IMPHAL, Nov 6 NNN: A team led by the United Naga Council (UNC), including the Naga Women’s Union, the All Naga Students’ Association and the Naga Peoples’ Movement for Human Rights (NPMHR) visited Tamenglong district Headquarters on a good will mission on November 3 and 4 in view of the violent armed clashes between Naga groups that has claimed several lives in the recent past. Apart from meeting cross sections of the society the team also held a public meeting at the Indoor Stadium on November 4 which was attended by local church leaders, frontal organisations which included the Zeliangrong Baudi (Manipur Zone) and the Zeliangrong Pui Baudi and the general public. After the addresses by members of the good will mission, a spoken mass prayer was offered by the participants for an end to the violence that has engulfed Tamenglong, for God’s blessings on the upcoming 5th ‘tripartite talk’ on the demand for “alternative arrangement” and early settlement of the Indo-Naga issue.
A declaration was also adopted by a unanimous voice vote on the conflict situation at the end of the public meeting, the substance of which included that the public meeting registered its serious concern over the prevailing situation in Tamenglong.
The meeting strongly urged upon the “factions/political groups” (Naga militant groups) to withdraw from the violent path in the spirit of Naga reconciliation which is the clarion call of all the Nagas across the land.
The meeting also urged all political, social, church and other organisational leaders to discourage propaganda, rumours, incitements and instigations for narrow and personal interests and to thereby create space for trust, goodwill and rapprochement among the people at large.
The meeting then requested the media to play a proactive role for transformation of the present conflict through their reportage and coverage and to tone down the negative elements in the public discourse in the media.
It urged the Assam Rifles to be non partisan and to refrain from siding or encouraging any one party in the conflict and to secure the vital public confidence and trust as a neutral force till the return of normalcy.

Why should a man arrested or picked up from his home be found killed elsewhere? Such type of killing reveals absence of effective law to deal with the perpetrators of the crime of such nature. The state had seen too many crimes of this nature in the past and the latest one happened only yesterday when the hardcore member of PLA arrested from his home was found killed in other place. Fake encounter or extra judicial killing is used by the law enforcing agencies as a means to shoo away the extremists from the soil of the land. Counter insurgency operation launched in Manipur it seems is directionless. It has failed to control insurgency movement in the state. Public discontentment is on the rise and extremists of all hues can strike the target of their choice at their own will. A concrete policy needs to be framed to attract the warring groups to the negotiating table. The manner with which bombs are planted by extremists at vulnerable areas where security forces patrol also reveal that the underground organisations are not willing to stop the war against the Indian regime. But killing cannot control the movement. One dies today, someone will die tomorrow. Hundreds and thousands of youths will be dying. Realisation is yet to dawn. Who has gained, who has lost? We must ask this question to ourselves. Are we community born to die? Even in the state like Kashmir where Pakistan based mujahedeens are operating such type of killing is not heard of quite often as is happening in our state. It is time we analyse how security forces or security personnel operate in other states having similar problem. Punjab had seen the return to peace. Mizoram too had reaped the fruit of peace. Nagaland is also on the threshold of finding peace. Peace loving people of Manipur have not got its share of peace. Elusive peace may not be seen in our life time. That is sad. But extra judicial killing cannot be used as a means for controlling insurgency in Manipur. The wailing of the victims’ dear and near ones and widows crying for their departed husband all these are happening in the vicinity. Normal life has been seriously affected. When will Manipur see the return of peace? Who will be able to say to which direction Manipur and its people should go. Something can be done after knowing what is sweeping in the minds of the rebel leaders. Messengers can be sent out to know the mood of the rebels. Will declaration of unilateral cease fire against all the rebels operating in Manipur be catalytic in finding lasting peace in the state? The need of the hour is for all to come together and evolve strategy to find lasting pace in Manipur. Hate and hatred campaign flare up tension and at the end it creates turmoil and social unrest. But the simple question remains and it is being asked to the concerned authority what it can to do to stop extra judicial killing for it has dragged down the image of the state and lawlessness has been exposed.

Babu was later killed in a fake encounter at Lunghar khul , Ukhrul he said. State sponsored terrorism should be checked as propounded by the Supreme Court he added.

The RPF today said Union Home Minister, Shinde’s order to probe network of RPF and to entrust the work to NIA will be futile. T. Leisemba, Secy. Publicity, Revolutionary People’s Front said it is operating for years and faced various agencies of India . NIA is an infant and it will be just a clash between an egg and stone he said. IMPHAL, Nov 6 NNN: Government’s lackadaisical attitude with apathy and lack of concern writ large on the wall of the government and total neglect towards the Tamenglong people have triggered off a storm, after the Joint Forum for Transport Welfare of Tamenglong district imposed an indefinite bandh on the 38 km long Tamenglong to Khongsang road from today.
The organization formed in the wake of governmental‘s indifference, has protested against the non-maintenance of the road and urged for smooth transportation facilities to be extended to the district.
The road was handed over to BRTF in September this year, hoping for better care of the situation but it never transpired. However, the only road which is the only link to the state capital Imphal is in total disrepair, the organization charged.
The organization has warned that any untoward incident arising out of such events rest solely with the government and said that they would not be responsible. There was no untoward incident today, vehicular movements were unseen and the lives of the people totally disturbed.

DIMAPUR, Nov 6 NNN : Dismissing all the reports that NSCN-IM has dropped the demand for Naga integration, Thuingaleng Muivah has clarified today that the outfit has not dropped the demand of the Naga integration. “Without the Naga integration, there will be no Naga solution,” said Th Muivah.
In an exclusive interview this afternoon at the VIP lounge of Dimapur Airport, NSCN-IM general secretary Thuingaleng Muivah said that integration of all the “Naga areas” will always be part of the Naga solution. “Naga integration will be always part of the Naga solution. Without it there cannot be settlement,” stated Muivah.
When queried whether this can be materialised as there have been strong oppositions from various quarters, Muivah said, “Naga integration can happen anytime. Today? Tomorrow? No permanent solution without it. Naga integration is a must.”
Regarding the statements from NSCN-K and others that the ongoing talks between the government of India and the NSCN-IM is seeking a factional solution and that in the event of any settlement it will be ‘NSCN-IM solution’ and not Naga solution, Thuingaleng Muivah retorted and asked,
“Do these people understand the Naga issue or Naga problem? Do you believe what they said? Don’t believe them. Let them talk whatever they like because they do not understand the issue. These people will keep on saying such things.”
When asked about the tentative time the would-be Naga settlement is going to be inked, Thuingaleng Muivah said that it would be hard to say at the moment. “Let us see,” said Muivah while adding,” The government of India needs time.”
On being asked what development was seen after the recent ‘home-consultations’ with the Naga frontal organisations at Camp Hebron, Muivah said it was positive. “The consultations were heart warming. They gave their full support. Do you believe they also blessed us? Today, we are going back to New Delhi with the blessings from the Naga society.”
Just after this interview NNN also asked NSCN-IM chairman Isak Chisi Swu about the tentative date for signing the agreement. “We cannot say the time but we hope it will not take long.”
Isak Chisi Swu and Thuingaleng along with their spouses have left Dimapur for New Delhi to resume the talks with the government of India. The two leaders arrived Dimapur on October 18 and had series of consultations with the Naga leaders, frontal organisations and those who matter.
