The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) aims at correcting the imbalances in the availability of affordable healthcare facilities in the different parts of the country in general, and augmenting facilities for quality medical education in the under-served States in particular. The scheme was approved in March 2006.
The first phase in the PMSSY has two components – setting up of six institutions in the line of AIIMS; and upgradation of 13 existing Government medical college institutions.
It has been decided to set up 6 AIIMS-like institutions, one each in the States of Bihar (Patna), Chattisgarh (Raipur), Madhya Pradesh (Bhopal), Orissa (Bhubaneswar), Rajasthan (Jodhpur) and Uttaranchal (Rishikesh) at an estimated cost of Rs 840 crores per institution. These States have been identified on the basis of various socio-economic indicators like human development index, literacy rate, population below poverty line and per capital income and health indicators like population to bed ratio, prevalence rate of serious communicable diseases, infant mortality rate etc. Each institution will have a 960 bedded hospital (500 beds for the medical college hospital; 300 beds for Speciality/Super Speciality; 100 beds for ICU/Accident trauma; 30 beds for Physical Medicine & Rehabilitation and 30 beds for Ayush) intended to provide healthcare facilities in 42 Speciality/Super-Speciality disciplines. Medical College will have 100 UG intake besides facilities for imparting PG/doctoral courses in various disciplines, largely based on Medical Council of India (MCI) norms and also nursing college conforming to Nursing Council norms.
In addition to this, 13 existing medical institutions spread over 10 States will also be upgraded, with an outlay of Rs. 120 crores (Rs. 100 crores from Central Government and Rs. 20 crores from State Government) for each institution.
These institutions are Government Medical College, Jammu, Jammu & Kashmir, Government Medical College, Srinagar, Jammu & Kashmir, Kolkatta Medical College, Kolkatta, West Bengal, Sanjay Gandhi Post Graduate Institute of Medical Sciences, Lucknow, Uttar Pradesh, Institute of Medical Sciences, BHU, Varanasi, Uttar Pardesh, Nizam Institute of Medical Sciences, Hyderabad, Andhra Pradesh, Sri Venkateshwara Institute of Medical Sciences, Tirupati, Andhra Pradesh, Government. Medical College, Salem, Tamil Nadu, B.J. Medical College, Ahmedabad, Gujarat, Bangalore Medical College, Bangalore, Karnataka, Government Medical College, Thiruvananthapuram, Kerala, Rajendra Institute of Medical Sciences (RIMS), Ranchi and Grants Medical College & Sir J.J. Group of Hospitals, Mumbai, Maharashtra.
In the second phase of PMSSY, the Government has approved the setting up of two more AIIMS-like institutions, one each in the States of West Bengal and Uttar Pradesh and upgradation of six medical college institutions namely Government Medical College, Amritsar, Punjab; Government Medical College, Tanda, Himachal Pradesh; Government Medical College, Madurai, Tamil Nadu; Government Medical College, Nagpur, Maharashtra, Jawaharlal Nehru Medical College of Aligarh Muslim University, Aligarh and Pt. B.D. Sharma Postgraduate Institute of Medical Sciences, Rohtak.
The estimated cost for each AIIMS-like institution is Rs. 823 crore. For upgradation of medical college institutions, Central Government will contribute Rs. 125 crore each.
In the third phase of PMSSY, it is proposed to upgrade the following existing medical college institutions namely Government Medical College, Jhansi, Uttar Pradesh; Government Medical College, Rewa, Madhya Pradesh; Government Medical College, Gorakhpur, Uttar Pradesh; Government Medical College, Dharbanga, Bihar; Government Medical College, Kozhikode, Kerala; Vijaynagar Institute of Medical Sciences, Bellary, Karnataka and Government Medical College, Muzaffarpur, Bihar.
The project cost for upgradation of each medical college institution has been estimated at Rs. 150 crores per institution, out of which Central Government will contribute Rs. 125 crores and the remaining Rs. 25 crore will be borne by the respective State Governments.
It is hoped that consequent to the successful implementation of PMSSY, better and affordable healthcare facilities will be easily accessible to one and all in the country.

Withdrawal of support to the UPA Government at the centre by the Trinamol Congress is untimed therefore it is called a wrong step. It came at a time when there is global economic crisis and recession in the European nations. Moreover our country faced drought like situation this year. Farmers are putting their hands on head not knowing which seeds to be sown on the perched paddy field. If election is thrown to the country at such moment the blame will lie with the Trinamol Congress, which acted in a very irresponsible manner without considering disastrous consequence that may entail. In the name of fighting for the poor masses it will make the country poorer by throwing election without completing the full term. Whimsical nature and childish thoughts of the leadership of the party are reflected in withdrawing the support. It is said; Trinamol Congress held three hour long meeting before announcing the withdrawal of support. Such decision could have been taken without holding any kind of meeting. Because nobody in Trinamol Congress would be able to raise finger against Mamta Bannerjee. And withdrawal of support was purely her design, which she frequently uses as pressure tactics. She had in the past issued similar threat of withdrawing support. She is playing with people’s mandate. Her faulty step will invite the curse of the people and that will be known when the elections are held. She kept the Government on tenterhook as she attempted to propel her image. Congress party committed a mistake in taking her party as a partner. She was a liability to the UPA. In future even if Congress need outside support to form Government it should not think of going together with Trinamol Congress. There is a huge gulf difference between the situation prevailing then and now. Now there is no surety that TC will sweep Bengal when elections are held. There is Left Party, which is roaring to bounce back and the people in the state are gradually feeling alienation by the Trinamol Government. During its one year rule too many controversies had been created that include suppression of human rights. The other political parties supporting UPA understand the futility of advancing the Lok Sabha elections. No matter whether TC is in UPA or not the Government will not collapse. The situation facing the country does not warrant early poll. Moreover no party will be able to improve their strength in the event of early poll. If election is held now Congress as usual will lead to be followed by BJP in the second position. Then what may come will be the same formulae of alliance. Because secular based political parties will suffer rejection by voters in the event of going together with BJP. That had been proved by Telegu Desam, which faced natural death in Andhra Pradesh after going together with BJP. Just spare a few minutes thought on the matter as important as making India’s economy vibrant by taking measures that could act as impetus in the making of a powerful nation. But Mamta’s party went towards a different direction to land at cross road not knowing where to go. She will lose.

IMPHAL, Sep 19 MNS NNN: Two suspected militants were killed in a reported encounter with troops of 10th Assam Rifles near Don Bosco School, Phayeng under Lamshang Police Station in Imphal West district in the wee hours of Wednesday.
Reports said troops of 10th Assam Rifles who were on a routine patrol engaged in a fierce gun battle with an unspecified number of heavily armed militants along a road which connects the village of Abalok close to Don Bosco School located at Phayeng around 3 am, killing the two militants. The other militants fled the scene taking advantage of the darkness, said the police.
The police said personnel of 10th Assam Rifles stationed at Singda had been vigilant in view of the just ended Panchayat polls in Manipur when militants targeted private residences of candidates by throwing hand grenades.
One AK-47 rifle, 24 live rounds and one pistol were recovered from the two slain militants, while another IED and two Chinese hand grenades were further found inside two bags brought by them at the spot.
The bodies, whose identities are yet to be established, have been brought at the mortuary of Regional Institute of Medical Sciences (RIMS), Imphal pending post mortem.
A PIB(DW) press hand out said on receipt of reliable information about movement of insurgents in the area of Don Bosco Near Singda on 18/19 September 2012, troops of Red Shield Division launched an operation in the area of Don Bosco. At about 0300h the security forces located them and immediately challenged them to stop but they were fired upon by the armed cadres. The SF team retaliated and eliminated two armed persons while others managed to flee taking advantage of the darkness. During search of the body of the two persons, one AK-47 rifle, 24 live rounds of AK-47, one 32mm Pistol, three live rounds of 32mm Pistol, explosives approx 3 kg and two Chinese hand grenades were recovered. It was also revealed that the UGs were involved in the recent IED blasts that took place in Manipur in the first half of September 2012 and were planning to plant more IEDs to target the security forces. Police from Lamsang police Station took over the body and other recovered articles for further action.
Meanwhile, a powerful hand grenade was found planted at the residence of an employee of Manipur Secretariat on Wednesday morning.The bomb was found in the gate of the residence of one Heiningshubam Chaoba, 48, a driver at Manipur Secretariat hailing from Khagempali Pangkha Ningom Leirak, in Imphal West district.A team of bomb experts from Manipur police rushed to the site and retrieved the bomb which was later defused it elsewhere at Canchipur in the afternoon, police said. No group has so far claimed responsibility for the bomb threat.

New Delhi, Sep 19: UPA government and Trinamool Congress have showed no signs of going back on their stands after Mamata Banerjee yesterday announced her decision to withdraw support to the Congress-led coalition..
Trinamool, the second largest constituent of UPA with 19 MPs, wants the government to totally withdraw the decision to allow FDI in retail, slash the Rs 5 hike in diesel by Rs 3 or Rs 4 and raise the cap on supply of subsidized LPG to 24 cylinders a year.
Congress will be 19 short of majority in Lok Sabha, but with the support of outside allies like SP, BSP, JD (S) and RJD it still has the backing of over 300 MPs in a House of 545.
The Congress has virtually written off her differences as irreconcilable and is trying to consolidate the support of other key partners to ward off mid-term elections.
The ruling coalition or UPA is in a minority without Ms Banerjee and the 19 Lok Sabha MPs of her Trinamool Congress, who quit the alliance last night to protest against decisions on fuel subsidies and allowing the arrival of foreign mega-chains like Wal-Mart to set up shop in India. Sources say that on Friday, when Ms Banerjee’s six ministers are scheduled to meet the Prime Minister to resign, he may make a last attempt to convince them of the need for big-ticket reforms, but neither side expects a rapprochement. “The government is not in danger…whenever we have taken decisions, we have managed the numbers,” said senior minister Ambika Soni.
Mamta Banerjee said she informed Sonia Gandhi on September 14 last about inability to support the decisions, but no attention was paid to it. She also said there was no communication on the part of theCentre with her after the announcement of Trinamool’s pulling out of the UPA.
She said her party is not against reforms, but it should be pro-people and not against the common masses. She however opposed the strike call given by the NDA, the Left Front .

SHILLONG, Sept 19 NNN: Civil society organisations in Meghalaya are in full swing to prevent the influx of migrants in the state.
On Wednesday, various civil organisations asked the Khasi Hills Autonomous District Council (KHADC) to strengthen its “enforcements” and “traditional institutions” within its jurisdiction to help in tackling and controlling the problem of increased influx in the state.
A delegation of the KSU, FKJGP, CSWO, HNYF, KWADA, SSSS, RBYF today met the KHADC Chief Executive Member (CEM) PN Syiem to discuss on the issue.
“We have asked the council’s authority to take immediate steps by strengthening the enforcements of different departments to prevent from rampant issuing of trading licenses and labour licenses to non-indigenous people with doubtful credentials,” FKJGP president Jo Marwein told reporters after the meeting in Shillong.
According to him, most of the time, the KHADC has issued the labour license and trading license without verifying the documents of the non-tribal applicants.
He said, “We have also requested the CEM to issue direction to all the heads of the traditional institutions to stop rampant issuing of no objection certificates and given residential certificates without verification.”
Stating that State government is trying its best to strengthen the different mechanisms towards the problem, Marwein said, “The district council is also equally responsible in the task of tackling the influx problem.”
Meanwhile, the CEM assured the delegation that necessary steps would be taken up as far as the strengthening of enforcements are concerned.
He also informed that the KHADC would soon issue directions to the different Dorbar Shnongs to submit the list of non-indigenous people registered in their respective jurisdiction.
Border dispute
In connection with the Assam-Mizoram boundary dispute, Mizoram People’s Convention (MPC) president Lalhmangaiha Sailo said the dispute can be settled by constituting a coundary commission that will hold negotiation with the concerned higher authority.
The MPC leader said this while interacting with the media at Aizawl Press Club.
Saying that over the past years various political parties and leaders of Mizoram state had dealt with the misunderstanding between the neighbouring Assam state and Mizoram on the boundary issue, MPC president proposed that the problem on the boundary dispute could be solved by constituting a boundary commission and by way of negotiation. Lalhmangaiha Sailo added that the boundary line accepted by Mizoram is that of the one demarcated by the Mizo chiefs and the British Government in the year 1875. “However, in the passage of time, the Assam state does not accept that boundary line and therefore dispute on boundary has occurred.

Addressing media persons at the state BJP office, president, S. Shantikumar asserted that the recent government decision has given a big burden to the common people while adding that the decision to allow only 6 LPG refill to a family in a year is like murdering the common people and encouraging the black-marketeers.
Justifying its opposition on the decision for hiking the fuel price S. Shantikumar said, “The decision to allow foreign direct investment in the retail sector is certain to hurt the common people as multi-brand companies would be dictating terms and conditions on various consumer items. By making the recent decision, the darkest chapter of the Congress led UPA government under the leadership of Manmohan Singh has come ”
Expressing that such ‘anti-people policies’ of the UPA government should be protested vehemently, the party also sought supports from the public in making the movement successful.

New Delhi, Sep 19: A Notification has been published by the Ministry of Health & Family Welfare, Government of India in the Gazette of India Extraordinary, Part l, Section 1, No. 163 dated 17.7.2012 on the directions of the Punjab & Haryana High Court, Chandigarh in CWP No.1332 of 2010 – Vyakti Vikas Kender Vs. Union of India and others for regulating the manufacture/trade of correction fluid/thinner liquid, which are chemical substances generally used in offices, and other similar chemical substances. These have been reported to being widely misused by children/street children as intoxicating substance/drug by inhaling them to get stimulating effects like drugs. All State/Union Territory Governments and various Central Ministries/Departments have been requested to take immediate necessary action for enforcement of the measures contained in the said notification, by sensitizing the industries producing them and the traders/shop distributing/selling them. The measures mentioned in the said notification to be enforced include:
(i) Banning of production of bottled Correction Fluids as well as bottled Thinners, of any chemical composition, both for ink erasing purposes as well as for use as Nail Polish removers and similar other purposes for retail sale.
(ii) Banning of sale of; bottled Correction Fluids as well as bottled Thinners, of any chemical composition, both for ink erasing purposes as well as for use as Nail Polish removers and similar other purposes.
(iii) Permitting sale of Correction Fluids as well as Thinners, of any chemical composition, both for ink erasing purposes as well as for use as Nail Polish removers and similar other purposes in the form of pens or similar devices which allow limited amount of the chemicals to come out of those devices when used.
(iv) Mandatory warning should be made on the application devices (pens or otherwise) of correcting fluids/thinners regarding the effects on health on inhalation of vapor/consumption of the chemicals contained therein.

Guwahat, Sep 19: The Central Bureau of Investigation has today arrested five accused persons in a case related to violence in certain places of Assam.
The arrested five accused persons are being produced today in the court of Special Judicial Magistrate, CBI, Guwahati.CBI had registered this case on 10.8.2012 relating to the alleged lynching of four Bodo youths by a mob in Police Station Kokrajhar(Assam).
CBI had taken up investigation of seven cases including the instant one relating to recent incidents of ethnic violence in certain places of Assam on the request of the Government of Assam and further notification from Govt. of India. These cases were earlier registered by Assam Police.
Further investigation in these cases is continuing to identify the other perpetrators and conspirators of the incidents of ethnic violence.

MNS:- DRDO developed, 4000 kms range Nuclear Capable Ballistic Missile AGNI-IV, was successfully flight tested from Wheeler’s Island in Odisha today. This long range missile propelled by composite rocket motor technology, was tested for its full capability. The Agni-IV, launched from the road mobile launcher, reached the pre-defined target in about 20 minutes. The missile equipped with state of the art Avionics, 5th generation On Board Computer and with distributed architecture has the latest features to correct and guide for inflight disturbances. The most accurate Ring Laser Gyro based Inertial Navigation System (RINS) and supported by highly reliable redundant Micro Navigation System (MINGS), ensured the missile reach the target within two digit accuracy. The re-entry heat shield withstood temperatures of more than 3000 degree centigrade and made sure the avionics function normally with inside temperature less than 50 degree centigrade.
All Electro-Optical Tracking systems (EOTS), Radars located all along the coast have tracked and monitored all the parameters throughout the flight. Two ships located near the target point tracked the missile and witnessed the final event.
Dr. Vijay Kumar Saraswat, SA to RM, Secretary Dept of Defence R&D and DG DRDO, Shri Avinash Chander, Programme Director AGNI, DS & CC R&D (MSS) reviewed the total launch activities and guided the team. Smt Tessy Thomas, Project Director AGNI-IV led the team of scientists during the operation. Dr S.K. Chaudhuri, Director RCI, Shri A.K. Chakrabarti, Director DRDL, Dr V.G. Sekaran, Director ASL, Shri MVKV Prasad, Director ITR witnessed the launch.
Defence Minister Shri AK Antony congratulated all scientists of DRDO for the successful flight test of AGNI-IV.
