MNS:- Recognizing the popularity of the Indian Systems of Medicine in other countries, the Department of AYUSH under the Ministry of Health & Family Welfare has re-defined its strategy for International Co-operation. Several steps have been taken by the Department in this regard recently.
However, there are several impediments in popularizing AYUSH in foreign countries. These are – absence of regulatory provisions, lack of authentic knowledge about AYUSH systems and doubts about the safety of ASU drugs.
To remove these impediments, in addition to taking part as in seminars and conferences abroad, the Department is now engaging with other countries in a more structured and concrete manner by entering into MoUs for cooperation in Traditional Medicine as well as for setting up of Academic Chairs in educational institutions abroad.
Thus as compared to the previous years where only one MoU had been signed with China in 2008, MoUs on Traditional Medicines have been entered into with Malaysia and Trinidad & Tobago in the recent past. MoU with Nepal is currently under Government’s consideration. Furthermore, MoU with Serbia is also in the pipeline. Academic Chairs have been already set up in South Africa. In addition to this, Chairs are being set up in Germany and Trinidad & Tobago. Chairs will also be set up in Nepal and Srilanka after the MoUs have been signed.

The candidature of these candidates is PROVISIONAL subject to their being found eligible in all respects. The candidates would be required to produce the original certificates in support of their claims relating to age, educational qualifications, community, physical disability etc. at the time of the Personality Test. They are, therefore, advised to keep the said certificates ready.
In accordance with the Rules of examination all these candidates are required to fill up the Detailed Application Forms (DAF) which is available on the Commission`s Website http://www.upsc.gov.in. All the qualified candidates are required to fill up the Detailed Application Form (DAF) and submit the same ON LINE. The Detailed Application Form (DAF) will be available on the website of the Commission till 05.10.2012. Important instructions regarding filling up of the Detailed Application Form (DAF) and submitting the same ONLINE to the Commission are also available on the website. The candidates who have been declared successful have to first get themselves registered on the relevant page of the website before filling up the ONLINE Detailed Application Form. The qualified candidates are further advised to refer to the Rules of the Combined Medical Services Examination, 2012, published in the Gazette of India, dated 24.03.2012, which is also available on the Website of the Commission.
After submitting the Detailed Application Form (DAF) duly filled in ONLINE, the candidates are required to take out a print out of the finally submitted Detailed Application Form (DAF) separately and will have to send the printed copy of the Detailed Application Form (DAF) duly signed by the candidate along with all relevant documents to the Under Secretary (CMS), Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069, so as to reach the Commission`s Office latest by 10.10.2012. The envelope containing the print out of the Detailed Application Form (DAF) submitted ONLINE should be superscribed “Detailed Application Form (DAF) for Combined Medical Services Examination, 2012”. It can also be delivered at UPSC by hand till 10.10.2012 (5.00 PM).
Interview of candidates who have qualified for the Personality Test are tentatively scheduled to commence from 29-10-2012. The exact date of interview will, however, be intimated to the candidates through Interview Letter/e-mail. Roll Number wise Interview Schedule will also be made available on Commission`s Website in due course. The candidates are advised to check their e-mail also for further information.
No request for change in the date and time of the Personality Test intimated to the candidates will be entertained under any circumstances.
“The marks-sheets of candidates, who have not qualified, will be put on the Commission`s Website within 15 days from the date of publication of the final result (after conducting Personality Test) and will remain available on the Website for a period of 60 days”.
The candidates can access the marks-sheet after keying in their Roll Numbers and Date of birth. The printed/hard copies of the marks-sheet would, however, be issued by UPSC to candidates based on specific request accompanied by a self addressed stamped envelope. Candidates desirous of obtaining printed/hard copies of the marks-sheet should make the request within thirty days of the display of the marks on the Commission`s Website, beyond which such requests would not be entertained.
The result will also be available on the U.P.S.C.`s Website http://www.upsc.gov.in.
Union Public Service Commission has a Facilitation Counter at its campus. Candidate may obtain any information/clarification regarding their examination/result on working days between 10.00 AM to 5.00 PM in person or over telephone Nos. (011)-23385271/23381125/23098543 from this counter.

IMPHAL, Sept 18: The 6th Foundation Day of Coalition Against Drugs and Alcohol (CADA) was observed here today at Lamyanba Sanglen, Palace Compound.
The function was graced by K. Sanajaoba Singh, Joint Director, Department of Social Welfare, Government of Manipur; Arambam Rabindra, president of CADA as chief guest and president respectively while R.K. Ibungosana, Superintendent, Narcotic Control Bureau and R.K. Ranendrajit, Editor of Freedom daily were the guests of honour.
Speaking on the occasion, K. Sanajaoba asserted that NGOs were helping many drug addicts to cope with their lives and to bring them to mainstream and said,
It is important that CADA volunteers are helping drug addicts advising them not to take the intoxicant substances, K. Sanajaoba added.
Drawing the importance of the issue, R.K. Ranendrajit said, “Many drug addicts in the state are of young age so there is a need of intensive awareness programmes particularly in the schools. There are people who want to joint hand to fight this menace but one has not been able to extend it fully “. President of CADA, Arambam Rabindra stated that the ill-effects of drug addiction need to be defined from the grass root level in order to prevent the menace.

Relatives did not receive the body of Takhellambam Gobind (30) Takhel Mamang Leikai as they alleged that he was killed in fake encounter.
Gobind was killed by a team of Imphal east police commandos on the approaching road to Khrasam under Lamlai PS on September 16 around nine p.m.
A sit-in- to protest the killing was held at Takhel Panthoibi Keithel Community Hall. Relatives said, Gobind who was a former cadre of an UG had surrendered to IGAR (S) and after that he had been posted at 23 AR.
One Amom Aken of Takhel Makha Leikai called him out of his house on September 16.
The protesters said, they will not receive the body till the killers are produced.

Imphal, Sep 18 : Chief Minister Okram Ibobi Singh on Sunday appealed to all to understand the role of the media in a democratic country. Ibobi who was the Chief Guest of the observation of 39th foundation day of All Manipur Working
Journalists’ Union (AMWJU) held at Press Club said if the media report something which is against the interest of the nation or press ethics the matter can be discussed and corrected.
But if people tries to force one’s opinion to be reported in the newspapers it is not acceptable.
He further said those who tried the media as their enemy are enemy of the people. People with principle will never do anything which will harm the media, he added.
He condemned the bomb attack on the residence of A Mobi, president AMWJU recently by militants. Due to threats by militants some of the journalists are provided security and newspaper houses guarded. How long will this continue he asked. Everybody has to die but nobody wants to die for a wrong purpose, he added.
To strengthen the functioning of a free media he assured to consider making Directorate of Information and Public Relations a major department. If there is land then the government may consider earmarking it as press enclave he assured.
He also assured to provide patta of the Press Club to AMWJU. He expressed displeasure over the ways files do not move up on its own to the decision makers. If individuals do not pursue then the files do not move on its own, he said.
He assured that the files related to the demands of the press do not remain confine in rooms of some officials. Kh Ratan, Minister Works who was the Guest of Honour of the function said media is people’s conscience. A Mobi, president who presided over the function highlighted the problems faced by the media fraternity.

All Zeliangrong Students Union (AZSU) of Assam, Manipur and Nagaland, Zeliangrong Youth Front (ZYF) of Assam, Manipur and Nagaland and Zeliangrong Students Union, Manipur (ZSUM) have strongly retorted to the statement of the NSCN-IM, Zeilad Region’s ‘central administrative officer’ (CAO) Mr Aduan Pamei on the recent resolutions of the recent ‘public convention’ in connection with the killing of Chunthuigai Kamei, secretary of ZSUM by cadres of NSCN-K.
Aduan Pamei who is the ‘CAO’ of the Zeilad Region NSCN-IM commented in a newspaper that the region he heads would be checking and dealing seriously to any individual, party, association, organization or group who dares to defy and disown such unanimous resolutions adopted and passed by the ‘public convention’.

IMPHAL, Sept 18: Saying that September 14, 2012 is a ‘dark day’ for all the Indians, particularly the Manipuris, the Manipur state Communist Party of India (CPI) today announced to support and enforce the 12-hour nationwide bandh being called by Left parties to protest against the UPA Government’s decision on diesel price, LPG cylinders and FDI in multi-brand retail.
The all-India strike will be enforced from 6 am till 6 pm of September 20.
The state Communist Party of India in collaboration with other seven political parties— the All India Forward Block (AIFB), CPI, JD (S), JD(U), Manipur People’s Party (MPP), National People’s Party (NPP), RSP and the Coordinating Body of Trade Unions, Manipur (CBTUM) jointly took the decision to support the general strike.
Lashing out at the UPA Government at the Centre the frequent increase of essential commodities in the country, the CPI, Manipur state secreatry Dr M Nara called the Congress-led Government a ‘shameless Government.”
Dr Nara was addressing a press conference held at the Irawat Bhawan, during which he announced the bandh.
The hike on diesel price will have an escalating impact on the people of the state where food items and other essential commodities are transporting from other states, the CPI leader insisted.
Manipur state CPI-Marxist president Sharat rubbished the UPA Government’s claim that the price hike on diesel was the effect of the increase in international crude oil price.
Terming the FDI (Foreign Direct Investment) as a ‘new name of erstwhile East India Company,’ the CPI-M leader condemned the new LPG cylinder policy of the Government.
MPP president L Umananda, who was also present at the press conference, said the proposed strike is a reasonable move and sought support of the public in enfocring it.
He said the common people, who are already reeling under high price, will bear the brunt of the of the price hike.
