Imphal, Jan 1: With reference to the publication in this paper on 01 Jan 2013 the PIB(DW) said in a press hand out that based on information received on armed movement in the area of Lamdangmai and Sangji, Security forces of Red Shield Division has laid ambushes in these areas on the night of 30 Dec 2012. During early hours of 31 Dec 2012, some movement was noticed and the Security Forces deployed in the ambush had challenged this movement. On being challenged, the unknown personnel started firing on the Security Forces. Security Forces returned the fire and one terrorist was killed in the exchanged of fire. One .22 mm pistol, four live rounds and one fired case were recovered from the site subsequently. 14 fired cases of AK 47 were also found on detailed search of the area. The deceased was later identified as SS Cpl Guangsinlung Dangmei of ZUF, age 18 years and son of Mr Guangbi Dangmei of Nonei Bazaar. Intelligence reports have revealed that SS Cpl Guansginlung Dangmei joined NSCN (IM) and was trained at Buning Camp. He deserted NP Bn of NSCN (IM) in 2011 and joined ZUF. He was working in the rank of Corporal under SS Capt Abung and was also involved in the IFCs at Oktan and Tamenglong in 2012. He was involved in the kidnapping of a Railway company employee around 15 Dec 12 for extortion. Security forces under Red Shield Division have been targeting the underground activities being carried out in the area to ensure peace and rule of law. The allegations of fake encounter are an afterthought by undesirable elements to pressurise the security forces. It May be noted that in the past week several operations have been conducted in Noney which have severely impacted the extortion racket, influence and fighting capability of undergrounds groups. Over ground workers supporting terror activities have been arrested and several thousand rounds of ammunition have been recovered which has dealt a severe blow to these outfits. The bandh call of ZSUM comes in wake of conclusive involvement of David Kamei a member of the student organization who was involved in assisting cadres of NSCN (K) and NNC to escape from security forces in Nonei. The ZUF has been visiting the house of Mr Guangbi Dangmei at Noney Bazaar since this operation by security forces to concoct and plant malicious stories against the Assam Rifles at Noney. As per the allegation of Guangbi Dangmei his son SS Cpl Guangsinlung Dangmei of ZUF had been discharged from the ZUF in the first week of December 2012.
However, he neither brought the individual to the Police or Assam Rifles to register this event. It may also be noted that the claim by these organizations trying to forment trouble is that SS Cpl Guangsinlung Dangmei of ZUF was picked by security forces at Khumji at 2230 hours on 30 Dec 2012. However, no one raised any alarm or approached the Police or Assam Rifles at Nonei till 9 AM on 31 Dec 2012 when the news of an encounter resulting in death of SS Cpl Guangsinlung Dangmei of ZUF had reached Noney.
It is clarified that Assam Rifles has not picked up any person from Lukhambi village on 30 Dec 12 as alleged in the Press Release. There is no prior knowledge of such a person named W Nanao with Assam Rifles and there has been no instance of such person coming to or leaving the camp at Nonei. Further to this, it is added that some miscreants have illegally detained W Nanao alias handsome working under duress as mentioned in the press release to make up a concocted story. The Assam Rifles is committed to conducting operation in a professional manner to rid the state of the scourge of terrorism. The allegation made are a figment of the imaginations of some misguided people with ulterior motives. The Assam Rifles calls upon all peace loving people of Noney to condemn this attempt to malign the security forces and work together for the well being and progress of the region the hand out added.

AIZAWL, Jan 2: Mizoram Home minister, R. Lalzirliana expressed his opinion that the re-unification of the ‘Mizo nation’ shall not be in the form of staying together in one compact place, but shall rather be a unification in the heart.
He said this on the occasion when he released Zoram Historical Map recently at Synod Conference Centre here in Aizawl.
R. Lalzirliana said that re-uniting the Mizos under a single administration is a very difficult job. “Such move will be as tough as fighting for independence,” the Mizoram home minister compared.
He then expressed that the best way of uniting the Mizos would be reunification in heart. He also said that if all the Zo tribes accept themselves as Mizos, the Mizo nation will be saved, but if there are people who, with a narrow minded approach, stay separated, it is detrimental for the Mizo nation.
The minister then said that even if all the Zo tribes don’t stay together under a single administration, it is important to uphold their brotherhood, and added, “It is encouraging to see that Mizo students studying in other states are upholding and promoting the Mizo culture and tradition.

SENAPATI, Jan 2 NNN : The Naga People’s organization (NPO) in the strongest term condemned the brutal killing of two hunters of Kongkan village, Ukhrul district on December 28.
Extending its solidarity to the bereaved family members for the unbearable loss, the apex civil society organisation of Senapati district stated that, the incident came as a big shock to the people when the present turmoil has done much damage to the serenity of the State.
The NPO demands before the State Government to deliver fair justice to the victims’ families.
“It is a matter of great concerns that, the present state government has miserably failed to maintain proper law and order where even individual incidents has ignited mass uprising disturbing the festive seasons. It is more concerning that, the State Government is more dedicated to maintain the stability of its party ruling the state rather than improving the stability of the already deteriorating law and order. The recent failures of the Government’s machinery to prevent killings and concerning incidents speak volume of the insecurity of the people in Manipur,” the NPO said.
The NPO also strongly condemns the Napetpali incident where a young girl was molested by one of the three KCP cadres.
The NPO alleged that Napetpali incident could have been to avenge the Chandel incident. The NPO then asked the State Government to step up its machinery against the present trend of lawlessness and deliver fair and appropriate justice to those victims who are affected in different incidents.

IMPHAL, Jan 2 NNN : A young boy of class 12 attempted to kill a girl student of the same age by stabbing her on Wednesday before he tried to commit suicide by stabbing himself at Thoubal Wangma Taba, Thoubal district.
The incident happened around 2:30 pm when RK Robinson, 17, son of RK Jila of Imphal East, Canchipur opposite Manipur University main gate, tried to kill Khangembem Ronibala, 17, daughter of Kh Thoiba from Khongjom Samaram, Thoubal district, by stabbing her with a sharp knife before he tried to kill himself by the same knife.
Ronibala was taken to Regional Institute of Medical Sciences, (RIMS), Imphal, but was later referred to Shija hospital as her condition got deteriorated. She is now in the Intensive Care Unit of the hospital. Robinson was undergoing operation at RIMS. His condition was also stated to be critical.
Ronibala is reading in class 12 at Fanchier Abhiram Higher Secondary School, Thoubal Wangma Taba, while Robinson is a student of HRD Higher Secondary School, Ghari, Imphal West.
Reports said Ronibala along with her two friends were returning to her school boarding after three days of leave for New Year’s celebration when Robinson stabbed her on the right belly at a spot about 50 metre from the boarding.
Police said the duo is now having a love affair, but the intention of the boy is still unclear.
Meanwhile, Khangabok constituency MLA O Landhoni visited Shija hospital to look after the condition of the girl this evening.

Hope runs high, 2013 will bring lots of changes to the state. Morning shows the day. Nothing happened on January 1. It seems everyone has realised what is happening in Manipur in particular and the country as a whole. Cool and calm scene was witnessed on January 1. Manipur Government led by Chief Minister O. Ibobi could take a committed stand to face the pressure that came from different angles. Manipur is safe in his hand. Union Government will not take any major decision with regard to meeting of the demands put up by NSCN without the approval of Manipur Government. In the past despite strong pressure from the Union Government not to lift armed forces special powers act from Imphal areas Ibobi went ahead and seven assembly segments in Imphal area are nowfree from the diabolic act. Ibobi will be able to take similar stand when the Union Government seeks his advice on meeting certain demands put up by NSCN. The Government at the centre is desperate to make some major announcement on the eve of Nagaland elections slated for early part of this year. If last year, 2012, showed the path ahead, 2013 will give solace to the people of the state. The decision taken by the state Government for formation of a committee to look into the requirement of the remote hill districts to put at par developmental activities both in the hills and valley will bring to light where the lapses exist. How fund earmarked for certain areas went elsewhere. This committee, which will have representatives from different communities, should shape the mind of the Planning Commission on matters of allocation of fund. The report of the committee will bring to light which areas of the state got more money and which place was erased from the plan money record. Mary Kom showed in 2012 the path that patience and proper training can take Manipuri sports stars higher to clinch even Olympic medal, consequently more are showing readiness to step in her foot step. Manipur winning Gold medal in the next Olympic will not be a big surprise. Manipuris particularly voters have realised the need for keeping a strong and powerful Government. That feeling shaped the outcome of the election held in 2012. That feeling will shape the outcome of the Lok Sabha election if it is preponed in 2013. Foreign direct investment though it will not bring much financial relief to the smaller state like Manipur it will boost up financial supremacy of the country. The money collected from the FDI will be used in making Food Security Bill a law. When this law is implemented there will be no starvation in the country. Hunger will become a thing of past. This is a change which will be witnessed in Manipur also. State Government has decided to give a thrust to development of road communication and improvement of power supply. Ambitious plans are underway to provide drinking in Imphal areas particularly Imphal East by supplying water through pipe from Thoubal barrage. Power supply will be improved dramatically. Because a massive plan is underway to connect Manipur with the gas based power project in Tripura. Better days are ahead.
