As the election date for Nagaland assembly election draws nearer a scene is emerging, which is crystal clear? It is likely a change may be effected when the results of elections are declared. Wining state assembly election continuously for three terms is not an easy task. At the central level too Congress party is making all out efforts to emulate the record set by Pandit Jawaharlal Nehru in forming Government continuously for three terms. Since then no political party has been able to remain in power continuously for more than two terms. But Ibobi of Congress (I) and Narendra of BJP are different. The party led by them could win continuously for three terms in their respective states. Neiphieu Rio will not be able to do what the two leaders did. The Home Minister of the state showing damn, to the directive of the Election Commission of India not to show money power, carried arms, liquor and money that reflected the approach of downfall to the party. NPF also attempts to win the election by whipping up the emotion of a community. But Nagaland itself is embroiled by the clash of opinion among the people on whether the state should be divided into two or not. Neiphieu Rio could not put at rest the demand for bifurcation of Nagaland. So he attempted to direct the anger of the disgruntled people of the state to Manipur by making a deep jibe to the Manipur Chief Minister calling him the enemy of Nagas. That reflected his insecurity. He swam in the false dream that the people of his state would stand for his party if he locked in verbal duel with the Chief Minister of neighbouring state. But Nagaland cannot be in competition with Manipur. Manipur is well ahead of all the neighbouring states including Nagaland. In a race competition what is important is running very fast to touch the finishing line ahead of other competitors. By shouting one does win. But NPF of Nagaland thinks otherwise. Yes the leader of a political party can ridicule the policy and programmes of a rival party. That is a customary practice accepted by the law of the land. As if the whole people are behind him he did something a Chief Minister of a state would not have thought of doing. Is Nagaland for Nagas only? Do not their population constitute people belonging to other faith? Rio indulged in cheap propaganda. He has been exposed. Keeping all these things in view one can make a logical conclusion, Nagaland may see a change. A change that will speed up peace and development of the state. Nagaland would have been a hot spot for tourism and centre for many of these centrally sponsored projects but it cannot grab anything. Because it remained talking about problems of Nagas only. But they cannot speak out what do they mean by problems of Nagas. Will the problem be solved by widening the road will it be solved by opening more academic institutions. Time is really precious. Do not waste by making irresponsible demand, which is untenable. Remember the proverbial phrase Rome was not built in day. Nagaland will set on the path of development when the leaders, who can feel the pulse of common masses are elected.

We have now four days to go to the crucial poll of the 12th Nagaland Assembly elections on February 23. The state is witnessing this assembly election at a time when the Center keeps talking that solution to the Naga political issue is not very far off. However, the Naga political issue seems to be having no major impact on the electorates this time. Perhaps, the people of the state could hardly be convinced to give their votes under the whims and fancies of the settlement of the Naga political issue. They seem to be more concerned for the development of the state.

The main fight is between the ruling NPF and the main Opposition Congress. There are other candidates of NCP, BJP, JD (U), RJD and UNDP, besides large number of Independent candidates, in the electoral fray. All the political parties keep talking to bring early settlement to the Naga political issue while the ruling NPF squarely blame the Congress-led UPA Government at the Center for delaying the settlement to the Naga political issue.

The main Opposition Congress, while promising to bring early settlement to the Naga political issue, rained charges of corruption against the ruling NPF leaders, their Ministers, Parliamentary Secretaries, etc. They also attacked the ruling NPF for neglecting the ENPO areas.

Veteran Congress leader and former Nagaland Chief Minister and ex-Governor of Maharashtra and Goa Dr SC Jamir, who did not contest this election, assured a separate Secretariat for the ENPO area if the Congress is voted to power. However, NPF chief Dr Shurhozelie, who also did not contest this time, termed it as “gimmick” only to confuse the people in the area.

In spite of all these charges and counter charges, claims and counter claims by the contesting political parties and their candidates, the reality is half of the present Ministers in the DAN Ministry along with many of their MLAs are not likely to be seen in the next Assembly. At the same time, some new faces in
the NPF are likely to emerge victorious this time.

In the Congress, one-third of the sitting MLAs who are fighting this election may bite the dust but their overall tally may be seen 30% increasing this time than last 2008 result but they will be short of majority.

Till the other day, NPF was doing fairly-slightly ahead of the main rival Congress. But the couple of incidents involving their two candidates including one high profile candidate have largely affected the party image and position as well. But the affect appears to be confining in the Mokokchung district only and its ripple effects in other districts are not seen at the moment. This has given the Congress the edge over others in the Mokokchung district.

In the final analysis, fluctuations on the positions of the candidates are taking place on hourly basis. We have 60 constituencies in the state and as writing this piece, there are 29 constituencies elsewhere in the State where candidates are fighting neck to neck and in these places, their fortunes are unpredictable. Whereas in districts like Dimapur, Kohima, Mokokchung and Wokha, things are almost clear which party is emerging where and how. But in places like Phek, Zunheboto, Mon, Longlen, Tuensang and Kiphire, where many candidates are seen fighting neck to neck and in fact, both the NPF and the Congress crucially depend on candidates of these areas for their journey to the formation of the next Government in the state.

In this election, record 39 Independents are fighting in 32 constituencies in the fray. Out of these 39 Independents, 9 Independents are fighting in 9 constituencies of ENPO areas. One-sixth of the total Independents may emerge and they will become very important factor in the event of formation of the Government either by the NPF or the Congress. But even in this situation, either of them (NPF or Congress) may still require the support of party like NCP which is having no pre-poll alliance either with the NPF or the Congress. The BJP and the JD (U) are already in pre-poll alliance with the NPF-led DAN.

Although the NCP has set up 15 candidates, one-fifth of the total candidates may emerge and they may ultimately become a “deciding factor” for the final formation of the Government in the state either by NPF or the Congress.

Getting support of one MLA matters especially during such a situation. It is all about number game in the journey of the Government formation.

The Bottom line:
We should not forget “Clean Election Campaign” of the NBCC. Although we hardly see any impact of this novel movement on the electorates or political parties or contesting candidates, but a beginning has started. It has now become a “history.”

IMPHAL, Feb 19: The PREPAK has said in a press release that the outfit or its Red Army is not related to Irungbam Brojen alias Tombi (27) son of (L) Bomilal who was reportedly arrested by a team of the Imphal East district police commandos from Tronglaobi Mayai Leikai.

The statement said that the individual identified as Tangba who was reported to be using Brojen for the outfit’s work is also not related to the outfit. It has further said that some time back, the outfit had used the name Tangba in some projects, though the outfit has stopped using it now.

The release further said that Saranghtem Ningol Sanasam ongbi Gyaneswori alias Jandhobi  (41) daughter of S Manihar Singh of Hiyanghtang Mayai Leikai is also not related to the outfit or  its Red Army.

DIMAPUR, Feb 19 (NNN): The NSCN-K has asked the government as to why its cadres arrested with arms have been booked under National Security Act (NSA) and why the same yardstick had not been applied on `detained` Nagaland home minister Imkong I Imchen. Imkong I Imchen was earlier detained after Rs 1 crore 10 lakhs along with a cache of arms and ammunitions was found from his vehicle.

“The government should reply to the queries of NSCN-K before the polling day, less NSA should be made irrelevant from Nagaland state and henceforth, any NSCN-K cadre arrested with arms should not be booked under NSA,” the NSCN-K said today.

Meanwhile, the NSCN-K said imposing of Indian election law is flatly rejected by the outfit because NSCN-K is not a party to the electioneering process.

Over the past few years, there have been calls for the non-Manipuri and migrant population living and working in the state to head back to their own native places. Those who give these calls say that their increasing numbers are a threat to the social culture and identity of the ‘original’ people of the state and express their fear that the ‘outsiders’ will fast outnumber the ‘insiders’. Some point out to the socio-political history of Tripura where the indigenous Tripuris have in the course of time been relegated to the status of a minority people, swamped by the more numerous Bengali and other communities. The ‘threat’ of the outsiders have taken various forms and in its resulting response, seen its at times violent rendition. Much before groups and organizations started talking about the politics of the outsider versus the insider, various armed groups have taken ‘drives’ to oust them from the state by serving diktats to leave and even resorting to killing some of the more unfortunate ones in Manipur.

The irony of such fears of being closeted and being snuffed out economically, socially and by extension politically reaching out to identity issues is that the majority of the migrant population in Manipur are the poorest section who do not have the resources or the leverage to subvert the majority indigenous or local population of the state into a minority one. They are the ones who rather venture into certain work openings that the majority indigenous population, hold beneath them to take up. A look around Manipur’s economic hub, which lies in the Paona bazaar area but more so, in the area in and around Thangal Bazaar will bring clarity here. There is a dearth of local faces among those who stitch torn shoes and bags, among those who carry heavy loads or pull thelas, among those who load and unloaded good laden trucks. Outside of the bazaar areas and in the domain of our homes too, the majority of people agree that the handiwork of masons and building overseers including plumbing are best done by the non- migrant people. While small scale industries like bakeries and sweet shops are mostly staffed by the ‘outsiders’, the ones who run mobile ‘juice’ trolleys and selling gas balloons or who sell popcorn or assorted knick knacks are all non migrants. Theirs is a story of enterprise and finding ways to eke a living.

Unfortunately, the sheer number of this population makes them stand out while the ones who really have a say in the economy and even political decisions of the state incidentally happen to be a minuscule section of ‘outsiders’ who have come to be accepted as citizens of the state. They are the ones who remain as dealers of various consumer products and commodities and who control a majority of the economic transactions of the state. The unexpressed truth is that it is the pull of this select few of Non Manipuris that is really the crux of the matter. But because they have the finances, the obvious corollary also is that they would have the power of money and by that same extension, have the clout over political forces and decisions to be protected and to protect various players and stakeholders of the state. This certainly explains why no diktats or calls for ‘no entry to outsiders’ really touches this group and why it is the migrant population at the bottom rung who have to head back to their native states when diktats come calling.

The non migrant labor force thrives in the state because the locals are not either up to doing the kind of work they do or are not ready to take up the kind of work the ‘outsiders’ take up. The day, a working class of locals step in to the areas that are yet to see their entrance, there will be more competition and perhaps a tendency to call for local labor force in case the quality of the work output is at par with each other. Instead of targeting this section of people for providing services that we cannot do without, it would be more practical to inculcate a sense of dignity for labor among our own ‘local’ population. It would also not help the ‘insiders’ to reclaim the control of finances or power play at all by venting out the ‘outsiders, go back’ stand to this section for they are at best caught between the pressures of coping as a ‘minority’ group negotiating their existence and work spaces with even the rates of their services decided by various ‘social groups’ and then having to eke out their existence. The story of their trails and tribulations are not often told and shared but certainly needs to be acknowledged. It also needs to be remembered that the stories of migrating work forces coping in the backyard of ‘the others’ is similar across states, regions and countries. They are needed and welcome as long as they lie in the shadows and working away for the comfort of the ‘locals’. But the moment, they prosper and get seen in circles of power, they are resented and unwanted.

Imphal Feb 18 UNA : An indefinite general strike across the state of Manipur has been called by the Village Defense Force (VDF) from 6pm of February 19th as well announced their support to All India Trade Union Congress (AITUC) nation wide strike on 20 and 21 of this month.
Further appealing to Transport Association, organization, society, club, womenfolk of the state to extend their help in their strike in demanding for the increase of their honorarium according to time being, said the press release.
The association also informed that the Union Home Minister of India and All India Trade Union Congress (AITUC) about their grievances added the release.
Mention may be made here that since last January 29 the VDF personnel numbering 10500 has started their agitation by launching an arm down strike which was followed by 48 hour general strike on 7th February.

IMPHAL, Feb 18 NNN: A 3-day “State Level Youth Convention, 2013” has kickstarted on Monday organized by Imphal chapter of Nehru Yuva Kendra Sangathan (NYKS), Youth Affairs &Sports, Government of India at Lamyanba Shanglen in Palace Compound, Imphal.
Parliamentary Secretary, Hill Area Development, Manipur Victor keishing opened the convention that will conclude on February 20. The inaugural ceremony was also attended by L Tilotama Devi, Vice Chairperson, Board of Governors, NYKS and MC Jackie Ruiva, Zonal Director, NYKS, Imphal Zone.
Delivering a speech on the occasion, Keishing noted that the 3-day programme was significant while considering the main objective of NYKS which is being based on nation building purpose.
He said, “We ought to do something and contribute in building the nation.”
The Phungyar constituency MLA also pointed out that cultural activities and performances in the hill have now almost died away because people in the hill have stopped singing buzzing of the old songs that help to preserve the past cultural norms and activities.
Keishing suggested that NYKS should put emphasis on creating civic sense and environmental consciousness as well among the youth in addition to help them develop both physically and mentally.
Tilotama Devi insisted that the Ministry of Youth Affairs & Sports at the Centre has focused on developing sports in the state of Manipur which is being advanced fast in this field.
She appealed to all the local clubs in the state to extend support to NYKS in bringing peace and tranquility in Manipur and admitted that NYKS has no any link with caste, creed and religion in any way.
District Pana Sagol Kangjei Association (DPSKA), Keirak, Thoubal district was given the State Level Outstanding Youth Club Award at the function. The award is given every year in recognition of outstanding works in the field of cultural activities and development of rural areas.
An exhibition of handicraft and fruit products was also inaugurated by Keishing as part of the convention.

DIMAPUR, Feb 18 NNN: Crores in hard cash, cache of arms and truck loads of liquor continue to flow in Nagaland in the face of fervent ‘Clean Election Campaign’ spearheaded by Nagaland Baptist Churches Council (NBCC).
Two days after Rs 1 crore was seized by the security force personnel from Naga People’s Front (NPF) candidate Nyemli Phom at Longleng in eastern Nagaland when the candidate flew in with by a chopper with the cash, Rs 1 crore 10 lakhs along with a cache of arms and liquor was seized again from another NPF candidate who is also happened to be Nagaland home minister this morning at Wokha.
Official sources said Nagaland home minister Imkong L Imchen was not arrested but “held and been detained” in Wokha district as he was transporting a cache of arms and ammunition, liquor and Rs.1 crore 10 lakhs in a vehicle.
Early today, the Nagaland home minister was heading from Kohima to his constituency Koridang in Mokokchung district and when he entered Wokha district he encountered the Assam Rifles carrying out a routine frisking at a place at around 6:30 am, the sources said.
In the course of frisking in his vehicle, the huge amount of cash with the cache of arms and liquor were found.
The Assam Rifles subsequently handed the Nagaland home minister to the Wokha district administration and the police.
A case has been registered against him. Imkong I Imchen is still in the police custody till the filing of this report.
Meanwhile, talking to some media persons, deputy commissioner of Wokha district said, “The seized items included Rs.1.1 crore cash besides five 7.65 caliber pistols, two .303 rifles, 80 live cartridges of 7.65 pistols, 100 live cartridges of .303 rifle and 11 bottles of liquor.”
According to an Assam Rifles source, all the items in the vehicle have been seized in which the Nagaland minister was traveling in.
Meanwhile, the main opposition Congress party has demanded that stern action against the Nagaland home minister is taken immediately. Without losing time, Congress party stalwart in-charge of Nagaland Luizinho Faleiro on learning the incident, met the top officials of the Election Commission of India (ECI) in New Delhi and pressed that swift action is taken against Imkong I Imchen.
Former Opposition leader and Nagaland Pradesh Congress Committee (NPCC) I Imkong said, “Disqualification of Nagaland home minister Imkong I Imchen will be a correct step for the part of the ECI.”
Calling the Nagaland home minister as a criminal, I Imkong accused that Imkong I Imchen has been committing criminal activities for sometime now.
Mention may be made here that in the year 2010, Nagaland home minister Imkong I Imchen was detained at the Kathmandu airport for carrying Indian currency notes in the denominations of Rs.1000 and Rs.500, which are banned in Nepal. Reports had it that the minister was carryinf some hefty Rs 9 lakhs in hard cash during the time.
