DIMAPUR, Sept 28: Confrontation between the Dimasas on one side and that of Zeliangrongs, Hmars and others, has resurfaced in Assam’s N.C. Hills today. Several people got injured in the alleged attack launched by the Dimasas.

Goods transporters threaten to launch indefinite agitation

DIMAPUR, SEPT 28 NNN : The lukewarm attitude of the Food Corporation of India (FCI) to the deplorable road condition within the perimeters of the FCI food storage depot at Kevijau Colony in Dimapur has irked the Railway Goods Transporters, which has threatened to launch an indefinite strike if the road condition is not improved […]

DIMAPUR, SEPT 28 NNN : The lukewarm attitude of the Food Corporation of India (FCI) to the deplorable road condition within the perimeters of the FCI food storage depot at Kevijau Colony in Dimapur has irked the Railway Goods Transporters, which has threatened to launch an indefinite strike if the road condition is not improved at the earliest.
The threat of the Railway Goods Transporters will greatly affect supply of foodgrains to Nagaland and neighbouring state Manipur as both the states are hugely dependent on FCI foodgrains.
Talking to media persons at the FCI depot, the transporters complained that despite several reminders to the FCI including a representation in July this year to repair the road within the FCI perimeter, the FCI authority has not taken any heed.
“Most of the truckers are daily bread earners transporting FCI food grains. But in this bad road condition, especially during rainy season, many of the truck break down and develop mechanical problems for which the truckers have to spend minimum Rs. 10,000 to repair their vehicles”, said Shikuto Sema, president of Railway Goods Transporters.
Visiting media persons to the FCI Food Storage Depot on Thursday noticed that a fully loaded truck was stuck in the potholes at the main entrance of the depot even as another truck was being pulled out.
Labourers engaged in FCI goods transportation also attested that the deplorable road condition has been dragging on for years and cited instances of food items falling down from the vehicles due to slanting of vehicles while negotiating potholes.
Even as the transporters disclosed that it has become dangerous for them to bring in their vehicles in such road conditions, the FCI officials simply assured them that contractors are working on to fill up the big potholes, some 2 to 2½ feet deep on temporary basis.
The Railway Goods Transporters president also disclosed that over the year, local contractors were contributing from their own pockets for repairing and maintenance of road within the FCI depot.
“This exposes the total disregard and negligence on the part of the FCI authority to the two land-locked states of Nagaland and Manipur. If they (FCI) are sincere enough, then the road can be repaired overnight”, Shikuto said.
Members of the Railway Goods Transporters who met with the FCI depot manager reminded the latter on representation submitted by the transporters in the month of July demanding the repair of the road.
Acknowledging the demands of the transporters, the FCI depot manager said that a local contractor was awarded the work to fill up the potholes and repair the road on immediate basis. The manager also said that he had appraised FCI authority on the problems faced by the transporters.
Meanwhile, the Railway Goods Transporters cautioned that if the ongoing repairing works are not found satisfactory, then the transporters would launch an indefinite strike, which would affect both Nagaland and Manipur states.

Mail News Service
New Delhi, Sep 28: Manipur Students Association Delhi will observe Irawat day at the Open Air Theatre, Arts Faculty, University of Delhi (North Campus) from 2:00 pm to 5:00 pmon Sep 30. 30 September has been widely recognised and observed as IRABOT DAY in Manipur to commemorate the birthday of comrade Hijam Irabot (30 September 1896- 26 September 1951).
Comrade Irabot, who had a humble origin as a destitute orphan, was a leading figure of the social reform movement and political agitations in Manipur in the 1930s and 1940s. He was not lured by the prospect of royal prerogatives and official facilities including the prestigious post of membership to the Sadar Panchayat Court that were being offered to him for having married a princess. He resigned from a government job and fought against the various forms of oppression under feudalism and British colonial rule. He endeavoured towards the promotion of cultural identity, sports, literature and journalism. He was instrumental in the formation of reform organizations, students’ federation, peasant union, women’s organization and progressive party. By 1943 he was a confirmed communist and during his six years political exile till late 1946 he was politically active in parts of Assam. He was elected to the Manipur Assembly in 1948. Because of the extensive popular support for him, he was considered a threat to the ruling class who subsequently declared him a terrorist on 21 September 1948 before the formal inauguration of the Assembly. He went underground, carried out an armed struggle and died in the jungle in 1951.
Comrade Irabot spearheaded the movement to establish a Manipur that would be free from subjugation, oppression and exploitation. In the decades after 1951, Irabot’s revolutionary line has not been encouraged nor his ideology adequately studied or promoted; although his works in the reform movement, anti-colonial struggle and democratic movement had been widely honoured and commemorated. Irabot is being appropriated and observed by various sections of population and institutions in their own ways. It is surprising to note that apart from other reactionary forces, this year the Red Shield Division of the Indian Army has joined Irabot Day Celebration. However, there has been a lull, if not complete discontinuation, of the revolutionary initiatives that Irabot had taken up. The discontinuation is not an indication of the absence of the material premise for the revolutionary movement to carry on in Manipur. The discontinuation is largely the combined result of the deliberate refraining from adopting the ideological framework of historical materialism to comprehensively address the conditions of Manipur, widespread ideological disillusionment generated by the left wing revisionists and the extensive counter-revolutionary works carried out by the right-wing opportunists.
The subsequent emergence of several liberation organisations would fully explain that since the time of Irabot until today the colonial oppression remains. However, most of the militant organisations remained ideologically inclined towards right-wing nationalism; they have adopted a racial approach to construing nationhood that has been gradually perverted into chauvinism and the perpetuation of communalism, largely uncritical of the political economy, and indifferent to the scientific interpretation on the national question in the colonial and semi-colonial conditions. To add further complication to the situation, several militant organisations using the cloak of revolution have been carrying out forced extortion from the common people, human rights violations and individual terrorism, thereby making the people confused between what is revolutionary and reactionary activity. In the overall scenario, as a result of the absence of a uniting progressive ideology and common political line among the oppressed peoples, the ruling class could play without restraint on the sensational issues of communalism, territorial questions, various forms of repressive and terror tactics, and other divisive tactics to promote sectarianism among the population and to divert attention away from the genuine democratic questions. The political process, therefore, remains anarchical and confusing to many and the revolution is delayed.
Against this backdrop, Manipur Students’ Association Delhi is organising a programme on 30 September not only to commemorate the achievement of comrade Irabot and his political works, but also to have discussion focusing on the prevailing conditions in Manipur. We expect to have a discussion to carry forward the movement towards development, peace and unity in Manipur and beyond. We, therefore, invite you to kindly attend the programme and share your perspective. Your kind presence is highly solicited.

Manipur can be developed as a tourist haven. But the question remains are we mentally prepared to welcome the tourists coming to Manipur. They have to be given facilities to fulfil their appetite. What type of tourists do we want to welcome? Those coming for watching cultural programmes or others for playing polo or other sports of mutual interest. Our guessing is they will not come here for climbing hills and also for watching waterfalls. These hills and waterfalls can be developed, where local men can take the pleasure of being close to nature. Americans will not come to Manipur to see Loktak Lake. If they come it will be for a different purpose. Moreover we do not have anything presentable. Everything it appears is spoilt. Fields are dirty. Roads are in bad shape. Tourists cannot be forced to venture into the area, where there is nothing. Therefore what is required is showing hospitality if we want more foreigners to come to Manipur. Why not, they will love to taste Manipuri food. In Thailand they eat even snakes. Here in Manipur foreign tourists can be asked to taste Manipuri Iromba made with fermented fish. In the Far East they drink locally made wine. Korean wine and Manipuri wine are strikingly similar. Both are made from rice through the same distillation process. Forget star cadre hotels, very few of them can put up at such hotels. Many of these foreigners coming to India are truck drivers and almost all of them belong to the lower middle class. In the same manner senior citizens going to Vrindavan to have darshan of Lord Krishna with their monthly contribution these tourists too travel in group. The difference is that their currency commands more value against Indian rupee so they can indulge in spending spree after transforming their money into Indian currency. We have seen Londoners, who cannot buy a leather jacket in London buying three pieces at Delhi’s Connaught place. Here in India a jacket cost only Rs 3000 and back in London the cost price of the same item works out to Rs one lakh in Indian currency. They may resell the item back home to other fellow Londoners. A white woman asked me where from I bought the cotton jacket I was wearing, which was of inferior quality. She cannot be different from us because she preferred the Item we the poor people used to wear. Therefore it will be wrong to assume that all the foreigners coming to India and Manipur in particular belong to well to do family. They can put up at these hotels scattered here and there. But our habit of extending hospitality to the visitors must not change. Once these tourists had felt the pleasure of living without any hindrance they will ask others in their country to visit Manipur again. That is called creation of market. As the Government attempts to develop tourism as industry it should think of ushering in peace and tranquillity in the state. No tourist will think of venturing into the areas, which is not safe for travelling. Who talks of visiting Afghanistan these days? To attract more tourists the thrust should be given to strengthening law and order. The forces detrimental to the well being of the society should be controlled. Only then Manipur will become a heaven on earth for all including tourists to live peacefully.

IMPHAL, Sept 28: A powerful roadside Improvised Explosive Device (IED) apparently planted by People’s Liberation Army (PLA) exploded at Kwatha Khunou Lamkhai under Moreh Police Station, Chandel district on Friday killed three persons including two Assam Rifles jawans of 24 Assam Rifles – B Coy, Kwatha post and one civilian. Two more women civilians and four AR jawans were also injured in the attack.
Kwatha Khunou Lamkhai is located about 1 km from the village of Kwatha. It is located about 18 km northeast of Moreh Police Station and around 90 km from here.
The civilian killed in the blast is identified as one Ningthoujam Sananjao aged 55, son of late N Wahongshang, a resident of Kwatha Khunou Lamkhai, while the two jawans are identified as Jagendra Kaushik, a native of Alwar Bhawadi village, Uttarkhand and Kewal Singh of Sanaddi village in Shahpur district of Rajasthan.
The injured have been identified as Angom Kaboklei aged 45, wife of A Ito and Angom Ritu aged 35, wife of A Tomaljao, both residents of Kwatha village.
The duo was shifted to Moreh Hospital for treatment. Ritu was discharged from the hospital after receiving first aid as she suffered minor injuries on her left thigh but Kaboklei has been brought to Imphal for further treatment as the splinters hit in her head and the chest.
A team of Moreh Police Station led by Sub-Divisional Police Officer Balaram, Officer-in-Charge O Doren and Officer-in-Charge of Moreh Commando Police, upon receiving the information about the attack, rushed to the site. In addition, Chandel Superintendant of Police Priyokumar and Brigadier Upendra Dwevedi, CO 26 AR also came at the spot.
Meanwhile, a release of Inspector General of Assam Rifles-South Sector-( IGAR-South) said in yet another incident of IED blast at kwatha Khunou, the CorCom (Coordination Committee of various militant groups operating in Manipur) has been instrumental in disturbing the fragile peace in Manipur by targeting local Meiteis of Kwatha and AR personnel.
In the blast on Friday at 1:15 pm near the village of Kwatha, one Manipuri man was killed and two women severely injured, the release added and said the injured were evacuated by the AR to the hospital in Imphal.
It added due to the IED blast, two jawans of AR namely riflemen Jagendra Kaushik from Uttarakhand and Kewal Singh of Rajasthan succumbed to injuries and four other jawans were also injured.
The Assam Rifles condemn the barbaric action carried out by CorCom whose cadres instead of directly facing the might of Security forces prefers to target civilians and AR personnel in a cowardice manner, it further said, adding it shows the frustration among the insurgent groups who are frustrated because of large number of their cadres deserting their camps and surrendering to the security forces.
The recent surrender ceremony at Headquarters IGAR (S) and peace initiative by various groups with security forces bears testimony to the fact that many underground groups have shown their faith in the security forces and the state Government and trust them to resolve all issues peacefully, the release added.
It added Assam Rifles will not be deterred by such violent and nefarious action of the underground activists and will continue to encourage misguided youths to join the mainstream. It also said the AR appeals to all underground groups and their cadres willingly to come forward for peace talks.
