To recognise the inspirational stories of everyday Indians, who are doing their bit to bring about a positive change, CNN-IBN, in partnership with Jaypee Group, announced 15 winners of the inaugural edition of India Positive Awards in a glittering ceremony held at The Taj Palace Hotel, New Delhi. India Positive Awards delves into India’s hidden resource that cradles the wounded, makes peace among communities and improves lives of others with their selfless acts. These awards bring to light stories that celebrate the basic goodness in every Indian. India Positive Awards adheres to a process of selection which has the IBN Editorial Board at its core. This Board nominates, deliberates, and after many levels of scrutiny, finalises the winners, keeping in mind their inspirational stories and contribution.During the winter of 1994, in a pitched battle between Army and insurgents, Colonel DPK Pillay took four bullets in his arm. But that didn’t deter him from saving lives of two critically injured kids in a Manipur village. Eighteen years since the incident, Colonel DPK Pillay still shares a close bond with the people of the Manipuri village. The village has not forgotten his act of kindness. He has also been inducted as an important member of the local community. His family, too, is proud of his selfless act. At a time when the country is debating about a sense of alienation among the people from the northeast, Colonel Pillay is an example of how an individual’s act of courage and sacrifice can bridge differences. The Grand Finale of the awards ceremony will be telecast on CNN-IBN on 20th October, 2012. On 3-10-12 at around 10:45 pm a team of 9 Dogra Regiment arrested seven NSCN-IM cadres from Kabongam village under Tamei police station in Tamenglong distirct.
The seven NSCN-IM cadres were identified as Adan Panmei 42 son of Tinsung Panmei of Dailong village, Tamenglong, Tuak Tangner 32 son of Adai Danfenei of Tamenglong, Gaigonglong 32 son of late Keang of Noney village in Tamenglong District, Adim Golmei 21 son og Obet Golmei of Tamenglong, Aphun Rengmei 39 son of Nomthai Gengmei of Tamenglong, Denaya Gonei 19 son of Semeon of Tamenglong and Charles Kamei 39 so of Tinthekhar of NOney village of Tamenglong District.
From the said above person one AK-56 rifles along 2 magazines and 109 live round, one 9mm pistol along seven rounds and a magazine, one hand grenade and one Maruti car bearing registration number NL07-5780 were recovered and a case under FIR number 527 (10) Imphal police station under section 400 IPC 25 (1-c), arms ct and 5 explosive substance Act was registered.
Again on Oct. 4 at aound 8:35 am a team of Imphal west police commandosn arrested one KYKL activists fro Thangal Bazar identified as Laishram Kunjakishor aka Kiran 36.
Later, the same day at about 11:40 am one active members of URF apprehended again from Kwakeithel Mayaikoibi under Lamphel police station who identified as one Moirangthem Ibomcha singh 42 son of Irabot o thanga Moirangthem Leikai sad a police source. UNA

New Delhi, Oct 5 : The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER) and Minister
of State for Parliamentary Affairs Paban Singh Ghatowar addressed a two-day India-Bangladesh Dialogue organized by Asian Institute of Transport Development here yesterday. The topic of the address was on connectivity in North Eastern States.
Ghatowar said that the North Eastern Region (NER is a critical geographical region of India. The Region accounts for 8 % of country’s area, has combined population of 45 million and GDP of around $38 billion and has 96 per cent of the boundary forming international border. The region is India’s gateway to North and Southeast Asia on account of its borders with China and Myanmar. The region also has borders with India’s South Asian neighbours – Bhutan and Bangladesh.
The Minister stated that Ministry of Road Transport & Highways has been constructing roads under National Highway Development Project Phase II (East West Corridor-670 km) and SARDP-NE (10141 km; phase A- 4099 km, Phase B- 3723 km and Arunachal Package- 2319 km). Under the flagship Prime Ministers Gram Swarojgar Yojana (PMGSY) programme of Ministry of Rural Development, road construction is being undertaken in rural areas. Investments in road sector have been from multiple sources like, Ministry of road Transport and Highways, Ministry of DoNER, Planning Commission, External funding, BADP, PMGSY, MNREGA BRO etc. In SARDP-NE alone, about Rs 5500 crore has been spent for construction of 892 km road during 11th plan. Road connectivity in district towns as well as remote areas will continue in 12th Five Year Plan too.
He added that Ministry of Railways has taken up various Railway projects like (a) new lines connecting to State capitals and others places (These are 13 in no. and 965 km in length; of which 8 are National Projects), (b) gauge conversion (4 in no. and 1510 km in length; of which 2 are National Projects) and (c) doubling of Railway lines (1 in no. and about 45 km in length). Railway electrification of 836 km stretch is also under progress. During 11th Five Year Plan, a sum of Rs. 7881.80 crore has been invested in Railway sector in NER. Ministry of Railways has indicated a throw forward of Rs.16153 crore (as on 1.4.2012) for ongoing projects. Most of the projects are likely to be completed by 2015-16.
On the air connectivity, the Minister stated that Ministry of Civil Aviation has been operating flights from 11 operational airports. Simultaneously, efforts are being also made to operationalise 12 non-operational airports. Ghatowar informed that Airport Authority of India (AAI) has spent Rs 601 crore in 11th plan for development of airport infrastructure in NER and for 12th plan their budgetary requirement has been projected as Rs. 1833 crore. Proposals for development of Guwahati as hub and improvement of other airports are also being considered. The DoNER Minister observed that the NER being riverine, offers immense scope for development of Inland Water
Transport. Ministry of Shipping is working on maximizing the transport facilities on National Waterways-2 and presently, they have taken initiative to notify National Waterways-6 on River Barak in Assam.
He said that there are also several international connectivity projects in the pipeline which have the potential to transform the region economically. These include the multi-modal transport project for linking Mizoram by road and an inland waterway to the Bay of Bengal through the Sittwe Port in Myanmar, road links for connecting the NER to Thailand and a rail connection from Delhi to Hanoi in Vietnam through the NER. Similarly, there is a proposal of rail link between North East India- Bangladesh and West Bengal, the Minister added.

He was received by Maj Gen UK Gurung,YSM,IGAR (S) at the Tulihal Airport. The General Officer proceeded to HQ IGAR(S) Mantripukhri and was briefed by Maj Gen UK Gurung,YSM, IGAR(S) on the prevailing security situation in Manipur.
Later in the day the Director General Assam Rifles along with IGAR(S) called on Shri Okram Ibobi Singh, Chief Minister of Manipur.
The General officer alongwith IGAR(S) also visited Moreh where he was briefed by commanders on prevailing security situation and development work under taken by Assam Rifles. A number of cultural and family welfare events were also organized at these locations which were graced by Mrs Shabnam, President ARWWA, HQ DGAR.
The Director General Assam Rifles interacted with the troops and expressed his satisfaction over the measures being taken in cooperation with civil administration. He also lauded the efforts of the soldiers in fighting militancy in the state and asked them to continue with the good work in a professional manner.

IMPHAL, Oct 5 NNN: As celebrated in other parts of the globe, the annual “World Teachers’ Day” organised by the All Manipur Elementary School Teachers’ Association (AMESTA) was observed here today at Manipur Press Club.
Speaking on the occasion, T. Rameshwar Singh, President of AMESTA stated that teachers have been playing an important role in developing and shaping a society by providing valuable knowledge to students and expressed unhappiness on children who could not go to schools and those engaged in domestic works especially in developing countries saying that they should be sent to schools instead of forcing them to work.
Highlighting the woes faced by teachers at present, Ch. Shantakumar, Executive Member of AIPTF said altogether 1603 Primary Teacher, Hindi Primary Teacher and Hindi Graduate Teacher who had already appointed as regular on December 15, 2011 were still not getting salary from the last 10 month while adding that Graduate Teacher who have selected under RMSA were also yet to get salary from the last 11 month.
” Instead of encouraging, such kind of grievances meted out to teachers by the authorities have affected the morale of teachers especially to the newly inducted ones. So, the government should release the salaries as soon as possible otherwise we may be compelled to take up agitations against the concerned authorities “, he rued.
As part of highlighting their issue, the teachers later took out poster campaign starting from Manipur Press Club up to the Directorate of Education located at Lamphel.

SENAPATI, Oct 5 NNN: The controversy surrounding the result of Manipur University has irked the Senapati District Students Association (SDSA).
On Friday, SDSA has expressed its unhappiness over the controversial declaration of Manipur University’s MA (Commerce) fourth semester examination result.
SDSA president L.R John has said that even even the highest temple of learning and premier university of the state like Manipur University has succumbed to “bias and anti-tribal tactics” rather than promoting a harmonized state of education.
On September 7, a Manipur University student named SH. Timothy bearing roll number 1016012 was declared the topper in the merit list in the official result. Shockingly, on September 14, in a controversial situation, the Manipur University, Commerce Department again published a second merit list with another double topper namely one KH. Vijayata Devi and Thanjam Gojen Singh bearing roll numbers 1016005 and 1016016 respectively.
The SDSA then questioned the integrity and motives of the concerned Department and Manipur University. “With no reference of reasons and clarity of the second merit list, it is clear, the collaborative designs of the concerned department and controversial candidates is targeted against the tribal students in the university,” alleged the SDSA today. The SDSA considering the matter seriously and unjustifiable, demands before the ‘good office’ of the Vice-Chancellor, Manipur University to immediately intervene into the matter, failure which, the students’ body will ‘not hesitate to react’ accordingly.

IMPHAL, Oct 5 MNS NNN : Hundreds of people took out in the streets of Imphal on Friday demanding the state Government to take up appropriate steps to book the culprits involved in the killing of Amom Rajen in West Bengal.
The Joint Action Committee (JAC) seeking justice for the family of Rajen organised a protest rally participated by hundreds of locals from the native village of Rajen, mostly women attired in white clothes. They attempted to storm the Chief Minister’s official residence but the police thwarted it.
They arrived here in the afternoon right in front of the Raj Bhawan by buses and other light vehicles from Wangoo village Terakhong in Bishnupur district of Manipur. The protesters holding placards then proceeded towards the Chief Minister’s official residence. However, they were stopped by the police on their way near Nupilal Complex.
The protesters held Placards which read like “Arrest the culprits,”Proper ex-gratia must be given” and “Provide a Government job to his family.”
After a brief standoff between the demonstrators and the police near Nupilal Complex a few metres from the Chief Minister’s bungalow, the latter allowed seven representatives of the JAC to meet Chief Minister O Ibobi and submit him a memorandum.
On the sidelines of the demonstration, one of the family members of Rajen told journalists that the JAC wanted to draw the attention of the state Government on the death of Rajen and accordingly take proper steps to deliver justice.
The JAC called the tragic incident of Rajen an unnatural death saying he had been murdured. It also demanded the state Government to nab the culprits involved in the killing by pursuing the Government of West Bengal. It also said Rajen was innocent.
The Chief Minister has been apprised through the memorandum that Amom Rajen, a teacher by profession was working at Paradise School Kankar in Chhatisgarh as an assistant teacher for the last more than one decade.
He came back home before the recent Panchayat polls held in the state but left home again for Chhatisgarh along with his 6-year-old daughter, Carolina on September 23 last.
Rajen tried to get train ticket for Chhatisgarh keeping his daughter near a ticket counter in Hawrah Railway Station, Kolkata on the morning of September 25. However, there was no sign of him for several hours and he was never returned then.
His family found his lifeless body at a hospital mortuary near Cossipore Police Station, Hawrah on September 28.
The JAC has also demanded to give ex-gratia to the next of kin and the wife of the murdered husband be provided a suitable Government job, and a judicial enquiry be instituted into the killing at an early date.

Shillong, Oct 4 : The North East Dialogue Forum (NEDF), a powerful civil society group in India’s northeastern states Thursday branded the controversial Armed Forces (Special Powers) Act (AFSPA) as “racial” Act.
“The UN Committee on Elimination of Racial Discrimination has found beyond proof, doubt and dispute that AFSPA is racially discriminatory. The committee has urged India to repeal the act,” NEDF Convener U Nobokishore told journalists.
The forum, which is an umbrella of several civil society groups in the region, also urged the cabinet committee on security under the chairmanship of Prime Minister Manmohan Singh to repeal the act.
“The government’s own commissions like the Justice (Rtd) Jeevan Reddy commission set up in 2004 and the Second Administrative Reforms Commission chaired by Congress leader M. Veerappa Moily recommended that the act should be repealed,” Nobokishore said.
Rights activists say that the AFSPA, which is enforced in Jammu and Kashmir, Manipur, Tripura, Assam and Nagaland and some other parts of the northeast like Meghalaya, gives the armed forces authority to kill or detain terror suspects in insurgency-prone areas.
Nobokishore reminded that during May-June 2012, in the second cycle of Universal Period Review of the UN Human Rights Commission, 80 countries expressed deep concern over human rights violation related to AFSPA.
Stating that the Centre refused to repeal the AFSPA in the Country, the NEDF Convener said, “They (Indian authorities) argued that China is trying to lend support to insurgent groups in the Northeast. In the name of China, India is trying to justify the imposition of AFSPA. But northeast has nothing to do with Chinese influence and there is no basis on their justification.”
Moreover, Nobokishore said AFSPA has been imposed in the northeastern states to fulfill the aspirations of multi-national companies as the region is endowed with several natural resources, including minerals.
“The region has rich minerals like coal, chromium and uranium while recently; petroleum has been discovered in the western part of Manipur like Tamenglong. The fact is the region as a whole can provide large quantity of resources to the rest of the country and the world,” the stated.
However, army officials engaged in counter-insurgency operations maintain that it is for the central and the state governments to decide whether to repeal the act or let it continue.
Meghalaya Governor R.S. Mooshahary, who favoured the repeal of the AFSPA in the region, had said that its prolonged use had alienated the civil society.
“We cannot contain insurgency-related violence by alienating the citizens; we can do so more effectively by involving them,” said Mooshahary, a former chief of the Border Security Force and the National Security Guard.
Irom Sharmila Chanu, a human rights activist, has been on indefinite strike for nearly a decade in Manipur, demanding the withdrawal of the AFSPA from the state.
Several human rights groups, including the powerful North East Students’ Organisation (NESO), have also been demanding revocation of the AFSPA from the northeastern region.
In view of the outcry against the AFSPA, the central government had appointed a five-member committee headed by Supreme Court Judge B.P. Jeevan Reddy a few years ago to examine whether the act was required or not.
After visiting all affected states, the committee submitted its report to the central government in October 2006. The government has not yet made public the committee’s findings.
