New Delhi, Feb 26 (ANI): Railway Minister Pawan Kumar Bansal on Tuesday said that for the first time, the state of Arunachal Pradesh has been brought into the rail network and the railways will commission the Harmuti-Naharlagun line this year. Presenting the Railway Budget for 2013-14 in Parliament today, he said that works on the new line railway project to connect state of Manipur are in full swing. The Minister said, the gauge conversion work on Lumding-Silchar and Rangia-Murkongselek is on fast track.
“The national project of Udhampur-Srinagar-Baramulla and other projects of strategic importance will be taken up on top priority,” he added.
Prime Minister Dr. Manmohan Singh on Tuesday lauded Railways Minister Pawan Kumar Bansal for a commendable job in meeting competing demands of improving and increasing services for commuters and controlling expenditure of his department, and said it is a reformist and forward looking budget presenting a realistic picture of railway finances.
“The Minister for Railways has done a commendable job in meeting competing demands of improving and increasing services for commuters and controlling expenditure of his department. It is a reformist and forward looking Budget, which presents a realistic picture of Railway finances,” said Dr. Singh in his statement on the Railway Budget. “I compliment him for his innovations in critical areas of Railway infrastructure and paving the way for capacity expansion,” he added. The Railway Budget for 2013-14 presented spared the passengers from any further hike in fares, but raised various other charges on tickets along with freight tariff of less than five percent. Bansal, who presented his maiden Railway Budget in the Lok Sabha, said he does not intend to pass on the impact of deregulation of diesel price for now and the Railways will absorb a burden of Rs 850 crore on account of this.
Pawan Kumar Bansal, who presented his maiden Railway Budget in the Lok Sabha said there would be no hike in passenger fares, as a hike had already been intr duced in January this year. Bansal, however, said that certain charges like supplementary fee, superfast fee, reservation fee, cancellation fee and Tatkal charges will see a marginal hike.

New Delhi, Feb 26 : The Special Judge for CBI cases, Chennai has convicted K. Udayan and C. Singaram both private persons in a Bank fraud case and sentenced them to undergo seven years Rigorous Imprisonment. A total fine of Rs. 22,00,000/- was also imposed on them.
A case was registered against i K Y Subramanian, former Branch Manager of Punjab National Bank, Adyar Branch, Chennai and ten others and the approved valuer of Punjab National Bank, R.Udayakumar based on the allegation that during the year 1999, the said accused persons entered into a criminal conspiracy to cheat Punjab National Bank, Adyar Branch. In furtherance to the conspiracy, K.Y Subramaniam dishonestly & fraudulently abused his official position as Senior Manager and sanctioned six truck loans for Rs. Five Lakh each for the purpose of purchasing of second hand trucks in the names of private persons, based on the fabricated loan documents submitted in the names of the loanees which were used as genuine. Fabricated sale agreements were submitted by the loanees for the purchase of the trucks in which three Registration numbers were of two wheelers and the other three trucks were already on hypothecation with private financier. Further to the conspiracy, the guarantor of the said loans submitted fabricated sale agreements and Shri R.Udyakumar being the panel valuer of the Bank had inflated the value of the properties submitted as security which were worth Rs.3,18,000/- to an exorbitant rate of Rs.41,80,000/-. K.Y.Subramaniam, then Branch Manager knowing fully well about the fraudulent nature of the loan documents, had sanctioned these loans and thus caused loss of Rs. 30 lakh (approx) to Punjab National Bank.
After the investigation of the case, CBI filed a charge sheet against the accused persons under sections 120-B r/w 420, 468, 419, 467, 468, 467 r/w 471, 468 r/w 471 IPC 109 r/w 419 IPC and 13(2) r/w 13 (1) (d) of PC Act 1988.
During the trial, K Shnmugam expired and charges against him were abated. Shri K.Udayan & Shri Singaram had not attended the Court and the case against them was split up.
The Central Bureau of Investigation has arrested an Income Tax officer for demanding & accepting a bribe of Rs.10,000/- from the Complainant.
A case was registered against one Income Tax Officer working under Director of Income Tax (Exemption), Ahmedabad for demand of Rs.10,000/- as bribe from the complainant for obtaining tax exemption certificate U/s 11 & 80-G of the Income Tax Act for the donors giving donations to a Private Trust. The CBI laid a trap and the Income Tax Officer was caught red handed while demanding & accepting bribe of Rs.10,000/- from the complainant at Ahmedabad.
Searches were conducted at the office & residential premises of the accused. A cash of Rs.8 lacs; property documents showing investments made by him & his family members and incriminating documents were recovered.
The arrested accused was produced before the Special Judge for CBI Cases and remanded to Police custody up to 26.02.2013.
The Special Judge for CBI Cases, Patiala House Courts, New Delhi has convicted R.K.Jain, then Director (Anti Dumping), Ministry of Commerce & Industry, Govt. of India, New Delhi and Kishore Jain, a private person U/s 8,9 & Sec. 13(2) r/w 13(1)(d) of PC Act 1988 in a bribery case. i R.K. Jain was sentenced to undergo three years Rigorous Imprisonment with fine of Rs One Lakh while Kishore Jain was sentenced to undergo two years Rigorous Imprisonment with fine of Rs 50,000/-. The court has also ordered that amount of Rs 7.25 Lacs recovered from the house of R.K. Jain to be confiscated.

Inaugurating the function, MLA, DK Korungthang observed that Bharat Nirman campaign launched in the district gives an opportunity to a large number of people in the district to be aware of themselves regarding the various schemes and programmes of the Government of India. The campaign will help in nurturing the relation between the Government departments and the common masses.
“The Bharat Nirman campaign organized by the PIB, Imphal, is instrumental in conveying knowledge of welfare schemes taken up by the Govt . People should not miss such awareness programs of the Govt and extend fullest co- operation through massive participation. We have to know the value and meaning of such campaign. Avoidance from such campaign is a great loss on the part of people”, said MLA, Korungthang.
Lalramsang Infimate, ADC Moreh said that students of today are the future leader of tomorrow. He appreciates the student because they bring pen and notebook during the campaign. He also advised the students not to feel too young to join in such campaign programme. The bharat nirman campaign will enable the students to know the the details regarding the benefits of national flagship programs of UPA Govt.
Inaocha, Secy of Meitei Council, Moreh observed that Central Govt. has provided lots of facilities with a view to uplift the standard of living of the poor people. People are, however, deprived of such facilities of National flagship programs because of the fact that implementing agencies are not sincere, transparent while discharging their duties. In our country, we see lack of sincerity, Integrity on the part of officials, elected public leaders.
Earlier, welcoming the gathering Premlata Loitam MCO, PIB Imphal said Bharat Nirman campaign had been held in different parts of the country covering the entire stretch of the state and the one being organized at Moreh today is the fourteenth of such programmes. She spoke at length about the various schemes implemented by the Government of India to extend benefits to the common masses. The campaign is launched to make common masses aware of the various schemes that include mid day meal, ICDS, MGNREGA, RTI, IAY, PMGSY rural telephony etc. She appealed to all to make themselves aware by listening to the speeches made by expert speakers at the three day campaign.
Cultural programmes highlighted the inaugural function. Artistes of the Song and Drama Division presented the opening and closing songs.
Earlier the chief guest opened photo exhibition stall organized at the hall of the HTC, Moreh. Around 20 Stalls including various central and state departments were displaying their activities as a part of the campaign.
The three day campaign is organized by PIB Imphal in collaboration with, DFP, Song and Drama Division, Prashar Bharati, District Administration Chandel, Departments of central and state Governments, churches. NGOs, clubs etc of Moreh.

IMPHAL, Feb 26: Manipur police busted an illegal arms hideout and claimed to have recovered huge quantity of arms and ammunition besides arresting one arm smuggler.
A release from Superintendent of Police, Imphal East District Police said under his supervision illegal arm dealer Kshetrimayum Umakanta aged 44, son of late Ksh Ibochouba, resident of Singjamei Bheigyapati Leikai, was apprehended by a team of commando personnel on February 24 around 7:45 am.
The arms and ammunition were unearthed in a two-wheeler workshop at Bheigyapati Leikai opposite Mata Cinema Hall.
The seized items are one country- made single barrel, two pistols, one air pistol and one white colour plastic bottle containing 33 rounds and another white colour plastic bottle filling with gunpowder and four empty cases.
An FIR case has been registered against the arm smuggler and started investigation into the incident, the police officer added.
In an unrelated incident, a combined team of Imphal East District Police Commandos and 30 Assam Rifles arrested three hardcore members of the banned KCP-MTF yesterday, the release further said.
The trio has been identified as Ningthoujam Gogonbihari aged 25, son of late N Toicha, a resident of Wangkhei Lourembam Leikai, Leimapokpam Boby alias Sana aged 35, son of L Achouba from Thambal Lisham Leirak and Lisham Abung alias Sanatomba aged 21, son of L Thoibi of Thambalkhong Lisham Leirak.
The combined security team nabbed them from Wangkhei Ayangpalli area during a search operation, it said, adding they were working under the command of one Singajit of Kangleipak Communist Party faction of KCP-MTF.
One demand letter and two mobile handsets were recovered from them.
It added that they were involved in several extortion and arm hauling cases.

IMPHAL, Feb 26 MNS : An army jawan was killed and another three wounded in an IED explosion in Manipur’s Churachandpur district early Tuesday, Police reports said here. The proscribed militant outfit Revolutionary People’s Front (RPF) had claimed responsibility for the Tuesday’s bomb attack.
A ‘special warfare’ team of People’s Liberation Army (PLA), the armed wing of RPF carried out the attack, the report quoted a statement of the outfit as saying.
The explosion took place at around 7 am at a place between S Kotlen and Torbung Bungalow about 8 Km north of Churachandpur Police Station, the police said.
They said the bomb planted on a culvert set off as a foot patrolling party of 1/11 Gurkha Regiment passed through it, killing one soldier and wounding another three.
The wounded have been brought to the Leimakhong military hospital for medical treatment.
The deceased Army jawan has been identified as Waqt Kailash aged 29, of 107 Engineering Unit, Leimakhong Army Headquarters, but was attached to the 1/11 GR.
And the wounded were Havildar Amit Tamang, Subedar Bahadur Raj and Lance Naik M Sunil Kumar.
Meanwhile, another IED weighing 3.3 kg was found near the BRTF office under Lamphel Police Station in Imphal West district, the police said.

A son of a senior Congress MLA of Manipur has been arrested and huge quantity of drugs has been recovered from the MLA’s private residence by the police.
Based on the information provided by Army Colonel Ajay Choudhury and his five cohorts yesterday after the interrogation, Manipur police swooped down to the MLA’s house late last night and arrested senior Congress MLA TN Haokip’s son identified as one Saikholen Haokip (35) and recovered 4 huge cartons of drugs containing 2316 strips at 10 pm on Monday from the MLA’s private house located at Fifth Avenue, Deulahlane in Imphal.
Police said psychotropic drugs Pseudoephedrine tablets which include Ketamine hydrochloride injection I.P and Extamine 500 mg.
Three FIR have also been filed ( FIR numbers are 25, 26, 27) under Section 21/29 of Narcotic Drugs and Psychotropic Substances Act, 1985 against the MLA’s son.
Saikholen Haokip was produced before the Chief Judicial Magistrate of Thoubal district today and remanded him to police custody till March 8.
All the seven arrested people including Col. Ajay Choudhury will be produced on March 8 at 1 pm before the Special Court of NDB-Lamphel in Imphal.
TN Haokip is a senior Congress MLA from Churachandpur district’s Saikot assembly constituency. He had been a cabinet minister in his past tenures.
It is worth noting that Army colonel Ajay Choudhury and five others were arrested on Sunday morning when they were transporting a huge consignment of the banned drugs to Myanmar from Imphal which worth Rs 15 crore and Rs 24 crore in the international market.The Defence Ministry yesterday ordered the removal from his post of Manipur Army PRO Lt Col Ajay Kumar Choudhury ho was arrested with drugs worth about Rs 15 crore at Pallel, Thoubal district.
The Defence Ministry has also sought a report about the incident from the local Army authorities.
An Army jawan and a senior official of Indigo Airlines were also detained for alleged involvement in the drug trafficking.
The Defence Ministry said it would hurt the Army’s image if Col Choudhury remained in his post, according to a spokesman.

Rainy season is still far away. As expected drinking water scarcity has occurred. Major rivers too have become shallower as the water level has gone down low. Water scarcity will hit all irrespective of where one lives. Almost all the scantily preserved water bodies will dry up. Drinking water scarcity continues to hit all yet we are not learning the need for preserving more water bodies. The Government decision to dig a big pond at Lamphel will go a long way not only in preserving flood water but also in protecting the ecology at Imphal areas. Water preserved at such pond can be used in feeding water reservoirs scattered here and there. During the rainy season flood water inundates low lying areas at Uripok. When the Nambul River is in spate the culvert at Shamushang is closed down to block entry of flood water at Lamphel areas. If there is a big lake like pond the excess water can be stored for use during the dry season. Every district headquarters be it at hills or valley must have large water reservoir. The state Government must take it up as a policy to dig out huge pond at the area, which cannot be used either for construction of building or cultivation. Because in future the demand for water will increase manifold. One decade back Singda could supply enough water to the water supply schemes scattered at different areas of the state capital. Now it is almost dry. If we have felt problem now it will be greater in future. Keeping the future in view steps have to be taken to preserve more water bodies to store adequate water to meet the growing demand for water. Water should be stored at source. That will be less expensive than constructing multi crore dam along the course of the river. Pitiable scene is seen at different areas of Imphal East and West. The river side dwellers lay their own pipe all along the road side and water is pulled up from river using water pump. Then the water is stored in pond for drinking. At Tera in Imphal west young men are seen carrying jerry cans on the two wheelers to collect drinking water from the areas where tap water is available. Such scene is ominous and shameful. We have hills and we have rivers that run near every locality. Yet the same water cannot be used. It reflects dearth of ideas in the minds of those at the helms of affairs about how to use river water. But some of the engineers of the PHED have become millionaires. They have bought land and buildings worth crores of rupees. Does not it sound funny? With a few thousands pay can they buy such costly land and building. Surely secret dealing naturally. Our engineers have ceased to play the role of advisers. If they do not advise our executive how will the latter know about the methods to be adopted to ensure regular supply of drinking water to the consumers? It is time engineers of the concerned department are pulled up and assigned the task of evolving strategy for storing rain water and also for giving such water to the consumers.
