COAS visits Eastern Command

New Delhi, Dec.2 (ANI): The Chief of Army Staff, General Bikram Singh, accompanied by wife, Mrs Bubbles Singh, who undertook a two-day visit to the Eastern Command headquarters in Kolkata on Friday, returned to New Delhi on Sunday.
GOC-in-C (Eastern Command) Lt. Gen. Dalbir Singh and his wife, Mrs Namita Suhag, received the visiting army chief and his wife on their arrival.
“It is virtually a homecoming,” said General Bikram on arrival. “Having commanded the Eastern Command for over two years, this is one formation that is very close to my heart,” he said.
This was General Bikram Singh’s maiden visit to the Fort William-based Command HQ since taking over as Army Chief on May 31, earlier this year. The visit follows his earlier visits to the three Corps HQs under Eastern Command based at Sukhna, Dimapur and Tezpur in recent months.
Lt.Gen. Dalbir Singh briefed the Army Chief on the operational preparedness and the security scenario in the eastern region. The Army Chief also interacted with other senior army officials and formation commanders.
As a mark of respect to the former Prime Minister I.K. Gujral, who passed away on Friday, several planned social events were cancelled during the visit.
The Army Chief who has so far addressed nearly 16,000 officers during his official visits to various formations and units across the country, including via video conferencing, addressed over 250 officers, including lady officers, posted in and around Kolkata.
Sharing his vision to enhance operational effectiveness of the Army to ensure it remains a potent, responsive, accountable and relevant instrument of power, he dwelt on some of the thrust areas that include effective fulfilment of the constitutional obligations and assigned roles, including force modernisation as per stipulated time lines.
He emphasised the need to strengthen the work culture that hinges on professional ethos upholding the core values of integrity, loyalty, duty, respect, selfless service, courage and honour. He also stressed on effective human resource management to ensure highest standards of motivation and morale.
General Singh also stressed on the need to enhance security consciousness and strengthen the secular fabric and apolitical stature of the Army.

Arms and ammunition recovered

Huge cache of arms and ammunitions including six landmines were recovered by security forces from a village in Imphal East district.
Police on Sunday said, a combined team of Imphal East district police commandos and 28 Assam Rifles during their counter insurgency operation recovered the arms and ammunitions.
The arms and ammunitions were found concealed in polythene bags. They include six land mines, wo China make carbines with magazines, two hand grenades with detonators, four radio sets, 85 rounds of 7.62 ammunition, 24 rounds of AK rifle ammunition, nine rounds of 9 mm ammunition, five rounds of M-16 ammunition, a magazine of M-16 rifle, one electronic detonator and two China make detonators.
The arms and ammunition were recovered on Saturday at around 3 pm. The combined force launched the operation following a tip-off that some armed militants were taking shelter in the village with an intention to carry out anti-social activities, the police officer said.
“To which group the cache belong to was yet to be established even though we suspect it belong to a valley based militant group,” the police said, adding that a case has been registered and investigation is underway.

Thoubal tense as protestor succumbs to injuries

IMPHAL, Dec 2 MNS NNN: Prohibitory orders were clamped at Thoubal district since late this morning following the volatile situation in the district. Burning of tyres, piling of logs on the roads and stoning of commuters marked today’s Thoubal district bandh.
The atmosphere in the district highly charged after 10 am today as the news of Huirongbam Manichandra, 59, of Thoubal Wangma Taba who was injured when one police bullet hit in his belly yesterday, succumbed to his injuries this morning at Shija Hospital at around 7. Manichandra was hit by the police bullet during the protest on Saturday against the killing of Yanglem Naoba alias Bisheswor by unknown persons on Friday morning.
Indefinite Thoubal district bandh called by the Joint Action Committee (JAC) against the murder of Yanglem Naoba has been underway since Saturday. There has been another bandh in protest against the disappearance of Nitin Masih, a resident of Indore, Madhya Pradesh. These two bandhs have been crippling normal activities in the Thoubal district including the movements of traffic along the Imphal-Moreh road.
This morning at around 9:30 am, there was a public meeting at Thoubal convened by the JAC of Naoba murder. Wife of the chief minister who is also an MLA, O Landhoni Devi turned up in that meeting to calm the irate public. While she was appealing the gathering to suspend their bandh saying that the injured Manichandra would be taken care off by the government, someone in the meeting broke the news of Manichandra’s succumbing. At this turn, the public attending the meeting erupted in anger and the meeting could not proceed further. Intense agitations were witnessed henceforth in various places of Thoubal district after 10 am.
The district administration has no other option but to clamped CrPC 144 as a pre-emptive move.Thoubal bazar, Thoubal Mela Ground, Thoubal Moijing, Thoubal Ningombam, Thoubal Kyam Siphai are some of the places where intense agitations were witnessed.
Even at this degree of protest, not a single tear gas shell or rubber bullet was used by the police today.In Many places, the protestors were seen tussling with the police.Meanwhile, the JAC of Nitin Masih has extended its bandh for another 12 hours.
This JAC had announced for a 12-hour Manipur bandh from 6 am today. The bandh did not have much impact in larger parts of the state, save for Thoubal district.
Nitin is a native of Indore in Madhya Pradesh. He was reported missing November 24 evening from his wife’s village Kakching Pallel Lamkhai in Thoubal district.
Meanwhile the Centre for Organisation Research & Education (CORE) Manipur condemns the reported Manipur Police continuing to conduct their duties in a brutal and extrajudicial manner that is unacceptable according to strictly enforceable national and international norms, guidelines and principles of law enforcement. This amounts to summary or extrajudicial killing of a peaceful protestor exercising his legitimate democratic rights in a self-acclaimed democracy.
This summary killing exposes an assumed erroneous and illegal direction that the Manipur Police seems to be acting under. And such direction, if it exists, should be made known to the public. Section 129 of the Criminal Procedure Code (CrPC) provides that if protestors of an unlawful assembly do not disperse, they, if necessary, are to be arrested and confined. If it is still not possible to disperse, the CrPC further provides that the law enforcement personnel should use “as little force, and as little injury to person and property, as may be consistent with dispersing the assembly and arresting and detaining such persons”, with the authorisation by the Magistrate. The CORE demands to see direct and incontrovertible evidence that a magisterial order was given before the police personnel resorted to firing of live rounds directly at the protestors in Thoubal Wangmataba on 1st December 2012.
The CORE urged the Home Minister of the Government of Manipur to sincerely keep his word when he committed to wide-ranging police reforms at the time of taking his oath earlier this year and take an immediate incontrovertible stance with regard to police conduct in cases of assumed unlawful assembly in Manipur. The illegal action of the police must be investigated in accordance to established departmental and governmental procedures, and the erring persons booked according to the law. Appropriate compensation and solatium must be awarded to the family survivors of the victim of police and state violence.

Bangladesh lawmaker discusses various issues

Guwahati (Assam), Dec. 2 (ANI): A lawmaker of the ruling Awami League, Tarana Halim, said both nations have acknowledged the grave issues and underscored that these could be resolved at the earliest if time bound target is set.
“We have come here to find solutions; the discussions have been very fruitful. We have agreed; both the members of parliament of Bangladesh as well as India that there are problems, there are issues. Though we have agreed that those issues exist, we have also agreed that they need to be addressed. So, from the side of Bangladesh, our proposal is that we should have a time bound target, so that we know that within this time limit, we can come to a successful solution to all these problems,” said Halim in Guwahati.
According to media reports, the visiting delegation has blamed the Indian government for not taking up the issue of illegal immigration from the country to Assam and other northeastern states.
The Bangladeshi lawmakers added that they would never endorse illegal immigration.
A lawmaker of Awami League, Bangladesh, Tofail Ahmad, said that there was exchange of views between parliamentarians of both sides.
He said that the two grave problems before them were insurgency and boundary demarcation. Speaking on the issue of insurgency, Ahmad said that Bangladesh would try to ensure that no insurgent gets shelter in their country.
The discussion included an array of subjects like trade, land border agreement and insurgency. “We have been invited by Federation of Indian Chamber of Commerce and Industry (FICCI), they have organized this programme. This is the exchange of views among the parliamentarians, Indian and Bangladesh parliamentarians. Indian parliamentarians consist of all the parties, who have their representatives in the parliament. We have come here with the members, who have their representation in the parliament. So, this is a dialogue between the parliamentarians. We have discussed everything, all the prevailing issues of the country regarding trade, land border agreement, regarding insurgents,” he said.
The two countries have struggled to establish good ties ever since India helped its eastern neighbour to emerge as independent Bangladesh in 1971 from what was then East Pakistan.
Ties have also suffered over recent years because of Indian worries Islamist militants were using Bangladesh as a base.
In 2011, Bangladesh and India signed a comprehensive framework agreement on bilateral cooperation, a protocol on land boundaries, memoranda of understanding on renewable energy and conservation of the Sundarban mangrove forests, home of the Royal Bengal tigers, officials told reporters.
An addendum was also signed to facilitate overland transit to Nepal so Bangladesh can transport goods to the land-locked Himalayan state using a small patch of Indian land, they said. India also agreed to allow duty-free access to 46 types of garments from Bangladesh to the Indian markets, with immediate effect, which Bangladeshi businessmen termed a long-awaited achievement.

AIZAWL, Dec 2 NNN: The two-day ‘Autumn Festival’ of Mizoram at Hmuifang Tourists Resort concluded today.
The festival was organised by the tourism department, government of Mizoram.
The Autumn Festival was inaugurated by Mizoram assembly deputy speaker John Rotluangliana where Tourism minister S. Hiato and Parliamentary Secretary H. Zothangliana were also attended.
Addressing the festival Mizoram Assembly Deputy Speaker John Rotluangliana said, “The Autumn Festival is organized for all the people; and especially it is happy time for the youths to celebrate with great fervor and free from intoxication.” He lauded that the youths have learnt to a great extent how to celebrate without disturbing others. John Rotluangliana said that the several initiatives carried out by Tourism department to attract tourists is appreciable, and said, “As of now, we may not have tourists from abroad and from other parts of the country as we expected but if we continue organizing festivals like this, which is attractive to visitors and tourists, we will be successful someday”.
Vabeiha Hlychho, Tourism Director also said, “The Central government wants us to organize more and more festivals so as to attract tourists; and as suggested and proposed in the meeting held in the year 2003 at Shillong, this festival which has been celebrated since long time in Shillong by our fellow Mizos, came to be celebrated here in Mizoram too.”
The Autumn Festival witnessed cultural dances under the banner of Mizo Cultural Organisation (MCO), which includes Cheraw, Sarlamkai, Khuallam, Sakeilu lam, Pasaltha lam,

ZYF on increase of Kuki population in Manipur

TAMENGLONG, Dec 2 NNN: “The Kuki National Organisation (KNO) issuing statement on 1st December stating that the Zeliangrongs were vassals and servants in the court of Kuki chief is in fact opposite in reality. It was the Kukis who were vassals and servants. These vassals and people who were lived in our land with paying tax to our forefathers have now started demanding for a separate State. The so called Kuki National Organisation (KNO)’s attempt to distort the history is a blessing in disguise which will only unmask their real identity before the people simultaneously attributing the younger generation to know more about the origin of the Kukis. The Kukis who are foreign origin but were allowed to settle by the kind hearted Zeliangrong people. All the names of the Kuki villages till today bear the Zeliangrong dialect with significant meaning which clearly indicates that the land actually belongs to the Zeliangrongs,” the Zeliangrong Youth Front (ZYF) said today.
The ZYF said the Kuki population explosion in Manipur is because of the State government’s failure to have stringent laws to check the antecedent and background of Kuki people at the time of recording or registering decadal growth rate.
The ZYF further stated that tracing strictly the origin of Kuki will surely determine the exact numbers of kuki population who were migrated two-three hundred years ago and those recently migrated ones.
“The Central and State Govt. staging of frequent “surrender ceremony” for cadres of Kuki underground organizations is undoubtedly another factor that led to Kuki population growth rate in the State of Manipur. The foreign origin Kukis who are not allowed to enter India easily might have found its way to come to India through the corridor of “surrender ceremony” therefore, the purpose of Kuki people having several underground organizations is to use it as a means of launching pad for absorption and transformation to become Indian citizens otherwise there is no basis for the Kukis population in Manipur,” the ZYF opined.
The Zeliangrong Youth Front warmly welcomes the KNO’s statement for it enlightens and add eagerness into the mind of the younger generation of Zeliangrong people in particular to retrospect the history of the Kukis and also create opportunity of unawareness for other people.

DIMAPUR, Dec 2 NNN: “The Kuki National Organization(KNO)’s campaign against National Socialist Council of Nagalim(NSCN) leaves nothing to doubt that it is working overtime to please certain forces to counterweight the Nagas’ historical and political standing that has already gained national recognition as well as international acknowledgement, said the NSCN-IM on Sunday.
The Naga outfit then said nevertheless, the KNO is not hiding its panic reaction by adopting all conceivable means like bogus sketched map and Memorandum of Understanding (MOU) which is simply abominable as it is nothing more than antithesis of historical fact.Therefore, what is emanating from KNO against the NSCN-IM is a blatant lie and bizarre campaign. And for the sake of telling the truth to the public the historical truth(fact) has to be touched no matter how unpalatable it may appears to the Kukis. And just one factual incident would be enough to testify the factual historical identity and status of the Kukis, the Naga outfit stated.
“As testified by the historical records when Mr.R,Suisa was elected MP(Member of Parliament) to represents the hill areas of Manipur thefirst thing that caught his attention was to get help from the Government of India for the Kukis refugees who were living a nomadic existence.Suisa took up the case and was successful in getting
Gratuitous Relief Fund for the Kukis by virtue of being recognised as bona fide refugees. Thus the Government of India viz Memo No.P3/9/66 got the sanction order viz Memo No.305/g/242/UK/3845 and distributed the relief money to the Kukis on 22nd April,1957.The meaning is crystal clear where the Kukis stands as per history. And d propaganda practices as resorted by KNO will take the Kukis nowhere,” the NSCN-IM pointed out.
The NSCN-IM then stated that no matter how the KNO desparately tried to project the Kukis with unfounded and baseless historical references the impropriety of playing with history will never stand the test of time. And KNO’s propaganda against the Nagas’ historical truth is not only idiosyncratic but foolhardy as deceitfulness never last a day to win peoples’ war against falsehood, it added.
It may be mentioned that when the Suspension of Operation was signed in 2008 between the various Kuki underground organizations and the Governments of India and Manipur Government many Kuki organizations were reluctant to extent statutory recognition to KNO for its brand of politics that is antagonistic to the mutual interests of the Kukis and the Nagas as well, the Naga outfit alleged.
“The statement of KNO is therefore, a reflection of the whole spectrum of campaign to put a road block against the Indo-Naga political settlement.But NSCN will never stoop that low to indulge in any practices that is not only unethical but against ground reality.And it would be advisable for the KNO to stay distant from speaking the language of master when the Kukis were once enjoying the benifit of refugee status in the hands of government of India. Shameless campaign be abhorred lest the world mocked at you KNO and victimizing the rest of the Kukis that you professed to represents but never lead,” the NSCN-IM advised.

IMPHAL, November 2: Thangmeiband MLA Khumukcham Joykishan assured that he will distribute flour in his constituency on a monthly basis as part of PDS items distribution.

The MLA was speaking on the sidelines of distribution of flour for BPL card holders of the constituency at Major Khul, Thangal Bazar. Each card holder was allotted five kgs of flour.

The MLA told media persons that he had received reports before the last state Assembly sitting that the centre has already allotted the required amount of flour to be distributed in the state. He took up the issue during the recent state Assembly sitting, he continued.

Following the development, he had started distribution of flour in his constituency since November.

The MLA continued that the state has received 17 metric tonne of flour for BPL from the centre for the Public Distribution System.

IMPHAL,Dec 2 : The BJP Thoubal Mandal has expressed heartfelt sorrow on the recent incidents at Thoubal Wangmataba wherein two individuals have lost their lives.

According to a release of the BJP, Yanglem Naoba alias Bisheshwor, 30, son of Y Basanta Singh was killed on November 30 by unidentified persons while Huirongbam Manichandra Singh, 58, son of (L) H Iboton succumbed to bullet injuries received from police firing while protesting the killing of Y Naoba Singh on December 1.

An editor of a leading English daily in Manipur has commented in his Facebook input that the promise for making power available for at least twenty hours a day to the people of Manipur and made by the head of the people of the land has turned out to be the biggest joke of the year just ending. I am not surprised by his comment but by the fact that he is still not arrested for his social media comments unlike what has been happening elsewhere in the country, particularly in the only “city” of India (Mumbai); may be the name change from Bombay to Mumbai has also affected a nosedive in the cultural ethos of the public and the administration there. Otherwise the country is now marked by so many unexplained and unwarranted crimes occurring at an increasing pace and in an unaccounted way; it is as if there is a massive decline in governance quality accompanied by deterioration of social ethics. The rapes in Haryana, Facebook arrests in Mumbai, a schoolteacher breaking the hand of a nine year old student in a school in Vishakhapatnam, stabbing the eye with scissors of a teenage boy in Bhopal and such incidents now stain the already weakening growth rate of the country. Manipur too is experiencing increasing crimes against women in recent periods, the latest being the dead body being found near the Zoological Garden. What happens in Manipur is even more troubling for various reasons. First, historically the society here has condemned any show of strength on women. Second, the social ethos of Manipur has been true to history and the cultural dynamics are a testimony to that. Now this is an issue which we cannot and should not leave only to the care of the law enforcing agencies of the land for a sustainable address. This is a social issue and the society should address it collectively with a sustained assessment of the prevailing ethos and community feelings. This is a disease which can ultimately claim the whole society and in a much more dangerous way than the demographic debate now raging. The urgency of the problem should not be lost sight of as well.

My purpose in this intervention is not with all these but with the promise of power for twenty hours a day. I have no grudge if the promise by the Chief Minister turns out to be the biggest joke of the year ending soon; hopefully it is not going to be the end of the world either due to galactic merger or the end of the Mayan Long Count of more than 5000 years. While I would certainly long for a place where the head of the people could crack jokes and play along with the people, but in the present context I am not able to. The implications are too big and involve the effectiveness of governance. When governance issues are involved the progression or otherwise of the society necessarily gets entangled. This is exactly why I am not able to treat the present promise as a joke and forget about it.

Here I remember an example set by a Nobel winning economist in a context of time consistency of commitments and policies. A teacher might fix a test for her class on a particular date. Accordingly, all the students would come ready for the test on that stipulated date. But what would happen if the teacher does not hold the test on that day? The students would no longer take any future date announced by the teacher seriously and their preparedness for the test would decline. This would ultimately reduce the effectiveness and use of the test announced and conducted by the teacher. The morale of the story is that the success of a policy depends not just on the implementing government but also in a large way on how the public perceive the outcome of the policy would be like. If the general public believe that a government would perform and implement a policy to fruition whatever the circumstances, the policy would generally be a success. In the otherwise case when the public do feel that the government would not implement the policy to fruition, it would not be a success. So even a good policy would fail if the public feel that it would fail. However, a bad policy can be implemented successfully if the general public feel that the government would do it come what may.

It is in this context that the significance of the success or otherwise of the promise for making electricity available arises. It has long been a fortune of the people of Manipur that no promise of the leader for social assurances has been kept. It extends to both provincial and central leadership, including the promise of Dr. Manmohan Singh on the Armed Forces Special Powers Act. It needs this cycle to be broken such that any policy of the government would be a success as the people of the land feel and ensure it to be a success. Besides, the present head of the people of Manipur is a person capable of rising to the occasion, as exemplified by the widening of the road passing through the Singjamei Bazar. But here he needs to be wary of the public description of him of this success and the non-performance on promises like the one of power supply. People say he is assertive when it comes to projects involving contract works and not when it comes to the general well-being and conveniences of the population. I know as a person of history, he definitely would not like the future to recall him only in this way. I for one would definitely cherish a memory where he is remembered for his social promises being recalled as an epitome of governance effectiveness and laying an atmosphere for success of government policies – a recipe for governance success and not one to be treated as public joke.
