Itanagar, Feb 16 (ANI): Contrary to the directive of Chief Justice of India Altamas Kabir to appoint more fast track courts (FTCs) to expeditiously dispose of all pending court cases, particularly crimes against women, the Gauhati High Court registry has terminated three additional district and sessions judges, namely Oying Apum, Goto Ete and Tumken Bagra.
“It was a predetermined agenda as three of them recruited on merit through due recruitment process and interview conducted by the Gauhati HC registry would have qualified to become HC judges through their service record and channel within next three years,” which they have claimed in a writ filed before the High Court on February 5 last to seek justice.
Apum, a gold medallist in LLB from North Eastern Hills University (NEHU), and the first woman law graduate from Arunachal Pradesh, served in state’s law department for seven years, before appearing for the examination in 2001.
Bagra, a first class law graduate in 1981 and Ete, a first class law graduate in 1987, after practicing for 12 and 14 years respectively along with Apum appeared in the examination.
Three of them after qualifying the recruitment examination on merit were appointed as additional deputy commissioner having the powers and functions of additional district and sessions judge on June 6, 2002 vide letter No. JUDD/60/2001.
“This is a pre conceived move as the registry in consultation with the state government had extended their contractual services till March 31, 2015. As three of them are on contractual service with the state government, such injustice is shocking,” said Member of Parliament from Arunachal (West), Takam Sanjoy.
“While the recruitment Rules No. 7 specifically has an enabling provision for regularisation of FTC judges, but intriguingly the HC registry even after seeking the ACRs of the three judges vide letter No. HC/VII:09/2008/1615/A and property returns through the law department continued to avail their services on adhoc basis,” the MP informed.
Interestingly, three of them appeared in the written examinations conducted by the Gauhati HC registry again on September 02, 2012, just within 24 days’ notice on August 07, 2012, from the date of fixation of written examination and they were called to appear for interview by the principal bench of the HC at Guwahati on November 22, 2012.
“When three of them reported on time on the given date, they were told that their answer sheets were not checked. They were also told that whosoever among them found securing qualifying marks in terms of the Supreme Court in the Brij Mohan Lal case would be called for interview,” Sanjoy claimed.
Shockingly, without consulting or intimating the Government of Arunachal Pradesh, the termination letters dated January 7, 2013, were received by the state’s law department as a bolt from the blue.
The HC registry in a hurry advertised on January 10, 2013, for vacancies arising out of the termination in Arunachal Pradesh FTCs through there was no vacancy for the same in the state governmnet.
Sanjoy said the Guahait High court was set up in 1948 to function as the principal seat of justice for seven North East states, but there has been no single judge from Arunachal Pradesh representing the indigenous community, giving enough proof of the move to deprive the Arunachalees to become regular judges of the High Court.

Daltonganj, Feb 16 (ANI): In a major success for the Jharkhand Police, a top Maoist leader wanted in over 32 cases was arrested in rebel hotbed region of Palamu district of the state.
Top brass of the district police disclosed this to the mediapersons at Daltonganj.
One country made pistol, 25 bullets and Maoist literature were seized from the rebel leader, considered a key person in mobilising resource for the ultras.
Superintendent of Police Anup T Mathew on Friday shared details of the rebel known as Yogesh alias BKG, and said he was arrested during a raid from Kathaundha village.
“He is a highly noted Maoist leader with good organising capacity which increases his importance for the rebels. He has played a crucial role in preparing and luring recruits in rural areas thereby making this arrest important for the police,” said Mathew.
He said further that the wanted Maoist leader has at least 32 cases registered in the neighbouring state of Bihar where he used to regularly visit to make recruitments and mobilise villagers into the organisation. “He used to travel to Gaya, Palamu, Chatra, Aurangabad districts and is considered as a senior leader. We have also recovered a country made pistol and 25 bullets. He has given valuable information to the police and we would do the needful with the same,” added Mathew.
In the last few years, the rebels have stepped up their efforts to wage a war against the government and in quest of this, they have been sabotaging all development projects such as construction of roads, school buildings and setting up of health care centres. However, in the process the Maoists have lost sympathy of villagers in remote areas due to the intimidation. Often, these threats used to result in killings and abductions of hapless villagers. Maoists have significantly increased their presence in tribal and rural regions in the states of Chhattisgarh, Bihar, Jharkhand, West Bengal and Odisha.

IMPHAL, Feb 16 MNS NNN: A hand grenade thrown at Navjivan Pharmacy in Thangal bazaar in the heart of Imphal failed to explode on Saturday.
The incident happened around 2:15 pm when an unidentified person suspected to be a militant entered the Navjivan Pharmacy and hurled the hand grenade which bounced off and hit a glass rack.
City police only said the explosive device failed to explode. It was thrown and landed inside the shop, but due to a malfunction it failed to explode. However, the igniter caused the bomb to flare-up and start the fuse burning.
The police said it was a Chinese hand grenade.
Three persons, including the owner of the shop, one customer and two salesmen were inside the shop when the incident took place.
Rajen Jain, 50, the owner of the shop is a native of Rajasthan. He presently stays at Thangal bazaar. He has not received any monetary demand note from any militant organization, reports said.
No group has immediately claimed responsibility for the failed attack.

DIMAPUR, Feb 16 NNN: Troops of 31 Assam Rifles recovered one country made pistol with a magazine, 4 live rounds of pistol, one single barrel 12 Bore Gun, 10 live cartridges of 12 Bore Gun and 13 country made bombs from an abandoned house in Yaongyimsen village of Mokokchung district of Nagaland yesterday morning.
According to an Assam Rifles source, NSCN-IM cadre identified as one ‘major’ Nungsangmanen was responsible for the hiding of these arms and ammunition. The Assam Rifles also blamed the NSCN-IM cadre for the Yaongyimsen village violence on Thursday and Friday.
The Assam Rifles source added that Nungsangmanen was arrested on February 12 but granted bail two days latter.
Meanwhile, based on specific information of transaction of counterfeit Indian currency in Dimapur, 29 Assam Rifles under the aegis of HQs 6 Sector launched an operation at Purana Bazar area and apprehended Singnay Khim of Noklak village, Tuensang district with fake Indian currency of Rs.8200 which was being carried in a Maruit 800 car.
The individual along with the seized fake currency was handed over to the East Police Station, Dimapur, the Assam Rifles source said.

IMPHAL, Feb 16 NNN: Y William and Th Tarun, the co- accused in the rape case of a standard XII student of TG Higher Secondary School were produced before the Imphal West Chief Judicial Magistrate here on Saturday.
The duo allegedly assaulted sexually in a restaurant at Tiddim road near Imphal Airport on October 20, 2012.
The rape accused appeared before the court which later transferred the case to the Session Judge Court, Manipur East for trial. The trial will begin February 25 in the court.
They are now being lodged at Central Sajiwa Jail where the CJM, Imphal West remanded them till February 25.
The main accused, William aged 28, son of late Y Devan, a resident of Khagempalli Pankha Leikai, Imphal West, is a personnel of Imphal West district police and the other co-accused Thongam Tarun aged 27, son of Th Jayenta of Thangmeiband Sinam Leikai in the district is said to be an actor of Manipuri digital film.

IMPHAL, Feb 1 6 NNN:The state government of Manipur and the All Tribal Students’ Union, Manipur (ATSUM) during the talk today, have reached an “understanding to concede the charter of demands of the tribal students’ body within a short period of time”.
“Failing which ATSUM will be compelled to resume the agitation at any time,” ATSUM president Muan Tombing informed .
It was a lengthy talk which ended at after 8 pm today.
ATSUM had suspended its seven-day long agitation on February 10 following the government’s invitation to hold talk.
Mention may be made here that ATSUM on November 27 last year, ATSUM had apprised the government of Manipur to address issues pertaining to tribal people of Manipur and the hill districts.
The tribal students’ body of Manipur in its lengthy memorandum submitted to the chief minister of Manipur had demanded Manipur State Commission for the Scheduled Tribes.
ATSUM also demanded for the setting up of B.Ed centres in the hill districts. It also demanded that adequate teaching and non-teaching staff in the education institutions in the hill districts with better infrastructure.

A large amount of narcotic pseudo ephedrine drugs worth around Rs 1.30 crore has been seized by a team of Imphal East District Police yesterday morning at Mantripukhri.
Police said the large amount of consignment drugs of pseudo ephedrine hydrochloride and Cetirizine hydrochloride tablets was seized from a goods loaded truck with its registration number AS 01/DD/0957 around 11:30 am while checking vehicles at Mantripukhri along National Highway-2 (Imphal-Dimapur road).
The truck was transporting the drugs packed in nine different cartons to Imphal from Guwahati when they intercepted it, the police said. The number of strips of the seized tablets was 4, 32, 000, K Rajen, Additional Superintendent of Police, Imphal East, said while briefing the media at his office chamber on Saturday.
It would cost around Rs 1.30 crore in the local market, he said.
Three people, including the driver and the handyman of the truck has been taken into custody in connection with the drugs seizure, he said.
He identified the driver as Md Warish Khan, 23, and the handyman as Md Manjit, 18, both residents of Thoubal district’s Hayel Loubuk Mayai Leikai. They are said to be brothers.
The third man who was travelling in the truck along with them has been identified as Md Ithembi, 32, a resident of Thoubal Hayel Loubuk Awang Leikai.
Heingang Police Station has filed an FIR case.

IMPHAL, Feb 17: Director of the much hyped Manipuri film “My Japanese Niece” and festival organiser Mohen Naorem announced the 2nd Imphal International Short Film Festival (IISFF) 2013 that will share a common theme – including social issues, public service messages, love, horror and experimental, said a press release.

It said the festival will be held from March 24 to 28 in Imphal and feature more than 150 films from more than 12 countries like Japan, Korea, Iran, Bangladesh, Philippines, Russia, Georgia, Argentina, Australia, Spain, Italy, UK, USA etc. Around 120 foreign films will be screened and 75 regional films will be screened.

Further according to the statement, the venue will be at the Hall of College of Agriculture, Central Agricultural University, Imphal in Manipur.

Around 20 filmmakers from Mumbai, Kolkata and Delhi will attend the event, it said.

IISFF is an attempt at bringing the best in shorts from around the world to Indian audiences, showcasing a genre of movies which generally is inaccessible to the mainstream audience. It is also a platform for Indian filmmakers to reach out to a larger audience. This year, till now, the festival has received entries in varied regional Indian languages including Tamil, Malayalam, Bengali, Marathi and even Silent films, it said.
