GUWAHATI, Nov 17: Four members of a family were shot dead in the trouble torn Kokrajhar district under Bodoland Territorial Autonomous District (BTAD) last night.
Reports said armed miscreants numbering around 15 barged into the house of a family and shot them at Jayaguri. One died on the spot while three others succumbed in a local hospital.
With this, the number of people killed in the past one week has reached 11 in the BTAD.
Last night’s incident occurred even as the indefinite curfew was underway.
The incident also happened when the security forces personnel are hunting for the illegal weapons in the BTAD.
The police also arrested an executive member of Bodoland Territorial Council (BTC) for possessing weapons illegally.
Meanwhile, informing to media persons today, Esad Ali said that the armed men barged into his house and opened fire indiscriminately when they were about to go to bed. Esad Ali was injured critically.
In a separate incident, a woman was shot at by gunmen in Kokrajhar district last night.
Meanwhile, Mano K. Brahma, who is also a leader of Bodoland People’s Front (BPF) and also an executive member of BTC was arrested from his Kokrajhar residence in the wee hours of Saturday. Two AK-47 rifles and 60 live cartridges, seized from his residence, were later sent for forensic test. Brahma’s arrest assumes significance given chief minister Tarun Gogoi’s recent assertion that a leader of a political party was involved in the violence.
Since Friday morning, as a pre-emptive measure, there has been a hectic drive against illegal weapons in the trouble torn Bodoland Territorial Autonomous Districts (BTAD) in Assam by the security forces.
The hunting for illegal weapons has become a matter of urgency as tension continues to persist in parts of Assam.
On Friday, for defying the prohibitory orders under section 144 CrPC, dozens of people, including a leader of Bodoland People’s Front (BPF), were detained by the police in Kokrajhar district.
Reports then said that 14 people have been picked by police in connection with the Thursday killing of one Nirisan Basumatary.
It can be noted here that about 5 lakh people were displaced and over 100 people got killed in the communal clashes in Assam since July this year.
Clashes between to communities in Assam started in the midddle of July which had resulted to the exodus of North East people residing in the mainland India mostly from southern cities.
The purported threats on the people of North East by certain groups of people propmted the former to flee their respective work places and study centres from Bangalore, Pune, Hyderabad and even from Mumbai.
This exodus episode had compelled the North East Students Organisation (NESO), an umbrella students’ bodies of the region to issue certain ultimatum to the Central government to be implemented.
Rallies and bandhs were called in the seven states of the region by various groups in protest against the alleged discrimination being meted out to the people hailing from this part of the country in mainland Indian cities.
The deputy chief minister of Karnataka had even visited Guwahati and Imphal as a good will mission appealing the people to return to their work places.
After a lull for about a month, communal tension prevails again in some parts of Assam after the Dhubri incident in late October.
The clashes of two groups of people including arson in the communally sensitive Dhubri district of Assam bordering Bangladesh late last month.
The adminstration had to clamp curfew and the army staged flag march as a pre-emptive measures.
With regard to the resurgence of clash in late October, it all began when a decorator of a Durga Puja pandal was stabbed by miscreants. And in protesrt against the incident as well as demanding to book the culprits, Dhubri Sarvajanik Durga Puja Sammanway Samiti called a bandh in Dhubri town where the protestors clashed with the police. But group clashes started leading to torching of several houses.

IMPHAL, Nov 17: A new website of the Manipur Sangai Festival, 2012 has been launched on Saturday and the event will also be webcast live on the website.
M Prithiviraj, Parliamentary Secretary, Tourism and Youth Affairs & Sports launched the website: www.sangaifestival.gov.in at his office chamber in the New Secretariat ahead of Sangai Festival which has been scheduled to begin November 21 at Hapta Kangjeibung, Palace Compound here.
Speaking at the website launching function, Prithiviraj said the newly website will enable people everywhere to watch the 10-day festival on live any time.
A total of 300 different stalls will take part at the carnival. Of these, 100 stalls alone will sell food items. Several cultural troupes from Manipur and other states are also participating it.
There will be separate timings for troupes from the hill districts for cultural performances during the event, the Parliamentary Secretary informed.
Sangai Festival is organized by Tourism Department, Government of Manipur every year as a calendar festival and a Delhi based firm has started putting the detailed of the fest on the social networking site Facebook to promote it, he further disclosed.
The state Tourism Department is spending around Rs 2 crore in organizing the carnival.

IMPHAL, Nov 17: Manipur Science and Technology Council (MASTEC) today said it has planned to launch accredited water testing laboratory unit for Manipur. In an unrelated significant move to enhance availability of more purified drinking water to the public, MASTEC has begun supplying 5000 litres of drinking water per day at Govindajee Temple, Imphal under a newly installed water purification system.
“Whenever the need of water testing rises in the state, we have to send sample outside as there is no accredited water testing laboratory here. To deal with this, MASTEC has planned to set up an accredited water testing laboratory unit in the state soon,” Th Surendranath, Director, MASTEC, told Newmai News Network.
However, the ‘brain-storming session’ due on Novbember 30 on the matter will give a clearer picture. The ‘brain-storming session’ will also be participated by resource persons from other states. Positively, Sanjoy Vajpai, a scientist at Department of Science and Technology, Government of India, has given green signal to the proposal of MASTEC, he said. However, Sanjoy has told him to discuss the range of water related issues of Manipur before the plan for installation is set off, the MASTEC Director further said.
Based on the positive response of scientist Vajpai, MASTEC has decided to organize a brain storming session on water related issues confronting the state on November 30 at Hotel Classic, Imphal.
The Department of Science and Technology, Government of India will sponsor the brain storming session wherein a host of resource persons from other states including Vajpai will take part.
In samples collected from various water sources from different parts of the state, the presence of arsenic and other harmful minerals including polluted water have been detected during tests, Surendranath said, adding such tests were carried out outside the state.
It would be an advantage and at the same time a much easier task while conducting water testing if an accredited water testing laboratory is opened in Manipur, he said.
Meanwhile, MASTEC has started supplying sufficient drinking water at Govindajee Temple under a scheme called ‘Demonstration of Ceramic Membrane Technology to North Eastern States.’ The drinking water supply scheme is taken up under Ceramic Membrane Technology (CMT), a water purification system, Surendranath informed.
He said the CMT is developed by the Kolkata based Central Glass Ceramic Research Institute, Government of India. Under the technology, MASTEC has begun supplying 5000 litres of water per day at Govindajee Temple. The installation of the mechanism has cost around Rs 5 lakh.
The newly installed water purification system at the temple can remove arsenic, iron and other micro-organism from impure water. Sample of the purified water was also sent to Central Glass Ceramic Research Institute, Kolkata for test. The test result qualified the standard of Bureau of Indian Standard (BIS).

IMPHAL, Nov 17 NNN: In the wake of insecurities created by various organizations for possible fragmentation of Manipur, a new forum christened as Organization for Solidarity and Unity of North East India (OSUNE-India) has been floated today.
Giving the key-note address, advocate Th Manihar Singh of Gauhati High Court said that the aims and objectives of the organization is for creating dialogue and discussion with all participating agencies for ensuring communal harmony, social integration and bringing solidarity and unity amongst all ethnic groups in the state of Manipur.
He put forward 15 points for discussion for possible amendment to the Constitution of India, of which 11 points were retained for proposal and 4 points chalked out.
Article 3 of the Indian Constitution as inapplicable in the state of Manipur to protect its territorial integrity. Application of Inner Line Permit (ILP), bringing all ethnic groups under a uniform civil code, recognition of Sanamahi as the religion of the state, provision for establishment of an upper house (legislative council) with a minimum of 40 members, augmentation of Rajya Sabha MPs to 7 on the basis of equal representation as done in the USA, inclusion of Manipuri script in the bank-notes, separate Manipur regiment along with reservation of 10% in the Assam Rifles, CRPF, BSF, etc posted in the North East, consideration of Manipuris for the posts of Governors and Ambassadors are some of the points mooted.
The meeting appointed Dr Khondom Singh Lisam as the Convener and Advocate Th Manihar as Co-Convenor of the organization.

IMPHAL, Nov 17 NNN : The Zeliangrong Youth Front (Assam, Manipur & Nagaland) while rubbishing the statement of the United Committee Manipur (UCM), has said that the latter’s move amounts to inciting communal clash between the Nagas and the Kukis.
Terming the UCM statement as “illogical worries”, the ZYF alleged that the UCM was speculating for the recurrence of ethnic clash between the Kuki-Naga following the Kuki people raising a demand for creation of separate Kuki state.
“The expression of alleged serious concern by the UCM can be considered it as synonymous to incitement, sowing the seed of distrust with an effort for eruption of communal disharmony but the tribal people are very much aware therefore, the UCM need not propagate its worries. The most important point to be noted by the UCM regarding the Kuki people’s demand for separate State is that the Kuki people despite the fact of nomadic tribe, migrated and scattered and sparsely settled in some areas of hill districts but coming out openly with their demand for creation of separate State have manifested their discontentment by the nature of dealing by the State government. The Kuki people’s demand for creation of separate State is basically based on the right to freedom of expression bestowed upon every democratic citizens of the country hence, there is no potentiality or possibility for recurrence of Kuki- Naga clash, Meitei-Muslim riot or Kuki-Paite clash therefore, it is urge the UCM to be more cautious and maintain responsibility while showing concerns,” the ZYF stated.
“The Kuki people truthfully knew their actual position especially in Tamenglong district where there are hardly two-three thousand Kuki population therein presently settled in the deserted look villages with few households existing. Materialize or immaterialize of the Kukis’ demand for a separate State is a different thing and irrelevant to elaborate but how does and would the State government reacts to it will reflect and unfold the distinction of dealing by the Govt. regarding the road blockade imposed by the Nagas and Kukis,” it added.

IMPHAL/NEW DELHI, Nov 17 (NNN): The government of India is very much interested to start the dialogue with the Kuki militant organisations at the earliest date and the ground work for the talks will begin soon. Officials from the Ministry of Home Affairs will come to Manipur to work out the modalities for the talks with the Kuki militant organisations within a short period.
Deputy chief minister Gaikhangam said immediately after the forthcoming Parliament Session the government of India will start the ground works for holding the talks with the two umbrella organisations of the Kuki militants, viz, the Kuki National Organisation (KNO) and the United People’s Front (UPF).
Gaikhangam said this after having had met Union home minister Sushil Kumar Shinde at around 5 pm today in New Delhi and apprised him about the development in Manipur pertaining to KNO, UPF and Kuki State Demand Committee (KSDC).
“The honourable Union home minister (Sushil Kumar Shinde) was forward and keen in starting the dialogue with the Kuki militants at the earliest date,” said the deputy chief minister of Manipur. When asked if any formal missive has been given to the Kuki organisations by the government of India, Gaikhangam however said, “Since the Parliament Session begins from November 22, everybody is busy at the moment and I think it is going to be only after the Parliament Session gets over.” The deputy chief minister then said, “The KNO, UPF and others don’t have to worry. Surely, the dialogue will start at the earliest possible date. First, the ground works—to chalk out modalities for which officials from the Ministry of Home Affairs will be landing soon in Imphal.” He then appeals the Kuki organisations not to go ahead with the blockade in the interest public.
Meanwhile, Kuki State Demand Committe (KSDC) secretary Benjamin Mate and its information secretary George Guite informed Newmai News Network that the Committee has gone ahead with the ‘public blockade’ since 5 pm today. “If need be total bandh will be imposed soon,” warns George Guite.
The indefinite “public blockade” in all the highways passing through “Kuki areas” in Manipur was announced on November 12 by the Kuki State Demand Committee (KSDC) in demand ‘for a separate Kuki state to be carved out of ‘Kuki traditional lands’ incorporated within the present day Manipur.
Meanwhile, KSDC information secretary George Guite said that volunteers of the Committee are now stationed in all the “junctions” in Kuki areas imposing the public blockade. “We will intensify the agitation by clamping curfew or imposing total bandh,” stated George Guite.
Following the blockade, all the transports have come to a grinding halt since late this afternoon. The vehicular moments in both the national highways leading to Manipur have stopped, so are those in all the state highways.

IMPHAL, Nov 17 (MNS/NNN): Three persons including two salesmen and the owner of an iron store were wounded in a grenade attack that occurred at Hatta under Imphal East District Police Station on Saturday, according to police.
Reports said the incident happened about 1:30 pm at Hatta Chini Leikai in Imphal East when two unknown Honda Activa scooter borne youths threw the hand grenade which exploded inside Sudhir Iron Store, wounding two salesmen and the proprietor of the shop. The assailants fled the area after the attack.
The injured have been identified as Shikandar Shah, 38, son of Choudhury Shah, Laxmi Shahni, 27, son of Bhati Shahni, both from Bihar but presently staying at Major Khul, Imphal, and Athokpam Babudhon, 58, a resident of Keishamthong Thangjam Leirak, Imphal West.
Shikandar Shah is stated to be the owner of the iron store and the other two are the salesmen. Shikandar and Laxmi suffered injuries in the bellies while Babudhon wounded in both legs in the blast.
The trio received first aid at Hatta Public Hospital but Laxmi has been referred to Shija Hospital for further treatment. However, their condition is now out of danger, the police said.
In another incident a powerful IED was exploded at Shambrei, Nongpok Keithelmanbi this morning around five a.m.
The area is situated near the 15AR post Chandrakhong and the bomb was exploded when a vehicle carrying AR personnel passed the area.
No casualties were reported in the blast.

Some demands are reasonable some unreasonable. Time and energy are precious. One cannot waste time and energy by doing unreasonable things. You cannot bring heaven on earth by launching agitation. In the past we heard frequently someone or other describing Manipur as a paradise on earth. All of sudden everybody has forgotten to describe scenic beauty and serenity of the place. Every day we are awaken by the sad story of a section of the people making irresponsible demand for creation of homeland. Despite knowing the fact that all these demands for creation of homeland cannot be met they resort to self tormenting agitation. Union Government which has been empowered by the apex court to clear the hurdles on the national highway within 24 hours of the start of any forms of agitation on the national highway will surely act. Setting aside the question how Union Government is going to respond to the Kukis’ demand for creation of Kuki homeland after carving out a huge portion of land from Manipur the agitation launched in the form of economic blockade will throw life out of gear. The prices of essential commodities will shoot up. Petrol diesel and gas will become the rarest item on this soil. Are we despised lot that we cannot live peacefully even for a few weeks. One form of agitation today, which is quickly followed up by another. This should be known no state will be created based on communal line. One should ponder seriously before resorting to the extreme form of agitation. Why cannot we appreciate the fact that the state of Manipur belongs to all communities living in this state. One can demand more for the development of a particular area that is the birth right of the citizens living in the particular area. The demand for homeland is none conforming to the prevailing situation of time. Manipur belongs to Meiteis, Kukis, Nagas and all other communities living in Manipur. No community has the right to claim Manipur as its own. Nagas’ demand for amalgamation of all Naga inhabited areas and Kukis demand for homeland are self defeating. There is no space for accommodation of both the demands. Who will be able to tell them that the two demands are untenable. Be a wise man and try to grasp the situation without causing ruckus. Manipur cannot be fragmented into pieces. This is ought to be known. Sensible man understands that the decision taken by the political parties of all hues to protect territorial integrity of the state cannot be changed. The greatest festival of the state Ningol Chakkouba was held only two days back. Marriage season is just beginning. Manipur style of marriage demands that the bridegroom party move to the house of the bride and return with the bride. Bride party will also join the convoy. All these are fuel consuming practices. The colour of marriage too will change if petroleum products are not available. One day, two day economic blockade is permissible and one can bear with it. Indefinite blockade stands against the principle of helping each other. Everybody suffers when such form of agitation is launched. All are advised not to resort to such form of agitation. Better sense should prevail.

IMPHAL, November 17: A personal of Indian Reserve Battalions posted at 6 BN, Awang Khul of Tamelong district shot himself to death with his service weapon. The incident occurred yestersday 16 November around 10:25 pm. 

According to the police the deceased person is identified as Lalun Thanboi Aimol, 30-years of age from Chandel district. The details cause of his extreme step is not known but believed to be taken after confrontation and altercation with his spouse, further the source maintained.

IMPHAL, November 17: With an object to review the work progress implemented under ‘Horticulture Mission for NE and Himalaya States’’, the Under Secretary, to the ministry of Agriculture, have visited different project sites of the state from 10 to 17 November, as said by press release from the state Department of Horticulture and Social Conservation

It further added that a meeting was also convened with district level officer of the department at the directorate of Horticulture and Social Conservation, Imphal. It further maintained that the review team have visited project sites of Imphal East and West, Bishnupur, Thoubal and Churachanpur district during his 7-day stay.

IMPHAL, November17: All together 265 Haj pilgrims of the state including women reached Imphal today from Guwahati on different flights.

They were on Haj pilgrim at Mecca in Saudi Arabia. The Haj committee members, volunteers and family members welcomed them at the Imphal Tulihal Airport. The remaining 92 Haj pilgrims of the state will be reaching Imphal tomorrow.

IMPHAL, November 17: Irom Chanu Sharmila, who has been on a fast since November 5, 2000 demanding the repeal of the AFSPA, 1958 from the state, was produced before the court of Judicial Magistrate First Class (JMIC) today.

She was produce before the JMIC Imphal west, Lamphelpat at the court of Y Lothar due to non-availability of JMIC, Imphal East. She was brought by the authorities of Porompat Police Station and Manipur Central Jail around 11:10 am.

IFP source said that the Irom Chanu Sharmila express nothing during the hearing process inside the court, even though she looked normal in her physical appearance. The source further maintained that she walk out slowly from the court room after putting her signature at a part of the case body.

Meanwhile, she informed IFP that she had recently written an article and it would draw more readers in the state if it could be publish in the English Local dailies.

IMPHAL, November 17: Imphal East District Football Association defeating DSA Kakching by 4-1 in today’s match, now will be the winner of the 9th Sun-Junior Girls’ Inter District Football Tournament 2012.

Due to some inconveniences the today’s match which was supposed to be played at the Khuman Lampak Main Stadium was played at Khuman Lampak Practice Ground.

MK Kashmina (10th), S Ranjana (16th/36th) and M Radhapyari (37th) scored for IEDFA, while the only goal of DSA Kakching was scored by H Daya in 15th minute of the match.

The last match will played between IWDFA and DSA Kakching on November 19 at Khuman Lampak Main Stadium at 1:30 pm.
