Imphal, Nov 16NNN: Contrary to the request made by the Senapati District Students’ Association (SDSA) to restraint any action in the midst of the ongoing investigation process, the ADC members have reportedly decided to transfer the present CEO S. Kholia Larho.
SDSA stated that, such decision of the ADC members comes as a shock and premature at the time when the said senior MCS officer has been investing all efforts and wisdom to re-systemize the educational system of the district. The officer’s contribution and reforming administrations is much appreciated and lauded by the whole that, the premature development of the ADC members’ decision is not advised in the present situation. Thev SDSA has appealed to the ADC members to immediately revoke the said resolution and maintain the status quo in the interest of the student’s community in Senapati district.
The SDSA defending its stance added that, the present CEO has been conducting physical tour to every school under ADC Senapati to inspect the actual functioning system of the much criticized ADC schools which is reportedly operating with mere substitute teachers for remote students and salary drawing teachers without attending their respective schools. Here, the SDSA has expressed its sincere appreciation for all the efforts to reform the educational system in the district, which has become a serious necessity to develop a society which is inflicted by poor literacy rate compared to the other parts of the States in India.
It may be recalled that, the present incumbent CEO, since her posting to the District Council office in early 2012 has been initiating an effective measures in transforming the present structure to otherwise almost defunct situation of the Senapati district ADC office. Here with the collective efforts of the present CEO, the SDSA has began investigation in District Council office related irregularities and recruitment scam.
However, the immature move of the ADC members’ inspite of earlier appeals made by SDSA has come as an “unfortunate and premature action” to transfer a committed and dedicated beauracrate like the present CEO to achieve their political aspiration without logical end. The SDSA therefore, reiterates its appeal to revoke all political decision to maintain status quo of the CEO and allow the officer to implement the laudable policies during her tenure without political interference.

IMPHAL, November 16: A one day consultation cum felicitation programme for successful candidates of MPSC exam, 2010 was held today at Teinem Village, Ukhrul. The said programme was organised by Zingtum Tangkul Katamnao Long (ZTKML).

The successful candidate that was feted was Semmi Ramror, K Themreingam Rainam and RA Ransing. 

Speaking at the felicitation function, SP Sajiwa Jail IK Muiva stresses the need for a refined social and cultural environment infusing a value education. He further added that value education is all about sharing and caring. He further maintained that education indicates the physical, mental and social state of the person.

The Principal of the state Institute of Rural Development (SIRD), MCS Lungrei Kashung stressed the crucial role of community should for a sustainable development in the context of under privilege society.

IMPHAL, November 16: A powerful Improvise Explosive Device (IED) exploded at a road side at Thoubal Houkha (near NRL petrol pump) on National Highway number 2 under Thoubal Police Station this morning at around 9, but no casualties were reported.

According to the police, the explosion took place just after an Assam Rifle convoy passed the area. It is suspected that the explosion was made using a remote control device and it must be weighted around 2 kg. 

It may be mention here that the police had recovered an IED bomb from this area on National Highway number 2 (Imphal-Moreh Road) a few days ago and also on November 12, an IED explosion occurred at near Imphal College on Imphal Tiddim Road, where one mason was killed with another left critically injured.

IMPHAL, November 16: The Senapati District Consumers’ Club (SDCC) will stage a sit-in-protest at Senapati Bazaar on Monday, November 19 at 11 am against the siphoning of food items by CAF and PD Department of Sanapati, as said by a press release from SDCC.

The SDCC further alleged that the CAF and PD Department of Senapati has siphoned the food items, for two month, which is mean for distribution for three assembly constituency namely –Karong-47, Mao-48 and Tadubi-49.

Further the SDCC appeals all the citizens of Senapati, tribal’s chief, public leaders and FPS agents to support and participate the said sit-in-protest that is against the corruption and protection of consumers’ right.

IMPHAL, November 16: A one and half month old infant was bitten to death by a monkey today noon at Thangmeiband Leikanglong under Lamphel Police Station.  

According to the police, the mother identified as Agana Gangmei and the infant have just returned from a nearby primary centre after vaccinating the infant and was standing at near a staircase, when suddenly a domestic monkey owned by one of their neighbour suddenly attack them.

Later, after hearing the news an angry local mob killed the monkey. The owner of the monkey has been identified as Naveen Rai.

It’s amply clear now. The so called Naga political problem is slated to be resolved by GOI by March 2013, perhaps before the Nagaland Assembly Election. NSCN(IM) proposes among others to carve out the four hill districts out of the five (hill districts) in Manipur as part of Nagalim. So their stand is clear and GOI has taken note of it. Accordingly, O. Ibobi Singh, CM has been instructed by Sushil Kumar Shinde, Union Home Minister to co-operate in resolving the issue; inference – “Do as you are told to do”.

On the other hand Kukis have demanded Statehood of Kukiland which includes major chunks of Senapati, Ukhrul, Tamenglong besides Churachandpur and Chandel districts. It is obvious that they would want to settle the issue before the so called Naga political problem is resolved so that there is clear cut bifurcation of the hill districts as two separate entities. Kuki’s stand on the issue therefore is also quite clear.

Now what is however not clear is what is the Meitei’s take on the political scenario that is unfolding itself vividly. Why? Because there is no one to speak up for the Meiteis. State government which is accused of being communal is helpless because those who are at the helm of affairs will just do what they are told to do by the Centre as their chair is so very important to them. Further they will also do anything so long as their percentage cut is ensured.

Meitei Civil Society Organizations are no better. Their one upmanship and individual chauvinism with vested interest will take them to their doom sooner than later. They can only cry hoarse in Imphal. Neither do they have the locus standi nor the spunk to talk to Delhi. With the political situation getting serious by the day, perhaps the day is not far when people will kick them out too just as they have shooed away the valley insurgents from their habitat – the valley.

So literally speaking there is nobody to speak up for the Meiteis as things stand today, nobody to represent them when the decision is being deliberated at Delhi as to how the surgical knife should be held to slice Manipur into bits and pieces to appease a particular ethnic group. The Meitei Nongsa (Lion) is definitely in hibernation. Pathetic!

It was interesting to read the statement of a particular group of valley insurgents that appeared in the media a while ago which said that they will carry on fighting for “Ima Leibak Manipur” and there is no question of talking to GOI. It’s a gutsy stand and full marks for it. But the reality is disturbing. Which Ima Leibak Manipur are they going to fight for? Is it the historical Manipur with its geographical and political entity as it stands today? Or would it be the left over geographical entity after its bifurcation into Naga’s and Kuki’s homeland? To be precise, is it going to be Imphal East, Imphal West, Thoubal and Bishenpur Districts? That too without the mole hills in the valley like Waithou Chingol, Chinga, Langjing, Langol, Chingmeirong which are supposed to be part of Sadar Hills  district which would logically be a part of Kuki homeland?

The obvious answer is ‘No’. But then how are they going to prevent this disintegration of Manipur? Are they going to burn Union Home Minister’s effigy in their respective camps in the jungles of Myanmar? Why can’t they have their representative talking to GOI at the highest level? Make no mistake, talking is not surrendering. But the million dollar question is with each one of them on one upmanship act, who is going to be their acceptable representative? Why not R.K. Meghen who is now under the custody of NIA? Is there any other Meitei who has the right intellectual resource and who has been rightly placed as of today for the Himalayan task? Why not give him people’s mandate to represent the Meitei’s interest whenever the issue of fragmenting the territorial integrity of Manipur is deliberated upon between GOI and NSCN(IM) or for that matter with any other UG group?

GOI seems to ignore the fact that Meiteis are also stake holders on the issue of the future of Manipur. Therefore, it is imperative that the Meiteis also have a representative to talk to GOI at the highest level. Or else, let the Meitei Nongsa (Lion) sleep and when he wakes up from the deep slumber he should be mentally and morally prepared to accept the leftover of what has been fed to others as his legitimate share.  Is anybody listening?

On November 8, the White House confirmed that President Barack H. Obama is visiting Burma as part of a three-nation trip to Southeast Asia from November 17 to 20. The visit becomes the first ever by a sitting US president.  The trip will be Obama’s first international trip since his re-election on November 6 for a second term in office. The president will be joined by Secretary of State Hillary Rodham Clinton who visited the country in 2011.

This could be Clinton’s final visit to Burma as Secretary of State if she decides to leave the State Department. On January 26, she told members of the State Department that she would quit her job if Obama wins the re-election bid.

During his stay, Obama is scheduled to meet President Thein Sein and Aung San Suu Kyi, leader of the opposition and chairperson of the National League for Democracy (NLD). Obama will also meet representatives of civil society organizations.

The easing of sanctions, the appointment of Ambassador Derek J. Mitchell, and the visit of President Obama are a testament to America’s commitment toward Burma and its people.

The pace of US-Burma bilateral relations’ improvement has surprised many observers and analysts alike. While many welcome the Obama’s visit, there are others who criticize the timing of such high-level visit.

There are valid points to both arguments. On positive note, the visit shows the US’s continued support for human rights and democratic reforms. The visit could also boost the initiatives of President Thein Sein in the midst of some military hardliners who are critical of the democratic reform process. The visit could also provide incentives for both Rakhine state and central governments to help end the conflict in Rakhine. Obama could use the visit to urge both the government and the opposition to work concertedly for a solution. The visit could also be a morale boost for democracy advocates and other civil society groups to strengthen their activities.

On the other hand, armed conflict is unabated in Kachin state and there are thousands of refugees and internally displaced persons. The number varies from source to source, but there are still political prisoners across the country. As of October 31, 2012, there were 283 political prisoners according to the Thailand-based Assistance Association for Political Prisoners.

Some are concerned that Obama’s visit would overshadow the ongoing conflicts and that the US leverage to influence the Burmese government for further democratic reforms might be weakened.  While the Obama administration should be given credit for pursuing dual-track policy that opened the door for diplomacy, one must also acknowledge the contribution of the Republican administration under President George Bush. Among others, the Bush administration successfully placed Burma in the formal agenda of the United Nations Security Council on September 15, 2006.

Recent political developments have shown that Burma has embarked on a new phase of politics. However, one should not be overoptimistic about its future prospects. Challenges and uncertainties remain – uncertainties over free and fair election and issues pertaining to autonomy.

After its independence from the British on January 4, 1948, Burma had a parliamentary democracy until the military coup in 1962. The central government was fragile due to insurgency problems. The ethnic minority groups demanded secession from the Union when Panglong agreement on autonomy was not upheld.

Although ethnic minorities have dropped their original demand for secession, the demand for autonomy remains intact. The present government of the Union Solidarity and Development Party has reached ceasefire agreements with majority of the armed groups, but there is no guarantee of an amicable political settlement. Moreover, there is no guarantee that the present quasi-civilian government will amend the 2008 constitution to remove the inherent role of military in politics. There is uncertainty whether the 2015 election will be held free and fair. There is also no guarantee that the constitution that guarantees 25 percent of parliament seats to the military will be amended. Under such circumstances, it is uncertain whether the judiciary branch can function independently. There is also uncertainty if the former and present military leaders would allow an impartial inquiry of human rights abuses and any possible criminal acts of the past military regime.

Despite the lingering uncertainties, there is room for national reconciliation if the central government led by ethnic Burmans and ethnic minorities cooperate. In order for mutual trust to develop, minority problems need to be resolved. President Obama should emphasize the urgency for such solution. The US must understand that minority problems outweigh differences between the NLD and the military.

There is every reason to be optimistic about the political changes in Burma. However, given the nature of Burma’s historical problems, there are also reasons to be critical about long-term solution.

In the U-17 girls’ singles pre-quarter final, Manipur’s Purnima M was lost to Air India’s 1st seeded player Reshma Kartick by 14-21, 8-21. Purnima entered pre quarter final after getting bye in first and second round.

In the U-17 girls’ singles 2nd round matches, Manipur’s Dhanabati Chanu was lost to Assam’s Ashimita Chalina by 7-21, 2-21, Rubasala Hussain of Manipur was lost to 8th seeded player Arsheen Syed Saadath of Karnataka by 8-21, 7-21 and Somibala of Manipur was lost to Lostto Rini Tandel of Gujarat by 11-21, 15-21.

In the U-17 girls’ doubles 2nd round matches, Somibala/N Purnima of Manipur was lost to Vaishnarik/Pooja of Rajasthan by 21-5, 16-21, 21-15, Pooja Kameil/Dhanabati Chanu of Manipur was lost to Revati Devasthal of Maharastra/Vaishnari Iyer of Karnataka by 5-21, 15-21.

In the U-19 boys’ singles 1st round, Y Ajay Singh of Manipur was lost to Ravi Kushwal of Madhya Pradesh by 18-21, 14-18, Yaiphapa Heikrujam of Manipur was lost to Puneet Meena of Rajasthan by 9-20, 21-9, 20-22.

In the U-19 boys’ singles 2nd round, Malemnganba of Manipur was lost Pranav of Pondicherry by 8-21, 8-21; H Thoithoi of Manipur was lost to Manojit Singh Rk of Tripura by 12-21, 11-21.

In the U-19 girls’ singles pre quarter, Angita Naorem of Manipur was lost to Srutti K of Kerala by 3-11, 10-21.

In the first round, Puja Kamei of Manipur was lost to Lalanpui Agnes of Mizoram by 14-21, 10-21.

In the second round, Rebika N of Manipur was lost to Ruthvika Shivani of Andhra Pradesh by 9-21, 9-21, Priyanka Bora of Manipur was lost to Rashmeet Kaur of Delhi by 12-21, 9-21.

IMPHAL, November 16: Imphal East District Football Association (IEDFA) defeated Imphal West District Football Association (IWDFA) by 2-1 in the opening day match of the 9th Sub-Junior Girls’ Inter District Football Tournament 2012 at Khuman Lampak Main Stadium organized by All Manipur Football Association.

MK Kashmina (40th), M Achoubi (37th) scored for IEDFA, while the only goal for IWDFA was scored by N Bidyarani in 46th minute of the match.

Match tomorrow: District Sports Association, Kakching vs IEDFA.
