Naga Regiment personnel they entered the house of one Moirangthem Oken (25) who was among the seven persons and asked if he knew the house of Sagolsem ongbi Purnima Devi (38) who arranged the surrender drama. Meeting the media at Manipur Press Club a representative of peoples organization for civil integrity and liberty a constituent body of 21 clubs said, yesterday around 1.50 p.m. VK Daman, deputy CO of Naga Regiment accompanied by personnel coming in two Gypsies, one 407 mini tata came there and met M. Oken, one of seven youths. Heirok populace had stopped entry of militants since 2008. It was unfortunate that the IGAR South had described the fleeing of the seven youths from the 42 AR post as instigation by underground elements, he said.

IMPHAL, Jan 12 NNN: The High Court Bar Association, Manipur (HCBAM) has suspended its months- long strike on Saturday following an appeal from the CM.
The decision to suspend the strike was taken during an emergency meeting of the executive committee of HCBAM in view of the favourable development and timely intervention of Chief Minister O Ibobi as well as the Union Law minister, advocate and executive member, HCBAM, Khaidem Mani informed the media.
He said the meeting held yesterday at the office of the Bar under the chairmanship of N Kumarjit, president, HCBAM resolved to suspend the ongoing strike by the association with immediate effect.
A three-member team led by HCBAM president Kumarjit will leave Imphal for New Delhi tomorrow for a joint meeting with the Union Law minister on January 14 as informed by the Chief Minister to the association, Mani said.
Two major demands of HCBAM are that no Judge from the common Gauhati High Court be absorbed in the High Court of Manipur except two elevated from the state and let the High Court of Manipur be installed to be a High Court consisting of seven Judges for rendering effective administration of justice.
Meanwhile the Zeliangrong Youth Front (ZYF) has ridiculed the strike launched by the High Court Bar Association, Manipur (HCBAM) and said the latter’s agitation too amounts to the violation of the citizens’ rights.
Driving home its point, the ZYF pointed out that the High Court had passed ‘wanted tag’ to the then presidents of the United Naga Council (UNC) and the All Naga Students’ Association, Manipur (ANSAM) for calling a general strike.
The ZYF then said since November 8, 2012 till date, the HCBAM’s strike has been called for more than two months now, which can never be justified under any circumstance.
“Is the HCBAM in a position to extend the superannuation year or retirement age for government employees whose case pertaining to promotion or any service matters or any other important matters are pending disposal at the high court? Who will compensate to those persons for their extra punishment or loss of precious time which is without their slight faults?,” the Zeliangrong Youth Front (ZYF) asked.
Reiterating its point, the ZYF recalled that the same high court had in one instance passed ‘wanted tag’ with a fixing cash reward of Rs. 1 lakh on the heads of the president of the United Naga Council (UNC) and the president of All Naga Students Association Manipur (ANSAM) for launching agitation on the ground that the agitation had violated the rights of other people. “Now, the agitation of the HCBAM abstaining from duties has kept the high court on not functioning and fails to serve the very purpose of establishing a court whose objective is to deliver justice to the citizens, as such the agitation has violated the rights of the people. Judiciary which is one of the most vital organs of the democratic State has been disrupted by the HCBAM’s agitation,” the ZYF said.
According to the Zeliangrong organisation, keeping the court not functioning for such a long period is not at all in the interest of justice and not in the interest of the people of the State. “Therefore, the HCBAM is appealed to explore other options which may not affect the rights of the citizens while pursuing their demand and resume attending the court by not contradicting the judgement passed earlier if their demand is to be pursued,” the ZYF appeals.

Chief Minister O. Ibobi is the leader of the hour. He can call spade a spade. He has let known the Union Government the feeling and sentiment of the people of the state. It seems he has taken a hardened stand not to succumb to any form of pressure. To him Manipur is more important than anything else. Guided by the firm belief of keeping Manipur intact he maintained a strong posture when he met central leadership and declared that he will make all out efforts to protect the territorial integrity of the state. Nagaland leaders demanding implementation of sixth schedule in Manipur’s hill areas is tantamount to poking nose into the affairs of the state. Can the people of Manipur demand bifurcation of Nagaland into two? The demand if any for the betterment or development of the people living in the state must come from the people themselves. Manipur is far ahead of Nagaland in any field of their choice. The question of subjugation of one community by others does not arise. Now the state Government has decided to form a committee headed by Justice of a high court to look into the disbursement of fund in the hills and plain areas. The finding of the committee will be able to shape the future of things to come. Forget Imphal the state capital of Manipur all the district headquarters of Manipur are abuzz with night life activities. But night life even in the state capital of Kohima is completely nil. Visitors are advised not to venture out in the night in Kohima. Nagaland leaders should remain concerning for the speedy development of Nagaland. In doing that the Naga problems will be identified and solution to the Naga problem will be found. Naga problem lies in Nagaland itself not in Manipur. The people in Nagaland have a long way to go to reach the goal of their choice. NSCN, Union Government peace talk has completed 15 years. Some leaders want to make it appear as if 15 years is a long journey. Generation after generation fought for development of a nation. Castle can be built within minutes in dream but in reality it will not happen at all. Fellow countrymen work hard to reach the stage of your choice. Ibobi understands that the entire people are with him when he tackles head on the challenge that is thrown against the territorial integrity of the state. He will single handedly tackle anything that can be construed as a challenge to the peaceful coexistence of the people of the state. Therefore it is not surprising that he rejected outright the proposal for implementation of sixth schedule in the hill areas of the state. Chief Minister understands that a state like Manipur, 80 percent of which areas belong to hills, will see fragmentation if the controversial act is implemented in Manipur. But the people’s mandate was for protection the entire land. He will not like to see disintegration of Manipur. The Union Government is cautioned against taking faulty step that may invite the return of medieval period when man fought against man. Spare Manipur and allow it to rest peacefully.

IMPHAL, Jan 12 NNN: The Autonomous District Council (ADC) Coordination Committee, Manipur has on Saturday strongly reacted to the recent statement of the Chief Minister that full power had been devolved to the ADCs.
Reacting to the recent statement of Chief Minister O Ibobi made during a function at Tousem on January 9, Hemjathang Khongsai, secretary, ADCCC, told the media today at the ADC Council Bhavan, Chingmeirong here that the remarks of the chief minister was uncalled for and that no power has ever been devolved to the 156 ADCs.
Condemning the statement, he said the Government of Manipur has not yet conceded the demands of the ADCCC till date. The committee had also submitted to the Government to response to the demands on November 10 last year.
Another ultimatum was also submitted to the chief minister in connection with the demands with a dateline that ended yesterday, .
A meeting of the committee was held at the Council Bhavan on Saturday attended by 130 ADC members to discuss further course of action of the committee as the state Government has not given a positive response to the ultimatum , he informed.
The meeting decided to organize mass protest dharna, to meet MLAs of the hill areas and the Governor and put pressure to the Centre with regard to the demands, he added.
All the ADC members will resign en masse if the demands fail to meet even after the above steps to be taken up as the last resort, he warned.
The demands of ADCCC include ensuring the autonomy of the six ADCs, separate budget and separate demand heads of each ADCs, adequate devolution of powers in respect of Central sponsored schemes in hill areas to the six ADCs and adequate devolution of powers for 26 subjects provided under Section 29 (1) of the Manipur (Hill Areas) District Councils (Third Amendment) Act, 2008, Khongsai added.

IMPHAL, Jan 12 NNN: Extrajudicial Execution Victims’ Families Association, Manipur (EEVFAM) today welcomed the Supreme Court order for probe into six alleged extrajudicial execution cases in Manipur by an independent panel.
Such ruling issued by the Supreme Court will deliver justice and ward off fake encounters in the state thereby helping to discontinue such act of killings, families of the seven people killed in separate alleged encounters with security forces and police, said.
EEVFAM after joining hands with Human Rights Alert, Manipur (HRA) in October 2012 had filed a Public Interest Litigation (PIL) in the apex court in relation to 1528 cases of extrajudicial killings that took place from 1979 to 2012 in Manipur.
The Supreme Court, in response to the PIL, has ordered an investigation by an independent panel into the six cases listed in the first compilation of the total 1528 cases, Renu Takhellambam, president, EEVFAM told a press conference at the Manipur Press Club here.
The three-member independent panel appointed by Supreme Court consists of retired Judge of the apex court Santosh Hedge, former Chief Election Commissioner JM Lyngdoh and former Karnataka police Chief Ajay Kumar Singh.
The Supreme Court order also directed the panel to submit the investigation report before it on March 4, 2013.
Seven victims named in the six cases of the alleged extrajudicial execution are Azad Khan of Mayang Imphal Phougakchao Makha Leikai, Elangbam Kiranjit of Thoubal Haokha Mamang Leikai, Nameirakpam Nobo from Bashikhong, Nameirakpam Govind, also from Bashikhong, Akoijam Priyobarta of Mongshangei, Chongtham Umakanta of Iroishemba and Khumbongmayum Oceanjit from Keishampat Jailer Leirak.
The Supreme Court has gladden the public and confided them that justice will be done in the alleged fake encounter killings, EEVFAM president Renu further said. She said, “We believe the apex court order could rub out the heavy load of serious contravention of human rights in Manipur for a long time. Such order is warmly welcomed by EEVFAM. I appeal to the families of the victims to extend full cooperation in the probe seeking judgment in the killings.
Saying that EEVFAM does not work against the police, Government and any individual, the NGO works only for protecting human rights of the people so that they can live peacefully, Babaloo Loitongbam, director HRA asserted. He also appealed to the people as well as all the concerned to render support in the investigation.
Meanwhile, in a separate statement by Amnesty International, which was provided to the media for publication by EEVFAM, has also welcomed the January 4 order of the Supreme Court to set up an independent panel to investigate six alleged extra judicial executions in the northeast state of Manipur and urged the Manipur authorities to fully support with the three-member panel.

DIMAPUR, Jan 12 NNN: The Christmas vacation of NSCN-IM chairman Isak Chisi Swu and the outfit’s general secretary Thuingaleng Muivah in Nagaland has been extended indefinitely owing to the mounting ‘home works’.
Well placed sources said both Mr Swu and Mr Muivah were to leave for New Delhi today but as the ‘unexpected home works’ have piled up they have no other options but to postpone their plan.
Meanwhile, with the elections to the Nagaland legislative assembly slated for February 23 the Nagas who have been hoping the ‘Naga political settlement’ before the assembly elections are now on guessing mode. However, it has been speculated that signing of agreement between the two parties (NSCN-IM and New Delhi) is not far away. The NSCN-IM leaders when queried in this regard are tight-lipped saying it is very hard to say the tentative time when they will sign the agreement paper.
In the last few months things have been charging up that the Indo-Naga settlement is just round the corner. Given this situation, NNN with an intention to clear the air of confusion, had asked NSCN-IM general secretary Thuingaleng Muivah sometimes ago regarding the likely date of the signing of agreement but the latter too did not divulge the precise timing of inking the settlement document.
On the other hand, reports said that by the end of this month or early February “some fresh news” on the Indo-Naga peace talks is expected. What could that “fresh news” be, is not certain at the moment.
Time and again, Th Muivah have been telling that the dialogue course has been quite encouraging.
It is worthwhile to mention that late last year, Union home minister Sushil Kumar Shinde had commented that the settlement pertaining to Naga political issue would be brought about by March this year. This comment has fueled the speculations among the people.
