IMPHAL, Dec 27 NNN: The Federation of All Tribal Youth Clubs, Manipur (FATYCM) has apprised the additional chief secretary, government of Manipur who is also in charge of tribal affairs and hills, in connection with the electronic payment system.
“That from the current year i.e. 2012-2013 the State Government is going to introduce the Electronic Payment system for payment of Pos- Matric Scholarship (PMS in short) for the
Scheduled Tribe Student who are below poverty line and since the last date of submission of forms has been fixed on December 29 it is too short for opening of the bank account for the applicants ( Student) and it is also very difficult for the poor students to open their account by investing a sum of Rs. 1000 ( Rupees One Thousand ) only minimum at this festival season particularly Christmas”, said the FATYCM.
“Moreover, the particular accounts which have to be opened is only for withdrawal of PMS which is not interested by the bank to open such account as the said account in an over-burden to the bank and as per normal rule of the bank in order to keep alive the bank account one should operate the said account atleast once in every 6( Six) months otherwise the said account will automatically ceased and such a strict derection also should be given to all the nationalized banks for certain exemptions for the PMS for the Scheduled Tribe Stucents who are below poverty line. At least for the current session of 2012-2013, the students will not be in a position to open their accounts on or before 29th December,2012 as everyone is away for their remote villages for the ensuing Christmas Festival moreover indefinite bandh imposed by Film Forum Manipur and the various Civil Organisation is Manipur for 18th December Chandel incident,” it added.
That is also important to mention here that student who is below the age of 18 years cannot open his own account as the account the has to be operate with one of the guardian and such system is again over-burdening to the family members again for withdrawal of a meager PMS and as such certain exemption should be given by the bank also proper understanding with the competent authorities of the State Government.
“In view of the aforesaid facts and circumstances, it is therefore requested that your goodself may kindly exempt the opening of the accounts for the PMS for the Scheduled Tribe students who are below poverty line for the current session of 2012-2013 and kindly allow the students to enjoy their PMS as usual like previous year so as to enable to enjoyu their entitled PMS without any break,” the federation appeals.
