MNS:- In the ‘Country Focus’ section at 43rd International Film Festival of India in Panaji, Goa today, film makers and directors from Turkey shared their experiences in film making in Turkey. One of the Producers of the film ‘ Do Not Forget Me Istanbul’ Huseyin Karabey, said he had almost gone bankrupt for producing films. But the passion for film making got him going. Recalling the good old days, he said before 80’s a lot of films were being produced in Turkey, but because of socio-political upheavals, the intermediate period witnessed a lull. Mostly, video films were being shot those days. Now film making in Turkey has again got momentum, he added.
The Turkish capital Istanbul is the inspiration for the film ‘Do Not Forget Me Istanbul’. It’s a collaboration between seven internationally acclaimed directors from the Balkans and the Middle East. Working with actors and professionals from Turkey, all the directors and scriptwriters in the project have either lived a short while in Istanbul, or have roots anchored in the city. In these six 15-minute short films, intense human emotions play out through multi-ethnic narratives that make Istanbul romantic, mysterious and simply unforgettable.
The Director of the film ‘The Trace’ Tayfur Aydin said he is impressed by Bollywood movies and he is more close to Asian and Eastern societies than Europe or Western countries. He revealed that Turkey do have block-buster films to its credit. However, he is keen to be associated with meaningful cinema.
‘The Trace’ directed by Tayfur Aydin tells the story of a family, forced to move to Istanbul from eastern Anatolia years ago. The grandmother, Seristan, is at death-bed and wishes to go back to her homeland, and tells this to her son, Mirza. In spite of the discomfort and objections of the family members, he is convinced to take her back. On the way back, she tells the most surprising truth about herself, and dies on the train, wishing to be buried in the American graveyard instead of the one where his son’s father lies. From this point onward, Mirza is determined to carry out her last wish.

New Delhi, November 26, 2012: Centre for Science and Environment (CSE) has welcomed a proposal to tax diesel cars. The proposal — mooted in the Supreme Court today by amicus curiae Harish Salve — is based on a report from the Environment Pollution (Prevention and Control) Authority (EPCA), which calls for restraining the rapid increase in diesel cars with effective tax measures (both Salve’s proposal and the EPCA diesel report are available on the CSE website). The apex court has responded positively to the proposal.
The interim application submitted to the Supreme Court proposes:
i) an annual environment compensation charge amounting to 2 per cent of the purchase value of a petrol car and 4 per cent of the purchase value of a diesel car to be levied on all private cars in the NCR region to be collected annually, and
ii) an environment compensation charge of 25 per cent of the sale value of the vehicle to be levied on the sale of each private diesel car, which is to be collected by the dealers at the time of the sale.
The court’s bench has issued a notice to the government, asking for a report on the status of public transport as well as the progress of the eastern and western peripheral expressways needed to bypass the truck traffic in Delhi.

MNS:- The third International Agronomy Congress on Agriculture Diversification, Climate Change Management and Livelihoods (26-30 November) was inaugurated here today.
The Indian Society of Agronomy and the Indian Council of Agricultural Research jointly organizes the 3rd International Agronomy Congress . The primary objective is to take stock of technology capital available to address the issue of agriculture diversification, climate change management and livelihoods and draw future research strategies to address the emerging matrix of agriculture problems in holistic manner. Around 1000 delegates from 24 countries are participating in the Congress.
Inaugurating the Congress, Dr. Charan Das Mahant, Union Minister of State for Agriculture and Food Processing Industries emphasized on the importance of processing of agricultural products to enhance profitability in agriculture. To encourage and promote food processing industries in India, Government has prepared “Vision-2015” with the objective to increase food processing by 20%, he informed. Food processing and secondary agriculture are the areas in which greater investment is required to create rural assets and increase employment opportunities. Dr. Mahant hoped that this Congress will deliberate on the challenges faced by Indian and global agriculture and will also devise a road map to tackle these. He assured that the recommendations and suggestions of the Congress will be taken up for the betterment of farming communities.
In his address Shri Tariq Anwar, Union Minister of State for Agriculture and Food Processing Industries expressed concern over continuous shrinking of land holdings and impeding danger of climate change. Presently, Indian agriculture is at crossroads due to increasing population and rising costs of agricultural inputs, he remarked, at the same time income of the farmers is to be raised. Shri Anwar said that pressure on agriculture land is increasing due to land utilization for non-agricultural purposes, which needs logical redressal.
Earlier, Dr. S. Ayyappan, Chairman, Board of Governors of Congress and Secretary, DARE and DG, ICAR elaborated the impressive role of agriculture in the Indian Economy and emphasized that agriculture is the key to create employment in the country. However, attainment of nutritional security is still a challenge in view of prevalent child malnutrition. Calling this Congress as Krishi Kumbh, he said that agronomy is a science that acts beyond the borders. Precision farming, nano-technology, ICT and other cutting-edge technologies are being embraced to break the yield barriers of crops

MNS:- Central Government has operationalised Skill Development Initiative (SDI) Scheme since May 2007 with an objective to provide training and employment to school leavers, existing workers especially in informal sector including those under Below Poverty Line to improve their employability. Existing skills of the persons can also be tested and certified under the scheme. Testing/ assessment of the competencies are done by independent empanelled assessing bodies. Training under the SDI scheme is provided by various Vocational Training Providers (VTPs) under Central Government, State Governments, Public and Private sector industrial establishments. 1,413 demand driven short term course modules in 72 sectors have been developed in close consultation with industry, training providers and trade experts. The implementation of the scheme is being done through web portal. Salient Features of the scheme are :
• Demand Driven short term training courses based on Modular Employable Skills (MES) are decided in consultation with industry. MES is the minimum skills set which is sufficient for gainful employment.
• Optimum utilization of existing infrastructure to make training cost effective.
• Flexible delivery mechanism (part- time, weekends, full time, on site / offsite) to suit needs of various target groups.
• Different levels of programmes (foundation level as well as skill up gradation) to meet demands of various target groups.
• Courses are also available for persons having completed 5th Standard or have functional literacy and numeracy skills.
• Testing and Certification of skills acquired informally.
• Testing of skills of trainees by independent assessing bodies, which are not involved in training delivery, to ensure that it is done impartially.
• The essence of the scheme is in the certification that is nationally and internationally recognized.
The SDI scheme has been under implementation since 2007.
The Minister of State for Labour & Employment Shri K.Suresh gave this information in reply to a written question whether the Government has any proposal to provide skill development and training for unskilled Below Poverty Line (BPL) youth in the country; if so, the details of the programme; and the likely timeframe for implementation of the said programme?

MNS:- The prestigious Indira Gandhi National Service Scheme Award (IGNSS) has been conferred Sr. Stella Thomas (commonly known as Sr. Arpita Therese) belonging to the congregation of Salesian Missionaries of Mary Immaculate(SMMI), for the best Programme Officer of National Service Scheme for the year 2011-2012. She hails from Kerala and has been serving as a Lecturer in Don Bosco College Maram, Manipur in the Department of English since 2007. Since 2009 onwards, she has been actively involving in the NSS matters as the Programme Officer of the NSS Unit-I of the said college. National Service Scheme (NSS) is a scheme under the Ministry of Youth Affairs and Sports, Government of India launched on the 24th September 1969, with its motto, “Not me But You”. Sr. Stella is also the Coordinator of the Red Ribbon Club (RRC) of the college, which was launched in 2011 under Manipur Aids Control Society (MACS). The NSS in Don Bosco College, Maram has seen its new heights under her skilful enterprise and able leadership. She has been helping volunteers to explore their talents with many exposure programmes. She also had taken part in several training programmes both at National and Regional levels. IMPHAL, November 25: India team A (IPA) and England Polo team registered easy wins against their respective opponents in the ongoing 6th Manipur Polo International 2012 at the Mapal Kangjeibung today.

In the first ground match of the day, the England team defeated Germany by 9-0.

After today’s win, the England team has now one win and a loss at the end of their league round.

The team has to wait for the result of the India (B) and Germany match to know whether it reaches the semi-final play offs.

In the first chukker of the match, the England team scored 2 goals while the German team failed to score any; in the second chukker, England added another 2 goals.

The England team added another 2 in the third chukker.

In the last and fourth chukker of the match, the England team scored 3.

The England scorers are Paul De Rivaz (6 goals), Joshua Wolley (2) and Justin Farr Zones (1).

In the second match of the day, India team A (IPA) defeated the Thailand team by 7-3.

The Indian group A team ended the first chukker with a three goals against its opponents one and extended the goal line to 5-2 by the end of the second chukker.

In the third chukker, both the Indian and Thailand teams scored one each.

In the last chukker, India manage to add one to its score line ending the match with a 7-3 scoreline.

The scorers for India (A) are Lt Colonel Jogendra Singh (2 goals), Navin Singh (4), Lt Colonel Prasant Thakur (1), while Federico Bachman (1) Verachai Ngao Osa (1) and Nara Ketusingha (1) scored for Thailand.
