Law and order has turned ugly situation. UG elements are unrelenting. They can strike at will the target of their choice. In Jammu and Kashmir when the terrorists attacked and killed panchayat members the Chief Minister of the state dared the terrorists to attack him if they can. He termed the terrorists attacking the panchayat members as cowards. His statement reflects the deteriorating level of law and order in his state. A sign of desperation. That reflects he has lost in the war against terrorism. Kashmir remained under central rule for several years as elections could not be held in the state. Pakistan based Mujahideens opposed the conduct of elections in Kashmir. When elections were held in Kashmir it was considered a victory of the Indian democracy. The situation prevailing in NE region is different from what is happening in Kashmir. What is happening here is slightly better. Here in Manipur leaders can move freely and live together with common masses. Nagaland had seen a sea change after NSCN and the Government sat together over the negotiating table. Even the elected representatives resigned en-masse to pave way for installation of rebel leaders on the seat of power. Meghalaya could implement this pattern of power being handed over to rebels. Laldenga became the Chief Minister of his state. Will it be practicable in Manipur? This question is being asked by many. The answer will be in the negative. Because rebel leaders are maintaining strong posture not to bow to pressure unleashed by the Government of India to come to the negotiating table. At the moment they declare openly liberation of Manipur is their sole aim. This is reflected by the series of bomb blasts that had occurred in the last few days. One bomb here and another at other place. Their actions have permeated everywhere. Sensing their presence and their ability to strike at will the target of their choice Manipur Government had sounded alert. Law enforcing agencies it seems are ill equipped to tackle the menace of bomb culture. Though some were caught none was caught while they were planting bombs or hurling them to the target. It reveals that extremists plant bombs in the dead night or when none moves on the road. They also plant the bombs at the area where security forces used to walk or take rest. This is one tactics used by the elements to crush the morale of the security personnel. Now they will know where they should move or not. A lot more needs to be done to improve the law and order situation in the state. There had been time in the state in the past when young man did not join office even after appointment as per recommendation by MPSC . But that situation may not happen. Because thousands and thousands are vying for entry into police service. Brace up Manipur will continue to see bloody war for some time more.

Union Tourism Minister Shri Subodh Kant Sahai has said that tourist from countries having sizable Buddhist population such as Thailand and Malaysia would be provided the facility of Visa on Arrival ( VOA). Inaugurating a two day International Buddhist Conclave at Varanasi recently, he said his Ministry had also decided to develop a Ghat in the temple town Varanasi in the name of Lord Buddha on the bank of river Ganga. He said his Ministry had adopted a Keep India Clean Mission to keep clean the cities particularly tourist places across the country to attract maximum tourists. The Minister appealed to the State Governments to take initiatives for the success this Mission. He assured full cooperation of his Ministry to the state Government local administration to keep the holy city of Varanasi clean.
Shri Sahai said India being the land of origin of Buddhism, is the main attraction for the Buddhist tourists from across the globe. He said his Ministry is drawing up plans to to attract more tourists from Buddhist countries by providing them special facilities. Buddhism being a world religion now, its sites have a great attraction for tourists’ world over. The Ministry of Tourism is continuing with its efforts in identifying more and more Buddhist Circuits and developing them in holistic and integrated manner.
Shri Sahai announced that his Ministry has identified three circuits to be developed as part of Buddhist Circuits during the 12th Five Year Plan.they are:Circuit 1: The Dharmayatra or the Sacred Circuit – This will be a 5 to 7 days circuit and will include visits to Gaya (Bodhgaya), Varanasi (Sarnath), Kushinagar, Piparva ( Kapilvastu) with a day trip to Lumbini in Nepal.Circuit 2: Extended Dharmayatra or Extended Sacred Circuit or Retracing Buddha’s Footsteps – This will be a 10 to 15 days circuit and will include visit to Bodhgaya (Nalanda, Rajgir, Barabar caves, Pragbodhi Hill, Gaya), Patna (Vaishali, Lauriya Nandangarh, Lauriya Ariraj, Kesariya, Patna Museum), Varanasi (Sarnath), Kushinagar, Piparva (Kapilvastu, Shravasti, Saniska) with a day trip to Lumbini in Nepal.Circuit 3: Buddhist Heritage Trails State Circuits- Jammu and Kashmir – Ladakh, Srinagar and Jammu; Himachal Pradesh – Dharamshala, Spiti, Kinnaur and Lahaul. Shri Sahai expressed the hope that deliberations at the conclave would help us to carry on this process of identifying and developing more Buddhist circuits.
The Tourism Minister said that tourism today is being looked upon as a driver of economic growth. India too has seen rapid development in tourism over the last few years apart from promoting our rich heritage and culture and its diversity. He said during 12th Five Year Plan period we have identified around 35 major integrated circuits and destinations having potential to attract a large number of tourists. It is proposed to develop around 20 tourism parks on the lines of Sentosa Islands in Singapore
The conclave is being held with a view to showcasing and projecting the Buddhist Heritage of India. The delegates at the conclave include the International Buddhist scholars, tour operators and media both domestic and international who actively promote Buddhist Tourism. About 130 Overseas guests including Buddhist Scholars/Tour Operators and Media representatives (mainstream media and travel journalists) from 30 countries including Australia, Belgium,Bhutan, Cambodia,Canada, China, Fran ce, Holland, Hungary ,Indonesia, Italy, Japan, Laos, Malays ia, Myanmar, New Zealand, Phillipines, Republic of Korea, Russia, Singapore, South Africa, Spain, Sri lanka, Taiwan, Thailand, UK, USA and Vietnam are attending the conclave. More than one hundred Indian Tour Operators, Scholars, Media personnel from 16 States/UTs including Andhra Pradesh, Uttar Pradesh, Himachal Pradesh, Jammu & Kashmir, Sikkim, Arunachal Pradesh, Maharashtra, Odisha and Bihar are also attending the Conclave.
The Conclave is an important tourism marketing event designed to bring together international buyers from around the world particularly from the popular Buddhist destinations like Singapore, Malaysia, Japan, Korea, China etc. together, to interact, promote and sell, with the objective of increasing tourist arrivals to India and specifically to the Buddhist sites in different states.
The Conclave sessions include Technical sessions on Buddhism for scholars, and travel and Tourism sessions for the media and Tour operators. The delegates will also be taken for site visits to Bodh Gaya and Nalanda. The International Buddhist Conclave in India is being organized after a period of two years. The last Conclave was organized in Nalanda in February 2010.

The great leader, who led the country to freedom 57 years back, who preached ahimsha, who said freedom achieved after shedding blood was not his choice is being remembered on his birth anniversary day today. Gandhi Jayenti is celebrated all over the country in keeping with his firm belief that cleanliness is next to godliness. He believed in equality among all people. He was one such leader, who thought power corrupts human mind. He was a fighter. He fought against the wrongs perpetrated by high and mighty groups against the poor and hapless people. All his agitations were for alleviation of the living conditions of the down trodden people. The former Prime Minister Narasimha Rao expressed the apprehension that just as Buddhism vanished from its own land Gandhism too may vanish from its own land. A time may come when Indians going abroad to study Gandhism. We cannot dishonour father of the nation by sidelining the principles of freedom and equality that he held high. As if his philosophies are not in conformity with the present time the modern day leaders have relegated all his teachings. The present day generations have forgotten as declared earlier by Einstein that Gandhiji lived in flesh and blood. Such a man, who adopted celibacy at the age of 36 experimented with the truth in his life. His life was an open book. There was nothing he hid and when died he left a pair of spectacles, a pair of shoes and a wrist watch as his belongings. He was against wastage of time and money. He used the back page of the letters and documents that he received in writing newspaper reports. He knew too much about the problems facing the women in the country so he emulated the simple housewife with the soldiers in the war field. He even slept in the colonies, where the lepers were residing. Long before medical science declared leprosy is not a communicable disease Gandhiji had touched the feet of the lepers to cure them and also to provide better treatment to them. Such a great man, such a big heart if not to him to whom the title Mahatma would be given. Young children need to be taught his philosophies and principles of life so that they will learn what makes a decent person. At least 20 Nobel laureates at a meeting held to restore peace in the world adopted a resolution saying to usher in peace and tranquillity all over the world Gandhian principles should be adhered to by all. Now the question is put to ourselves what really have we done to show respect to Mahatma Gandhi. His philosophies and ideas are kept neglected. All our leaders are in competition in the possession of wealth. They cannot see more than themselves and their family members. The need of the hour is inculcating Gandhian principles in the young minds so that when they grow up they will feel the need for serving the needy people better. As we offer floral tributes to the father of the nation we must keep in mind where do we stand. Paying tribute to him is like paying obeisance to the supreme Gods.
