including the deaf people that is life with dignity. This will eventually enable them to exercise civil, political, social, economic and cultural rights on an equal basis with everyone else.
For this is to become a reality we need to produce quality sign language teachers. It is not enough to have enough teachers; we have to have sign language interpreters as well. Without the interpreters, it will become impossible for the sign language dependent persons to access public services such as education, health, telecommunications, information/media, transport, etc. Therefore, there is need for trained sign language interpreters who are currently in limited number. I am told that there is need for about 9000 interpreters in the country; while there are only about 30 RCI certified sign language Interpreters available. It is with this concern in mind that the Ministry has set up Indian Sign Language Research and Training Centre as an autonomous institution under IGNOU, New Delhi. The centre is the realization of the long cherished dream of the deaf community in India. It is an exclusive education project for teaching, learning, training and capacity building for the vast deaf population. I am confident that Indian Sign Language Research and Training Centre would change this scenario for the better in coming years.
As you know, the government has taken various measures to protect the rights of Persons with Disabilities. In a bid to provide inclusive education and to end discrimination against children with disabilities, the Government through its legislation, the Right to Education Act, has ensured the right to education to every child, irrespective of its class, sex, religion, disability or otherwise. Sarva Siksha Abhiyan(SSA) which is a vehicle for this purpose, ensures support to children with disabilities through the resource teachers, teacher aides and home based education. In some states Home Based Education (HBE) which prepares the child for the inclusive school is also provided. Persons with Disabilities Act, 1995 look into the various types of disabilities and their empowerment. We are in the process of harmonizing the act with the UNCRPD. I am glad to share with you that we have created a new Department of Disability Affairs under our Ministry. With the setting up of a new Department, exclusively for disability issues, we now hope to focus in better manner on the issues concerning with disabilities. We also have seven National Institutes looking after different disabilities and they are being developed as Centre’s of Excellence. We are also working on the National Institute for Universal Design. Through ADIP scheme we provide assistance to purchase aids and appliances. DDRS and DDRC schemes look in to the overall development of the PwDs. We plan to introduce Rajiv Gandhi Fellowship Scheme for students with disabilities pursuing M Phil and PhD, which we hope to start soon. And we support the NGOs who are working for the empowerment of the PwDs.
Though we have taken several measures, still we have a long way to go in reaching each and every person with disability and empowering them. To reach the unreached we all have to put our hands together and work for their betterment. I urge our country men and the organizations such as National Association for the Deaf to put all out efforts in realizing an inclusive society. Over the years, the NAD has made every effort to ensure that all deaf people in the country have access to the advice, opportunities and support, which will enable them to exercise their right to be full and active members of society. The need is unquestionable as we have to reach out to hundreds of thousands of deaf people and the government recognizes to accelerate and expand this work and make even more significant and lasting difference in the lives of deaf people throughout the country. I appreciate the efforts being made by NAD in organizing this conference on sign bilingualism.

Electricity is one of the prime requirements for any country to develop. Without it, infrastructural bottlenecks accentuate, causing hurdles in growth across the board. Industries, Agriculture, services and in fact every walk of life need electricity to move forward. With this in view, India has been making all efforts to generate as much electricity as possible from different sources. These include Hydro, thermal, nuclear and even non conventional sources like solar and wind energy.
The country is facing acute power shortage and its per capita consumption is one of the lowest. 75 % of the electricity is generated by burning coal and natural gas. If we continue to bank on our coal reserves so heavily these are estimated to last just for another 40 years. Besides, burning of coal raises environmental issues which should be avoided to the extent we can. Twin challenges of power and clean environment have to be met squarely.
It is in this backdrop that the government of India has made energy generation through non-conventional sources one of its top priorities. Creation of a separate Ministry of new and renewable energy is a testimony to this effort. Because of these efforts generation from renewable sources of energy has trebled since 2005 from 5 to 15 GW. By 2022 it should reach 40 GW. According to an estimate, Potential of power generation through renewable sources of energy in the country is 150 GW. A lot more needs to be done therefore.
As of now, electricity generation from renewable sources of energy is only 3.5%. It is likely to increase to 10% by 2022.
Jawaharlal Nehru National Solar Mission, launched on the 11th January, 2010 by the Prime Minister Dr. Manmohan Singh is a major initiative in the field of giving a boost to utilisation of non-conventional sources of energy. The Mission has set the ambitious target of deploying 20,000 MW of grid connected solar power by 2022 . It is aimed at reducing the cost of solar power generation in the country through long term policy; large scale deployment goals; aggressive R&D; and domestic production of critical raw materials, components and products. The Mission will create an enabling policy framework to achieve this objective and make India a global leader in solar energy.The 11th Five Year Plan witnessed an impressive progress in research and development and deployment in renewable energy sector. Ministry of new and renewable energy has sponsored 169 R&D projects in the area of solar energy, bio-energy and hydrogen and fuel cells with a total outlay of about Rs.525 crore. Renewables contributed to nearly 14,660 MW power during the 11th Plan and they will become more important in future.
The Ministry is providing subsidy of 30% of the benchmark cost of the solar photovoltaic (SPV) systems. It is also providing subsidy for installing solar lanterns, home lights and small capacity PV plants through NABARD, Regional Rural Banks and other Commercial Banks. Banks also extend credit facility to the beneficiaries at usual commercial rates to meet the rest of the cost. Upto 31st March, 2012 over nine lakh five thousand solar lanterns, eight lakh sixty two thousand solar home lights and about eight thousand solar water pumping systems have been installed in the country. During 2011-12, the Ministry sanctioned a project for installation of standalone SPV power plants aggregating to 8740 kWp capacity in 4115 schools and 9 examination centers. During the current financial year, a project for installation of 560 SPV water pumping systems in six districts of Bihar has been sanctioned. A Plan has also been prepared for increased exploitation of various renewable energy sources in the country during the 12th Plan .
The 12th Plan proposals envisage 29,800 MW grid-interactive and 3267 MW off-grid power generation capacity addition from various renewable energy sources and deployment of 7 lakh biogas plants, 35 lakh cook stoves, 8.5 lakh solar cookers and 80.5 lakh solar thermal energy systems in the country . Twenty million solar lighting systems and 20 million sq. solar thermal collector area is envisaged by 2022.
Efforts are also on to promote wind power through private sector investment by providing fiscal and promotional incentives such as concessional import duty on certain components of wind electric generators and excise duty exemption to manufacturers. 10 years tax holiday on income generated from wind power projects is also available.
Besides, loans for installing windmills are available from Indian Renewable Energy Development Agency (IREDA) and other Financial Institutions. Technical support is provided by the Centre for Wind Energy Technology (C-WET), Chennai. The Government had announced a Generation Based Incentive (GBI) during 11th Plan period.
Efforts are being made to continue the GBI scheme in 12th Plan.National Tariff Policy was amended mandating State discoms to have a solar RPO of 0.25% by 2013 reaching 3% by 2022. The Government has already implemented a scheme to procure 1000 MW of solar power and supplying it to State discoms after bundling with equivalent capacity of thermal power.
Even generation of power from garbage and municipal solid waste is also being given due attention. The 16 megawatt project installed at Okhla in New Delhi is the only such project in operation in the country. The project, commissioned in May this year, has so far generated about 24 million units (kWh) of electricity. Projects on energy from municipal solid wastes (MSW) are being taken up by the Municipal Corporations in public private partnership mode by tying up with selected private companies.
The need to tap new and renewable sources of energy to meet energy requirements of the country and protect the environment from greenhouse gases can hardly be overemphasised. Fortunately, there is abundance of solar energy available in most parts of the country. Ladakh, for instance has bright sunshine for 300 out of 360 days a year. No wonder it is one of the focus areas of the ministry in exploiting solar energy. What matters is to tap it for electricity generation or for other useful purposes. To make it affordable and cost effective, sincere efforts have to be made and suitable policies formulated. A total of around 1000 MW capacity solar power plants have been installed in the country in last two years and if this trend continues, the country will indeed achieve the target of 20000 MW by 2022. Alongside, due attention has to be paid to provide quality product and service to develop confidence among the users. PIB Features
