SHILLONG, Feb 15 NNN: Prime Minister Dr Manmohan Singh on Friday sought to woo the voters of Meghalaya, which goes to the polls on February 23, by tom-toming the “rapid
economic progress made by the state due to the policies and programmes” of the Congress-headed government at the Centre and the effected implementation of the same by the party-led coalition government in the state.
Addressing a thinly-attended election rally at the JN Sports Complex in Shillong, the Prime Minister said Meghalaya had exceeded the targeted economic growth in the 11th plan period, and its plan size had doubled in the last three years to around Rs. 4000 crore.
The public meeting today which was expected to attend by a thousand of supporters from across city and other parts of the state turned out to be just the other way. Sources said that the Congress has arranged for more than 10,000 chairs at the venue. However, the crowd attending the meeting turn-out was less than 4,000 people leaving most of the chairs unoccupied.
“The state has utilized well the resources made available to it under the flagship programmes of the Centre. Effective implementation of the Sarva Siksha Abhiyaan and the mid-day meal programme has resulted in near universal education at the primary level,” he told the gathering, while complimenting the state government for controlling the school dropout rates at the primary and upper primary levels.
Singh also harped on the massive road infrastructure projects being executed in the state to boost connectivity.
“We know that the good connectivity is a critical requirement for Meghalaya. The road from Shillong to Guwahati has been taken up for widening to four-lane at the estimated cost
of Rs. 536 crore. A project for the two-lane Shillong bypass has been taken up at the estimated cost of Rs. 226 crore. Both the projects are progressing well and are likely to be
completed in the first quarter of 2014,” he said, while also mentioning that the first railway line in the state from Dudhnoi in Assam to Mendipathar was in an advanced stage of completion and the expansion of
Shillong’s airport was being undertaken to give a boost to tourism in the state.
Getting personal, the prime minister mentioned the close affinity he has for the people of the north-east. “I have always felt a strong emotional attachment with the north-east and it
is a privilege for me to represent one of the north-eastern states in the Parliament. I have considered myself fortunate that the people of this area have always showered love and affection on me,” he said.
Earlier, welcoming the gathering, MPCC (I) president D. Dethwelson Lapang urged the people to vote for the Congress as it was the only party that will be able to give a stable
government. Chief minister Mukul Sangma, while addressing the rally, also sought the peoples’ vote on the ground of stability. “Whenever non- Congress governments have been
formed, they have never survived beyond nine months,” he said.

Power Department can be transformed into corporation. Nothing wrong as long it ensures regular power supply to the consumers. However the state Government is cautioned against privatisation of power sector. Pitiless private companies will devour the poor consumers like shark walloping floating objects in the sea. Above 90 percent of the people living in the state are very poor and most of them are in rural areas. They do not have proper shed to protect from deadly cold during winter and scorchy heat during summer. They do not enjoy even the basic amenities. They drink directly from pond without filtration and boiling. Ask the poor people anywhere in any part of the state, to priotise their need. They will say we do not want anything; they will take whatever that comes to them. To such group of people enhanced electricity bill will be a blow like a jolt from the blue. If private companies enter the power tariff will shoot up and the poor people will be in no position to buy electricity. In Delhi a small house having one air conditioner, two or three fans and a freezer pay around Rs 6000 per month. Here in Manipur a well to do family pleads the inability to spend even Rs 1000 per month on electricity. Even the Government employees getting not less than Rs 50000 per month do not inculcate the habit of clearing electricity bill in time. Many of them are defaulters. They are shameless too. They allow their power line to be snapped while indulging in power theft in the night when there would be none to check illegal connection. But a change is seen at the area where pre paid connection has been introduced. A carpenter who has got pre paid facilities said he spends Rs 1100 per month. He said if he did not use the machine for smoothening the face of the wood the monthly rental fee would have been much lower. He does not use more than four bulbs of 15 watts each. Unfortunately the Electricity department cannot extend such facility to all places in Imphal. Whatever the case may be introduction of pre paid system has revolutionised the whole concept of using electricity. If this facility covers the whole seven assembly segments power theft done at workshop, at school and at Government offices will be checked. Misuse of electricity is done mostly at Government offices. The happy news is that the state is going to receive more power from other states from NE region. But electric does not come free. It has to be bought. There is a gulf of difference between the amount spent in buying power and the amount collected as tax from consumers. The Government thinks by transforming the department into corporation the losses may be controlled partially if not fully. Because to make a corporation self sustenance employees have to work sincerely and honestly, in same manner BSNL employees are doing to keep the body alive. More drastic actions may follow. Retrenchment policy may be applied to kick out shirking employees. Manipur desperately improvement in power sector, which has become an acid test for the Congress led Government. Go ahead. The rest can be tackled.

IMPHAL, Feb 15 MNS NNN: PLA cadres attacked a convoy of Assam Rifles exploding a powerful roadside bomb on Friday at Heibongpokpi Salam Pandon village under Lamshang Police Station in Imphal West district, Manipur, but the explosion did not cause casualties on the side of the AR troopers.
Police sources were saying the attack happened around 3:35 pm when a convoy of 10 AR numbering about four vehicles was returning to its Kangchup Post from Imphal.
The attack was carried out by PLA Special Warfare Group according to Roben Khuman, Secretary Publicity Revolutionary People’s Front.
The explosion was caused by an IED, they said.
Shortly after the explosion, a team of Lamsang police, including commando personnel swooped down on the spot and carried out operation in the surrounding area, but no arrest was made, sources said.
Meanwhile, another bomb explosion that took place at the Ukhrul Deputy Commissioner bungalow last night partially damaged the eastern side gate of the complex, police said.
The police said the local made bomb exploded around 8:40 pm. However, no human casualties were reported in the blast.
The bomb exploded near the fencing wall of the official residential quarter. Police suspect that the cadres of Manipur Naga Revolutionary Front (MNRF) or VIPN may be behind the attack as there was a threat to the DC from the group alleging the DC of indulging in clearing bills for contract works in the district without executing the work.
A second driver of a laden truck sustain bullet injury, Ukhrul district DC official bungalow attacked by launching a bomb and Assam Rifles escaped IED blast during the last 24 hour here in Manipur. Two unknown gunmen extorted a sum of Rs 10,000 from a truck loaded with timber in Ukhrul district after an indiscriminate firing which occurring to injure the second driver of the vehicle said a police source.
Police source said that two gunmen opened fire at the truck bearing registration no. MN04-4359 which was transporting timber at a place located between Kasom Kullen and Mawai village of Ukhrul district yesterday evening around 6 a clock.
The injured second driver was identified as one Panganbam Manihar (20) of Phamjangkhong village has been admitted at Shija hospital here in Imphal with bullet injury in his right arm. The driver escaped unhurt.
After injuring the second driver, the two unknown gunmen took away Rs 10,000 from the driver before leaving the place said a police report.
Police who rushed to the spot recovered four empty cases of AK series rifle from the spot, the source added.

IMPHAL, Feb 15 NNN: Committee on Protection of Tribal Areas, Manipur (COPTAM) in its executive meeting today in Churachandpur has seriously deliberated the issues and problems of the hill districts and its people. The meeting also castigate the state government of Manipur for its indifferent attitude towards the ‘genuine and reasonable demands’ of COPTAM. After a several hours deliberation, COPTAM has taken five resolutions.
The first resolution has been on the demand made by a valley-based Committee for inclusion of Meiteis in the Sheduled Tribe (ST) list . “Since the demand is unreasonable and illogical, COPTAM would staunchly oppose the demand for the inclusion of the Meiteis in the ST list. It is nothing but an overt attempt to expand the settlement of valley people in the hill areas of Manipur,” COPTAM stated.
The meeting demanded that the state government rectifies the lapses on its part by correcting the over- lapping villages in the Panchayat election at the earliest time. The meeting also resolved that all land records should be transferred to the respective district at the earliest time.
The meeting also resolved that hill villages should not be included or incorporated in the valley districts in the name of police district boundary or on security reasons.
“Regarding those people who had contested or involved in last year’s Panchayat elections, COPTAM executive resolved that since the repeated date-lines given to them are being neglected by those involved, they are taken as anti-tribal people and COPTAM will no longer take responsibility over these persons for failing to comply with COPTAM’s notification,” it added.
State government should look into the demands of the Autonomous District Councils (ADCs) and also empower the ADCs at the earliest. “ As per the laws and acts of the ADC, it is the only institution of the tribal or hill people for the development and protection of tribal people’s lands and their rights,” COPTAM noted.

New Delhi, Feb. 15 (ANI): The Bharatiya Janata Party (BJP) on Friday lashed out at the Congress-led UPA Government over its decision to hike petrol price by Rs 1.50 per litre and diesel price by 45 paise a litre with effect from midnight tonight, saying this is absolutely atrocious and will increase the prices of all commodities.
BJP spokesperson Prakash Javadekar said this is absolutely unacceptable, and added that the petrol and diesel prices increased by the government are totally unacceptable because already the Centre has taken it to the height.
“In last one year, the petrol prices were raised by twelve rupees, the diesel prices were raised by eight rupees. And now, the government wants to increase it further by ten rupees diesel and ten rupees petrol. This is absolutely atrocious. This will increase the prices of all commodities, all transports and people will really be paying heavily. The farmers, the fishermen and everybody will be suffering because of this diesel price hike,” said Javadekar.
“The government’s intentions are very clear. We oppose this, we immediately demand the rollback. And we will raise this issue because this affects the lives of the people in the Parliament and outside the Parliament. This is absolutely unacceptable,” he added.
New rates for petrol in Delhi would be Rs 69.05 per litre, while a litre of diesel will cost Rs 48.16.
Petrol price was last revised on January 18 when the price was cut by 30 paise to Rs 67.26 a litre in Delhi.
