IMPHAL, Dec 17: A three day conference of the village chiefs of the Saikhul block organised by the Kuki Inpi and Kuki Student Orgainisation under the theme, “unity and strength,” concluded today at Modern English Higher Secondary School Saikhul.

Speaking at the conference, general secretary Kuki Movement for Human Rights, KMHR Dr Satkai Chongloi expressed his displeasure over the failure of the state government and the centre to look into the Naga-Kuki ethnic violence in 1990’s when 900 Kukis were killed and more than 360 villages were destroyed.

He said that different communities had settled together in the state with peace and solidarity from time immemorial, but an organisation called Manipur United Naga Council, without any known reasons declared war on the kukis on October 22, 1992.

The Kuki Inpi which was revived at the time had called for talks with the Nagas but it was unsuccessful as the NSCN-IM called off the meeting, he said.

The Inpi then asked for help to the state government, Nagaland government, Assam government and the centre but their call for help was not heeded, he continued.

He further said that t Kukis have submitted more than 60 memorandums to the centre and numerous PIL filed but there has been no response from the government till date.

Reverend Rehang Chothea who spoke at the function said that the kukis have settled in the state as a nomenclature since 1821 and have their own history of rice custom, tradition, culture.

He further said the time has come for all the different communities of the state to have an open public dialogue to sort out misunderstandings amongst each other and for bringing a solution.

IMPHAL, Dec 17: The skeleton of a 70-year-old missing person was found yesterday morning at around 9:30am from Langthabal Khoupum hillock under Singjamei Police Station.

The deceased has been identified as Mutum Mani, 70, son of (L) M Tejmani, a resident of Lilong Chajing Awang Leikai.

The skeleton was found with a rope tied to his neck, sources said.

The skeleton was found near a tree and the way the skeleton was found has led to speculations that he could have committed suicide by hanging from the tree, sources said.

According to his family members, he was not a mentally sound person and it has been around three months that he went missing after he left from home.

His remnants were handed over to his family members today after a post mortem was conducted at RIMS.

IMPHAL, Dec 17: Oinam Minol Devi has secured first class first in the MA (Manipuri) examination 2012 of Manipur University.

Oinam Minol Devi is born to Oinam Tondon Singh and Oinam (O) Mala Devi of Thangmeiband Kabrabam Leikai.

She had secured 5th position in the TDC examination 2010 in Manipuri subject conducted by Manipur University.

Altogether 88 students sat for the 4th Semester Examination of MA (Manipuri) and out of which 82 students have passed, making a pass percentage of 93.18 percent.

Out of the total number 88 students, who sat for the Manipur MA examination, 61 were girls and 27 were boys.

In the very early eightees the brilliant Pakistani journalist and commentator wrote a book questioning the survival of Pakistan. He made a statement which still reverberates: saying that for some people opium is the religion of the masses and for Pakistan religion is the opium of the masses. That statement must have drawn flak in many quarters. Although, in a very different context, I believe that cricket has sadly enough become the opium of the masses. This is because of the monetization, and corporate branding of cricket, turning it into a heady   corporate world where players are ‘bid’ in an obnoxious manner like an auction – courtesy the IPL. Ever since the advent of the television, everyone seemed to be interested in instant cricket especially with the coming of one day matches which started with 60 overs, then was reduced to 50 overs and now we have truncated versions like the 20 overs format. Test Cricket was virtually forgotten and everyone found Test Cricket an awful bore to watch. The branding of cricket and its sponsorship by multinationals made one day cricket exciting and titillating to watch. And what with man of series awards like a spanky car made an appeal to the masses to live in their cloistered world of a fatuous wish fulfillment. Moreover, cricketers became celebrities and advertisement specialists so a cricketer was nothing short of a glamorous film actor. The Indian public found this fodder, not for thought but for a surrealistic dream world. And I am precisely talking about Indian cricket.

It is high time that we now underscore the importance of cricket in our national sports and lay emphasis on other games and sports. I am saying this not only because the Indian Cricket Team is loosing at home and Test Matches do not exist in the team’s vocabulary. I am also saying this because the entire sports of cricket has been monetized in such a crass manner, that cricketers no longer play for the country but play for the money. Otherwise how would explain one of the cricketers making brash statements in Kolkata recently, during the event of a book lunch, complaining about the food served and comparing it with what is dished out in IPL matches. There can be just no comparison between the cricketing association of a state and the IPL. If the cricketer wants better fare to be served to him, I think he might just latch on to IPL only for their life. Such public venting of private feelings is totally uncalled for by a cricketer of the stature and importance of Virendra Sehwag. India is consistently playing badly in Test Matches. This is because cricket has become lucre, and the source of inspiration is not playing well for the country but playing well for money. It is a shame that so much national waste is going to cricket when people in the country cannot earn a square meal a day. Cricketers are demi-gods and everything about cricket is a new found avatar, especially because of IPL and the shorter version of cricket. Gone also are the days when cricket was a gentleman’s game meant not only for the connoiseurs but also in some cases the erudite. A former Captain of England Mike Brearly was not only a graduate of philosophy from one of the leading Universities of the world, but was a voracious reader of serious books.

Now let us look at the sport scene in the country apart from cricket. India’s performance in the recent Olympics and the last Commonwealth Games need not only to be lauded but also amply show that our sports persons in the areas of boxing, wrestling, shooting, even in sprint events have both the talent and the ability. They need further encouragement and some more material benefits. Most of the sports persons come from middle class or lower middle class income groups and it is the bounden duty of the government to follow up on their lives and to further train them. If foreign coaches can be imported for cricket then I fail to understand why the same cannot be the case for other sports. Recently, during the Champions Trophy the Captain of the Indian Hockey Team said that Indian Hockey was on the road to recovery. Will anyone take the words of a Hockey player seriously? I also read that Leander Paes has won about eighteen or nineteen Grand Slam titles. How much do our public and the media talk about it? If we are to look at sports development in the country in a more holistic and concerted manner we have to institute sports academies like that of China to catch them young and then train budding sports men for years. Sports should also be an integral part of education, allying it with vocational education or separately sports education. Then only can we think of a more total development in sports, instead of only singling out cricket and making it opium for the masses. The Cricket Control Board Of India is the riches in the world. They have enough money. Let them continue to do their bit to promote cricket. But let the other sports also take the front seat as they truly deserve and let sports academies be set up for them in a rationalistic manner with an eye for the future. And this future should be on a long term basis.

Sometimes figures do not say much for they are mere numbers and statistics and do not portray what lies beneath. Yet, figures are important. Earlier, a report entitled ‘Manipur: Memorandum on Extrajudicial Summary or Arbitrary Executions’ collated and later, submitted by the Civil Society Coalition on Human Rights in Manipur and the UN to the UN Special Rapporteur on Extrajudicial Summary or Arbitrary Executions, Christof Heyns during his visit to India between March 19 and 30 mentioned that altogether 1528 people, including 31 women and 98 children were killed in fake encounters by security forces in Manipur between 1979 and May, 2012. Of these, 419 were killed by the Assam Rifles, while 481 were killed by combined teams of Manipur Police and central security forces, according to the report. The Armed Forces (Special Powers) Act, 1958 enacted as a short-term measure to allow the deployment of the army in India’s northeastern Naga Hills has been in existence for five decades over the entire North Eastern States of the country and Jammu & Kashmir and the violations on human lives and security. The impunity that the AFSPA has given to central security forces, what it has meant for the people in the state of Manipur and other states have been well documented: both in numbers and in terms of testimonies. In Manipur, it was the people of the hills of this small state that first bore the burnt of AFSPA. Later on, the valley would also suffer. But what the figures don’t reveal is that most of the men who were killed were in the prime of their lives and left behind widows and children.

What the figures of those killed or ‘disappeared” under the Armed Forces Special Powers Act don’t say is that combing operations, questioning, threats and harassment under cover of the Act leaves a fragile sense of security and has a bearing on the freedom of people to move around. While women are affected while setting out of their homes in search of livelihoods, the children of this state have grown up without knowing what security and safety is, without access to basic health and education facilities following the threat from the hugely militarized environment around them with even security forces occupying educational institutions in certain cases. In Manipur, women in both the hills and plains have come out in response to the excesses committed under the Act and  to protest against the excesses committed by security personnel. Through their own women collectives, they come out on the streets in times of public protests and take up night patrols besides also picketing army camps to verify whether those picked up are civilians and at times, not budging from their positions till the surety is given that those picked up are not tortured. Often, women groups stay up late into the nights after taking care of their household and other social obligations, going without proper sleep or rest. The story of the children of Manipur, are told in the many instances of sit in protests taken out by children: the same children who should ideally be in classes or in the safe confines of their home and playgrounds. Young children grow up under the shadow of guns and violence around them while the older ones take part in various protests, thereby severely putting them in conflict with security personnel and triggering off a sense of alienation and distrust.

The PIL to the Supreme Court, filed jointly by Extra-judicial Execution Victim Families’ Association Manipur (EEVFAM), a body of widows and mothers of those killed by police and security forces and Human Rights Alert pleaded for investigations into 63 cases of alleged extra-judicial killings between 2007 and 2012 and another 1,528 cases documented by the Civil Society Coalition on Human Rights in Manipur and the United Nations is just the beginning of efforts from various civil society groups and Human Rights defenders to put the spotlight on the excesses committed under the Act. The bench of Justices Aftab Alam and Ranjana Prakash Desai hearing the PIL case, have gone on record asking whether a war is going on in the state, given the number of killings. The next hearing on January 4 in the new year may well bring new hope into the lives of the members of EEVFAM and pave the way for other women groups to come forward and claim justice.

The conference is being held with the following objectives:-
1. To create opportunity through various ministries for enhanced coverage and reach of HIV services to large workforce engaged, especially informal settings consisting of migrants for risk reduction.
2.To strengthen integration of STI/HIV information and services through existing health infrastructure available in various ministries and its departments and autonomous bodies.
3. To strengthen and scale up HIV sensitive social protection to all HIV affected communities through enhanced access to social entitlements and welfare schemes of different ministries and departments.
Besides inaugural and valedictory functions, there will be 6 technical sessions on the following topics during the conference:-
1. Partnership for mitigating the impact of HIV and AIDS by improving access to social and legal protection for communities affected by HIV.
2. Partnership to address issues of Sexual Reproductive Health and HIV among adolescents and youth.
3. Partnership for reducing the vulnerability and impact of HIV and AIDS among uniformed personnel.
4. Partnership for improved delivery of HIV Prevention and Treatment and Treatment & Care.
5. Partnership to reach organized and unorganized sectors.
6. Integrating HIV and AIDS Strategic communication for prevention, treatment and stigma free environment.
It may be mentioned that India has the third largest number of people living with HIV/AIDS in the world. Department of AIDS Control is working towards providing prevention, treatment, care & support services for HIV/AIDS without stigma & discrimination.
Mainstreaming HIV is an effective approach towards a multi-sectoral response. It has been a strategic priority for India, getting support from highest political and bureaucratic leadership of the country. This has been necessary as the spread of HIV and the impact of HIV and AIDS on individuals, families and communities across are influenced by complicated web of socio-economic factors. While health is of prime importance, it is clear that a comprehensive approach to address the epidemic warrants substantial inputs from the Non-Health Sectors.
Representatives from various ministries, public and private sector companies, industry associations, autonomous bodies, representatives from state governments, State AIDS Control Societies and technical experts in the field will participate in the two-day conference.

Hamid Ansari has said that a majority of elected members of the Lok Sabha in recent years, and even earlier, won on a minority of votes cast in their constituencies. This is compounded by the absence, in our system, of compulsory voting. Thus if a candidate is elected on 30 percent of the votes cast and if the percentage of polling is the constituency is 60, then the positive mandate secured by the candidate is 30 percent of 60 percent, that is, just 18 percent of the total electorate. Such an outcome has a distorting impact on the composition of the elected legislature. This is vividly demonstrated by the vote-share seat-won data relating to all the fifteen Lok Sabhas. Delivering Dr. B.R. Ambedkar Memorial Lecture on “Some Questions on Elections, Representation and Democracy” organized by Dr. Ambedkar Foundation here today, he expressed his concern that the situation is no better, perhaps worse, in State assembly elections with percentage of returned candidates on minority of votes cast going above 70 percent in several cases.
He said that what are the ramifications of such an outcome? Observers have noted that it induces candidates to focus on securing votes of a segment of the electorate and thereby induce, accentuate or reinforce social divisions based on caste, creed, faith or language. For this purpose, and despite formal legal or regulatory constrains, candidates or their supporters do succeed in invoking narrower loyalties to further electoral appeal. The excluded or marginalised social groups “then indulge in strategic voting.” Divisive tendencies and social conflict is necessarily the end product.
Shri Ansari opined that the electoral methodology adopted and practiced by us is the single member plurality system, otherwise known as the First-Past-the Post (FPTP) system. The traditional arguments in its favour are that (a) it tends to provide a clear-cut contest between two or more major parties (b) its working is easy for voters to understand (c) it allows individuals who are not members of a political party to run as independents (d) it tends to produce stable governments and (e) it is likely to produce a strong opposition party. Despite the above, the system is not universal and critics have commented on its limitations. These relate to the (i) disconnect between the vote share and the number of seats won (ii) propensity to over-reward major parties and under-reward smaller parties (iii) likelihood of smaller parties with strong regional base getting a “seat bonus” and winning more seats than their corresponding share of the popular vote.
He said that the basic premise, and requirement, in a democratic election is to ascertain through the ballot the wish of the majority of voters in the constituency concerned. It cannot therefore be argued that the First-Past-the-Post system now in vogue, whatever may have been the compulsions for adopting it, is theoretically valid or practically the most desirable. As a mature democracy, and one in which correctives in the electoral procedures continues to be work in progress, there is a need to debate the representative-ness of the representative regardless of political convenience or administrative constraints. This fundamental corrective in the electoral system can and must be added to other electoral reforms proposed by the Election Commission of India and others and are under consideration of the of the Government, as indicated in the reply given by the Government in Parliament recently. There is also a strong case for accelerating the process.
The Vice President said that we have to concede that the glass of democracy remains half full. We have practiced electoral democracy mechanically without making it fully representative. Our electoral procedures and practices have accentuated rather than diminish social cleavages. We have yet to succeed in eradicating electoral malpractices. We have allowed money power in all its manifestations to distort electoral outcomes. Our political process depicts ideological decadence and a declining observance of constitutional morality. Our society exhibits a disturbing disregard for moral order and public conscience and, in the words of an eminent academic, “the lines between legality and illegality, order and disorder, state and criminality, have come to be increasingly porous.” Are we on a slippery slope? There is, clearly an imperative need for rejuvenating our commitment to the values, objectives and the judicious balance of the Constitution.”

MNS:- K Rahman Khan, the Union Minister of Minority Affairs says that the system to monitor implementation of schemes and programmes for minorities, is being improved to ensure that benefits reach the real targets. Interacting with media here today on the eve of Minorities Rights Day, Shri K Rahman Khan said that Sachchar Committee has stressed on educational and economic backwardness and social conditions of the Minorities. Protecting Wakf properties and developing these for larger benefit of the community is another focus area, the Minister added. India is a country of diverse faiths, religions, cultures and languages. India’s strength lies in diversity of its people. This diversity gives us an opportunity to learn, cultivate and inculcate the essence of unity by caring for our 18.5% minority population comprising about 220 million people. To ensure that every section of the society gets its due share, due care and due opportunity in every walk of life, Indian Government rededicates itself for the growth and development of minorities on the eve of Minorities Rights Day.
Tomorrow is Minorities Rights Day. On 18th December 1992 the United Nations promulgated the “Declaration on the Rights of Persons belonging to National or Ethnic, Religious and Linguistic Minorities” in order to strengthen the cause of the minorities.

Protection and Security under Law;
Protection of valuable assets like Wakf properties; and
Participation in the planning process.
· In order to strengthen the cause of the minorities, the United Nations promulgated the “Declaration on the Rights of Persons belonging to National or Ethnic, Religious and Linguistic Minorities” on 18th December 1992 proclaiming that:
“States shall protect the existence of the National or Ethnic, Cultural, Religious and Linguistic identity of minorities within their respective territories and encourage conditions for the promotion of that identity.”
“States shall adopt appropriate legislative and other measures to achieve these ends”.
· The mandate of Ministry of Minority Affairs is to ensure a focused approach towards issues relating to the minorities and to facilitate the formulation of overall policy, planning, coordination, evaluation and review of the regulatory framework and development programmes for the benefit of the minority communities. Ministry aims for inclusive development of minorities namely Muslims, Christian, Sikh, Buddhist and Parsis.
· From the current financial year 2012-13 of 12th Five Year Plan, the Ministry further strengthened multi-pronged strategy for development of minority communities with focus on:
Area development:
Prime Minister’s 15 Point Programme
Multi-sectoral Development Programme
Educational empowerment:
Pre-Matric Scholarship Scheme
Post Matric Scholarship Scheme
Merit-cum-Means Scholarship Scheme
Maulana Azad National Fellowship
Schemes of Maulana Azad Educational Foundation (Maulana Azad National Scholarship for meritorious girls; Grant-in Aid to NGOs for development of Educational Infrastructure)
Empowerment of Minority Women:
Scheme of Leadership Development of Minority Women started from current financial year.
Economic empowerment:
Schemes of National Minorities Development and Finance Corporation (NMDFC) namely, Term Loans, Micro-Finance, Educational Loans which provide loans at concessional interest rates to minorities.
Strengthening of minority institutions:
Scheme for computerization of State Wakf Boards.
Achievements during 2012-13:
Under Prime Minister’s New 15 Point Programme for Minorities, 269770 houses under Indira Awas Yojana sanctioned.
Rs. 171960.71 Crore extended to minorities under Priority Sector Lending.
Under Multi-Sectoral Development Programme, Rs. 389.96 Crore have been released till date for construction of 4519 IAY houses, 106 Health Centres, 1081 Anganwadi Centres, 14293 Hand Pumps, 19 School Buildings, 613 Additional Class Rooms, 27 ITIs, 11 Polytechnics and 77 Hostels.
Rs. 438.93 Crore released for Scholarships.
Implementation of Scheme for Leadership Development of Minority Women started.
Rs. 69.78 Lakh released to State Wakf Boards for computerization of records.
25 State Wakf Boards have established Central Computing Facilities.
Maulana Azad Educational Foundation has increased the number of meritorious girl students to 25,000 for award of Maulana Azad National Scholarship.
Loans for Rs. 133.25 Crore disbursed to 32374 minority beneficiaries by NMDFC.

IMPHAL, December 18:  The four day long District Youth Convention Chandel organised by the Nehru Yuva Sangathan, NYK Chandel was inaugurated on December 16 at the Eastern Shine School, B Block.

As part of the four day youth convention, a ‘block folk cultural programme’ was also held on the opening day.

Meanwhile, a District Youth Convention and Life Skill Training Programme were also organized today attended by Board of Governors NYKS vice chairperson, L Tilotama as chief guest, zonal director, NYKS, Manipur Jackie Ruivah as functional president and ESS Asst Teacher S Lemba Singh and DYC NYKS CHandel as guests of honour.

Speaking at the function, the chief guest said the youths to today have to play an important role in bringing unity and national integration.

She had also said that such youth convention and life skill trainings are very much needed in an international border town like Moreh.

Meanwhile, functional president Jackie Ruivah spoke on the activities and action plan of the NYK programme.

She also said that several communities have been residing together at the border town and further expressed her desire to see the people live in peace and in unity.
