The Prime Minister, Dr. Manmohan Singh, addressed the Full Planning Commission meeting in New Delhi today.
Following is the text of the Prime Minister’s opening remarks at the meeting :
“I welcome you to this meeting which has been convened to consider the draft Twelfth Five Year Plan.We ended the Eleventh Plan with some notable achievements. The economy grew at an average annual rate of 7.9 percent. This is commendable for a period which saw two global crises – one in 2008 and another in 2011.
Poverty declined twice as fast between 2004-05 and 2009-10 than it did in the previous ten years.Agriculture grew at 3.3 percent per annum in the Eleventh Plan, much faster than the 2.4 percent observed in the Tenth Plan.
These are positive features. However, we must also recognise that the Twelfth Plan is starting in a year when the world economy is experiencing difficulties and our economy has also slowed down.These short term problems present a challenge, but they should not lead us to undue pessimism about our medium term proposals.
The economy has gained many strengths. Our immediate priority must be to orchestrate a rebound in the second half of the current year. We should then try to accelerate growth to reach around 9 percent by the end of the Plan period.
This will yield a target growth rate of around 8.2 percent over the Twelfth Plan. This is lower than the 9 percent originally projected, but some downward revision is realistic given the state of the world economy.As the Plan document points out, our objective is not just growth of GDP, but growth that is inclusive and also sustainable. The Schedule Castes /Schedule Tribes, Other Backward Classes, and the minorities must all participate fully in the growth process. The Plan has many elements designed to ensure this outcome.
The most important area for immediate action is to speed up the pace of implementation of infrastructure projects. This is crucial for removing supply bottlenecks which constrain growth in other sectors. It will also boost investor sentiment to raise the overall rate of investment.The infrastructure ministries must set ambitious targets for their sectors over the Twelfth Plan. We need close to a trillion dollars of investment in infrastructure and we have to work hard to achieve this.I will personally review the performance of the infrastructure Ministries compared with targets at the end of the first six months. I hope that out of this review we can define an agenda for improved implementation.Turning to the longer term policy agenda, the Plan can be seen as consisting of three broad components.One is the set of Government programmes aimed at achieving specific sectoral objectives. The Plan contains ambitious programmes in health, education, water resource management, infrastructure development, and a number of programmes aimed at strengthening the processes of inclusiveness, most notably the Mahatma Gandhi National Rural Employment Guarantee Programme, the PMGSY, the IWDP and the National Rural Livelihoods Mission.Considerable resources are being allocated for these programmes. We need to pay much greater attention to making sure that these programmes are also delivering results on the ground, particularly for the Schedule Castes/Schedule Tribes and the weaker sections. Some of the changes in the Centrally Sponsored Schemes suggested by the Chaturvedi Committee will help to improve effectiveness.
The second component relates to macro economic balances. To achieve the target of 8.2 percent growth we need to revive investment in the economy. The investment environment is therefore critical.Our fiscal deficit is too high and is attracting adverse comment from analysts. It must be brought down over the medium term to release domestic resources for productive deployment in the economy.
Because export prospects are not very encouraging, the Plan projects a current account deficit of 2.9 per cent of GDP. This must be financed mainly through Foreign Direct Investment and Foreign Institutional Investment flows, so that reliance on external debt is contained. I believe we can attract the financing we need provided our fiscal deficit is seen to be coming under control and the growth momentum is regained.
The third key component of the Plan is the set of policies which can improve performance in individual sectors. Let me mention a few key sector priorities.
Health, education, and skill development are key sectors which enhance human capability and can contribute hugely to the objective of promoting inclusive growth. They have been given high priority in the Twelfth Plan.
Agricultural growth must be accelerated to about 4 percent.
Manufacturing must grow much faster than it has, to generate the employment growth we need.
Infrastructure development is vital. It needs a combination of public investment and Public Private Partnerships.
Energy is a difficult area where our policy needs a comprehensive review. We are energy deficient and import dependence is going up. It is vital for our energy security that we increase domestic production and also increase energy efficiency. Rational energy pricing is therefore critical. Our energy prices are out of line with world prices. The recent increase in diesel prices is an important step in the right direction.
Water is another area where problems of scarcity and the challenges of effective resource management are likely to expand in the years that lie ahead.
Urbanisation is a new challenge which we must address.
The central message of the Plan is that we can achieve our objective provided we put in place policies that will take care of our weaknesses. The Plan for the first time introduces alternative scenarios.
Scenario one is called “Strong Inclusive growth”. It presents what is possible if the policy actions outlined in the Plan are substantially implemented. One can expect a number of virtuous cycles to start operating, leading to positive results on both growth and inclusion. This is the scenario we should aim at.Scenario two is called “insufficient action”. It describes a state of partial action with weak implementation.
The virtuous cycles that reinforce growth in Scenario I, will not kick in, and growth can easily slow down to 6 to 6.5 percent. Inclusiveness will also suffer.
This is where we will end up if we make only half-hearted efforts and slip in implementation. It is my sincere hope that we do not do so.
Scenario three is called “policy logjam”. It reflects a situation where for one reason or another, most of the policies needed to achieve Scenario 1 are not taken. If this continues for any length of time, vicious cycles begin to set in and growth could easily collapse to about 5 percent per annum, with very poor outcomes on inclusion.
I urge everyone interested in the country’s future to understand fully the implications of this scenario. They will quickly come to an agreement that the people of India deserve better than this.
I believe we can make Scenario one possible. It will take courage and some risks but it should be our endeavour to ensure that it materialises. The country deserves no less.”

Imphal, Sept 14 MNS/NNN: It is raining of bombs in Manipur.
The government of India’s elite intelligence agency, Research and Analysis Wing (RAW) is not spared.
Since September 5, rarely a day has been passed off without an incident of either blast or discovery of a planted explosive.
On Friday, a BSF head constable was wounded in a bomb explosion that occured at Heirok Part-II, Tomal Makhong in Thoubal district around 4:30 pm Friday, police sources said here.
Peoples Liberation Army (PLA), an armed wing of Peoples Revolutionary Front (RPF) has claimed responsible for the blast.
The BSF head constable injured in the blast suspected to have been triggered by militants, belongs to the 116 F Coy of the boarder guarding force posted at Heirok Chingdongpok. He has been identified only as Rohtag.
He was taken to Thoubal Hospital where he received first aid. The condition of the head constable is stated to be out of danger as he suffered minor injuries in the blast.
Meanwhile, a powerful IED was found at the residential complex of 25 BRTF Commandant located at Lamphel here this morning.
The IED was first spotted by the gardener of the residential complex who in turn informed the other personnel who were on sentry duty at the gate of the residential complex. Later, Manipur police bomb experts were called in at the site who seized the bomb.
Police said the IED was very powerful and that an FIR has been registered in connection with the incident.
Goutam Sahani, the gardener of 25 BRTF Commandant Mohanlal SE (civil) told media persons that he discoverd a trash like package wrapped with a polythene bag inside the complex yesterday. He later threw out the bag outside the gate thinking it as a litter.
However, the sentries were informed about the unknown bag around 8:30 am Friday only.When opened the bag an IED was found wrapped inside it, the watchman said.
The police said the bomb was not a local made one but made by a well established company. It could have destroyed everything within a 100 metre distance. They said a defusal plan for the bomb was aborted as it was very powerful so they seized it after registering an FIR.
On Thursday, a blast had occurred at the campus of the Special Bureau office of Reasearch and Analysis Wing (RAW) at Lamphel in Imphal. no was injured the incident.

IMPHAL, Sept 14 MNS/NNN: At least three people were killed and 10 others injured after a Tata truck and a packed Maruti Gypsy collided at Maibam Lokpa Ching Mamang under Nambol Police Station, Bishnupur district of Manipur just before midday on Friday.
The injured were taken to Shija hospital, Imphal where they are now receiving treatment. Six out of the 10 who have sustained injuries in the road mishap are reported to be critical.
The victims are identified as Samina,45, wife of Noor Mohamad, a resident of kwakta in Bishnupr district but presently staying at Hatta Golapati here, Md Afzal,18, son of Md Hussain from Heibungmakhong Khelakhong, Thoubal district and Ruksana,15, daughter of Sanatomba of Hatta Golapati. Ruksana succumbed at the Shija hospital.
The mishap occurred around 11:30 am after a Tata truck and a Maruti Gypsy, both were driving in high speed, had a head-on-crash at Maiba Lok Ching Mamang, killing two passengers of the Gypsy on the spot and injuring anoher 10.
Reports said around 15 passengers were traveling in the Maruti Gypsy.
Both the vehicles were overturned by the impact of the collision and badly damaged.The truck was heading towards Bishnupur from Imphal and the Maruti Gypsy was coming towards Imphal from Kwakta when the fatal accident happened.

Imphal, Sept 14 MNS/NNN: Tension ran high at Leishangthem and Keibung areas in Thoubal district today following a mob fury over the September 9 alleged suicide case.

Six persons including a jawan of 4th IRB were injured in the confrontation.
The corpse of Maibam Milan, who was found hanging on September 9 is still at the mortuary of Jawaharlal Nehru Institute of Medical Sciences, Imphal.
It all began late morning of today with the locals started blocking road from Leishangthem to Keibung in protest against government decision to dispose off on Saturday the corpse of Maibam Milan if the family members do not claim it by Friday.
While blocking the road by the locals, a police sub-inspector (SI) while trying to deal with the protestors had reportedly used some “communal language” against the protestors. Hurt by the police sub-inspector’s attitude, the protestors confronted the police head-on. More forces rushed in to quell the growing number of protestors. Tear gas shells were used and in the process six persons including a security personnel were injured.
Minutes later, the superintendent of police and the deputy superintendent of police (DSP) rushed to the spot and assured the angry locals that action would be initiated against the sub-inspector. Following the assurance, the mob fury cooled down.
It can be noted here that on September 9, an alleged suicide committed by a boy over a love affair with a girl had caused a mob fury in a locality in Manipur’s Thoubal district the following day.
Maibam Milan, a 15-year-old boy had allegedly committed suicide by hanging himself in the middle of the night yesterday at Keibung Primary School under Thoubal district Police Station, Thoubal district of Manipur.
Maibam Milan, son of M Shyam of Leishangthem Keli Makhong, Thoubal district took the extreme step after family members along with some neighbours of his girlfriend named as Anna reportedly gave him advice not to engross in love affairs as they were very young.
The family of Milan along with hundreds of local residents of Leishangthem Keli Makhong had stormed the house of Anna showing anger and shock over the death. However, police arrived at the scene and managed to control the angry crowd.
A case was registered with the Thoubal Police Station regarding the incident.
The body is still lying at JNIMS mortuary.

Three major problems haunt Manipur Government. Of the three, power simply turns out to be the greatest problem for there is no immediate solution. The other two will be easy to tackle if the Government has will power. Roads can be constructed and existing ones can be improved by spending some money. Similarly a state like, Manipur which is water rich will not face handicap in making plans to provide drinking water to all citizens of the state. Why we say power is the greatest problem is that since the commissioning of Loktak Hydro Electric project way back in late seventies there had not been addition of a single unit to the power sector. But dependence on electricity had increased manifold. Modern lifestyle demands more electricity. It is said, Power Department spends more money than it actually earns. This reveals one stark reality; everyone without any exception wants to enjoy blissful life without returning what it owes to the giver. Even the God will be hesitant to grant boons if the receiver do not reciprocate by way of offering pujah to the God. Moreover a Government is different from the supreme God. Inculcate the habit of paying tax for the electricity used. Similarly those who receive drinking water supplied by PHED through tap should also pay tax. One wonders, who pays tax for water in Manipur. In our Leikai only one or two families pay tax for water. If you think the size of pipe running in your Leikai is too small, it is time one begins self introspection, the number of legal consumers in your Leikai might be too small. The Government might be having in its record only two or three families as legal consumers the rest are illegal consumers. The size of the pipe is inter-related with the number of legal consumers. For 100 legal consumers, who pay tax regularly the water pipe running in a Leikai has to be of one feet diameter. Therefore to get better water supply and uninterrupted power supply let us start clearing the bill in time. Like other consumable items that we buy from the market electricity is also bought from the neighbouring states. It is sold and available abundantly. But our problem is we do not have money for buying it. The addition of prepaid system at the business centres is doing a good job in saving energy. Consumers for fear of losing more money on power has started switching off unnecessarily installed bulbs. A good culture. Good things have been done at the areas where the facility is available. But one wonders why the system is not extended at Babupapra where Ministers and MLAs are settling. They are the ones using more electricity than required. Too many rooms without any visitors or officials keep bulbs alighted and fans wheeling. If prepaid facility replaces VIP lines the big shots too will start giving instructions to the subordinate staff to switch off unnecessarily installed bulbs. They may even ask the staff to pluck out those power consuming bulbs and fans. That will mark on set of change for the betterment of the state. All good things should start from the top like the Holy Ganga running down from the Himalaya. Power Department should first concentrate on it rather than punishing poor consumers. That will mean all moving in the same direction.
