Involvement of big shots in the illegal trade of exporting intoxicating drugs to neighbouring foreign country using porous border Manipur share with Myanmar indicates this must be a very lucrative business. Yet none knows how much one can gain by spending a few lakhs of rupees on the contraband drugs. The police personnel, who have quizzed those involved in the illegal trade will be able to throw light how much one can make out of the illegal trade. Like the scientists, who conceal their findings police keep the secret between the teeth and the mouth. But journalists are different. They are habituated to disclosing everything they know. If the seizure was made by reporters they would have narrated everything they know from the day the drug was loaded to the day it was seized. In between there will be story about how it was brought to Manipur by air or by bus. It is a long process. Everything will be interesting to know. If one makes the disclosure blow by blow account of how it was finally packed in Imphal for the final transportation to Myanmar the story will be like a hot cake. Everyone in Manipur will like to read such story. Will the story end at Pallel, where the seizure was made. Will illegal trade on drug end with this episode? It is likely to end here. It will take another four or five years to revive this illegal trade. Now instructions had been sounded to check every vehicle including those used by VIPs moving towards Moreh and also those coming from Moreh. In the past simple women could move freely, leisurely and merrily but since some of them acted as courier using their bags in carrying deadly bombs they have been heavily scanned and checked even on the day of religious congregation. Now VIPs too will be checked on the road in the same manner one is x-rayed while entering airport tarmac. This will be abnormal activities something not to be seen in any parts of the world. But this is not the creation of simple and lay men. Big shots give damn to something that simple men are scary about. A simple man cannot even think of doing such business let alone carrying them to Myanmar. Unfortunately small traders, who bring some chappal and T shirts, are checked on the high way road between Moreh and Imphal while leaving big shots free. This incident has turned out eye opener. The small time business men will enjoy the pleasure of doing their business. Because the focus now will be on big shots. Enjoy the trip to Moreh.

Imphal, Feb 27 : Two numbers of flagship programme taken up by Public Health Engineering Department (PHED), Manipur are NRDWP (National Rural Drinking Water Programme) and TSC (Total Sanitation Campaign). Rural Water Supply is taken up under the head NRDWP, which again consists of two components NRDWP (Central) and NRDWP (State sector) .
R.Sakum, EE, PHED Manipur speaking on the second day of the Bharat Nirman campaign held at the HTC hall at Moreh said one must use safe drinking water to keep oneself in good health and added that 40 percent of the diseases prevalent can be controlled by using safe drinking water.
He also said drinking water supply is an important flagship programme. Total sanitation and supply of drinking water are the two main missions of the flagship programme. He stressed the need for both centre and state Governments going together for the successful implementation of the two programmes. Out of 2870 habitations in rural areas of Manipur, as on 31st December, 2012, there are 1664 fully covered and 1206 partially covered habitations and quality affected habitations is nil.
Plans are afoot to provide drinking water to all the villages in Chandel district. A website has been launched and by visiting the site one can know the area covered by rural water supply scheme. He also said village water supply committees have been formed which can ensure regular supply of drinking water to problem villages he said that.
He further said that,from 2012-13 onwards, efforts will be made to take up at least one 24×7 water supply with metered tap and household connection in every household in every district of Manipur. From 2012-13, target of coverage of 250 habitations per year for the next 5 years to be taken up is proposed.
In addition to covering schools with water supply, provision has been made to cover Anganwadis with water supply facility. If separate fund is allocated for covering Anganwadis with water supply, progress/achievement will be better. In addition to the coverage of habitations with water supply, there is target of 258 schools to be covered during 2012-13, with water supply facility, out of which 90 Nos. has been covered upto the month of December, 2012. In addition there is target of 225 nos of Anganwadis for 2012-13 ,with water supply facility,out of which 78 nos. has been covered upto December 2012.
Total sanitation campaign was first launched in the country in the year 1986. The scope was upgraded from demand driven to supply driven in 1999. Considering the scope and its significant the scheme was renamed as Nirmal Bharat Abhiyan in 2012. Under the present scope the criteria for selection of beneficiaries is now not only confined to BPL families but also extend to APL families but on condition that the head of the family should be women.
Speaking on Nirmal Bharat Abhiyan during the Bharat Nirman Public Information Campaign at the HTC Hall in Moreh today, Mr B D. Jameson,District Co-ordinator, Nirmal Bharat Abhiyan, Chandel district said that every household should have a low cost sanitary toilet. Such a simple toilet can be constructed at the cost of just about Rs 10,000. The CCDU bears Rs 4000 and the Gram Panchayat should contribute about Rs 6000 to construct an ordinary sanitary toilet.The Government of India’s plan is to keep the people’s health sound, that is why the government is spending huge amount of money on Total Sanitation Campaign.
Through film slides, the resource person showed work progress of the district under this scheme.
He further said that, The work is going on full swing to improve the quality of life in rural areas of Chandel District through provisions of proper sanitation facilities. According to 2001 census 447 habilitation villages in Chandel District along with total population of 105861 persons. Under this scheme total number of 10,985 sanitary toilets are constructed for BPL families. Along this 30 sanitary complex, 217 school toilets and 182 Aganwadi toilets are constructed in Chandel district.

IMPHAL, Feb 27 NNN: Manipur legislator TN Haokip today described the arrest of his own son along with large quantity of banned drugs from his residence here by Manipur police as a significant step toward saving the society from the scourge of drug abuse.
The police reportedly seized 2316 ketamine hydrochloride strips during the raid carried out at the Deulahlane residence of Seikholen Haokip yesterday evening. Seikholen is the eldest son of MLA Haokip, the former Speaker of the state assembly.
As per police report, he was linked to the drug haul by Manipur police at Pallel in Chandel district on February 24. Col Ajay Chowdhury PRO, PIB Defence Wing, Manipur was detained by the police along with five others for possessing psychotropic drugs worth Rs 25 crore during the Palell drugs seizure.
Talking to reporters at Babupara MLA quarter, MLA Haokip said that his Deulahlane residence has been registered in the name of his son Seikholen a few years back, but that he has been staying at the Government quarter.
He said that now he has no family relation with his son as they have kept themselves aloof from each other over a family feud, making it clear that he is innocent with regard to the drugs seizure that involves his son.
He boldly said he will not disrupt in the case in any way while the law takes its own course and that he will not be upset by it.
Meanwhile, in the face of the series of arrests and seizures of hefty drug loads in Manipur in the past few days involving an Army colonel and an MLA’s son, the state government of Manipur today pledged to thwart the drug menace and mafia networks in Manipur.
Speaking to reporters this evening, deputy chief minister Gaikhangam said the series of seizures of drugs in the state has been possible only because of the alert and efficient police personnel and assured to reward those police personnel. He also said that all the check posts in the state has been alerted so that no drugs are shipping in from now onwards.
On the Pallel sezures of drugs and on the MLA’s son case, the deputy chief minister said the state government seriously view the developments and assured that ‘law of the land’ will take its own course on the cases. He also said that the state cabinet will decide soon to hand over the cases to the Central Drug Control.

Later, the Mahila Morcha, BJP, Manipur Pradesh took out a mass rally upto Raj Bhawan, Imphal and submitted a memorandum to the Governor of Manipur .
It was stated that it has become a regular feature that the involvement of high-profile-people in the Psychotropic Drug- Business are on the surface. Even, one Lt. Colonel of the Army, Ajay Choudhary of P.l.B. Defence Wing and Ngairangbam Brojendro Singh, an Assistant Manager of IndiGo Airline have been apprehended. On the day of arrest the Lt. Col. has informed that he was innocent and mislead by one of his friend who is a brother of the senior Police Officer of the State. BJP wants to know, who is that police officer . A son of an MLA has also been nabbed and two of the six arrested persons at Pallel were allegedly close relatives of a senior government official and an MLA.
That, the multi-acre Psychotropic drug-market may, in the course of time, languish the sporting youth who are in the playing arena and thus the image of Manipur’s Sports-Culture may be tarnished sooner or later.
That, the Army, Paramilitary or Police who have to defend the people as well as to preserve the sanctity of law and order, if they are involved in such a drug-racket, it is not only unbecoming of them, but also it makes them detrimental to the society it was stated.
Govt seems to be indolent to take up this pressing issue and thereby casting a slur that there may be a racket among Politicians, Defence Personnel, Police, Airport Authority and Drug-Barons.
Five members of BJP Mahila Morcha, Manipur Pradesh will be meeting with Governor of the State tomorrow at 11:30 AM.
It demanded prompt investigation and the case may be handed over to the Narcotic Bureau, Govt. of India , an independent body may be instituted to investigate the recent drug hauls at Pallel and others, demanded the details of the persons particularly the owner o tthe illegal drugs seized by S.l.U. at Imphat Airport recently. S.I.U. or otherwise an investigation unit of the kind may be urgently set up over and above the existing NAB team. Flights and consignments may be checked as a routine matter at Imphal Tulihal Airport. The culprits be subjected to befitting punishment as per law of the land.

Imphal, Feb 27 : The BCIM (Bangladesh, China, India and Bangladesh) car rally was flagged off here today by O. Ibobi Singh, Chief Minister of Manipur from the historic Kangla fort enroute to Myanmar. The rally will enter Myanmar via Moreh and halt at Ka Lay at Myanmar before starting off for Mandalay. The rally which started on Feb 22 last had reached Imphal last night.
After covering 3000 km the participants will finally culminate at Kunming on 5 March 2013. The route is , Kolkata , Jessore , Dhaka , Sylhet , Silchar , Imphal , Ka Lay , Mandalay , Ruili , Tengchong , Erhai Lake , Dali and Kunming.
Inspite of the strong ‘public blockade’ imposed by the Kuki State Demand Committee (KSDC), the BCIM Car Rallyists entered Manipur and headed for Myanmar today.
Addressing the reception and flagged off ceremony held at Kangla Fort, Chief Minister Ibobi said the Ministry of External Affairs has now taken several initiatives toward the implementation of the Look-East Policy.
He said this car rally will bring the people living in this region closer and that the historical ties and links among the people will be revived now.
Recognising the need and importance of international dependence among the people in their efforts to realize the dreams of development, it is imperative to open the available channels of transport and communication among the people, Ibobi asserted.
“The restrictions in the movement of goods and services and people across the border need to be eased,” the Chief Minister said.
He said, “We are also keen to improve the connectivity with our neighbours—Bangladesh, Mynamar and China.”
The Asian Highway No-1 and 2 pass through Imphal and they span across the Asia connecting countries in the East Asia and West Asia, he said.
He also said as a first step toward easing of restrictions, the Ministry of External Affairs has decided to provide the facility of visa on arrival at Moreh for the Myanmarese citizens in order to visit India, especially Manipur to get health-care facilities in India.
The visa arrangement with Bangladesh and China may also be eased so that travel between India and its neighbours becomes easier, he added.
“We are looking at the opening up of road and rail passages to Bangladesh through Tripura so that our goods can be exported by using the ports of Bangladesh.”
Deputy Chief Minister Gaikhangam, Manipur Legislative Assembly Speaker, ministers, MLAs and top officials of both civil and police were also present at the function.The Chief Minister later released a souvenir and presented mementos to the participants of the car rally during the event.
