IMPHAL, Jan 10 NNN: All Tribal Students Union, Manipur (ATSUM) has threatened today that it would impose a 24-hour Manipur bandh from midnight of January 18 if the demands apprised to the state government on November 27 last year are not addressed by the state government. ATSUM further warned that in the event of the failure from the state government side to act even after the 24-hour bandh, the student body will announce its further course of action on January 20.
An ultimatum to this regard was submitted today to the chief minister by the ATSUM today.
On November 27 last year, ATSUM had apprised the government of Manipur to address issues pertaining to tribal people of Manipur and the hill districts.
The apex tribal students’ body of Manipur in its lengthy memorandum submitted to the chief minister of Manipur had demanded Manipur State Commission for the Scheduled Tribes.
ATSUM also demanded for the setting up of B.Ed centres in the hill districts. It also demanded that adequate teaching and non-teaching staff in the education institutions in the hill districts with better infrastructure.
Signed by its president Maun Tombing and its general secretary Vareiyo Shatsang, ATSUM in its memorandum said, “It has been our long standing aspiration to find a State Commission ofthe Scheduled Tribes in Manipur under the Article 338A of the Indian Constitution which would usher in all round Development and progress in respect of thee Tribal people in this eastern most part of the Indian Union. The National Commission for Scheduled Tribes which came in to force on 19th February, 2004 has failed to provide adequate service to the state of Manipur a it is based on the distant centre in Shillong”.
According to the ATSUM memorandum, the state of Karnataka in 2002 had established the State Commission for SC/ST under the name and style ‘The Karnataka State Commission
for Scheduled Tribes Act, 2002′. It said the tribal population is the second largest in the state of Manipur but the pace of development is rather too slow till today comparing to that of the non-tribal populace. There has been the Manipur state Commission for OBC which meant to safeguard the rights of the other backward classes, the ATSUM representation added.
Manipur State Commission for the ST be set up in the earnest date, the tribal students’ body stated.
ATSUM then demanded for the setting up of B.Ed centres in hill districts of Manipur.
“Even the HSLC examination centres are very often treated as temporary arrangement subject to omission and commission. It is demanded that B.Ed centres be set up in all the five hilldistricts where TET can be conducted,” the tribal students’ body demanded.
The memorandum of ATSUM also mentioned that the crisis in the newly set up Indra Gandhi National Tribal University (IGNTU) Regional Compus in Manipur is put to a situation of breaking down totally because all the required infrastructures and issues have not been properly attended to by the authorities concerned.
One point of the ATSUM memorandum said, “We demand adequate number of both teaching and non-teaching staff in the educational institutions in the hill areas of Manipur state.
We also demand that proper infrastructures for the educational institutions in the five hill districts be provided promptly as to facilitate smooth functioning of the academic sessions”.
“The recruitment of junior Manipur Civil Service (MCS) rule latest amendment published in Manipur Gazette Extra Ordinary Dt. 06/03/2012 U/S 2(2) & (3) clearly states that there shall be 2 grades i.e. (I). Junior MCS, Junior Grade (II) Senior MCS, Senior Grade. The clauses 3 states that the post of Junior MCS, senior Grade shall be class I Gazetted while the
post of Junior MCS, Junior Grade be Class II Gazetted. We demand that justice be delivered at the time of conducting DPC in respect of SC & ST requiring promotion in accordance with the Manipur Reservation of vacancies in posts and Services (for ST&SC) Rules, 2011 published on 17/05/2011,” another part of the tribal students’ body memo pointed out.
The memo also touched on the tribal rights and the issue of the natural resources and said, “Protection of the rights of the indigenous tribal people over the land, forest and management of natural resources in the hill areas of Manipur should be taken care of by the Government as to dispense of justice.

The apprehendee was identified as W S Molun Anal, 46 yrs, s/o W S Kodil Anal, r/o Khambathel, PO&PS – Sugnu, Dist- Chandel. IMPHAL, Jan 10 NNN: The All Manipur Students’ Union (AMSU) has on Thursday demanded Manipur Government to formulate a clear policy on the alleged turning of private schools into profit-making centres accusing the latter of being quiet on the matter.
Th Suresh, president, AMSU made the demand while addressing a press conference at the union’s Head Office, DM College campus here.
He said the AMSU has been working hard under the ‘Transformation of Education System,’ a drive initiated by the union since 2011 against the higher school fee charges by private schools in the state. The union has demanded 200 private educational institutions in the state to submit their respective” fee structure reports” to the union for the year 2013-14, but till today, only 13 schools including one CBSE school has submitted the same to the union, he informed.
In this regard, the AMSU has convened a meeting of intellectuals at the union’s Head Office on January 13, he further informed and said the resolutions taken at the meeting will be duly submitted to the state Government for implementation.
He also sought the cooperation of the students and guardians in such step of AMSU and appealed to all the remaining schools to submit their fee structure reports before the above meeting.
AMSU had earlier announced that the said schools should submit their reports by January 10.

Imphal, Jan 10: Manipur government today released a photograph of SS Lt Col Livingstone of NSCN(IM) who was declared wanted for alleged molestation and assault on an actress on Dec 18 last at Chandel district.
Dy Chief Minister, Gaikhangam addressing the media at his office here today said the state government had already announced an award of Rs 5 lakhs to those who can provide information about the NSCN man. Manipur Police assisted by other forces had conducted over six operations in Chandel district and various suspected hideouts were raided but he was not found.
Representatives of 14 national and regional political parties will go to New Delhi on Jan 16 to urge Prime Minister Dr Manmohan Singh and Union Home Minister Sushil Kumar Shinde to ask NSCN(IM) hand over the wanted man to the Manipur government. The Naga People’s Front (NPF) however has declined to be part of the delegation. Gaikhangam said it is suspected that the wanted man is staying at NSCN(IM) camp at Hebron, Nagaland Manipur government does not recognise any NSCN(IM) camp in the state and the state government has not yet written to the Monitoring cell at Nagaland regarding the matter Gaikhangam said. He however said the state government had informed the Monitoring cell about the reported abduction of one I Irabanta by NSCN(IM) who is not yet released after several months of detentions.
He defended the slow process as the persons involved were militants and he revealed that none of the eastern states except West Bengal have any facility to conduct DNA tests which is required while taking up rape and other crimes. He further said regarding a case samples were sent to Kolkata and even after repeated requests the state government has been informed that it will take more than three months to conduct the tests.
All police stations have been alerted to take immediate action when there is any report of any crime against women he said. The Chandel incident in which an actress was assaulted had rocked the state forcing the state government impose curfew and a TV journalist died in police firing while covering a protest.
Gaikhangam said the Government action on the Momoko issue had been delayed on account of various issues that came up amidst it in the state.
I believe the Union Home Minister does not take the issue lightly, Gaikhangam said when the media asked him why the Central Government has not given a positive response on the issue till date.
In another media query, he said the state Government has taken serious note on the recent state media reports on fake surrender. Appropriate verification of surrendered militants is utmost necessary and that the top police officials of the state have been instructed to carry out proper verification on such people, else the Government will treat any such type of person as a militant if his or her report of being a surrendered militant is not available either with the concerned police station or the family.
He clarified that he did not say RTI activists were taking money but militants were misusing RTI to extort money. If it is used for good purpose then it is good .

SHILLONG, Jan 10 NNN: The two-day ‘Uranium Film festival-travelling India’ on Thursday kick started at Magestic Hotel in Shillong organized by the Khasi Students Union (KSU).
In the first day of the festival altogether seven films were showcased.
The festival aims to bridge the gap between experts’ views and independent knowledge of people on nuclear energy.
The two-day film will showcase 14 films which are based on experiences of the people coming in contact with nuclear energy worldwide.
Speaking at the inaugural function, renowned journalist and filmaker Shriprakash said that it is through films that people can decide and analyze on the facts that is taking place and the problems faced by that the people encounter in those mining cite.
“Shillong was chosen as a place to screen the films and documentaries based on the fact that Meghalaya acquires an important place in the uranium map of the country,” Shriprakash said adding, “Uranium is considered as a green and clear energy yet there is a myth linked with this nuclear energy giving rise to various questions and the answers of which has no clear cut dimension.”
He also said that we should learn from experiences of the communities of the past and also from communities who live sustainable lives to take new decision. We cannot simply leave all these issues to technocrats, corporate houses, bureaucrats and politicians.
However, Chief of the Grand Council John F Kharshiiing said these movies that were screened spread awareness amongst the people so as to get a clear picture of what is actually the danger is when mining such mineral.

Palm Oil is a balanced vegetable oil and source of energy. More significantly, it is free of cholesterol and trans- fatty acids. Additionally, it is packed with carotenoids (a rich source of vitamin A) and Vitamin E.
Palm oil has good acceptance as a cooking medium because of its price advantage. It is also the raw material for manufacturing oleo chemicals used in the manufacture of soaps, candles, plasticizers, etc.
Palm Elaeis guineensis, originated in West Africa, is the highest edible oil yielding perennial crop. It produces two distinct oils, i.e., palm oil and palm kernel oil, which are used for culinary as well as industrial purposes. Palm oil is derived from the fleshy mesocarp of the fruit, which contains about 45-55% of oil.
Present Scenario
The production of oil palm has received greater impetus in India under the current scenario. India is one of the major producers and consumers of vegetable oils. India accounts for 12-15% of the area under oilseeds and 6-7% of the production of vegetable oil in the world. Despite annual production of about 27.00 million tonnes of oilseeds in the country, the availability of edible oil is not sufficient to meet the domestic demand.
The almost stagnant domestic production of oilseeds and increased per capita consumption of edible oils has increased the dependency on imports in recent years. The country currently produces less than 50 % of its requirement of edible oils. The growth of the economy is expected to lead to increased per capita consumption of edible oils in the future resulting in greater import dependency.
Production Expansion Programme
It was under this scenario that the Oil Palm Development Programme (OPDP) was launched during 1991- 92 under the “Technology Mission on Oilseeds and Pulses” (TMOP) with a focus on area expansion in the states of Andhra Pradesh, Karnataka, Tamil Nadu, Orissa, Gujarat and Goa. From 2004-05 onwards, the scheme is being implemented as part of the “Integrated Scheme of Oil seeds, Pulses, Oil Palm & Maize” (ISOPOM) and provides support for Oil Palm cultivation in 12 states including Tamilnadu, Andhra Pradesh, Karnataka , Kerala, Tripura, and West Bengal.
In Tamilnadu, oil palm is being cultivated in Trichy, Karur, Nagapattinam, Perambalur, Thanjavur, Theni, Thiruvallur, Tiruvarur, and Tuticorin.
Oil Palm Area Expansion
A special initiative is being undertaken under the Rashtriya Krishi Vikas Yojana (RKVY) for the implementation of the Special Programme on Oil Palm Area Expansion (OPAE) in order to augment the production of palm oil by 2.5 to 3.00 lakh tonnes in the next 5 years. Under the programme, it is proposed to expand palm oil cultivation in Tamilnadu to about 700 acres more of area. The proposed financial out lay for the programme has been pegged at 4.2 crore rupees.
At the national level, it is proposed to undertake the expansion of oil palm cultivation to about 60,000 hectares more under the OPAE. It has also been decided that the expansion of area under cultivation will be concentrated on area under the purview of existing mills so as to increase the technical and economic viability of operations.

IMPHAL, January 10: An unclaimed dead body who allegedly succumbed to injuries at Kangpokpi CHC after some persons beat and abandoned him near Bhimrao (IT road) under Kangpokpi PS on the morning of 5 January was handed over to the IMC for a funeral following a post mortem at RIMS.
