The country level tiger population, estimated once in every four years using the refined methodology, has shown an increasing trend with a population estimate of 1706, lower and upper limits being 1520 and 1909 respectively in the recent all India estimation (2010), as compared to the last country level estimation of 2006, with an estimate of 1411, lower and upper limits being 1165 and 1657 respectively.
Initiatives Taken by the Government
Legal Steps
Amendment of the Wild Life (Protection) Act, 1972 for providing enabling provisions towards constituting the National Tiger Conservation Authority and the Tiger and Other Endangered Species Crime Control Bureau.
Enhancement of punishment in cases of offence relating to a tiger reserve or its core area.
Administrative Steps
Strengthening of antipoaching activities, including special strategy for monsoon patrolling, by providing funding support to Tiger Reserve States, as proposed by them, for deployment of antipoaching squads involving ex-army personnel/home guards, apart from workforce comprising of local people, in addition to strengthening of communication / wireless facilities.
Constitution of the National Tiger Conservation Authority with effect from 4.09.2006, for strengthening tiger conservation by, interalia, ensuring normative standards in tiger reserve management, preparation of reserve specific tiger conservation plan, laying down annual audit report before Parliament, constituting State level Steering Committees under the Chairmanship of Chief Ministers and establishment of Tiger Conservation Foundation.
Constitution of a multidisciplinary Tiger and Other Endangered Species Crime Control Bureau (Wildlife Crime Control Bureau) with effect from 6.6.2007 to effectively control illegal trade in wildlife.
The in-principle approval has been accorded by the National Tiger Conservation Authority for creation of five new tiger reserves, and the sites are:, Pilibhit (Uttar Pradesh), Ratapani (Madhya Pradesh), Sunabeda (Orissa) and Mukundara Hills (including Darrah, Jawahar Sagar and Chambal Wildlife Sanctuaries) (Rajasthan) and Satyamangalam (Tamil Nadu). Final approval has been accorded to Kudremukh (Karnataka) for declaring as a Tiger Reserve. Besides, the States have been advised to send proposals for declaring the following areas as Tiger Reserves: (i) Bor (Maharashtra), (ii) Suhelwa (Uttar Pradesh), (iii) Nagzira-Navegaon (Maharashtra), (iv) Guru Ghasidas National Park (Chhattisgarh), (v) Mhadei Sanctuary (Goa) and (vi) Srivilliputhur Grizzled Giant Squirrel / Megamalai Wildlife Sanctuaries / Varushanadu Valley (Tamil Nadu).
The revised Project Tiger guidelines have been issued to States for strengthening tiger conservation, which apart from ongoing activities, interalia, include funding support to States for enhanced village relocation/rehabilitation package for people living in core or critical tiger habitats (from Rs. 1 lakh/family to Rs. 10 lakhs/family), rehabilitation/resettlement of communities involved in traditional hunting, mainstreaming livelihood and wildlife concerns in forests outside tiger reserves and fostering corridor conservation through restorative strategy to arrest habitat fragmentation.
A scientific methodology for estimating tiger (including co-predators, prey animals and assessment of habitat status) has been evolved and mainstreamed. The findings of this estimation/assessment are bench marks for future tiger conservation strategy.
An area of 34070.46 sq. km. has been notified by 17 Tiger States as core or critical tiger habitat under section 38V of the Wildlife (Protection) Act, 1972, as amended in 2006.
Financial Steps
Financial and technical help is provided to the States under various Centrally Sponsored Schemes, viz. Project Tiger and Integrated Development of Wildlife Habitats for enhancing the capacity and infrastructure of the States for providing effective protection to wild animals.
International Cooperation
India has a bilateral understanding with Nepal on controlling trans-boundary illegal trade in wildlife and conservation, apart from a protocol on tiger conservation with China.
A protocol has been signed in September, 2011 with Bangladesh for conservation of the Royal Bengal Tiger of the Sunderban.
A sub-group on tiger/leopard conservation has been constituted for cooperation with the Russian Federation.
A Global Tiger Forum of Tiger Range Countries has been created for addressing international issues related to tiger conservation.
During the 14th meeting of the Conference of Parties to CITES, which was held from 3rd to 15th June, 2007 at The Hague, India introduced a resolution along with China, Nepal and the Russian Federation, with directions to Parties with operations breeding tigers on a commercial scale, for restricting such captive populations to a level supportive only to conserving wild tigers. The resolution was adopted as a decision with minor amendments.
Further, India made an intervention appealing to China to phase out tiger farming, and eliminate stockpiles of Asian big cats body parts and derivatives. The importance of continuing the ban on trade of body parts of tigers was emphasized.
Based on India’s strong intervention during the 58th meeting of the Standing Committee of the CITES at Geneva from 6th to 10th July, 2009, the CITES Secretariat has issued a notification to Parties to submit reports relating to compliance of Decisions 14.69 and 14.65 within 90 days with effect from 20.10.2009 (Progress made on restricting captive breeding operations of tigers etc.).
Reintroduction of Tigers
As a part of active management to rebuild Sariska and Panna Tiger Reserves where tigers have become locally extinct, reintroduction of tigers / tigresses have been done.
Special advisories issued for in-situ build up of prey base and tiger population through active management in tiger reserves having low population status of tiger and its prey.
Creation of Special Tiger Protection Force (STPF)
The policy initiatives announced by the Finance Minister in the Budget Speech of 29 February, 2008, interalia, contains action points relating to tiger protection. Based on the one time grant of Rs. 50.00 crore provided to the National Tiger Conservation Authority (NTCA) for raising, arming and deploying a Special Tiger Protection Force, the proposal for the said force has been approved by the competent authority for 13 tiger reserves. Rs. 93 lakhs each has been released to Corbett, Ranthambhore & Dudhwa Tiger Reserve for creation of STPF during 2008-09.
Since then, the guidelines of the STPF have been revised for deploying forest personnel in place of Police as an option-II, with scope for involving local people like the Van Gujjars. During the year 2010-11 and 2011-12, an amount of Rs. 270 lakhs has been provided to the Similipal Tiger Reserve for raising, arming and deploying the STPF. The States of Karnataka and Maharashtra have already deployed the STPF.
In collaboration with TRAFFIC-INDIA, an online tiger crime data base has been launched, and Generic Guidelines for preparation of reserve specific Security Plan has been evolved.
Recent Initiatives
Implementing a tripartite MOU with tiger States, linked to fund flows for effective implementation of tiger conservation initiatives.
Rapid assessment of tiger reserves done.
Special crack teams sent to tiger reserves affected by left wing extremism and low population status of tiger and its prey.

The second round of country level tiger status assessment completed in 2010, with the findings indicating an increase with a tiger population estimate of 1706, lower and upper limits being 1520 and 1909 respectively, as compared to the last country level estimation of 2006, with an estimate of 1411, lower and upper limits being 1165 and 1657 respectively.
The second round of independent assessment of Management Effectiveness Evaluation of Tiger Reserves done in 2010-11 for 39 tiger reserves based on globally used framework.

By nature as a human being we show the tendency to be sympathetic to others’ sufferings. Emotions burst out when the sufferers happen to be our friends and family members. We touch the hands and legs of our father and mother as if to give soothing balm to show our love to them. Such instinctive reaction to the sufferings of our parents, brothers and sisters reveal we care for them. There is a saying love has a need to be shown by action. Mere lip service cannot not reveal our love and care for needy persons. Therefore VVIPS attempt to talk to the victims of natural calamities or communal clash to assuage the wounded feelings. Without meeting them and without visiting the place that had been affected the VVIPs can act based on the reports of the bureaucrats. Like the VVIPS we too enquire as and when we see somebody weeping what had happened to him or her. This is simple reflection of everybody’s desire to extend help to each other. But one turns away without giving help when the quantum of requirement of the needy person shoots up higher than expected. A poor man may be able to spare a few amount of rupees to help someone. But he turns away if the amount touches three figure or more. That however does not mean that he is unsympathetic to the sufferings of the other people. He loves others. His problem is he does not have even a single pie to give to others. The wealthy and famous men and women are lucky they can show generosity to others. But they too will turn away if the demand does not match with the expectation. Generosity of a man can be known simply by visiting his house. Those who do not help even brothers and sisters will never think of serving other needy persons. Likewise a person known for living in his own with the family members around will be of no help to others. Mountaineers require training. Their endurance and stamina are tested before they set out to conquer high mountains. Likewise a man who finds solace with family members only will not do well as a public man. His first attention after becoming a representative of the public will be to create room for him to expand. Ministers and MLAs who show tendency to construct palatial building will cease to be true representative of the masses. That nature reveals their desire to remain aloof. DIMAPUR, Sept 4 NNN : The Naga peace process is in a sticky wicket with NSCN-Khaplang group and other groups strongly dismissing that in the event of NSCN-IM bringing any solution will be only a factional solution.
With NSCN faction led by Khole and Kitovi continues to advocate on the line of Nagas of Nagaland and Nagas of Manipur and their separate solutions, the NSCN group headed by S.S Khaplang said today that if any settlement is brought about in the ongoing NSCN-IM and the government of India talks, it will be only a “factional solution”.
NSCN-Khaplang senior kilonser (minister) Wangtin Konyak said, “ We are fighting for sovereignty of the Nagas. This is the desire of the Naga people.”
Wangtin Konyak said that under no circumstances, the NSCN-K will be a part of any settlement brought about from the ongoing talk between New Delhi and NSCN-IM. “Whatever solution the NSCN-IM may bring, it is only a factional solution. Naga issue is a Naga national issue. It cannot be solved only by a faction. The Naga political issue is unique but the government of India refuses to acknowledge our nationhood which is equally demeaning the very existence of Indian nationhood,” the NSCN-K leader explained, adding,” We the Nagas had fought the British not for the Indian independence but for the Naga sovereignty and in the same time, the Indians had fought the Britishers not for the Naga cause, but the government of India imposes their grip on the Nagas till today.”
Wangtin then disclosed that when the Joint Legislature Forum (JLF), the forum of 60 MLAs of Nagaland legislative assembly, headed by chief minister Neiphiu Rio met few days ago with the NSCN-K leaders, the latter had told the chief minister and his team the 60 MLAs of Nagaland are acting in favour of the NSCN faction led by Thuingaleng Muivah and Isak Chsi Swu. “Why do these 60 MLAs of Nagaland went to New Delhi and told the central leaders (GOI) that they are ready to vacate their seats for Naga solution when the talk is involved only by one Naga faction?” asks wangtin, adding,”This act of Neiphiu Rio and his team amounts to favouring only the NSCN-IM and ignores the rest of the Naga political groups.” Wangtin claimed he had told this thing to Neiphiu Rio and his team recently in the meeting. “We are yet to enter into a dialogue process with the government of India but the 60 MLAs of Nagaland have decided to vacate their seats for solution. In that event, who will fill their seats ? The NSCN-IM or others ? But never the NSCN (his outfit headed by Khaplang)”, questions Wangtin Konyak.

Imphal, Sep 4 : A team of Singjamei PS arrested nine vehicle lifters from different areas and recovered six vehicles which they stole during the past days.
Producing the vehicle lifters along with the stolen vehicles at Singjamei PS, OC, L. Santosh said, following the report of the vehicles, police investigated the case and could apprehended the nine vehicle lifters from different areas.
The persons were identified as Md. Wahidur Rahman also Ithen (36) Lilong Yangli Leikai, Heikrujam Kishan alias Babananda (22) Thongju II Pheija Leitong, Tayenjam Bikas (20) Kakwa Naorem Leikai, Laishram David (20) Nameirakpam Leikai, Pangabam Dinesh (22) Kongba Khunou, Irom Omorjit (19) Chanam Pukhri Mapal, Nameirakpam Robert alias Ithoi (19) Nameirakpam Leikai, Leimapokpam Abung alias Chitaranjan (21) Kyamgei Maning Leikai and Wangkheimayum Lanngamba alias Bicky (27) M.U first gate.
Six vehicles—one Maruti Alto car, one Maruti 800 car, one Yamaha R-15 , two Yamaha FZ and one Honda Activa scooter— were recovered from their possession during the operations, OC Shantosh told reporters.All the nine vehicle lifters are drug users, he said.
He said now there are 24 cases of vehicle theft in various areas in Imphal adding the nine vehicle lifters were arrested after three days of investigation by Singjamei police.
The kingpin behind the vehicle racket is yet to be arrested as further investigation into the case is undergoing to nab them, the OC informed while suggesting vehicle owners to use double lock system on their vehicles while parking anywhere or anytime.

Irvthe ancient times in the Gurukula system, Gurus- played a pivotal role in shaping the character of their shishyas and the shishyas had high regard for moral values. Unfortunately, this accent on moral values has been gradually eroding. Therefore, the teacher community, besides educating the students, should strive to sensitize the young minds to these values, and the students on their part, should devote themselves to their studies so as to shoulder the responsibilities to be reposed in them by the society in due course. Imphal, Sep 4 : The Manipur Legislative Assembly passed a resolution during the second session of the Tenth Manipur Legislative Assembly in its sitting held on 2313-07-2012 to “extend and adopt the Bengal Frontier Regulation, 1873 with necessary changes in the point of details to the State of Manipur and to urge the Government of India to comply the same.”
The State Government of Manipur informed this Ministry about the resolution passed by the State Cabinet and the State Legislative Assembly with a request to extend the provisions of Bengal Eastern Frontier Regulation, 1873 to the State of Manipur.
Inner Line Permit System under Bengal Eastern Frontier Regulation, 1873 is applicable only to the three North-Eastern States of Arunachal Pradesh, Mizoram and Nagaland which cannot be extended to the State of Manipur as per extant regulation.
This was stated by Shri Mullappally Ramachandran, Minister of State of Home Affairs in written reply to a question by Dr.Thokchom Meinya in the Lok Sabha today.

Imphal, Sep 4 : The NYK, Thoubal in collaboration with the two NSS units of Lilong Haoreibi College, Lilong organized a day long programme on Awareness and Education for Prevention of Drug Abuse and Alcoholism in the college campus on the September 3. Y. Laksman Singh, DYC, Dr. Riyajuddin Khan, Asst. Prof, and Programme Officer NSS Unit-ll and Dr. K. Kunjani Devi, Associate Prof. & P.O. NSS Unit-l were the main speakers and shared their views during the discussion. IEC materials were distributed among the participating youths and students.
In his presidential address to the youths Dr. Islamuddin, Associate Prof, and Ex NSS Programme Officer mentioned that in the present day society there are three big forces influencing the youths and the students. They are (i) Influencing of joining in the unlawful activities / organization, (ii) Indulging in drug and alcohol and (iii) developing relationship with the boys and girls. A lot of understanding, sincerity, hard work and patience are required to overcome the problems faced by the. youths.
Y. Laksman Singh, DYC pointed out two basic reasons why people are taking into drugs and the consequences of abusing drugs in the personal health, economy, prestige of the family and the society at large. Dr. Riyajuddin Khan pointed out the DO’s and Don’ts of drug abuse. For the convenience of the students the similar programme would be continued in the college again with Quiz, Essay and Slogan writing competitions on a later date. Dr. K. Kunjani Devi thanked NYK Thoubal for organizing the programme for the benefit of the youths and the students of the college.
Similar Awareness Programmes were also held at Eastern Popular English High School, Heirok under the leadership of Ch. Basanta Singh, District Project Officer. Apart from lecture, group discussion, distribution of IEC materials and administering of pledge there were competitions on Yoga & Physical Fitness and Slogan. The result of the competitions are:

IMPHAL, Sept 4 NNN: Committee for Protection of Tribal Areas, Manipur (COPTAM) has apprised the National Commission for Schedule Tribe (NCST) in New Delhi today about the issues pertaining to tribal community of Manipur.
A five-member delegation of COPTAM led by its chairman Letpu Haokip and general secretary Thangkam Lupheng met Dr Rameshwar Araon, chairman of the National Commission for Schedule Tribe in New Delhi and submitted a lengthy memorandum containing the plights of the tribal people of Manipur.
COPTAM leaders informed that Dr Rameshwar Araon gave a patient hearing when apprised about the tribal issues of Manipur by the tribal leaders this afternoon.
Issues such as Land record and District boundary, MLR & LR Act, 1960, Proposed Manipur (Village Authority in Hill Areas) 2nd Amendment Act, 2011, Proposed Manipur (Hill Areas) District Council, 4th Amendment Act, 2011, Forest Acts, Moreh Rural/Urban issue, Panchayati Raj/Municipality in the hill areas, police boundary and Constitutional provisions for protection of tribal land rights in Manipur are mentioned in the COPTAM memorandum.
According to the tribal leaders, on October 15 in 2010, they had submitted similar memorandum to the National Commission for Schedule Tribe (NCST) and today’s intimation was a reminder of it.
COPTAM leaders claimed that the NCST had asked the state government of Manipur to furnish certain reports on the matters pertaining the tribal people of Manipur in the year 2010 but the state government is yet to reply to the Commission till date. “We are shock to learn about the attitude of the state government for its reluctance to co-operate with the NCST on the matter,” said the COPTAM leaders.
Earlier COPTAM leaders in a meeting had resolved that it would oppose tooth and nail regarding the government decision which says that recognition of any new village in the hill districts of Manipur should be done with the consent of the state Revenue department.
COPTAM general secretary Thangkam Lupheng said that they along with the support of the tribal people will oppose the decision. “The final authority with regard to the recognition of a new village in the hills is the Hills department,” .
Thangkam added that another thing that was taken in the recent meeting in Churachandpur has been on the Jiribam issue. The COPTAM leader says that the Committee does not oppose to the “declaration” Jiribam subdivision as a full fledged district. “However, if at all the state government grants the Jiribam subdivision to district status, it should be declared as a “hill district” and not otherwise,” said COPTAM resolution. According to the tribal committee, in case the state government declares Jiribam as a district but still not as a hill district status then tribal villages should be adjusted to include in either Churachandpur or Tamenglong districts. Driving home its point to prove Jiribam is in a hill district, COPTAM claimed that in the 1970s any government employee posted in Jiribam was given the ‘hills allowance’ by the government. “This has proved that Jiribam is very much in the hill district,” said COPTAM.
On the hill land survey matter, COPTAM meeting resolved that no agency or government department should be allowed to carry out the survey. COPTAM’s move on this came after the state Revenue minister had stated in the last assembly session that hill land survey would be carried out soon. However, expressed if certain acceptable mechanism is done by the state governmentfirst then the tribal committee may review its decision. COPTAM cited that all land record should be submitted to the respective Autonomous District Council (ADC) and followed by proceedings acceptable to the tribals before the hill land survey is done by the state government.
On the Autnomous District Councils (ADCs) in the hills, COPTAM said that for namesake it is ‘autonomous’ but in reality it is a hollow ADCs in Manipur hills. “COPTAM demands from the government to make the ADCs in Manipur hills fully ‘autonomous’. “Since the elections to the ADCs were held and though it is only a namesake in existence we can do little now to reverse the whole process except to demand for the real autonomous district councils and empower the local people so as to make the grass root level democracy meaningful,” said COPTAM.
