Not long back, village authorities in the Madurai West block had taken the quite unprecedented step of handing over the management of the Women’s Health Centre (Magalir Sugadhara Valagam) to the members of the nearby Rajakkur Farmer’s Club! The Farmer’s Club, based in Lakshmipuran in Melur block of Madurai district has been instrumental in initiating a practice of distributing books every year to poor students of the local school. Again, farmers of the Vaigai Vivasayigal Sangam in the district are eager participants in agriculture related training programmes conducted in various parts of the state.
All these are the offshoots of a small movement launched in the Indian villages by the National Bank for agriculture and Rural Development (NABARD). The Farmers Club is a concept supported by the NABARD. Its motto is the formation of “One farmers club in One Village”. Farmers, preferably progressive farmers, are mobilized under the banner of farmers clubs. NABARD supports these clubs for a period of 3 years with grant assistance for exposure visits, training through experts, encouraging progressive farming methods etc.
At present, over 170 Farmers Clubs are functioning successfully in various villages spread across Madurai district. The most successful examples of farmer’s clubs are those formed by the jasmine growers of Uthappanaickanur. They have been brought under 30 clubs by NABARD, in partnership with Indian Bank. As a subsequent step, these clubs have also been federated into the Uthappanaickanur Flower Grower Federation. These jasmine growers are looking for support from the district administration to run their own market in Uthappanaickanur for which a piece of land has been approved ‘in principle’.
NABARD have since accorded approval for formation of such Farmers Clubs by Primary Agriculture Co-op Credit Societies (PACS) in the co-operative sector in Alanganallur block of Madurai district. The inauguration and orientation programme for the Paraipatty Farmers Club & Devaseri Farmers Club under Kodangipatti PACS & Muduvarpatti PACS was conducted in Alanganallur block recently
R Sankar Narayan, AGM, NABARD is of the opinion that farmers need to understand perfectly the nuances of the value chain. This alone can lead to a ‘win win’ situation, enabling individual farmers also to use Farmers Clubs as ‘change agents’. In all such endeavors, farmers can always use the forum of farmers clubs to gain inputs on latest technology, seek the help of the experts and eventually become masters of their own profession.
He further explained that NABARD, under its Farmers Technology Transfer Fund (FTTF) will be happy to bear the entire cost of such initiatives such as training programmes, exposure visits and development of demo plots. Shri Narayan indicated that in the coming months, serious efforts will be launched to promote High Density Plantations in Mango and Guava in association with the Horticulture Department using the latest technologies such as drip irrigation, polythene mulching etc.
Under its programme, NABARD supports these Farmers clubs for a period of 3 years with grant assistance for exposure visits, training through experts, encouraging progressive farming methods etc. For this purpose, NABARD allocates Rs. 10,000 per Farmers Club annually for 3 years. To continue their functioning after the period of 3 years, these farmers clubs are encouraged to start their own small savings which could be used for day to day expenses and on-lending among themselves in times of need.
Other benefits of coming under the ‘Farmers Club Programme’ are Annual Maintenenace Grant for the day to day expenses for 3 years, nomination to CAT training programmes across Tamil Nadu (a number of farmers club members have been nominated to attend training programmes in Pudukottai, Coimbatore, Trichy and Kanchipuram), SMS alerts in vernacular through Reuters Market Light Ltd, support to conduct expert meets on various topics such as vermi-compost, water management, SRI, Precision farming, Vegetable farming, Dairying, and Organic farming, sponsoring exposure visits to other districts etc.
On their part, farmers and farmers clubs should ensure that they hold meetings and pool savings every month, use these savings for internal lending, spread the message of repayment ethics, source inputs for all for economies of scale, look for value addition to their produce and eventually aim at having their own ‘Producer Company’.

From UPA I to UPA II, it took a loan waiving policy and announcement of some schemes to win people’s confidence. The same technique may be used by the UPA II to cling to power. After budget session scheduled to start from the later part of February more schemes for the welfare of the common masses may be announced. That had been indicated by the waiving of loans for weavers. Congress led UPA II will target the youths to emulate the record set by Pandit Jawaharlal Nehru led Congress party. The party under Nehru won continuously for three terms starting from 1952 to 1962 elections. He died in 1964 and could not attempt for the straight quadruplet win. Since then no political party has been able to win continuously for three terms. This is a challenge the young leader of the Congress party Rahul Gandhi will face. Ever since he was promoted to vice President of the Congress party he has started talking like the great leader. He has said when he was General Secretary in charge of youth and NSUI his mind was preoccupied with youths only. Now he is the Vice President and he will not sideline senior leaders. A matured view. Rahul will be the next Prime Minister if Congress and its allies sweep the poll. That is a foregone conclusion, but the chinthan shivir of the party held in Rajasthan ended with his promotion to Vice President. There is a reason behind that. What is important in election is winning more seats. The rest will follow naturally. To get more, Congress party has to formulate various schemes and programmes for the youths. Wait for the budget session to start. In the run up to the 2014 Lok Sabha elections the country will see various schemes and programmes being doled out. Congress unlike opposition parties is a responsible party therefore it shows restraint in making election related promises. Those parties, which will never grab power can make irresponsible promises for they will never get the opportunity to translate the promises into action. A political party, which never sit in treasury benches can say if they come to power at the centre all the educated youths will be given Rs 10,000 per month. Can Congress party make such false promises? The answer will be in the negative because implementation of such false claim will not be possible? But a pertinent question is being asked why common masses show propensity towards Congress party? In Manipur too in the recently held state assembly elections Manipuris voted enmasse for the Congress party. Congress party pays the thrust to image building. While the opposition indulges in squabbling over the selection of leader, Congress leaves the choice of leadership to the high command. A disciplined fighter always in the war. The plus point of the Congress party is that it has in its rank and file workers and leaders, who are hell bent to obey the command of the high command. BJP cannot project its leader. But a war is never won without having a well trained general. That is the difference between Congress party and other parties be it regional or national.

SENAPATI, Feb 12 NNN: The 5th round of formal ‘tripartite talks’ involving the United Naga Council (UNC), Manipur and Central Governments was held at Senapati district headquarters on Tuesday.
However, the theme of the talks i.e. the ‘Alternative Arrangement’ was not discussed.
The Naga leaders said they had clearly submitted the line of their aspiration to the government of India but today’s talk had not gone to that extent.
The Naga leaders have said if this attitude of the government is displayed in the next round of talks, they will go back to the people, hinting that serious agitations will be initiated.
However, the Naga leaders had conveyed that in the next round of talks it should be at the ‘political level’.
Meanwhile, in today’s talks, S Jaiyaraman, Internal Security Special Secretary and Sambhu, Joint Secretary (NE) of Union Home Ministry represented the Government of India while Manipur Government was represented by Chief Secretary DS Poonia, Additional Chief Secretary Ameising Luikham, Prinicipal Secretary (Home) DR J Suresh Babu.
UNC was represented by its president L Adani, vice president TS Warngam, general secretary Gaidon Kamei, former UNC chief KS Paul Leo, Asinpao Gangmei and four other members in the talks.
Senapati district Deputy Commissioner Pradeep Kumar Jha, Superintendent of Police Pushpanjali and Commandant, 59th Mountain Bragadier also took part in it.
“The outcome of the talks was positive,” Chief Secretary DS Poonia told journalists after the meeting wherein the three sides focused on devolution of power to the Autonomous District Councils (ADCs) to bring development in the hill areas of Manipur.
The meeting also discussed on development in various fields like education, health, SSA, RMSA and banks in the entire hill area at par with the valley, the Chief Secretary said.
Responding to a media query, Poonia said that the talks did not discuss about the “Alternative Arrangement” of the Naga people outside Manipur Government pending a solution to the Naga political problem.
Internal Security Special Secretary Jaiyaraman said that during the exchanges he expressed his desire to let Manipur Government to properly complete all the developmental works being taken up in the hill areas.
He, however, said the proposal of the UNC for an Alternative Arrangement for the Nagas must be decided by the Manipur Government and the Constitution.
The schedule for the next round of the tripartite talks would be decided after due consultations with the higher authorities, he said.
Naga leader KS Paul Leo said that today’s talks contradicted the 4th round of tripartite talks held on August 31, 2012 in New Delhi, but he admitted that certain unclear thing was there in the talks as Jaiyaraman took part in it for the first time.
The UNC is concerned about a political issue and hence it wants to hold talks on its demands with political leaders and not other officials of both the Manipur and Central Governments.
He said UNC demands for an Alternative Arrangement for the Naga people to safeguard their culture and identity and arrangement of separate legislature, administration, judiciary and finance for the Naga people.
“We have no bias on any particular community, but we cannot live under the rule of Chief Minister O Ibobi ,Leo said.
During the meeting, Chief Secretary D.S Poonia strongly opposed the idea of destroying the territorial integrity of Manipur, Leo cited.
Saying that Manipur has an area of 22, 238 Sq km and of this, the hill area covers 20, 000 sq km while about 2238 by the valley, he asked whether the Government wants only to heed to the wishes of the valley.
At the same time, the hill is represented by 20 MLAs while 40 by the valley in the 60-member state assembly, he said while alleging that such uneven representation of the people has led to the dominance of the hill by the valley.
Paul Leo alleged that Manipur Government has neglected the hill people for a long time and vowed that the UNC would continue to struggle for fulfillment of the aspiration of the Naga people with their mandate and that would be the final destination even if the Centre chooses to continue with its apathy toward them.
UNC had in the 4th round of tripartite talks urged the Government of India that the Nagas want that the Indo-Naga issue be settled at the earliest, apart from the demand for an Alternative Arrangement outside Government of Manipur.

Imphal, Feb 12 : Apropos to the news articles title “UNLF alleges cross border activities” published in this paper Assam Rifles has strongly rebutted the allegation that AR had crossed inside Myanmar territory and conducted a sabotage operation by destroying a bridge.
The statement made by UNLF against the Assam Rifles is simply a case of frustration leading to vilification as combined efforts of the state machinery and Assam Rifles in bringing peace in Manipur has paid dividends, which recently manifested in 45 UPPK cadres coming overground it was stated. Such statement is nothing but cheap stunt of under-grounds to drive a wedge between India and Myanmar, two friendly nations. Visit of Dr Manmohan Singh, the Prime Minister of India to Myanmar on 7 May 2012 and signing of various MOU’s between Govt of India and Myanmar during the visit has raised concern amongst the undergrounds groups. Apart from visit of the PM, defence minister, Service Chiefs and various dignitaries also visited Myanmar & the visits were reciprocated by the Myanmar Government. In addition, other confidence building means like Post level meeting, joint patrolling by SFs and Myanmar Army, Hot Line between India and Myanmar, increase in frequent visit of high ranking Military and Civil Administration official to Myanmar and numerous other means instituted between two countries have raised trust levels to a new high . Relations between India and Myanmar are hence getting better with each passing day. Blowing up of bridge at Tamu appears to be a plan of CorCom to disrupt the relations between two countries and create misunderstanding, a plan that has failed miserably, since ties between the countries have been cemented to such an extent that they remain unaffected by such false malicious propaganda. The trust shared by the Myanmar Govt is evident by the protest note forwarded by Myanmar Govt which clearly blamed UNLF for this act of cowardice and treason on the innocent people of Myanmar. They have also requested cooperation of State Govt of Manipur and Assam Rifles in investigating and bringing the culprits before the law.
These kind of baseless claims are an endeavour by CorCom to boost their depleting credibility, morale of their rank and file and also to malign the image of Security Forces since perception of general masses has tilted favourably towards Security Forces. Assam Rifles strongly condemn this act by UNLF and assures that it will make all possible effort to prevent undergrounds from harming Myanmar’s interest and will fight tooth and nail attempts of UGs to drive a wedge between two friendly nations.

IMPHAL, Feb 12 MNS NNN: Wife of Nitin Masih has once again appealed to all concerned to help trace her husband, expressing shock and anguish over Manipur Government’s alleged negligence in the kidnapping case.
Nitin Masih from Madhya Pradesh has gone missing since November last year from Manipur’s Thoubal district.
Speaking to the media at Manipur Press Club here on Tuesday, Naorem Amila Devi, wife of Nitin Masih said Manipur Government was telling her time and again that it was trying hard to trace her husband though his whereabouts is still unknown to the family for more than two months.
She urged all the NGOs in the state to render support to her family to find out whereabouts of her husband.
Amila appealed that if Masih is abducted by any militant group, she wants negotiation and sought information about its specific demand so that the family can fulfill it to secure his release.
“She wants to know whether he is still alive or dead,” demanded Amila flanked by representatives of the Joint Action Committee (JAC) which has stressed the state Government demanding to find out whereabouts of the missing non-Manipuri.
Masih, an x-ray technician by profession, is a native of Indore in Madhya Pradesh. He is believed to have been kidnapped by unidentified people from his wife’s parental village Kakching Pallel Lamkhai in Thoubal district, Manipur on November 24, 2012.

SHILLONG, Feb 12 NNN: Of the 345 contesting candidates, poll bound Meghalaya is all set to witness as many as 113 “crorepatis” candidates, 13 candidates with criminal backgrounds besides more than 20 under matriculation candidates who are all out to join the fray to be ‘public representatives’ in the upcoming February 23, Meghalaya Assembly elections.
This was revealed by the Meghalaya Election Watch (MEW) today after it had analyzed the affidavits of 341 out of 345 candidates who are contesting in the upcoming polls.
“We have analyzed the affidavits of 341 candidates for public and electorate information about the candidate’s assets, income, educational qualification and criminal background which was declared in their affidavits sworn in by them,” a member of the Meghalaya Election Watch, Jaskir Singh said.
According to the analyzed report of the MEW, the ruling Congress is fielding 35 “crorepati” candidates including four women, second only to the 38 others who joined the 2013 poll battle as independents.
The ally of the ruling Congress, the United Democratic Party (UDP) have 23 ‘crorepati’ candidates while 17 others belonged to the Opposition NPP, HSPDP, SP, NCP and the BJP, MEW member Agnes Kharshiing said.
Congress’ Ngaitlang Dhar, who is contesting from Umroi Assembly seat, is the richest with assets of over Rs 235.64 crore, followed by Jropsing Nongkhlaw (Cong) from Shella Assembly constituency and Metbah Lyngdoh (UDP) from Mairang Assembly constituency with assets worth over Rs 52 crore and over Rs 37 crore, respectively.
Mukul Sangma CM and his wife who is also joining the electoral politics this year for the first time, Dickanchi D Shira, have declared assets worth over Rs 28 crore. Ten women candidates, including Shira, the wife of CM, were crorepatis. Four belonged to Congress while six others are contesting on NPP (1), UDP (1) tickets and three as independents.

Imphal Feb 12 UNA : Dispute at Manipur-Nagaland border at Tungjoy village of Manipur’s Senapati district and Kezhakenoma village of Nagaland’s Phek district has resurfaced after two villagers of Manipur were allegedly taken captivity by the villagers from Nagaland.
Four youths of Tungjoy village who went on a picnic were allegedly detained by the villagers of Kezhakenoma village of Nagaland in the afternoon of February 9 from another area, 18 km east of the Tadubi police station of Senapati district.
Later, two of them identified as S Veipu ad D Lucky were released unharmed but the remaining two identified as H Losii (15) and Law Aimson (15) were further detained by the villagers.
Regarding the detention of the two youths, chairman of the Tungjoy village authority has lodged a complaint with the Tadubi police where a case has been registered.
The genesis of the land dispute in the area started sometime in early part of 19th century and the dispute remains unresolved till date. A series of meetings have been held on various occasions between the then Deputy Commissioners of Senapati and Phek districts and also between the two Chief Secretaries of Manipur and Nagaland.

Imphal, Feb 12 : One Billion Rising is a global campaign by women, for women. The movement calls for an end to violence and for justice and gender equality. On February 14, 2013, a one-day event will be held, a call for one billion women around the world to walk away from their homes, businesses, and jobs, and join together to dance in a show of collective strength. The event will be held on the 15th anniversary of the V-Day movement. The word “billion” refers to the one billion women who are survivors of abuse.
The campaign was initiated by playwright and activist Eve Ensler (known for her play The Vagina Monologues), and her organization V-Day.V-Day is a global activist movement to end violence against women and girls. V-Day is a catalyst that promotes creative events to increase awareness, raise money, and revitalize the spirit of existing anti-violence organizations. V-Day generates broader attention for the fight to stop violence against women and girls, including rape, battery, incest, female genital mutilation (FGM) and sex slavery.
According to Eve Ensler, “One Billion Rising is an appreciation, amplification and an escalation. When One Billion bodies rise and dance on 14 February 2013, we will join in solidarity, purpose and energy and shake the world into a new consciousness. Dancing insists we take up space. It has no set direction but we go there together. It’s dangerous, joyous, sexual, holy and disruptive. It breaks the rules. It can happen anywhere at anytime with anyone and everyone. It’s free. No corporation can control it. It joins us and pushes us to go further. It’s contagious and it spreads quickly. It’s of the body. It’s transcendent.”
On V-Day’s 15th Anniversary, 14 February 2013, ONE BILLION women are inviting and those who love them to WALK OUT, DANCE, RISE UP, and DEMAND an end to this violence. ONE BILLION RISING will move the earth, activating women and men across every country. V-Day wants the world to see our collective strength, our numbersand our solidarity across borders.Activists, writers, thinkers, celebrities and women and men across the world will STRIKE, DANCE, and RISE, coming together to express their outrage, and demand an end to violence against women and girls.
In India, according to National Crime Record Bureau in 2011, 14.7% rape cases are registered in cities while 85% rape cases are registered in rural India; there are more than 1 lakh rape cases pending; a total of 2,28,650 women faced violence and abuse during 2007-2011 which includes rape, kidnapping, abduction, dowry death, cruelty by husbands and relatives, molestation, sexual harassment, importation of girls, immoral traffic etc. and the National capital Delhi has the highest percentage of crime rates against women which is 31.2%. In Northeast India, a total of 13,308 incidence of crime against women had been reported according to the National Crime Records Bureau 2011 with 11503 cases in Assam, 269 cases in Meghalaya, 1358 cases in Tripura, 167 cases in Mizoram, 247 cases in Manipur, 38 cases in Nagaland, 171 cases in Arunachal Pradesh and 55 cases reported in Sikkim.
A union of social organizations namely WAD, UNMM, NEDF, NLF, SASO, LCF, WEJ, RLP, IRDC, Watch Group, COWF, SSG, CNPW, ATWO, MBSCM etc. who works for the cause of women and its empowerment will also extend solidarity by joining the One Billion Rising movement, organizing various events and entertainments on the February 14th 2013 from 1.00 pm to 5.00pm at Hapta Kangeibung (Palace Compound). It is a call to one and all and everyone dear and near to join and participate the One Billion Rising Movementorganized by various social organizations collectively and demand to end violence against women in our society. This rising is of course and indeed a revolution for reformation. Joining and be a part of such worldwide revolution like One Billion Risingwill boost the enthusiasm of finding some sorts of solution to mainstreaming the gender sensitivity and end the violence against women and girls in Manipur.
