MNS:- Chief of Naval Staff Admiral DK Joshi visited the DG NCC Republic Day Camp-2013 here today. Speaking on the occasion, he praised the Cadets for presenting an impressive `Guard of Honour`. He said that NCC was a premier youth organization single mindedly engaged in grooming Nation`s Future leaders, empowering them to don the mantle of Country`s leadership as well as excel in all walks of life.
The Naval Chief also highlighted the noble contributions of NCC Cadets towards Nation Building and also for their indomitable spirits and empathy during Disaster Management. He also urged the NCC Cadets to join the armed forces and serve the motherland to the best of their abilities. He congratulated the Guard for impeccable turnout and spectacular drill and the band for an outstanding melodic rendition.
Earlier on his arrival, the admiral was received by Director General, National Cadet Corps, Lieutenant General P.S. Bhalla. The Admiral reviewed an impressive ‘Guard of Honour’ by smartly turned out Cadets drawn from all the three Wings namely Army, Navy and Air Force followed, by a brilliant, Band Display by Cadets from Scindia School Gwalior led by Band Major Cadet Anand Prakash, playing enchanting Marital tunes like Kadam Kadam Badhaye Ja, Sam Manekshaw, and Waven Flag. The ‘Scindia School Band’ enthralled the audiences by their spectacular display with 43 musical instruments played by 44 Band artists.
This was followed by a dazzling Lazium display by NCC Cadets from Maharashtra Directorate dressed in various hues and infusing the environs with verve and enthusiasm. Later the CNS, visited the Flag Area to witness the colourful display of Tableaux by States Contingents on various contemporary socio- economic themes.
The Naval Chief thereafter visited the NCC `Hall of Fame` where he was briefed by Cadets. The Admiral was then driven around the NCC Camp `Rajpath`, the road lined with structures on either side for accommodating Cadets of different State Contingents. On display at Rajpath were myriad structures beautifully draped and decorated with motiffs, Banters, Statues, Banners, Models, and Flags depicting “Unity in Diversity` of our Great Nation. The Naval Chief later witnessed a sterling cultural performance by multi talented Cadets based on rich Indian Culture in the NCC Auditorium.

MNS:- The Union Minister for Commerce, Industry & Textiles Shri Anand Sharma today inaugurated the second edition of TechnoTex-2013 here in Pragati Maidan. TechnoTex-2013 is an annual and premier event jointly organised by the Ministry of Textiles and FICCI, focusing exclusively on Technical Textiles. Speaking on the occasion, Shri Sharma announced a scheme on Usage of Agrotextiles in North East Region with a five year budget of Rs. 55 crores. Earlier, a pilot scheme worth Rs 500 crores for GeoTextiles was announced in the Budget Speech last year. “Viewed in tandem with our recent policy announcement of 51 per cent Foreign Direct Investment in Multi Brand Retail with its attendant benefits of reducing post-harvest agriculture and horticulture losses, the two Schemes together can change the trajectory of development in the North East Region,” said Shri Sharma. In consonance with the need to give an added thrust to the textile sector, the Minister said that the Plan outlay for the 12th Five Year Plan stands considerably enhanced to more than five times the allocation in the previous Plan to Rs 703 crores.
Shri Sharma further added that a special scheme has also been formulated in the Ministry of Textiles for the North East Region “for promotion of the Textiles Industry in this region by allowing fiscal flexibility through relaxation of parameters to suit localised region specific requirements.” Shri Sharma was confident that the approach of the Ministry and various schemes for the North East will fast track development of its infrastructure and bring in a new paradigm for economic growth in the region.
Shri Sharma, while considering the overarching and expansive nature of Technical Textiles, said that “a conscious effort has been made to solicit inter-ministerial collaborations with concerned Departments in Government of India to steer the agenda in coordinated partnership with States, Industry and related Ministries.” Shri Sharma was hopeful that both the industry and the departments as important stakeholders will find this mutually rewarding and enriching.
The Minster also said that the Ministry of Textiles is promoting technical textiles by incentivising to the extent of Rs 40 crores of the total project cost, Textile Parks specifically dedicated to Technical Textiles under the Scheme for Integrated Textile Parks (SITPs). “Five such Parks namely, the Pallavada Technical Textile Park in Tamil Nadu, Baramati Hi-Tech Park in Maharashtra, Eco Textile Park in Gujarat, Jaipur Tex Weaving Park in Rajasthan and the Technical Textile and Machinery Mega project in Karnataka are under various stages of completion and are expected to emerge as industrial hubs in their own rights, generating employment, attracting investment and augmenting our export potential,” added Shri Sharma.

Thangso Baite MO on Thursday rule out resolving the vexed Naga political issue before the elections to the Nagaland state Assembly. “I believe there will be no development in the Centre-NSCN (IM) peace talk until the elections to the Nagaland state Assembly are over,” the MP representing the outer Manipur Lok Sabha constituency on the sideline of the opening function of the Biennial Conference Cum Gospel Olympic being slated at L Chingphai village of Ukhrul district today, in which he attended as chief guest of the opening function.
He said that as Model Code of Conduct for elections have already been in force in Nagaland, offering something to the NSCN(IM) to resolve the 15-year old peace dialogue would tantamount to violate the model code of conduct.
“To safeguard the territorial integrity of Manipur is the utmost duty of every citizen of the state. The good message of our Jesus Christ should be used as message of peace and harmony among the different communities living in the state,’ he said urging the gathering to work for the strengthening the territorial integrity of the state.

IMPHAL, Jan 17 NNN : A depressed mother of three has sought help from an NGO on Thursday saying she has been victimized and rejected by her husband after over a decade of marriage life.
Telem Robita, 31, daughter of T Dhananjoy, a resident of Kongba Khetri Leikai in Imphal East district, married to one Romesh Kumar, 47, a native of Bihar in 1999. proprietor of Capital Watch &Co, Paona Bazaar, .
She was subjected to tortures and locked her inside the room Sobita told reporters at the office of Federation of Regional Indigenous Society (FREINDS) here.
Kumar never allowed her to take part at any family ceremonies, she alleged.
Sobita said she was treated at Raj Polyclinic, in January 2012 where she was diagnosed with TB in the brain.
Kumar’s elder brother and sister-in-law were asked to help her family as she had to stay at the hospital for long days for medical treatment, she said.
She alleged her husband that he was having illicit affair with relatives while she was undergoing treatment
She along with her three children returned to her parental home in February 2012 after she was pushed away by Kumar, but after three days Kumar came there and took away the children, Sobita said.
Then, she received a divorce letter through the Family Court, Imphal in June the same year. Sobita had approached the Human Rights Law Network, Manipur to seek justice, but it failed.
“Kumar married to a woman named Kanchan in Bihar whom he divorced and later married with me,” Sobita said and alleged Kumar has been barred from coming to his native village in Bihar because of the controversial divorce.
Kumar also had love affairs with another three women, including a nurse.

Progressive fragmentation of land holdings, degrading natural resource base and emerging challenges of climate change are resulting in increased pressure on land and water.
Required agricultural production and a diversified food basket to meet the requirement of the increasing population with higher per capita income, has to emanate from the same limited net sown area by increasing productivity with an optimal use of available technologies, water and land resources.
The Department of Agriculture & Cooperation (DAC), Ministry of Agriculture, has been actively working towards strengthening agriculture sector in the country by devising new and innovative programmes for the benefit of farming community.
In order to meet the growing food requirement, Rashtriya Krishi Vikas Yojana (RKVY), launched in August 2007, incentivizes the states to increase public investment in agriculture and allied sectors taking agro climatic conditions, natural resource issues and technology into account and integrating livestock, poultry and fisheries fully while providing more flexibility and autonomy to the states in planning and execution of schemes. It has become the principal instrument for increasing the States’ investment in the agriculture sector which now includes several commodity specific measures namely Bringing Green Revolution to the Eastern Region of India (BGREI), Special Initiative for Pulses and Oilseeds, Accelerating Fodder Production, Creating Vegetable Clusters, Nutri-Cereals, Oil Palm Development, Protein Supplements, Rainfed Area Development Programme and the Saffron Mission.
Besides, RKVY, National Food Security Mission (NFSM) aims to produce additional 10, 8 and 2 million tonnes of rice, wheat and pulses respectively, thereby achieving an additional production of 20 million tonnes of food grains by 2011-12. National Horticulture Mission (NHM) targeting at the holistic development of horticulture sector by ensuring forward and backward linkages through a cluster approach, with active participation of all stake holders has transformed horticulture sector tremendously. Horticulture Mission for North East and Himalayan States (HMNEH) has contributed significantly in production of various horticulture produce there. Support to State Extension Programmes for Extension Reforms for providing manpower support, roping in farmers’ feedback for planning by setting up FACs and providing farmer to farmer learning, extension support through Farmer Friend, demonstration, farm school, training, exposure visit of farmers, etc. is the flagship scheme to disseminate appropriate technologies and timely and relevant information.
Under this scheme district level Agriculture Technology Management Agencies (ATMAs) have been set up in 604 rural districts of 28 States and UTs across the country. ICT (including mobile governance) is also being used extensively to reach out to the farmers and other Stakeholders.
Mass Media Support to Agricultural Extension scheme has been instrumental in providing Agriculture related information and knowledge to the farming community through Doordarshan and All India Radio. 1 National Channel, 18 Regional Kendras of Doordarshan are telecasting agricultural programmes for 30 minutes, five to six days a week. Similarly, 96 FM Stations of All India Radio are being utilized to broadcast 30 minutes of programme for farmers 6 days a week. Further, this platform has been facilitating focused publicity campaigns to create awareness about the assistance available under various schemes. These spots are broadcast/telecast through All India Radio, Doordarshan and Private
Entertainment Programmes having maximum viewership.
In addition, Agri-Clinic and Agri-Business Centers and Kisan Call Centers are other important programmes that are helping in the agriculture development in the country by providing extension services to farmers on payment basis through setting up of economically viable self-employment ventures and providing agriculture related information to the farming community through toll free country wide common eleven digit number 1800-180-1551. These Kisan Call Centres have been revamped, strengthened and upgraded recently with State-of–the art technologies. Number of farmers deriving benefit from KCCs has doubled since then.
Support to Central Institutes is a scheme to support Directorate of Extension (DOE) for implementing all activities/components namely, National Institute for Agriculture Extension Management (MANAGE), 4 Extension Education Institutes (EEIs) and Exhibitions and Fairs organized by State Agriculture Universities/ICAR Institutes with the support of DAC in the five zones of the country including North East to disseminate information to farming communities on development of agriculture.
These programmes of the Government have also emerged as the path breaking interventions which have helped in achieving record production of cereals, pulses, oilseeds, fruits, vegetables and spices during 2010-11 and 2011-12.
Due to constant efforts of the Ministry of Agriculture, a record production of foodgrains at 257.44 million tonnes, of which 129.94 million tonnes during Kharif season and 127.50 million tonnes during the Rabi season has been achieved. Of the total foodgrains production, production of cereals was 240.23 million tonnes and pulses of 17.21 million tonnes.
State and UT governments have been advised to take advantage of the good soil moisture and target for significantly higher Rabi production so as to make good for the loss of production in the Kharif season. They have also been advised to use the high yielding and pest resistant varieties of crops developed by ICAR and popularize the use of agricultural machinery in farm operations to overcome the problem of labour shortage.
Given the limitations in the expansion of acreage coupled with an increasing pressure of population and decreasing per capita availability of cultivable land, the main source of long-term output growth is improvement in yields through a judicious use of various inputs and enhanced cropping intensity without compromising land productivity.

In as many as nine states of the country assembly elections will be conducted this year, which is being considered as semi final of the 2014 Lok Sabha elections. The elections in these states will be crucial as it will reveal which party will rule the country. The question is being asked will Narendra Modi become Prime Minister of India. The other question being asked concerns leadership quality of Rahul Gandhi. While Narendra Modi had admitted to some of his close confidantes that he would not run for New Delhi, Rahul, who is projected as Prime Ministerial candidate of the Congress party is busy making ground work for strengthening Congress party at grass root level to make solid foundation. There lies the difference between Rahul and Narendra Modi. No Congressman will be able to say no the projection of Rahul as Prime Ministerial candidate. But in the case of Narendra Modi even the strong ally of BJP in the NDA Bihar Chief Minister Nitish Kumar who represents JD(U) had reserved his stand on the leadership issue. He had boldly stated that Modi cannot be the collective choice of NDA. Imminent fragmentation of NDA appears in the event of his projection as Prime Ministerial candidate. It might be for these reasons that Modi took the ultimate decision not to make himself available for the race. BJP was rejected in the past by voters for failing to serve the nation. Not for the wrong choice of leadership. Leadership is internal matter of the political party. If BJP thinks it will attract voters on its fold by projecting Modi as its candidate for the top executive post, the party is ill-advised. Modi’s working style in Gujarat, which is marked by hate and hatred campaign against a community has earned the wrath of a community. Even Lal Kishen Advani, who was looked with suspicion by the same minority community, is better placed than Modi. All of sudden Advani was suppressed as second rung leader of the party a disgrace shown to a great leader, who missed the chance of becoming the Prime Minister of the country by a whisker. That chance will not come to him again. Moreover BJP is in disarray in many states of the country. Karnataka a BJP stronghold will have the votes eaten by Yedyurappa’s party. The possibility of Yedyurappa team going to BJP is also remote. AIADMK considered as an ally of BJP too have taken a stand to go alone in the elections. There is no state in the South where BJP will do well. Rajasthan and Madhya Pradesh will go polls. These two states had rejected BJP Government in the past. BJP will face similar rejection. All that is happening in these two states reveal that. Therefore the need of the hour is focussing on the activities of the political parties. Leadership issue must come later. Talking about leadership issue ahead of elections will be tantamount to putting the cart before the horse. Serious politicians refuse to talk about leadership issue. Such talk should be reserved for the laymen. Shaped by their superficial thinking they question Congress icon Rahul’s leadership quality. They have not learnt anything. They will not know anything.

MNS:- The Union Finance Minister Shri P.Chidambaram emphasises the need for greater cooperation among BRICS countries in the area of tax administration. The Finance Minister reiterated the commitment of the Government of India to a stable tax regime, moderate tax rates, non- adversarial tax administration and a fair mechanism for dispute resolution. He added that India has been modernizing its tax administration in a way that will minimize transaction costs and maximize taxpayer convenience, without compromising the deterrence factor. The Finance Minister Shri Chidambaram was addressing the participants after inaugurating the meeting of the Heads of the Revenue Departments of five BRICS countries, i.e., Brazil, Russia, India, China and South Africa here today. The Finance Minister stated that tax administrations are faced with new challenges that include providing quality taxpayer services to take care of taxpayer expectations, protecting and increasing domestic tax revenues, and allocation of taxing rights and sharing of taxable income from cross border dealings between countries.
This two day meeting, the first of its kind, aims at enhancing the co-operation among tax administrations of BRICS countries. The respective country delegations are being led by Mr. Carlos Alberto Freitas Barreto, Secretary, Federal Revenue of Brazil, Mr. Aleksey Overchuk, Deputy Commissioner, Federal Tax Service of Russia, Mr. Xiao Jie, Commissioner of State Administration of Taxation, China, Mr. Oupa Magashula, Commissioner, South Africa and Shri Sumit Bose, the Revenue Secretary of India. Dr. Poonam Kishore Saxena, Chairperson, CBDT, Ms. Promila Bhardwaj, Director General (International Tax), Shri K. Ramalingam and Shri Sanjay Kumar Mishra, Joint Secretaries are part of the Indian delegation.
Addressing the participants, the Finance Minister Shri Chidambaram further observed that during the last two or three decades, the global economy has been undergoing significant transformations, and BRICS countries have been at the centre of this economic change. He stated that it would be a good idea to hold deliberations and even try to come out with agreed stands on issues of mutual concerns so that BRICS countries can play a more proactive role in modifying and developing existing international standards on international taxation and transfer pricing in order to safeguard their tax revenue interests. He felt that this meeting can help in developing a roadmap for such coordination. During the two day meeting, the participants are likely to deliberate on issues of mutual concerns related to tax administration, including those pertaining to international taxation, transfer pricing, cross border tax evasion and avoidance, tax dispute resolution mechanisms. The meeting is being hosted by India, which presently holds the chair of the BRICS group.

MNS:- The Central Bureau of Investigation has arrested a Deputy Director (Scientist), Union Ministry of Environment & Forests, Pariyavaran Bhawan, CGO Complex, Lodhi Road, New Delhi for demanding & accepting a bribe of Rs. Seven Lakh from a Consultant of a Bhubaneswar-based private firm. The said Consultant was also arrested for offering the bribe to the Deputy Director.
A case was registered U/s 120-B of IPC, 7 & 12 of PC Act against a Deputy Director, Department of Environment & Forest, Pariyavaran Bhavan, CGO Complex, New Delhi and two private persons(Consultants of Bhubaneswar-based private firm). It was alleged that the Consultant of Bhubaneswar(Odisha) based private firm has offered illegal gratification of Rs.Seven Lakh to Deputy Director of the Ministry of Environment & Forests(Govt of India) on behalf of another private firm based at Sundargarh(Odisha) and others on 16.01.2013 near his office located at CGO Complex, New Delhi for obtaining environmental clearance.
CBI laid a trap and the Deputy Director, M/o Environment & Forests was caught red handed while demanding & accepting a bribe of Rs. Seven Lakh from the Consultant of a private firm on 16.01.2013 near Adhchini, Mehrauli, New Delhi. It is alleged that the bribe money of Rs. Seven Lakh was being paid by the Consultant of private firm to the Deputy Director for the issuance of environmental clearance in respect of mining project of private firm based at Sundergarh(Odisha). This matter was scheduled for consideration for clearance by the Reconstituted Expert Appraisal Committee (Non Coal Mining) today(17.01.2013). The Consultant of private firm was also caught red handed while handing over the bribe to Deputy Director.
Searches were conducted at three places at the office & residential premises of Deputy Director located at New Delhi, Gurgaon & Rohtak. Office and residential premises of the Consultant based at Bhubaneswar were also searched. Cash amounting to more than Rs.One crore(approx) besides several incriminating documents relating to movable & immovable properties were recovered from the residential premises of Deputy Director. Several incriminating documents have also been recovered from the premises of the Consultant of a private firm. Searches are still continuing.
Both the arrested accused persons are being produced today before the Special Judge for CBI Cases, Patiala House Courts, New Delhi.
