DIMAPUR, Dec 6 NNN: Two more cadres of the NSCN-Khole/Kitovi have been killed by rival NSCN-K cadres last night at Longkhim area under Tuensang district of Nagaland.
Sources said the deceased have been identified as ‘Lieutenant’ Lumthrongtsaba and ‘Raja Peyu’ Chumkyuse, both hailing from Chungtor village under Tuensang district.
Reports said the NSCN-K cadres killed the two NSCN-Khole/Kitovi cadres at around 7 pm on Wednesday.
With this incident, four cadres from the NSCN-Khole/Kitovi have been killed by the rival NSCN-K cadres in the last one week. On December 3, two cadres of the NSCN-Khole/Kitovi were killed by cadres of rival NSCN-Khaplang group in the heart of Dimapur.
There were varied stories with regard to the cirscumstances that had led to the killing of the NSCN-Khole/Kitovi cadres on that earlier incident. Intelligence sources had said that the two cadres of NSCN-Khole/Kitovi were ‘chatting with shopkeepers’ at Murgi Patti area in the heart of Dimapur market when the cadres of NSCN-K came and shot them. However, NSCN-K sources had said it was purely a factional clash.
The deceased of December 3 were identified as 2nd lieutenant Sheye Konyak and sergeant major Wochamo Lotha.
Meanwhile, the booming factional clashes in Nagaland in the recent time has spoilt the pre-Christmas festivity activities in Nagaland, otherwise has been in the festive mood with series of advent Christmas parties underway since December 1. Stars and Santa Clauses have been put up but the undying factional clashes meant a spoil-sport to the cheering Christmas mood.
Nagaland, with the seven-day long Hornbill Festival, tagged as the festival of festival in the state has been in full swing in the state capital since December 1 but the insurgency related violence has been playing hiccups to the glowing festive ambience.
Meanwhile, security has been beefed up in all the sensitive areas where factional clashes are prone. Reports have also said that more factional clashes will occur in the days to come.

IMPHAL, Dec 6: Manipur Government has geared up to welcome AICC General Secretary Rahul Gandhi who will visit Imphal on December 10 and a meeting of the Manipur Congress Legislature Party (CLP) was held at the Chief Minister’s Secretariat to discuss on arrangement for the visit on Thursday.
Congress members from every constituency will be participating at a public rally to be addressed by Rahul Gandhi on December 10 at Hapta Kangjeibung in Imphal. Several committees that will make arrangement for the Rahul’s one-day visit to the state have also been formed.
Rahul, who will accompany Luizinho Faleiro, North East in-charge, AICC will arrive in Imphal at 9 am of December 10 and then he will meet with the state Congress leaders at the Manipur Congress Bhawan here at BT Road.
Then Rahul, who is also the general secretary in- charge of Indian Youth Congress (IYC) and National Students’ Union of India (NSUI) will address a public meeting at Hapta Kangjeibung, Palace Compound in Imphal later in the morning.
The Congress leader and MP who is representing Amethi constituency will leave Imphal for New Delhi at 12:30 pm on the same day, official sources said.

Imphal, Dec 6 : On Wednesday when a group of 24 children comprising 13 girls and 11 boys from remote villages of Samtal Salient in Chandel District of Manipur, who previously never ventured beyond their villages and local townships, trooped in at the Eden Gardens, their presence largely went unnoticed in the din as ‘Master Blaster’ Group Captain (Hony) Sachin Tendulkar held centre stage in the India-England third Test Match being played at the venue.
But for the children, aged 12 to 18, the experience will forever remain etched in their living memory. Having played games, mostly football in restricted village environs in the hilly terrains of their village, the experience was both bewildering and overwhelming. Their exposure was courtesy Indian Army’s ‘Op Sadbhavna’ mission that gives opportunity to children from remote areas of north-east to visit various Indian cities during ‘National Integration Tours’.
In ‘City of Joy’, the children are accompanied by three teachers including Pastor John Haokip under the aegis of 36 Assam Rifles of 28 Sector, under HQ IGAR(S). The visiting children also met Eastern Army Commander Lt Gen Dalbir Singh in Fort William on Thursday.
“Unless you come out you will never grow. It is important to come out, meet people and interact with other parts of the country,” he said while lauding the children on their maiden outing. “You should think big to become big,” he also told them promising to help them prepare for NDA, if they were keen.
The children who left Manipur on December 1, arrived Kolkata on Tuesday. Having already visited various landmarks including Victoria Memorial, Birla Planetorium, Alipore Zoo, Howrah Bridge and Fort William, newer experience awaits them, disclosed Captain Akash Gera and his wife, accompanying the children. The team will return to Manipur on Sunday.

IMPHAL, 6 NNN: The finishing touch on two “integrity pillars” being erected by the state Art and Culture Department at Palace Compound in Imphal which based on the veracity of the age-old integrity of different ethnic groups in Manipur is almost ready to unveil.
The two pillars which are to be officially named as ‘integrity pillars’ being erected at the cultural complex will signify that different ethnic communities in the state have co-existed with love for the past thousands of years, said K Sobita, Director, Art and Culture Department, Government of Manipur.
She said the integrity pillars will also beautify the state cultural complex in Palace Compound, Imphal. One of the pillars is putting up at the main gate of Directorate of Art and Culture and the other one is erecting at the main gate of Bheigyachandra Open Air Theatre (BOAT), Imphal.
The pillar at the main gate of Directorate of Art and Culture depicts engraved figurines of man from different ethnic groups and other animals belonging to 17th and 18th centuries, Sobita disclosed. The other pillar at the main gate of BOAT displays several designs imprinted on various clothes used during that time, she said.
Over Rs 5 lakh has been spent on the development of the two stone pillars. These stones, measuring about 19 ft in length and 3.50 ft in diameter, were brought from Bishnupur district’s Ningthoukhong Lokchao, said Mutua Bahadur, Camp Director of the development of the pillars. Twelve Meitei and tribal sculptors are doing the stone carving works, he said.
The Manipur Government has been tirelessly developing the surrounding of the Palace Compound to make it a beautiful cultural complex for the last one decade. In the area, the Government has so far built buildings of City Convention, Manipur Film Development Corporation and complex of the Directorate of Art and Culture.

No response has come forth from the Government of India after a day’s wait, the time-bound given by the KNO yesterday to the government, the leaders of the Kuki militants are returning to their ‘base’ on Friday from New Delhi’s camp.
“We are returning to our base tomorrow morning since the government has not responded till this evening,” KNO spokesman Dr Seilen Haokip informed tonight.
When asked whether they are abrogating the (SoO) terms with the government, Dr Seilen Haokip said, “The SoO has not been abrogated. Neither it has been extended.” When asked what he likes to describe to such a situation, Dr Haokip humorously said, “We are on waiting mode. We don’t know. At the moment we will first return to our base and see how things get unfurled. Anyway, we are on waiting mode.”
Yesterday, the KNO had placed its straight decision before the officials of the Ministry of Home Affairs (MHA) at Asoka Hotel, Delhi in a meeting saying the government should first give a written assurance to the former to begin a political dialogue with the Kuki militant umbrella body. The KNO had also told them that it would wait for a day (which expired on Thursday).
It is worth mentioning that on November 2, the KNO had asserted that it demanded a separate Kuki state in Manipur under the Constitution of India. The KNO had also said it had taken a decision to abrogate the Suspension of Operation (SoO) if the government did not hold dialogues with it by November 22.
Chronicling the event, Dr Seilen Haikip on November 2 had stated that in response to the call of the Prime Minister to abjure the path of violent and come forward for talks, the KNO had signed the Suspension of Operation (SoO) with the Government of India (GoI) in 2005.
“However, this was objected by the Manipur state government. So, in 2008, KNO signed a tripartite SoO with the government of India and the State Government of Manipur. Even after seven years of the signing of the SoO, during which peace prevailed in the Kuki hills of Manipur, the Government is yet to initiate any political dialogue”, the KNO spokesperson had said.
Accusing the government of dictating terms, Dr Haokip had said that in August this year the former had unilaterally decided on a three-month extension of SoO, rather than the usual yearly basis. “It appears the government does not appreciate the peace dividend of the SoO”, the KNO leader had said while talking to a strong posse of journalists in New Delhi last month.

Imphal, Dec 6 : The Supreme Court has fixed Jan 4 for hearing on AFSPA. The W.P.(C) no.445/2012 for the same was filed by Dr. Th. Suresh, ex-Director of Health Services, Manipur on 19/9/2012. 1st hearing was held on 19th Oct., 2nd on 5th Nov. and 3rd one on 23rd Nov. this year. The specific prayer in the W.P. was i) removal of AFSPA from Manipur and ii) squashing of the latest Govt. of Manipur order dt. 30th Nov, 2011 declaring the whole state of Manipur (except Imphal Municipality Area) as Disturbed Area as conferred under section 3 of AFSPA,1958.
It is worthwhile to remember that the draconian Act was first introduced in Sept., 1958 for Assam and Manipur specifically to counter the then violent Naga insurgents. The Act was amended in 1972 to cover the entire 7 N-E states of India. In Dec. 1979, the Act was re- introduced in Manipur in some part of the present Imphal Municipality Area and latter on extended to all parts of the state ; i.e. this Act is continuing uninterrupted for 33yrs. in Manipur (except Imphal Municipality Area). The Act was however withdrawn from Imphal Municipality Area consisting of 7 assembly segments in August, 2004 in the wake of violent demonstrations/street fights/self emulations ect .throughout the state because of rape and torture death of one girl – Th.Manorama Devi by 17 Assam Rifle Personnel posted at the heart of Imphal.
The case is heard by a double bench consisting of Justices Mr. Aftab Alam and Mrs. Ranjana Prakash Desai. The petitioner is represented by Sr. Advocate Jaideep Gupta and Advocates S. Biswajit and Ashok Km. Singh. In the 2ndst hearing, notices were issued to both the central and state Govts. Interestingly, both failed to file counter affidavits up to the 3rd hearing by requesting for more time to the Apex Court. The case is tagged with W.P.(Crl) no. 129/2012 in respect of Extra Judl. Execution in Manipur under AFSPA. The Apex Court appointed Advocate Ms.Menaka Guruswamy as Amicus Curiae to assist the Apex Court. In the 2nd hearing, National Human Rights commission was also directed to file its response by 21st Nov.2012.
In the 4th hearing today i.e. 6th Dec.2012, Sr. Counsel Jaideep Gupta was told by the Apex Court that AFSPA case is an important one and will be heard thoroughly. The next hearing is hearing is fixed on 4/1/2013.

IMPHAL, December 6: A five day workshop on ‘Indigenous archery & classical Indian archery’ organized by Huyen Lallong Manipur Thang-Ta Cultural Association begins today at the association’s premise at Irilbung.     

The workshop is being conducted by Hendrik Wiethasi, who is a professional artist from Sachsen-Anhalt, Germany.

“Since 2000 I wrote and published four books about archery. As well I translated the “Astanga hrdayam,” the basic scripture of Ayurveda and the “Dhanurveda” into German language, which brought me to the classical Indian Archery,” Hendrik said.

The inaugural function was attended by MLA K Tharmajit, Padmashri G Gourakishor Sharma, Director, Huyen Lallong Manipur Thang-Ta Cultural Association, L Upendro Sharma, Director, JNMDA and L Dilip Singh, chairman, Imphal Urban Co-operative Bank Manipur as chief guest, president and guests of honour respectively.

IMPHAL, Dec 6: A two-day seminar billed as the “Mega Tribal Seminar” will begin from December 7 organised jointly All Manipur Tribal Union, AMTU, Committee on Protection of Tribal Areas, Manipur, COPTAM, ATWO, ATCFM, TNAL and TLRCC at Tribal Research Institute (TRI), Imphal.

Issues on Hill Area Committee, HAC, land revenue, land demarcation, boundary, autonomy in hill districts of Manipur, Manipur hill area village authority Act of 1956/village authority election, functioning of hill district offices, forest reservation, tribal sub plan and decentralization of tribal development funds and then prevention of atrocities on ST/SC Act of 1989 will be deliberated.

In a manner to disseminate the constitutional tribal inherent rights to the common Manipur tribal people so as to educate them on such relevant issues, the seminar is being organised, said the organisers.

They then invite all tribal leaders, intellectuals, politicians, village chiefs to participate in the panel discussion of the seminar.

“Civilisation is very keenly relevant to tradition, custom and culture and as such, the `joint Manipur tribal leaders` felt very essential to disseminate some common tribal issues to the Manipur tribals pertaining to their constitutional inherent rights consonant with traditional land rights, customs and culture,” the organisers opined.

LAMKA, December 6: On December 4, there were cheers in some part of the state regarding a programme held under the aegis of the Department of Agriculture, Manipur and the Department of Power.

Top Manipuri officials of the said depts. Came out in full strength to the tiny Tallian village in the small hamlet of Thanlon sub-division.

The village with a habitant of just 40 household and the neighboring village had their cup full as the Rabi seed distribution programme fulfilled their desire to have the generically superior seed for their fields. 

The denizen of the village confided to the Imphal Free Press correspondent that they were mighty please with the effort of their representative in the Manipur Legislative Assembly, VungzaginValte, who also hold the Hort, SC and CADE portfolio as a Parliament Secretary.

They said that without the afford of Valte, the Minister Md Abdul Nasir who personally supervise the distribution program might not attend and added that his presence is one of the potent cause of their joy as  their  problem is heard and seen by the Minister. 

The Minister speaking on the occasion expresses the hope that the seeds will bridge the problem of the sub division’s habitant in terms of seed procurement.

Some of the item distributed today included 100-bags of potatoes, 10 bags of mustard seeds, 10 bags of peas, 10 bags of chana and others. 

The beneficiaries include 37 households from Tallian village, 22 from Leijangphai, 19 from Bungjang, 4 from Tuikualmuallum, 7  from Sainojang, 10 from Tulpiphai, 1 from Zotang, 5 from Pamjal, 2 from Mongjang and Khekon. . Not to be outdone, the commissioner (power) Manipur, also announce that the people of Thanlon area will very soon ‘see the light’.

It is interesting that the people of Thanlon had atleast once been the constituency of the who’s who of Paite politicians of high calibre, but literally, no single house of the district had ever experience the modern marvel called ,electricity, other then generated electric in the 80’s in their home.

This is one reason that prompted the constituency representative Valte to suggest that the sub division be declare a ‘dark constituency’ as in line with the prefix ’the dark continent’ attach to the continent of Africa, in the last sitting of the Manipur Assembly.

After the seed distribution program the Minister and party made an unscheduled visit to Thanlon where massive electricity power plan had been constructed for the benefit of the sub division.

The Commissioner (power) assured the cheering villagers that the Power Dept will put in place a mechanism that will result in the bringing light in the Thanlon sub-division by March 2013 and assured the villager that this pet project of their MLA is in full swing.  The Engineer at Thanlon said that the two transformers which arrived in Thanlon a few days back are 1000 KVA each which will be enough to supply power to about 2000 household and another bigger transformer is on the pipeline the source added. At present the sub division headquarter Thanlon had about 200 household.

IMPHAL, Dec 6 (Newmai News Network): Federation of All Tribal Youth Clubs, Manipur (FATYCM) has expressed its concern on the non-releasing of salaries by the state government and urged that employees should be allowed to enjoy their salaries during this Christmas time.

While sending out its Christmas wish to the people of Manipur, FATYCM general secretary Letthang Haokip said that the state government should not disappoint the people by delaying in payment.

Speaking as Chief Guest at the function Asstt Managing Director of National Multi-Commodity Exchange of India Ltd, Ahmedabad Dinesh Shukla said, farmers are needed to be sensitized on marketing. They have the mindset that after harvesting of their crops there would be inconveniences in marketing. Such mindset need to be changed.

Presided over by Dr M Premjit Singh, Director of Extension Education, CAU the function was attended by Dr M Rohinikumar Singh, Director of Research, CAU; and Dr N Iboton Singh, Dean, College of Agriculture, CAU as Guests of Honour.

During the function Dr N Iboton Singh stressed that after producing the crops farmers faces the problem of marketing. As the crops they produced are surplus in the market they gained no profit. The marketing system needs to be regulated by the government.

IMPHAL, Dec 6: Department of Sports  of Manipur University ,as recommended by the selection committee of the trial selection held on  23 November, has selected three athletes to represent the M.U Athletics ,(M) team 2012-2013 to participate in the All India Inter University Athletics meet to be held at Kalyani University ,West Bengal from 22-26 January, 2013.

The selected athletes are Utpal Paul of Liberal college for 200m race, Th Roshan Singh of D.M college of Science for 800m race and Th Imocha of Thoubal for Javelin.

The players are directed to report to O Pari of Athletic Association of Manipur at 7 am on 3 January, 2013 at premises of Department of Sports, M.U. for further training.
