AIZAWL, Oct 14 NNN: With the number of cancer patients fast rising in Mizoram, the Lal Thanhawla government is seriously putting its effort to establish a cancer hospital and research institute in Mizoram.
The rising cases of cancer patients in Mizoram has been caused by the excessive use of tobacco products by the people, according to Dr Kuddus Ahmed, secretary of Association of Oncologist of North East India who had commented this earlier in the year in Aizawl.
On Saturday, Mizoram chief minister Lal Thanhawla had convened a meeting in connection with the setting up of a cancer hospital in Aizawl. Member of Parliament (MP) C.L. Ruala, S.Laldingliana, T.P. Khaund, Principal Adviser, L.R.Thanga, Principal Secretary to Chief Minister, Esther Lalruatkimi, Secretary, Health and Health department officials, discussed on the project of establishment of a cancer hospital in Mizoram.
The state government of Mizoram has been prompted to set up a cancer hospital and research institute to address the growing number of cancer patients in the state.
Mizos have the habit of using tobacco products excessively, according to Lal Thanhawla.
Among various diseases that claim lives in Mizoram, cancer claims more lives than any other diseases if the reports made by Mizoram Economics & Statistical department are to be based.
In the book, ‘Statistical Abstracts of Mizoram 2009’ prepared by the said department cancer had claimed more lives than other diseases like malaria, cholera, TB etc. The book highlighted numbers of death during the year 2004-2008.
During the year 2004, 593 died of cancer which is 12.72% of death while in 2005, 618 persons died due to cancer which is 13.18% of the total death on that year. The book further revealed that during 2006, 2007 and 2008, cancer had claimed 12.82%, 13.08% and 11.71% of the total death.
Meanwhile, according to Mizoram Population Based Cancer Registry (PBCR) report, stomach cancer is the most common cancer where 23.1% of cancer patients have suffered from this cancer. It is followed by lung cancer and then throat cancer followed.
On the other hand, malaria comes next to cancer in killing more number of people in Mizoram. During the same period from 2004-08 malaria had claimed, 500 lives (10.72%), 621 (13.25%), 653 lives (13.95%), 333 (6.80%) and 474lives  (8.49%) out of the total death in year wise.
On World No Tobacco Day observation in the month of May last, Mizoram chief minister Lal Thanhawla had stated, “There are no people in this world who use tobacco and other tobacco related products like the Mizos do. Mizoram housed the highest number of cancer patients in India, which is very shameful. We the Mizos have a chronic habit of smoking and other tobacco products, because of which we look shabby, despite our growing popularity in music and singing”. He had also said that the Mizos’ habit of smoking and consumption of other tobacco products was their main weakness, which even makes the Mizo sports persons lagging behind others; and also it has a negative impact to our economic condition.

IMPHAL, Oct 14 NNN:  The 2nd Senapati District Students Association (SDSA)’s General Conference is underway with the cultural and literary programmes held during the day to be followed with SDSA Vaganza Nite.
The Mini Stadium Senapati reverberated with music, cultural dances and speeches during the last three days with around 2000 students and various dignitaries converging together in the SDSA’s 2nd General Conference under the theme, “Collective Envisioning”.
While recalling the historical significance of the National Highway 2 (erstwhile popularly known as NH-39) which Captain Pamberton inaugurated in the year 1832, Mr. Ram Muivah, IAS, Principal Secretary, Works, Transport and Health, Government of Manipur, the chief guest in the cultural programme elucidated that the same route was used by the British Empire during the Great Battle of Khonoma.
It may be mentioned here that when the British entered the Angami Naga territory, the tiny Khonoma village fiercely resisted the mighty British force in the past. Ram Muivah assured the gathering that the status of NH-2 will be improved as the pending tussle between the PWD department and contractor for Senapati and Maram stretch had been settled. He assured better road conditions of NH-2 at the same time he also cited that the stretch between Maram and Mao has been considered by the concerned Ministry as the sinking zone. He encouraged the students gathered in the conference to have big dreams and be willing to win the big prize. While expressing his happiness over the confluence of various communities like the Kukis and Nagas showcasing their rich culture and tradition, he made a point that the time has come for both the communities to reconcile and appease with each other.
Quoting a biblical verse, “Do to others what you want them to do you,” Ram Muivah said that is the foundation of Christianity and it is the bounden duty for each communities to love its neighbors to live happily with each other. He stated when there is happiness, there will be peace, when there is peace there will be progress. Ram Muivah also challenged the gathering to be honest, sincere and truthful to retain the past rich social ethos and values while reminiscing his younger days when the paddy are kept in the field without lock but people were so honest and truthful that thievery was alien during the olden days. He reminded the gathering not to forget their tradition and culture. Memoranda have been submitted to the Chief Guest by the host, Senapati District Students Association and Senapati District Women Association seeking financial assistance of the multipurpose office buildings of each association to cater the various rising needs. Interestingly, the issue of National Highway-2 has not been mentioned in the memorandum of the SDSA which the students organization had spearheaded to improve the status of the pathetic condition of the said highway. Since 2008 various forms of agitations and bandh have been called in regard to the bad road condition of the National Highway -2.
Tongpang Ozumkum, Assistant General Secretary, Naga Students Federation (NSF) spoke on behalf of its president and lauded the SDSA for spearheading courageously not only socio-economic movement of the Nagas but also protecting the ancestral land and historical rights of the Naga people. He reminded that Nagas cannot take life casually but should be prepared for any eventuality and situation. He said that Nagas are brave, honest and peace loving people but when they are provoked Nagas can be worst. He asserted that not an inch of Nagas’ land could be parted at any cost. ‘Culture is our identity and it has no boundary,’ says Kuki Students Organisation Headquarter General Secretary Peter H.Mate in his greetings. He stated, “We are known by our culture, tradition and custom.” He said culture is our identity and it needs to be preserved.” He appealed the gathering to maintain peace, unity, peaceful co-existence enriching our culture and custom.
Many dignitaries were present in the occasions where various cultural dances were performed; Mr.Thangmeiso enthralled the crowd with his songs. Various students’ activists, student leaders, tribe Hohos leaders participated in the function. The four day long 2nd SDSA General Conference will come to close with a valedictory programme on 15th October 2012.

Following is the text of the address of Shri Kapil Sibal, Union Minister of HRD and C&IT at The Foundation Stone Function of NIT, Meghalaya on 12th October, 2012;
“Honourable Chief Minister of Meghalaya, Dr Mukul Sangma ji, Honourable Minister of Education, Prof R.C. Laloo ji, Distinguished Chairperson of the Board of Governors, Dr D.K.Basu ji, Additional Secretary from the Ministry of Human Resource Development, Smt Amita Sharma ji, Distinguished Principal Secretary Education of Meghalaya, Shri ji, Distinguished Director of NIT, Meghalaya, Prof D.K Saikia ji, Distinguished faculty members, staff and students of NIT, members of the press and electronic media, my dear fellow countrymen, Ladies and Gentlemen and dear children.
It is indeed a privilege and honour to be a witness as well as a participant to this momentous and landmark event of laying the foundation of the permanent campus of National Institute of Technology, Meghalaya. Moreover, we are in this famous place, Sohra, in Cherapunjee known worldwide for being the second highest rainfall location in the world.
Friends, India has the world’s largest and youngest populations; around one-third of our population which in numbers translates to 400 million is in the age group of 0-14 years. This means that the number of people in India needing primary and secondary education alone exceeds the entire population of all countries in the world with the exception of China. These students will seek higher education in India over the next decade, which illustrates the immense challenge that we face on the education front.
Meghalaya rests amongst the clouds. Nature has endowed it with a beautiful environment rich in biodiversity and natural resources. Its pristine beauty is reflected in the life and culture of its people. It has for long been the centre of learning in the North East drawing upon the quest for education that is prevalent amongst its youth. It has been our endeavour to provide a path for the youth to empower themselves through quality education and add to the talent pool In India that is slowly capturing the attention of the world. The youth of Meghalaya have to be an essential component of the growth story of India in the coming decades.
By 2020, our country is expected to represent 17 percent of the world’s working-age population (of adults aged between 15-59 years) . It is estimated that in 2020 the average age in India will be 29 years compared to 37 years in China and USA, 45 years in Western Europe and 48 years in Japan. Thus, 30 per cent of the world’s new work force will be from India. Our economy has also to become globally competitive. This necessitates that we must continue to enhance our competitiveness. For that, we require support of a highly skilled workforce, innovation, technological upgrading and ultimately new technology development to continue the climb up the global technology ladder.
Our talent pool has clearly demonstrated its prowess by creating a successful IT and services industry which is the envy of the world. While India’s outsourcing industry and technology workers have drawn the most attention, other skill pools at different stages of the skill continuum are also much in demand. Friends, as a result of the large reservoir of talented youth that is available in the country, around 1000 of the top global companies have established their R&D, technical and development centres in India, employing, I believe, over 200,000 scientists and engineers in almost all the knowledge sectors such as software, computers, microelectronics, automobiles, aerospace, telecommunications, biotechnology, medicare, pharmaceuticals, entertainment and others. High-tech companies employ young Indian innovators whose ideas are taking the world by storm. The recruits of these world-class centres are often fresh from NITs and other technical institutes of repute. This new found confidence of global majors in our youth has in turn given fillip to some of India’s best and talented young technocrats to become first generation technopreneurs, but their numbers are certainly less, far too small, for a nation of our size and capacity.
In our quest towards attaining heights and global recognition on all fronts, we have to ensure that our talent pool in the knowledge arena lives up to the ‘Brand India’ equity that is now looked up globally with awe and respect. I am thus sanguine to recognize that the State needs additional number of schools, colleges and even professional educational institutions and we are doing our utmost to meet the aspirations of the state. The establishment of the NIT here is one small step towards the realization of these objectives; we shall follow up with several more.
I must confess that I have seen the upsurge of excitement and expectations that have followed the inception of the NIT here. It is a mammoth task to meet such level of expectations and high hopes. I must congratulate Professor Saikia and his team for having initiated firm steps towards meeting of these expectations. We seek the eight new NITs being established in the North Eastern region to be manned by world class faculty to train our talented youth to become world class engineers, scientists, technologists, and equally importantly, entrepreneurs who can create wealth for the nation. We want these NITs to be engaged in research in the areas of engineering and applied sciences so as to be able to develop technologies that can compete with the rest of the world. We want these institutes to be engaged in dialogue with the local community and society at-large to understand their problems and devise innovative solutions as per the local, regional as well as national needs. We are accordingly empowering the eight NITs in establishing incubation centres to catalyse entrepreneurship among their students.
The realization of these objectives will need right talents to man these institutes. Such manpower can be attracted only if we create appropriate academic and research environment in these institutes. The Govt. of India is ready to invest significantly in these institutes. But the help and cooperation from the State Government and the Local Society can play a very important role in shaping these institutions. I am very happy that the Meghalaya Govt., and the local populace of Sohra have been very positive and cooperative about setting-up this new NIT.
We are thankful to the Govt. of Meghalaya, especially the Chief Minister, for the 200 acres of land given to the Institute. We have big plans for NIT Meghalaya. We must make this Institute amongst the best in the country showing a path for bright youth from the land of the hills to leave their mark in our country and for our country. I assure every possible support to the NIT from the Central Government to build such a world class institution. I wish all the success to the NIT and to the people of Meghalaya.”

Birth day party, sasthi pujah are alright, nothing wrong with these functions as long as these functions are held after the sun had set in when the Government office hour is over. The other functions like Mapam chakkouba, ushob, deevosh are wastage of time and money.  It happens in Manipur a whole office block would remain paralysed for the whole day simply because all the staff members would be away for attending a grand feast, ushob, arranged by one of the staff members in memory of their dead ones. Not knowing what had happened in the office visitors would waste precious time waiting for the employees to turn up. When the clock ticked 1 pm visitors begin asking each other what had happened to the office. One of the office staff members, perhaps he did not get invite would shout loudly all had gone to attend ushob. It sounds funny Government employees shirk official duty to attend grand feast. Rules need to be made strict to ensure that no employee waste time without doing anything at the office. Ushob is wastage of money and time. Moreover it is conducted during office hour precisely around 1 pm when employees should have remained gluing to files and other documents on their tables. Lady employees and male employees begin dressing up from 11 am for the special occasion.  11 am is two hours away from the formal declaration of relishing the grand feast. Around half an hour would be spent either relishing the sumptuous meal or by sitting near the well arranged meal. It is Manipuri style none can wake up until and unless either the old man or Brahamin leading the guests declare the programme is over. By the time the function is declared closed it would be two pm.  Naturally no employee attends office after 2 pm, which virtually means holiday for the day. None realises the harm being done by offering ushob. If one desires to consecrate something in living memory their dead ones they can do it by inviting some close relatives of the family. No Government employee should accept invitation for attending ushob. The problem facing Manipur is wastage of time by Government employee. They attend office at 12 and return home at 2 pm. We consider giving pay to such recalcitrant employee as wastage of public money. Amazingly the heads of departments cannot ask these employees to attend office at 10 am and remain fastened to their seats till 5 pm. If they remain at the office for the whole office hours they will think of doing something, which will be beneficial to the state.  Everywhere in every parts of the country Government employees have the habit of attending office in time and leaving the office complex as per the time set. Why such rules cannot be applied here in Manipur. Whose fault is it? Does is it have anything to do with the system prevailing here? Manipur is afflicted with diseases created by self. Non attendance of office by the employees should be treated as a disease, which is contagious.
