ATSUM condemns killing of Ibohalbi

Imphal, Jan 5: NNN The All Tribal students’ Union, Manipur (ATSUM) has condemned in the strongest term the brutal killing of Laishram Ibohalbi at Hatta village near Finch Corner in Ukhrul district, who had been missing since December 29.
“It also demanded fast and swift investigation on the murder by the concern authorities and book the culprits at the earliest. The ATSUM fails to understand as to why killings, kidnappings and other crimes continue unabated under the present state government,” ATSUM president Muan Tombing wonders.

New transport policy on the anvil

IMPHAL, Jan 5 NNN : Under a new policy the Directorate of Transport, Manipur is all set to minimize carbon monoxide emission and other health related problems confronting in the state capital Imphal caused by air and noise pollution at the highest level.
Formulation of a new policy called “Manipur State Transport Policy” is nearing completion and it would be submitted to the state Government by March this year for final approval, M Luikham, Director, Directorate of Transport said on Saturday. He said the policy is being initiated in view of the traffic volume, present condition of transport and environment in the Imphal.
A drafting committee with A Shivadas Sharma, Deputy Director, Transport Department as chairman was constituted to formulate the new policy about a year back, M Luikham said, adding the innovative policy will also provide guideline to the public.
He said the 25-page policy having 18 different sections will be duly submitted to the Government to seek its final approval by March this year. Soon after that, the Transport Department will begin giving instruction to the public and will try to minimize carbon monoxide emission especially from running out vehicles and other health related problems caused by air pollution in Imphal city at the highest level.
The Transport Department is also looking for increasing the number of mass passenger public carrier vehicles in the city to replace passenger light vehicles like diesel autorickshaws and Tata Magic vans which are creating problem by increasing unnecessary traffic volume in the city, he said.
The total number of registered vehicles including both heavy and light vehicles is 2, 24,056 till December 2012 in the state and of this, around 1.05 lakh of vehicles were registered from Imphal West district alone while around 19,000 vehicles were registered from Imphal East in the Transport Department, the Director further informed.
Altogether 1,08, 446 two wheelers were registered from Imphal West while a total of 12, 339 were registered from Imphal East as of August 2012. Another 14, 371 and 1, 801 autorickshaws were registered in the department for the two capital districts respectively. At the same time, 17, 086 and 2, 074 cars were registered from both the districts respectively.
In the year 2012, the department collected total revenue of Rs 12.45 crore from different sources like issuance of vehicle registration certificates, licenses and permits, he added while further informing that the department has set a target to collect total revenue of Rs 18.34 crore till March 2013.
In Imphal West district, the traffic police collected Rs 36, 82, 450 as fine from the public, an official report from Traffic police, Imphal West district said.

LPC wants quick processing of rape cases

Imphal, Jan 5: The Longdimei Lu Peace Cymbal of Assam, Manipur and Nagaland Region today said the rape of a woman last year at Tamenglong is a serious one. G. Abonlu, Convenor LPC today said the case is moving at a snail’s pace at the Court of Session Judge, Manipur West.
Regarding the Delhi gang rape case it was added that necessary charge sheets have been submitted to Saket court and the same is likely to transfer to a fast tract court seeking death for the accused persons. How fast the Delhi Police take action against the culprits in framing both the charge sheets having 33 pages with annexure running over 1000 pages and arresting of the six accused in a short period say within a month? In Manipur rape case by four persons during the last year is still pending and hearing is going on. No action against the culprits is so far given to them and charge sheets for the four minor girls of the rape case at Khoupum valley and other similar cases in the state are still pending it was stated.
The Judge had after observing all parameters rejected the bailout application of an accused and it espoused hope that justice will be met. Rape trials should not take more than 15-20 days it was added.

ADC members want powers devolved

IMPHAL, Jan 5 MNS NNN: Autonomous district councils members want powers to be devolved in the real sense. The members under the aegis of Autonomous District Council Co-ordination Committee Manipur (ADCCCM), set January 11 deadline to fulfill their demands which included among others autonomy of the six autonomous district councils in the state.
Other demands were separate budget ,separate demand heads for each ADCs, adequate devolution of powers in respect of Central sponsored schemes in hill areas to six ADCs and adequate devolution of powers for 26 subjects provided under section 29(1) of the Manipur (Hill Areas) District Councils (Third Amendment) Act 2008.
Addressing a press conference Hemjathang Khongai, secretary ADCCCM, said that the four point charter of demands was submitted in the form of a memorandum to the Chief Minister O Ibobi a year back but had not been translated into work even though an assurance was given to them.
He said that the Manipur (Hill Areas) District Councils Act 1971 was meant to give autonomy to the hill areas of the state. However, from the present scenario it seems like giving autonomy only on paper and not in action. “The Act is not followed in its light and spirit,” he added.
The state government has devolved a series of powers in the year 2010 and 2011 to give effect to the devolution of powers to the six ADCs in term of sub-section (1) of section 29 of the Manipur (Hill Areas) District Councils (Third Amendment) Act 2008.
However, the power so devolved for district councils is ineffective without financial assistance or allocation of funds as devolved and provided in the Act. “It is found out that the 26 subjects inserted in section 29(1) of the Act, only two subjects, Tribal Affairs, Hills and Arts and Culture have been minimally reflected in the state budget, he alleged.
The statutory provisions of section 29(1) of the Act were seemed to be defeated. The government needs to take positive measures in empowering the district councils, he added.
Section 34 and 35, part-III of the Act provided for preparation of its’ own budgets by the ADCs. The budgets submitted by district councils have never been taken into consideration by the state government. As such, the councils were unable to carry out its statutory functions for the development and upliftment of the peoples at grassroots level, the ADCCCM secretary alleged.
Out of the 26 subjects inserted in section 29(1) of the Act, only two subjects, tribal affairs, hills and arts and culture have been minimally reflected in the state budget. The meager budgeting provision was far insufficient for taking up any development works in hill areas, he said.
As an autonomous district council, allocation of separate budget and separate demand sub-head for each district council was necessary for its sustainment, maintenance and streamlining of the functionaries of district councils.
“The establishment, maintenance and management of schools up to class-VIII stipulated in section 29(1) of the said Act remains only on papers and not in action,” he said, adding that no formal orders devolving powers, transfer of primary schools upto class-VIII or junior high schools in this regard has been issued.
Education being fundamental right of citizens, the needs for community participation in ensuring adequate and quality education could not be over emphasized. “It is our firm conviction that ADC will have the major role in this regard,” he said urging the government to devolve powers as provided by the Act at the earliest.
If the state government fails to consider their demands within the next seven days, the ADCCCM will launch a series of democratic forms of agitations. This might follow other forms of agitations which would make headache the government, he warned.

One Child One Light: A Project to Brighten up Schooling Days

Changed Rural Scenario
Over the last two decades, the rural areas of India have witnessed many changes. There are better road connections, there is a significant improvement in health care, literacy levels have gone up and mobile phones have become ubiquitous. But one thing that hasn’t changed much is the sorry state of electricity supply. 12-14 hours load shedding is a common phenomenon across most states of the country. When there is no electricity for such a long time span, one of the most affected lot are the school going children.
In absence of electricity, students either do not study at all or they study under kerosene lamp. Either situation is not good. In India over 120 million children depend upon crude kerosene lamp for studying due to lack of grid electricity supply. Kerosene lamps do not emit sufficient light to enable children to read in comfort. They also emit carbon monoxide, which is harmful to the health of a child. There is also a chance of kerosene spilling resulting in a fire hazard. The end result -students fail to keep pace with school teaching and when they pass, they are less confident and less skillful to find employment opportunities.

Therefore the availability of light during the study hours of children is very important. So how to address this challenge?
LED Study Lights – The Best Solution
Among all possible solutions, solar energy based solar lanterns appear to provide the cheapest and quickest solution.
Emerging LED lighting technology which is semiconductor based presents a wonderful solution to this simple lighting issue. With the white LED revolution it is now possible to provide a simple light suitable for reading purpose that consumes less than a quarter watt but provides 10 to 50 times more useable light than a wick lamp.
Hyderabad based Voluntary Organization Thrive Energy Technologies has indigenously developed a Solar Study light which provides enough light intensity for study purpose. It gives 7-8 hours of light per day on full charge.
Features of Solar LED
Provides close to 150 lux of evenly distributed light output as compared to 2-3 lux of light output provided by a flickering wick lamp
Uses a NiMH (Nickel-metal Hydride) battery, which can be charged either by using the 0.5 watt solar panel provided or by an AC mobile charger or by a solar powered bulk charging system

Khargone Experiment: One Child One Light
‘One Child One Light” is a project initiated for providing solar light to 100 students each from 100 schools, totaling to 10,000 lights in Khargone district located in South West Madhya Pradesh. It is proposed to target 100 schools from Zhirnya and Bhagwanpura Tehsil, which are among the most backward during the pilot stage. The main plan is to distribute as many as 100,000 lights in the district.
Khargone district of MP has been chosen as pilot as more than 84% population lives in rural area of which 40% belongs to SC/ST category. Over 40% people use kerosene for lighting purpose. Per capita electricity consumption in MP is only about 330 units per year, while the same is 750 units for India and on an average 2000 units for the world.
The project is being executed by Education Park located in Khargone district in collaboration with Thrive Energy Technologies, Hyderabad. So far, more than 4500 solar LED lights have been distributed. The objective is to distribute.
How the Project Works
The subsidized cost of the solar light is only Rs 200 for students, although the MRP is Rs 580/-. “These Solar lights will be centrally charged at school while the child is studying through common solar PV modules installed on the terrace of the school. Lamps are kept on a charging rack during the day time, and 4 to 5 hours of charge would be good enough for the lamp to provide 2 -3 hours of light during the night for 2 -3 days” says Tejwani. Student, who owns solar lamp, takes it home for study during night. The student brings the light back to the school for recharging whenever it is due.
Benefits of the Project
The project, once implemented successfully, will bring lot of benefits directly and indirectly in the society.
· 10,000 students getting solar lights will result in 30 lakh extra study hours per year.
· It will bring awareness among parents, teachers and administrators and encourage people to get their own solar lights. Another domestic light model is also available for home use.
· It will help reduce demand for kerosene, which is already in short supply, which in turn will save precious foreign exchange for the country.
· It will reduce the health hazard to children caused by the use of kerosene lamps.
· The implementation of this project will result in saving of 1.5 million tons of Carbon Dioxide emission per year.
The purpose of this project is to demonstrate the effect and impact of the project on the social life of Madhya Pradesh and encourage governments to adopt solar lamps for lighting purpose as the most cost effective solution in rural areas.
India’s Focus on Solar Energy
The Government has recognized the importance of solar energy and has launched the Jawaharlal Nehru National Solar Mission. The immediate aim of the Mission is to focus on setting up an enabling environment for solar technology penetration in the country both at a centralized and decentralized level. To promote research the National Centre for Photovoltaic Research and Education (NCPRE) has been set up at IIT Bombay, to carry out basic and applied research activities. Eventually, NCPRE aims to make solar PV a cost-effective and relevant technology option.

The true duty of people’s representatives

If one is an MLA, (people’s representative), one should be able to work for improvement of roads in his constituency. If you cannot work for betterment of the roads even in your alley, you cease to be chum of even your own voters. The elections held last year had shown the exit of people’s representatives rejected by the voters for neglecting development work in their own constituencies. Suspension bar of old vehicles broke down and engine oil leaked on the road in driving along the roads in Imphal. If these representatives cannot think for betterment of roads in their constituencies who will come down and speak on their behalf. They cannot remain confined in the drawing room sitting on the cosy sofa. Hear the voice of the masses and inspect the roads, which are filled with potholes. They must know the road is their face. When the vehicles jerked on the road invective adjectives come out naturally from the mouth of commuters. To become
a representative they could stoop too low and after getting what they want they have forgotten to see the condition of roads, locals complained. Ministers are different, they are preoccupied with other activities like rummaging through files and attending offices. But MLAs do not have office, they must have lots of time to hear the voice of the masses and convey it to the officials concerned to bring developmental programmes in their respective constituencies. Unfortunately people’s representatives are playing secondary role to the bureaucrats. This is called suppression of people’s sovereignty. Simple and common heave delightment on seeing their representatives walking tall with head held high. On the contrary even and AE refuses to oblige request or order made by people’s representatives. There had been instances of an SI confronting with an MLA. Then a Minister was challenged by an army officer. These were ominous scenes,
something that must not happen in a democratic country. Our representatives have been given immense privileges that need to be protected. The entire people will come out in support of their representatives but it so happened the representatives themselves were left to defend themselves. Perhaps the failure to take up welfare programmes had alienated the representatives from the masses. There should be closer relationship between the people and the representatives. That can be achieved by taking up welfare programmes for the masses that include proper maintenance of roads and bridges. Some of the roads or alleys that require immediate attention of the concerned department are the road connecting Sagolband main road and the bridge constructed over Nambul river, which is a very short one around 100 meter stretch. The other main road, which is filled with pot holes is the road from Iroishemba on Uripok stretching up to Kangchup hill. Then there is Tera Lukram Leirak, which is also in the worst form. It seems there is no representative, who can speak for the betterment of these roads. Pay attention to these roads and make it a usable one. Construction season cannot be wasted without doing anything. Newspapers will have enough space if someone comes out and speak for the betterment of roads and bridges in Manipur. Utilise the opportunity.

Three security personnel nabbed as man found dead at pond

IMPHAL, Jan 3 MNS NNN : The manager of Mangalam Plywood Factory, Kanglatongbi was found dead in a fishpond located at Keijengbam Loukol, Waheng Khuman in Imphal West on Thursday. Three persons including two IRB personnel allegedly involved in the killing of Shankarlal have been arrested by police.
Shankarlal Swami had been reportedly kidnapped by some unidentified people on New Year’s Day morning from BT Road near Kangla Fort main gate, in the heart of Imphal. He was found dead around midday Thursday in a fish farm located at Keijengbam Loukol, Waheng Khuman Mamang Leikai under Wangoi Police Station in Imphal West.
Upon receiving intelligence, a police team rushed to the fish farm when Shankarlal was found dead in the fishpond. Shortly after that they arrested three persons including two IRB personnel belonging to 1st IRB stationed at Kangla Fort in connection with the killing.
The police have identified the arrested two IRB personnel as Yumnam Dinesh, 30, son of late Y Angou, a resident of Waheng Khuman Maning Leikai and Laishram Herojit, 34, son of L Ibotombi, a resident of Laingam Khul, Lamshang. Later, another man, allegedly involved in the killing of Shankar, working with the oil pump of 1st Manipur Rifles, was also arrested by the police. The police identified him only as Hanjabam Dipu.
The police picked up the body and deposited it at the mortuary of Regional Institute of Medical Sciences (RIMS) pending autopsy besides a case has been registered with the Wangoi Police Station in connection with the incident, police sources said.
Meanwhile, police suspect the abduction of the manager was masterminded by a surrendered militant identified as Govind from Thoubal district belonging to KCP (Sunil Meetei) group as disclosed by the two IRB personnel. Govind was found missing when the police commando team raided his house.
Unable to arrest him (Govind), police picked up his elder brother who is working as rifleman at 1st Manipur Rifles, the source added.

IMPHAL, January 5: Demanding devolution of powers and autonomy, members of the 6 different Autonomous District Councils of Manipur have decided to launch various forms of agitations from next week.

Stating this at a press conference at ADC Bhavan at Chingmeirong here this afternoon, Hemjathang Khongsai Secretary of the Autonomous District Council Co-ordination Committee Manipur (ADCCCM) added that the present status of ADC is quite meaningless.

“When it was formed after a gap of 20 years in the year 2010 by conducting a election, the people of the hills were expecting that development will be brought through the district councils from the grass root level but all the expectations have been laid to waste and the Autonomy has not been given to the council members of ADC, ” he said.

Regarding the failure of the state government to give autonomy to the council, members of ADCs on September 29, last year formed a co-ordination committee and submitted a memorandum to state Chief Minister Okram Ibobi on November 12, 2012.

The memorandum also submitted to the MLAs of hill districts urged upon ensuring the autonomy of six ADCs, separate budget and separate Demand Heads for each ADCs, adequate devolution of powers in respect of Central Sponsored Schemes in Hill areas and adequate devolution of powers for 26 subjects.

Speaking to the media Ngalangzar Malue, Convenor of the co-ordination committee said that during the gap of 20 years the state government had announced its commitment to develop infrastructure of 944 primary schools in the hill districts through ADC in the presence of UPA chairperson Sonia Gandhi when see she visited Imphal but till today, the state government has failed to take up any measure regarding it. Lots of central sponsored schemes are totally exploited by the government in the hill district of the state without going through the ADC members in their respective area he said alleging that the members are kept for namesake and not allowed to take their part in any development work taken up in their respective area.

Foundation stone unveiled for Sadar Hills Autonomous District Council administrative building

Meanwhile, a foundation stone for the Administrative building of the Sadar Hills Autonomous District Council was unveiled today at Kangpokpi.

Speaking at the function, Ngamthang Haokip Minister of IFCD/printing and stationery said that the much awaited fund of Rs 4 crore and 60 lac for the construction of the administrative building has finally been sanctioned by the Government of Manipur. Appealing to all armed organizations and communities of Sadar hills to co-operate for the timely construction of the building, he said that SHADC is a local self government initiative working for the development of all communities of the area. If there is no peace, there is no development,” he added.

Regarding the demand of Sadar hills district, the Minister said that the only thing left now is to inaugurate the district. He said that in 1971, the parliament had approved the creation of the district and during the Reishang Keishing’s reign in 1982, the cabinet decision was taken to finalize the boundary of the Sadarhills district. He added that if there is no unity amongst the communities of sadar hills, the district hood cannot be achieved.

Haokholal Hangshing, Chairman of SHADC who also spoke at the function, thanked the state government for the sanctioned fund for the construction of the administrative building .He said that development at grass root level, socio-economic reformation through democratic govt and social harmony should begin from the local self government and not from the top.”The autonomous district council came into review after the gap of 22 years and therefore the councils need changes according to the changing of times and needs of the public. He requested the Government to implement the devolution of power of the 26 departments which has been passed by the Hill Area District Council amendment act,” he said.

IMPHAL, January 4: Amidst the problems of recurrent violence, conflicts and death, the problem of insufficient power supply in the state has today become one of the most crucial issues.

While the problem has been there for quite sometime, the prolonged period that it has persisted in the state has in fact made most of the people adapt to a lifestyle of darkness once the sun sets.

In their defense the concerned authorities have time and again reiterated that there are several households with illegal power connections and others who are yet to clear their outstanding bills.

Power availability in the state has been limited to a few hours in most localities with certain pockets getting just a couple of hours a day.

Load shedding is imposed at different time slots for different locations.

Yet, power cuts and load shedding durations are increasingly getting extended leading to inconveniences for the people specially those taking up small scale enterprises.

Nityai an owner of a rice mill near Ningthem Pukhri Mapal said “I don’t use generators, so I manage to finish my chores when there is power. It would be much better if the government provides at least 8 hours of power during day time”. He added that using a generator would mean extra costs for buying or hiring the generator plus additional costs for petrol or diesel. “Relying only on the electricity supply means that I cannot take in more customers but there is nothing that can be done till the power supply gets better in terms of more hours everyday,” he added

Meanwhile in a contrasting tone to those of complaints, an automobile workshop owner on conditions of anonymity said “most consumers ignore their bills and this may be a reason for the erratic power supply”.

Erratic and irregular power supply means less profit for the small and medium industries like rice mills and welding workshops.

Conversations with random mill owners and other power based small industries around Imphal East showed that the mill owners, welding and repair workshops are a discontented lot.

According to Laishram Roben, a welding workshop owner near Wangkhei Meihaobam Lampak, “We get power from 7 to 8 in the morning and without a generator, it is hard for us to complete our work which has affected our business in terms of being able to render customer satisfaction”.

On the other hand, most of them were oblivious of the billing system which indicates the authority’s failure to educate its customers on the system.

But while the erratic power supply has been a bane for most, it has also proved to be a boon for some others.

Shops selling inverters and generators are selling more and making more profits due to increasing power cuts in the state. The prices of Moreh generators like the Corolla generator, range from Rs 3000 to 4000, however, the price range sometimes climb up to Rs 8000 in case there is a bandh on the Imphal-Moreh road.

In the meantime, the consumers have no other means than to wait and hope that the power supply gets better in the near future.

IMPHAL, January 5: A co-ordinating committee instituted by 10 clubs of Sagolband: Youth Development Organisation (YDO), Lukram Leirak; Ideal Club, Tera Keithel; Nalam Sang, Khuraijam Leirak; Youth Forum, Tera Tongbram Leikai; Development Committee, Bijoy Govinda Gram Pancahayat; Eastern Development Committee, Tera; NH-53 Kanglei Ching Tam Leima Lup, Tera Yambem Leikai; Tingbaijam Leikai Development Committee; Yengkhom Leirak Youth Development Club (YLDC), Yengkhom Leirak and Loukham Leirak Welfare Association, Loukham Leirak has announced that the NH-37 road will blocked from Wahengbam Leikai to Oriental College gate from January 8 if the concerned department or Minister do not take up any measures to complete the said road and nearby important roads by January 7.

Speaking to media persons at a press meet Hidungmayum Manoj Sharma, convenor of the Co-ordinating committee, said the co-ordinating committee held a meeting on 3rd January and made a resolution demanding for construction of the damaged important roads on NH-37 within January 7. “The sorry condition of the road has caused lots of dust being generated the whole day and this make people in surrounding area to fall to various infections and health conditions like asthma, sinus and dust allergy,” he said while adding that the roads in the area are crucial lifelines within Imphal.

He further said that the Lukram Leirak road which lead to FCI and FCS godown, Khuraijam Leirak and Tera Loukrapam Leikai are important roads which has been dumped by the Govt. for many years.

The nine-time MP had announced to form a new political party soon after his expulsion from the NCP in July 2012, when he refused to accept the party decision to quit the Presidential election.

Talking to reporters, Sangma introduced his other party colleagues and office bearers including national working president Arvind Netam, Vice Presidents R. C. Verma, R. N. Meena and Veena Nair, general secretary Arun Tripathi, and said that the his party symbol is book, the symbol of knowledge and literacy.

“It is going to be a long and difficult journey for us. But,with the kind of chaos we are witnessing all over the country due to lack of leadership, we strongly believe that the country needs a change,” said Sangma.

“Though this is a all-India party, open for all, but it is going to be tribal centric. We have hundred million tribal populations in India, 47 reserved seats in Lok Sabha, 57 MPs, 529 reserved assembly seats, and yet the tribals are the most exploited most exploited, neglected people of this country,” he added.

Asked about whether his daughter, Agatha Sangma, a sitting MP from the NCP has also joined the new party, Sangma said: “For the time being she is still with NCP on technical grounds.”

The nine-time MP further stated that the NPP will fight elections all over India, but the emphasis will remain in tribal dominated areas. Sangma, who lost the Raisina Hill race to Pranab Mukherjee, was backed by the Bharatiya Janata Party (BJP)-led National Democratic Alliance.

NCP chief Sharad Pawar was upset with Sangma`s decision to contest the presidential election held in July last year.

IMPHAL, January 5: Keirao Kendra MLA Thamarjit Karam today convened a meeting to discuss regarding the projects under Multi Sector Development plan (MSDP) at SIRD hall, Imphal East DC office.

The meeting was attended by Imphal East DC RK Dinesh, Assistant Commissioner Rangitaballi Waikhom and Zilla Parishad, Pradhan, Members and villages representatives of Keirao Kendra.

MLA Thamarjit Karam said the meeting today was called specially to discuss on how to apply for projects for the development of minority concentrated areas in Keirao Kendra under Multi Sector Development plan (MSDP), Government of India.

The MLA informed that a meeting of the MLAs was also held earlier and there is another meeting that will include line department officials on January 8.

The today’s meeting was convened in an aim to collect the inputs on what to add and what not to add in the project program by providing a platform to the villagers to address their needs and hence to provide full advantage of the project, the MLA said.

A Guwahati based farm has also conducted a survey and their priority list includes Pucca houses, drinking water facility, sanitary latrine and employment generation. Regardless, the meeting is being called to make sure the villagers get want they wanted in the project program.

The MLA also asked the villagers to submit the requirement of their respective village in details within two to three day so that it can be discussed further at the meeting to be held on January 8.

The MLA further said that the DC has also given his assurance that the said project will be launched soon and appealed the people of his constituency to co-operate.
