The Environment Pledge: Tourism and Environment Protection

Dr. K. Parameswaran, Assistant Director, PIB, Madurai.
The International Ecotourism Society has defined Ecotourism as the “responsible travel to natural areas that conserves the environment and improves the welfare of local people”. The Australian Commission on National Ecotourism Strategy defines ecotourism as “nature-based tourism that involves education and interpretation of the natural environment and is managed to be ecologically sustainable”.
In modern times, eco tourism has been expected to help in achieving the following also: involve travel to natural destinations, minimize impact on natural resources, build up environmental awareness, provide impetus and financial support for conservation, financially benefit and empower local people and inculcate respect for local culture.
A travel enthusiast from Kanyakumari in Tamilnadu and an avid practitioner of eco tourism guidelines, R N Kesavaperumal says that “ecotourism, to be worthy of its name, should be able to ensure financial benefits to the people from the locality where tourism activities are being developed and encouraged. From the other side, eco tourism as an activity has to pro actively teach travelers and tourists to respect local cultures of tourism destinations”.
The International Society for Eco Tourism has made a special mention of the economic significance of eco tourism activities. The society points out that eco tourism activities always takes care that money generated through the tourism must not go out from the local economies. It discourages mass tourism, mass constructions of hotels, tourism resorts and mass activities in fragile areas”.
Environment Friendly Tourism: A Reference from Sanskrit Literature
As far as India is concerned, the famous Sanskrit poem the “Meghadoot” by the immortal poet Kalidasa, on close examination, proves to be a manual for eco tourism. The lyrically sublime poem is an explanation and description of the route to be taken to reach the abode of the lover of a Yaksha. The poem is structured as if the Yaksha is describing the route to a rain cloud and requesting the rain cloud to carry his love message to his lover!
The poem stresses on the care that should be taken to protect nature and natural resources. For example, there is sloka in Meghadoot which means “we have watered the trees that blossom in the summer-time.
Now let’s sprinkle those whose flowering time is past. That will be (a) better deed, because we shall not be working for the reward.”
The poem, describes with great care and diligence, the way through the Central Indian plains, noting with surprising involvement the flora and fauna as well as the geographical and natural particularities of each region that the cloud has to pass through.
The famous Mayoora Sandesham (The message send through a Peacock) in Malayalam describes the famous paddy fields and unique irrigation facilities of the then Travancore (now Kerala and parts of Tamilnadu) in minute detail. Such poems have been the earliest call for conservation and environment friendly travel and tourism.
The Environmental Pledge
In keeping with the tenets of eco tourism, India has decided that the Environmental Pledge will be honoured as far as environmental activities are concerned. The following are the principal aspects of the environmental pledge.
All stationery and various kinds of publicity material will be made only on paper that has been recycled. The Ministry of Tourism has also pledged itself to implement a recycling programme for all its activities.
As far as possible, the use of polythene bags will be avoided as far as tourism related activities are concerned. Plastic is non biodegradable and a single polythene bag might take up to centuries for decomposing. Each tourist is putting in his or her effort in conserving nature when they use a cloth or paper bag to carry consumables!
Another important area where eco friendliness of tourism is reflected is in the use of power and its generation. The environmental pledge makes it concomitant for the tourists as well as the tourism practitioner to utilize environment friendly forms of power like solar energy or wind turbines.
A related area of concern, from the point of view of eco friendliness, is the care and attention given to the judicious use of water resources. Recycling of used water, installation of active rain water harvesting systems, use of toilets where the amount of water needed is comparatively less etc are some of the important initiatives possible in this area.
Along with this has to be mentioned the concern that eco tourism projects should have as for protection and conservation of bio diversity and plant and animal life. For this purpose, afforestation activities like planting of tree saplings, medicinal plants etc will be given more prominence in tourism sites. The use of fire wood for heating purposes will be severely curtailed. Use of eco friendly, non plant materials for landscaping, interior designing etc is also part of the environment pledge in this area.
Segregation of waste is an important part of activities in eco friendly tourism projects. Only bio degradable waste materials will be buried at the sites or used for making compost manure etc. Non bio degradable waste, if any, will be taken to other facilities nearby for scientific disposal.

IMPHAL, Nov 16 NNN: Manipur deputy chief minister Gaikhangam will meet Union home minister Sushil Kumar Shinde on Saturday (November 17) to press for the early start of dialogue with the two umbrella organisations of Kuki militants, viz, United Peoples’ Front (UPF) and Kuki National Organisation (KNO) who are engaging in Suspension of Operation (SoO) with the government.
Gaikhangam who also holds the home portfolio, government of Manipur said, “I’m here in New Delhi today to meet the Central leaders. I will meet the honourable Union home minister tomorrow to press for the starting of talks with UPF and KNO at the earliest date possible.” The deputy chief minister of Manipur further said the state government of Manipur has been putting up its sincere effort in this approach. “So, I would like to appeal to all concerns to reconsider their decision of calling blockade in the interest of the people,” appeals Gaikhangam. The deputy chief minister expressed his optimism that the Central government will start the dialogue soon with the Kuki militant organisations.
On the other hand, Kuki State Demand Committee (KSDC) secretary Benjamin Mate and its information secretary George Guite informed in negative when queried by Newmai News Network whether the government has sent any feelers. “No feelers from the government side. We will go ahead with the agitation,” said George Guite. “Only after a written assurance is given by the Government of India that the process of political dialogue with Kukis, involving KSDC and Kuki militants, would begin within a predetermined date, then only we may review our stand,” asserted Benjamin Mate.
The indefinite “public blockade” in all the highways passing through “Kuki areas” was announced on November 12 by the Kuki State Demand Committee (KSDC) in demand ‘for a separate Kuki state to be carved out of Kuki traditional lands incorporated within the present day Manipur.
It can be noted here that on November 2, Kuki National Organisation (KNO), an umbrella organisation of more than 10 Kuki militant outfits had asserted that it demands a separate Kuki state in Manipur under the Constitution of India. The KNO then said it had taken a decision to abrogate the Suspension of Operation (SoO) if the government does not hold dialogues with it by November 22.
Addressing a strong posse of journalists on November 2 at Press Club of India, New Delhi, spokesman of KNO Seilen Haokip had said that the lands of the Kukis are never under the Meitei kings, and the land ownership system has always been under the Kuki chiefs. Until there is a political solution for the Kukis in Manipur, the chieftainship system should not be abolised, the KNO leader had asserted. Seilen Haokip then said that the KNO had already taken a decision to abrogate the SoO if the government does not begin political talks by November 22, 2012 to find solutions to the Kuki political issues in Manipur. “If there is no political dialogue even after signing the SoO, then there is no point in staying at the designated camps set up on the basis of the SoO agreement. The KNO will have no other options but to go back to the jungle and continue its armed struggle against the state government and the government of India”, he said..

Manipur Information Centre
New Delhi , November 16
The 11-day National Theatre Festival for Children Festival organized by the National School of Drama will kick off on November 18 at 6 pm at Abhimanch, here with the Bangla play- Dakghar directed by Susanta Mondal. Noted Hindi actor Mohan Agashe will inaugurate the festival.
Held every alternate year, this 11th edition of the Festival will have 17 plays- a mix of fantasies, history, comedy and social issues in nine different languages performed by children.
The festival will also have performances by special children. Three plays will be performed by them including Dakghar as the opening performance. The play is about a boy named Amal who desperately waits for a letter from the king knowing him to be the greatest authority of the land. He firmly believes that the king will write to him. The play’s dialogues are very much like the lines of a poem that goes on forming a story as it proceeds.
Hindi play- Dastaan-e-Dilli directed by Feisal Alkazi and Radhika Alkazi, again by special children, will mark the end of the festival on November 28. The play opens with a delightful re-telling of Krishna and his childhood exploits on the banks of the Yamuna off Kalindi Kunj and it will end with a vision of ‘Dilli’ in the future seen through the eyes of its special children.
There will be theatre groups from Assam, West Bengal, Maharashtra, Karnataka, Sikkim, Delhi, Kerala, Manipur and Tamil Nadu. Interactive sessions with play directors and artistes will take place daily during the festival. Free passes will be available at the reception of National School of Drama from Sunday. Entry on the day of the performance will be on first-come-first-serve.
The Delhites will witness four plays from the North Eastern states. Manipuri play-Meenam Charadi Laina Shao-e directed by Ningombam Jadumani of the Blooming Cultural Akademy of Huyen Lallong Manipur Thang-Ta Cultural Association, Irilbung, Manipur to be staged on November 24 at 5.30 pm at Sammukh is based on the popular Manipuri folk tale – Sanshelnaha Keina Chaba (The Cowherd Killed by a Tiger).
The 55- minute play tells the story of Manithoiba, the only son of his parents, who grows up to be a cheat and a liar. Though his friends keep telling him that god hates cheats, he does not heed their warnings. Parents also always defend their son in front of others and quarrel with those who come with complaints about him.
One day, Manithoiba comes across a tiger near a hill and tells everyone, but because of his reputation no one believes him.
On another day when Manithoiba and his friend, Tompak, are together, the tiger attacks and catches Manithoiba. Tompok cries for help, and it is only because everyone knows he always tells the truth, that people rush to the spot and drive away the tiger, thus saving Manithoiba.
Realising the importance of telling the truth, Manithoiba mends his ways and starts believing that God never helps those who lie.
Assamese play- Andharat Xihotor Mukhbur directed by Krishna Bhuyan of Padamjyoti Moina Parijat, Rajbari, Assam will be staged on November 19 at 5.30 pm at Shri Ram Centre. The 56-minute play focusses on the children living in slums. They are human beings but become the slaves of their surroundings. They can’t differentiate between right and wrong and are pawn in the hands of anti-socials.
Joy, Radha, Pintu and Raghu live in such a slum and survive by doing minor works. Chacha the policeman treats them like his own children. Pintu and Raghu adopt unfair and unlawful business to fulfill their high ambitions. They are in danger. With the help of “Chacha”, they are set free and return to the slum. In the meantime some children bring the good news that they will get a chance to be educated at night schools.
Another Assamese play- Budduram directed by Bhagirathi of Seagull Theatre & Shishu Sarothi, Assam, is the performance by the special children to be staged on November 20 at 6.30 pm at Abhimanch. The 80- minute play is about learning to laugh.
Today people have forgotten how to laugh, and how our ancestors laughed, so has disappeared the merry-making of adults and children. A shadow of fear seems to follow all. Every day we hear and see news of riots, abuse, explosions, etc., in the newspapers, radio, T.V., etc. even the T.V. serials depict the same picture. Seeing and hearing all these have resulted in the heaviness of heart and deterioration of mental growth.
Among all, the people and children of the Northeast are worst affected by the fear. Laughing, playing, beautiful dreams, creative thoughts – everything have disappeared.
The play is about to spread laughter for some time, forgetting all stress through “Buddhuram”, to enable everyone to forget all their tensions and sadness for some time, watching the production full of laughter and happiness. The play director believes that if laughter ends, the whole human race will come to an end.
Nepali Play-Shahi Fitta Lal Directed by Manish Saini of The Sikkim Theatre Training Centre, Gangtok, Sikkim will be staged on November22 at 5.30 pm at Shri Ram Centre.
The 60 -minute play is the presentation inspired by some stories of Mulla Nasiruddin. The trampy, turmoil, chaos and corruption are on its peak. People are remembering Mulla who uses to challenge the authority and help the people. But he has been in exile eight years back. He returns to his country in disguise. With his cleverness and wisdom, he succeeds in convicting to stop the corrupt practice and helps the poor people.

SENAPATI, Nov 16 NNN: The All Naga Students’ Association, Manipur (ANSAM) while endorsing the directive of the United Naga Council (UNC) in connection with the Manipur government sponsored Sangai Festival, has urged all its constituent units and the Nagas to adhere to the directive of the apex Naga body.
On Friday, the Naga students’ body said, “It is the social and moral responsibility of every Naga to strengthen the severance of political ties with the “communal” government of Manipur because of the unmistakeable facts based on upon which the Nagas in Manipur have demanded an ‘alternative arrangement’ outside the government of Manipur in the democratic process of the ‘tripartite’ talk of the government of India, government of Manipur and the UNC pending settlement of the Indo-Naga issue.”
The ANSAM further said that when there is no genuine efforts to address the differences and social divide, the Sangai Festival and such other state sponsored programmes with their superficial message of communal harmony is adding insult to injury which has been endured for so many years by the Nagas in particular and the tribals of Manipur in general.
“It is therefore hereby notified to our constituent units and to Nagas in Manipur that the November 13, 2012 public directive of the United Naga Council not to associate with the state sponsored Sangai festival and other such programmes should be adhered to in letter and spirit,” the ANSAM urged.

Mail News Service
Imphal, Nov 16 : A new exhibit that chronicles the contributions of the people and ponies of Manipur has been unveiled at Kentucky Horse Park, USA on Thursday by the International Museum of the Horse, said a statement issued by R.K Nimai, secretary to the Governor .
Governor Gurbachand Jagat, who made presented the items said, “Over the last century and a half, the sport of polo has become synonymous with British horsemanship”. He lamented, “However the story of how the British learned of the game, and of the people and ponies that first introduced it to them has remained shrouded in history.”
The exhibit features a traditional Manipuri polo saddle, braided bridle, braided leather whip, a full set of traditional polo player’s attire, two traditional polo mallets, a ball made of bamboo root, and a set of traditional equestrian darts. The items were designed and constructed by Meisnam Khelen of Imphal who was the former captain of the Manipur Polo team, the press communique stated.
Ed Armstrong, Director of Tournament at the United States’ Polo Association while referring to the exhibit and it history said, “We are very interested in the fascinating antecedents of our game and are pleased to have been a part of this new exhibit”. This exhibit offers scope for comparison of the previous used equipments and the present polo gear provided by the US Polo Association, the press note further stated.
The Kentucky Horse Park is a working horse farm or theme park and equine competition facility dedicated to man’s relationship with the horse. Located at Exit 120, Interstate 75, just north of Lexington, the park is an agency of the Kentucky Commerce Cabinet.
The Manipuri pony is still used for polo in Manipur with 7 players on each side. Many villages have polo fields too. It is unfortunate that Manipur pony is now dwindling and an endangered breed with an estimated population of fewer than 500, noted the governor’s statement. The gift and the creation of the exhibit represent both the international and local efforts to protect the ponies.
The Museum Director Bill Cooke remarked that they were extremely grateful to the Governor and the people of Manipur not only for their ‘significant donation of ethnographic material related to the Manipuri pony’, but also for ‘allowing us (US Polo Association) to do our small part to raise awareness of these historically significant animals and the current threat of their extinction’. The museum also expressed gratitude to Dr RK Nimai Singh, Secretary to Governor and Commissioner of Arts & Culture, and L Somi, curator of media arts and film in New York for arranging the gifts.
The museum will remain open on every Wednesdays from March 15 to Oct 31 and every Sunday from Nov 1 to March 14.
